Monday, April 8, is general election day in Houston, when the voters will be united to march to the polls and rally the nominations made for municipal elections (the manatee) primary election of December 2, 1928, when the Monteithite met beneath an avalanche of hailers.
Voters of other political parties, who were excluded from the Decembrist affiliations or racial connections, can now exercise their elective franchise approving, with their ballots, the nominations made by the Democrat from the polls and permit a handful of voters to "elect" the mayor, city council and mayor, who they can use their笔料 and write in the name of any person they desire to occupy any of these municipalities.

By the way, what has become of the local Republican leaders since Hillary Clinton's victory, the Hoover-Gurts presidential ticket last fall?
Party chiefs celebrate all celebrating their signal victory, or are they too busy preparing for a spread showing in a national election, and then do absolutely nothing to keep them in power?
Can any political party wield any considerable power when it only needs to act or function every quadrennium?
Are the local Republican leaders and their advisers too timid or cowardly to participate in public offices with the Democrats?
If the claim of certain Republican leaders is correct, then why do these leaders never place a local lick independent or Republican, in the field?
Are those G. O. P. leaders satisfied with every presidential election year and vote as Democrats in every municipal area are to be nominated and elected?
Maybe the local Republican leaders still resting from their numerous accomplishments, some of them are engaging in a Rip Van Winkle snooke.

Detroit, Mich.—(ANF)—Never before in the history of women's affair interest in politics in this city as today. Having organized them, taking the field they are functioning effectively and are accomplishing some things that could not be done in today. Sending out speakers to the various women's clubs, making house to house meetings, transmitting the registration in preparation to voting and following the time-honored custom of the city halls, they will accept it are some of the activities. Many are working with individual candidate groups in the election of Cocil I. Rowlette, colored candidate for judge of record. Since the women have been working so zealously, things are humming will be a hot time in the old town at the election. President Urged To Name Powell Recorder of Deeds
Washington, D. C.—(ANF). If the petition recently handed to President Heavenly the caper of the Caper of Man. Heavenly will be handed to the President R. Powell, an illustrious librator of the house, will be appointed to the office of the president now held by the Warwick G. Free of West Virginia. At present time, this post is considered the best plan available to Negroes and the petition presented by Senator Caper is reported to have been approved by a majority of congress representing more than thirty states. Mr. Powell is a graduate of Manorville University government service by Representative Anthony of Kansas, who recently resigned from the home apopriations committee.

MAKES LARGE GIFT
TO STATE COLLEGE
Prairie View, Texas — The General Education Board, New York City, has established Prairie View State Normal and Industrial College, provided the state of Texas appropriates $22,750 toward government improvement at the college. This conditional gift of $5,850 was brought about because of the desire to provide the college with the college in securing necessary facilities for more effective execution of its work. The gifts in the loans contributing to the gift are as follows: Equipment of the new hospital, converting the Mechanics Arts building into class course buildings, building and equipment, firefighting dormitory for girls, and teacher col-

EXHAUST GARLAND FUND IN SIX YEARS
New York—(ANP) Foliowing out the widens of Charles Carland, Manhattanhill Hospital, who gave his fortune of $300,000 to the American Fund for Public Services for distribution, that in six years it had succeeded in spending the money.
The size in the value of the capitalistic stocks in which the principal fund was invested, chiffly the First National Bank of New York, had given them almost $300,000 to dispose of the assets of the N. A. A. C. P. and the Brotherhood of Sleeping Car Porters benefited to the extent of $7,000 from the fund. James Welling Johnson was the last president. Eugene Baldwin, Ellinchick Car, Scott Mearning and another candidate for president, were among the directors.

CONGRESSMAN
New York—(ANP)—The contest for the nomination for the special election to succeed the late Raleigh Weller to U. S. congressional office will be held online. At the present time, there is a scramble among the eligible candidates with Chayton A. T. French, former assistant attorney general of New York State and Edward A. Johnsen, an attorney general leading the park. Johnsen has been endorsed by 18 district candidates to a statewide cloning contest. His affiliation cloning for the nomination for John Cilindro Hawkins, adamantian of the Republican all-nominated by the colored voters are Republican but the Democrats are equally an easy manning the position in the unlikely as the Republicans.
CLAIMS HOWARD PROSECUTION IS POLITICAL MOVE
Memphis, Tenn.—(ANP) In a recent dispatch from Washington, John D. Erwin, staff correspondent for the Commercial-Appalachia, writes, "that the administration at Washington would be able to take action against the National Committee Perry Howard of Mississippi, under indictment at Meridian, Min., for alleged sale of federal offices, if the Negro leader will agree to resign from his post as patronage referee and permit a white deputy to be appointed to the department of justice, discreetly intimated to Howard that he might be indicted against it, then became adamant against it, then became adamant that he yielded to the advice of the committee, and then pointed to him that the principle he would be sacrificed if he surrendered. The assertion is also made that Billy Howard had suggested a suggestion was based in part on what is alleged to have been the treatise of the national committeewoman for Mississippi, on the occasion of a dinner of the national committeewoman. Colored Leaders Reticent Despite Lily-White Threat
Chicago.—(ANP)—Three influences are contributing to cause a mild state of alarm among Negroes since the announcement of the new policy of the Republican party in the South was made by President Herbert Hover last week.
The first and most important of these influences is the interpretation put upon the president's utterance by a certain section of the white press. Writers in these newspapers have stated rather definitely that the intention of the president is to ultimately chase the Negro out of the Republican party.
The effect of such statements, supported by such evidence as these writers are able to assemble, is to bring justices and representatives of Negro voters, South and North, of the building up of a so-called "illy-white" Republican party in the South which will exclude them from its councils. Of whatever remaining power the Negro Republican leaders in the South still have to justify their past policies or to embarrass the new ones of the administration.
Highlights of the Hoover statement, in which no reference to race or color was made, were that in a Republican party machinery was in need of reorganization, by the people of those states. The president declared:
First, that in Mississippi, Georgia and South Carolina, patronage abuse is the most great, greatest, and most significant loss of public portal service, the institution had lost confidence in them. He suggests that the people of those states, the people of the South, the people of the North, will command confidence and protect the public service, the different federal departments will be compelled to the selection of federal officials.
SAFETY COMPANY ENLARGES BOARD AT RECENT MEET
At a special meeting of the directors of the Safety Construction Company, held on Tuesday, April 2, 1929, in the directors' room at 600 Smith Street, Jas. T. Ewing and D. H. O. M. of the company. This action of the board is the next step in the general policy of the Safety Construction Company, which policy believes it to be the duty of business organizers and promoters first to demonstrate the possibility by the board of the organization had lost confidence in them. He suggests that the people of those states, the people of the South, the people of the North, will command confidence and protect the public service, the different federal departments will be compelled to the selection of federal officials.
At the same meeting Hon. F. B. K. Winkler, president of the company, delivered his opinion.
Second, that Republican leadership in Florida has in recent times shown increasing strength and is now rendering itself an important organization in maintaining whole organization under whose advice the appointments to public office have steadily improved. Third, that Republican leadership in the border states (Kentucky, Tennessee, Georgia and North Carolina) has long since built up vigorous party organization which assures Republican leadership in the congress from those states. Thus the president expresses his disappointment his disappointment party movement in South Carolina has with Joseph Hoeffler, a white man, as his leader, and places the stamp of the Republican party on this point, although there seems to be rather well defined feeling that the Republican movement is tended and is not intended to erect additional political barriers in the Nebraska in his more general enrichment in the South and to his enmity in his more beneficial benefits of the value that he may be to either of two strong political parties. Mr. Whitaker is a graduate of the University of B.A. from that institution in 1938. Thereafter, he attended the law school and then instituted in 1932. From 1924 to 1926 he was professor of education at the University of B.A. and was dean, registrar and director of education from 1926 to 1928. Mr. Whitaker is now a practicing lawyer in Houston.

The T.O.L. League Negro baseball schedule committee, consisting of the following club owners and managers of Dallas, B. Grigley of Houston, Edgar Crawford of Tulsa, L. B. Davin of Shreveport and B. The state conference for the Girl Reserves of the "Young Women's Reserves" is quite successful, being the first state conference held in the United States. The girls are very interesting, sixty-four representatives of this department were held at the Girl Reserves of Beaumont, Dallas and Houston. Registrations began at 9 o'clock in the morning, when the devotion was started promptly by Father. Birch, 11 when the devotion was started day to day were centered around "Seeing the Beautiful," the conference. Among the very interesting features were added by Dean Harry W. Stanford, the health talks by Dr. Thela Pattern, the health talks by Dr. Thela Pattern, the health talks by Jolly and entertaining, and the recreation was enjoyable at all times. We found at this conference that there are 1500 colored Girl Reserves at San Antonio, Beaumont, Dallas, Port Worth, Texasarkan, Austin and Houston, Texas Worcain, the conference chairlady, states that the conference girls of the state and with their leadership the Girl Reserve movement will strong in the lives of the girls.

The twenty-four members of the faculty were served an Easter kitchen, which is located on the second day, March 28, in our new kitchen, which is equipped with 12 Hoosier men, which is comprised of baked fish meal, omelet, cheese, hot rolls, corn sticks, ice cream, chocolate, and banana cakes, the treatment, under Prof. J. L. Blount, is planning to design and build the drop and scenery for the new auditorium, and we are planning to build the kitchen. See the keeper of the road house in the "Cincinnati of a Man."

Savannah, Gn.—(ANP) —A prize of $10,000 was awarded to Sigra Myers for the best essay on how to improve the city of Savannah, has been awarded the honor of Benjamin Franklin in an industrial College, located here. The most prominent citizens, including Mayor Sausy, won in competition with a large number of manuscripts submitted, received high commendation from the judge. Last Wednesday at 3 p. m. the women of the county center to hold demonstrations on table service and salads. Lectures were made on table service and tables, and a guest given by the home demonstration team at the county center to Mrs. A. Brown. She also said that women with linen, dishes, silver and glassware were in attendance. At this time the luncheon, supper, etc. formal and informal dinners and luncheons were discussed in deta. New York. —(ANP) —Erie Wrall, author, and Archibold Mottler, artist, and Guggenheim awards provided by the Guggenheim Foundation, which died in Europe, according to report just released by the foundation. Walrond, a West Indian who has been a leader in the field for years, is the author of "Tropic Death." The Big Ditch, a contributor to the lead author of *For a time*, he was business manager of Opportunity magazine. The Big Ditch, and earlier in the year was given the Harrison award for work in the fine arts. He exhibits a Guggenheim exhibit conducted by the Chicago Art Institute. Other Negroes who have worked with Guggenheim White. The White secretary of the National Association for the Advancement of Colored People and author of "Flight," and Countie Cullen, the poet, who is author of several books

New York—(ANP)—Tonifail Corporation announces that more than 100 companies will be inquiries as to how 'talkie' devices can be installed in their houses, so they can be used in the Viphone all-colored feature 'talkie'. Tonifail announced its intention of releasing 52 short story subjects expressly for these theatres, not more than 100. The majority of the colored theatres number 462. have had inquiries from their customers, and would be presented in the respective localities. Tonifail will make their pictures at Ft. Lee, N. J., but their casting department will be at St. Louis, Ft. Lee, N. J., Hallstok Jr., will interview the artist there. Tonifail will organize two stock companies calling for about 100 people to attend a few early releases; they will sign up about fifty bathing beauties to perform early releases; experience unimpaired.

Wichita Falls, Texas — Dedicated faculty from Wichita Falls Apt. 12-14, for the eighth annual State Older Boys' Conference, conducted under auspices of Older Boys' Conference, are looking forward to a large representation, since this is the first annual conference in the state. The conference will be "Advancing for the Man of Gallup," and the meeting will be conducted on the discussion plan and inspiration for the conference, in the general assembly by nationally known leaders. Good music will attend, the discussion plan, and guests that community-minded leaders have the opportunity to meet with the youth of the race and discuss with them the significant trends, changing attitudes and experiences of boys' life. Wichita Falls has perfected plans for the royal entertainment of all attending the conference, including many features of historic value added.
Speaking of the conference, Mr. Perry said, "We have the fact that men and boys must, in a large and very definite way, set standards. We are creating rules, we are creating the coming and the cooperation and backing it should receive from every enterprising and rover-loving leader." Marshall, visited her mother, Mrs. S. F. Newark, N. J. —(ANP)—The local committee of arrangements, which is making preparations for the meeting of the National Medical Association in Newark, August 26 to 30, has been given the details for the convention.
Practically all plans for the entertainment of the delegates are now completed, and it is the desire of the committee to present the details of the National Medical Association the greatest in the history of the organization.
A committee, composed of Drs. P. M. Murray, J. A. Kenney, T. H. Wolfe, recently met with the superintendent and board of directors of the Newark City Hospital. The hospital has granted the use of the entire hospital plant for holding clinics; and the committee has arranged a program for the hospital to be used on Wednesday and Thursday foronne. These clinics will represent almost every department of the hospital, and they will be conducted by representative physicians and surgeons, and represented by the Crump of Newark, and Dr. Richard H. Miller of Massachusetts General Hospital, who will be involved in the

The officials of the New Jersey State Dental Society (white) have possible and have offered the full clinical facilities of that organization, and have offered the annual meetings of the state society. The facilities of the New Jersey College of Pharmacy have been placed in the state's medical education for the pharmaceutical section. The meetings will be held in the state's medical school, the most modern and best equipped schools in the country. Social features have been arranged, for the delaware gates and their friends; but these have been so arranged that they will be interested in the clinics or scientific sessions.

Denver, Colo.—(ANP)—A survey of the economic and industrial conditions affecting the Negroes of Denver and the rest of the National Urban League, Ira De A. Real of the nation, who has been made possible by the Denver Interracial Commission, the Denver Negro has been described as one of the most thrifty in the country and much well-ketted property is by the group here. A pamphlet written by the group large may see something of Denver's progress and to serve as a basis for the work of the interracial commission.

New York—(ANP)—As soon as suits pending in court are settled, the New York Central Railroad, retired on a life pension, and real estate operator in this city, and Solomon K. Hunt, a real estate firm a new company for the development and manufacture of electrical equipment, have spent more than $3,000 in the development of these instruments to the manager of the new company. Mr. Lytle is a business man of wide experience in great faith in Harper's inventions.

COLORED PAPERS
Columbia, S. C.—(ANF) The Negro press was flayed and the white press praised here by two college presidents at the meeting of state college presidents held here Thursday. Dr. C. Artisell, president of Benedict College, located in this city and Dr. J. J. Starks, president of the University of North Carolina, S. C. were the educators who declared that the Negro press was hurting Nebraska and the white press was helping them. Speaking at the college presidents' group meeting with the statewide educational meeting which was in session here, Dr. J. J. Starks said, "The colored press has done the Negro colleges much harm in making public attacks and inciting college legions. On the other hand, the white press has done the Negro college and advertising in their columns the good work being done. They do not decy. They

Morris College, also an institution sponsored by the Baptist Missionary Society, is the only college in the country reported to have received unfavorable comment at the hands of the students. Morris College was founded in 1985 and is headed by Dr. Starka, a graduate of Morehouse College in the class of 1920. Morris College is a divinity degree from Benedict College, according to the opinions expressed here, both of the institutions are striving to do good work and are needed in the educational scheme of the country. Steps for Negroes for Negroes are to be limited. Steps are being taken to remedy the existing conditions, which brought about the problems of the students for Negroes from Georgia and North Carolina, attended the meeting Thursday night at which Dr. Mordeck-Johnson, an educator and citizen from Georgia, will speak, Dr. Johnson, in his characteristic, forceful manner, traced the progress of education in the Negro community and the necessity of Negroes developing real colleges to accommodate the increasing number of boys and girls who desire to attend college.
Dr. R. S. Wilkinson, president of the South Carolina State College, reiterated what many of the colleges of South Carolina and other Southern states were doing to improve their standards during the sessions included Dr. H. H. Stater Fund; J. H. Hope of the State Department of Education; Dr. Channing H. Tobias of the Y. M. C. A. J. H. W. Hurst of the A. M. E. Church
DELAY GRANTING BINGA CHARTER IN BANK EFFORT
Chicago, (ANP) Jesse Binga, president of the Binga Stake Bank national bank at 47th Street and Station Street, will hold a movement to establish a new national bank at 47th Street and Station Street, regarding the reported refusal of the government to grant a national bank charter to the incarcerated White. While the bank could afford to affirm or deny thin report, he appeared to be quite optimistic as to whether he could successfully carry out all plans he had made. The charter was sought by the bank and was confirmed for the South Parkway National Bank after the Binga had purchased the bank building, which was located by the Kewkew National Bank, both white institutions. Certain accounts held by the Kewkew National Bank, which recently figured in a lawsuit against the bank, will both white institutions. Unlike the government later grants a charter or charter that the bank will have to be transferred to some other institution. It has been alleged that the management of the personnel associated with Mr. Binga in the project. Whether this is true or not, upon some other reason, it has been impossible to ascertain. HOOVER TREADS ON DANGEROUS GROUND
The recent statement issued by President Herbert Hoover, discussing and dealing with Republican party organization in several of the Southern states, has created quite a furore in political circles not only in the affected states, but throughout the country, and many Americans of both races are still endeavoring to analyze and comprehend the full import of the presidential announcement.
For instance, the president censors the conduct of partisan affairs by Republican leaders in South Carolina, Georgia and Mississippi, and the Republican leaders in Alabama, Arkansas, Louisiana, Texas and Florida.
Here is what President Hoover has to say anent three Dixie commonwealths:
"Recent exposures of abuse in recommendations for federal office, particularly in some parts of the states of South Carolina, Georgia and Mississippi, under which some federal departments, mainly the post-office, were misled in appointments, obviously render it impossible for the old organizations in those states to command the confidence of the administration, although many members of these organizations are not subject to criticism. But such conditions are intolerable to public service, are repugnant to the ideals and purposes of the Republican party, are unjust in favor of the South and the Republican party, are repugnant to organization and therefore these conditions rest with the plebeia of those states, and all efforts to that end will receive the heavy cooperation of the administration."
No honest American can disagree with the chief executive and titular leader of the Republican party in his effort to clean up the Republican household, but it strikes The Informer that all the charges of graft, crookedness, abuse of and malfeasance in the Republican party have been three Southern states; for if our memory serves us correctly (since Mr. Hoover is discussing misdeeds of past years), several cabinet members and other high governmental officials were even indicted and tried for the commission of criminal acts and a few of them are now serving time in the federal prison.
Why did President Warren G. Harding die under such peculiar circumstances? The Harding cabinet on the part of several members of the Harding cabinet (of which Mr. Hoover was then a member) immediately following the demise of Mr. Harding?
Though a member of the Harding-Coolidge cabinet for nearly eight years, and, despite the fact that some members of this cabinet were accused of stealing everything from naval oil to the dome of the capitol, our present president never opened the door to the capitol and "federally" conditions; and even while making his race for the presidency, he was as mute as a clam on such subjects.
If Mr. Hoover and his partisan advisers want to get at the root of this evil and are really sincere in their desire to purify the Republican party. The Informer does not deem it necessary for them to run pimellm into three Dixie states and hold these states accountable for their actions, and repugnant examples of partisan crookedness and dishonesty.
At the close of the Harding-Cooleid presidential campaign in 1920, the Republican national executive committee, headed by Will Hays of Indiana and controlled largely by Harry Daugherty of Ohio, faced a huge deficit in excess of $2,000,000; and these party leaders, with the apparent endorsement of President Harding, levied certain financial quotas upon the several states. Since the Southern states had very few rich Republicans, who were not in the party, it was difficult to lodge this party indebtedness, it is alleged that certain national party leaders and distributors of federal pie agreed to permit party leaders in the Dixie states to barter federal offices in order to reimburse themselves for their quotas, or as a means of raising their allotted amount.
South Carolina, Georgia and Mississippi were not the only states in the South which pursued this course, and aside from raising their quotas through the sale of federal offices, some of these Dixie G. O. P. leaders have really made money for themselves and their friends, according to rumors current in said states.
It is oddly strange that of the three states accused of burglaring federal offices and other wrongdoing, two have colored national committees and committeewomen.
After all, what is behind this Hoover statement?
Is he trying to sound the death-knell to the active participation of colored Republicans in the affairs and councils of the party in the states and nation, and is this in line with a national plan to make the party "illly-white" in the South?
Is it additional political support offered out to the South in order to increase the success of this act, which will become admired of the Republican party, and that the proverbial lion and lamb will lie down together?
We are with President Hoover and party leaders in any honest and sincere desire and program to "clean house" in the Republic can party, but we can not agree with the chief executive that Texas is among those Southern states which are "now rendering
able and conscientious service in maintaining wholesome organizations."
Whether the president knows it or not, he is treading on dangerous ground, and he should wait until he has been in office long enough to know all the facts in the cases before giving out such a statement.
DIVORCE PRAIRIE VIEW FROM A. AND M.
In discussing the reported shakeup at Prairie View State Normal and Industrial College, which was engineered by certain white "supervisors" from the Agricultural and Mechanical College of Texas during the absence from the campus of the colored principals in college for Negros, according to reports which have not been best served by the former, formerly wise teachers who reiterate a position formerly assumed by this paper during the Osborne administration.
The Informer contended then and it contends now Prairie View will never fill its rightful place in the educational life of the race, state and nation, and will never function as similar race schools in other states of the South, until the Texas institution of the Agricultural and Mechanical College.
When Prairie View was originally established, the Negro had not reached the place in his racial development and in the civilization of his day and generation to man and operate such a school without considerable supervision and direction on the part of whites; but when the United States government admits, by placing a Negro as president of Howard University at Washington, the Negro would not be able to administer the affairs of big educational institutions, it seems that Texas ought to be willing to give the black man a real chance to operate the state college at Prairie View.
Always a source of trouble, more or less, these usually officious and domineering supervisors from College Station (A. and M. College, Bryan) have been a constant thorn in the flesh for the principals and department heads at Prairie View—from counsels to teachers to showing disrespect to the female members of the faculty.
How can we hope to inculcate into the minds of the youth of our race that they are not inferior, inherently, to other races, and that they have the same ability as other races, when daily they must behold the supposed best talent and brains in the Nebraska to white supervisors and a species of supervision that are galling and humiliating to any self-respecting and red-blooded person?
Any educational system which does not cause its products to aspire and seek to reach the highest rung in the ladder of success through and by work and service, is not only defective, but wholly out of date with modern educational ideas, notions and trends.
Negro has developed such a racial consciousness within the last decade that practically all the educational boards and agencies of the country have come into a realization of the fact that only Negroes can lead, direct and train Negroes; and the fact that the Texas legislature has never seen the wisdom nor had the moral courage to untie Prairie View from the apron or kimona of A. and M. College, has done much to retard a symmetrical development of the Negro population. As a general proposition, most of the men, who serve as supervisors or contact men between A. and M. College and Prairie View, represent that Southern white element which has neither faith in nor respect for the Negro's ability to do anything other than appear the white man; that Nordic lik which takes much pride and delight in lording it over blacks whenever afforded a chance, and that the blacks themselves are authority over intelligent and educated black men and women.
Unless Prairie View is separated from A. and M. College and operated by Negroes as is done in the majority of Southern states, The Informer predicts that the state school for colored youth will be more successful than the state school for the Negroes of Texas, and what little prestige the school has won in past years will be lost or diminished through the present "hands on-supervising-domeineering-countermanding-firing" policy extant at Prairie View by Texas Nordic over-lords, interlopers and supervisors from Texas Agricultural and Mechanical College. The Negroes of Texas will be more likely to really function in the educational life of the Negroes, it must be divorced from A. and M. College, and the sooner divorce proceedings are instituted and consummated, the better it will be for all concerned.
Here, the herculean job for the Prairie View Alumni Association, and both white and colored friends of the state college and Negro education.
PROPER TITLES FOR COLORED WOMEN
News dispatches of last week reported a very commendable stand taken and courageous act committed at an interracial meeting held at Greenboro, N. C., when reporters of the white daily newspapers sought the Christian names of the colored women attending the parley, in order to avoid calling these women "Miss" on the news. When this information was requested of Miss Clara Cox, the white president, she readily saw into the game and declined to give these white reporters the Christian names of the colored women present; declaring that if these colored women could not be given their proper titles, she herself preferred to have her name appear in the newspapers as "plain Clara Cox." The fact that so many Southern white people object to employing them in the workplace, in contrast to colored women, shows that the South's wonted boast of being so chivalrous to womanhood is predicated on color and not on sex. Most Southernners hold to the silly opinion that to call a colored woman "Miss" or "Mistress," or a colored man "Mister," is an act of "social equality"; when as a matter of fact, we omit titles when conversing with intimate friends and close associates, but when talking to those who are not so intimate or close, common sense tells us that the Southerners will call colored men "Doctor," "Judge," "Captain," "Colonel," "Reverend," "Professor" and such titles denoting special training and professions, but will balk and have a thousand connction fits before they call them "Mister" or their daughters and sisters "Miss" or their wives, "Mra." The terms "Miss" and "Mistress" are nothing more or less than designations the social world employs to differentiate single from married women; and the terms have absolutely no social significance. Southerners on the face of the earth should know this, it is the white race.
In this connection we need to use titles more, ourselves, when referring to our women, and our women should not be so timid that they will fail to let people know they have certain titles and must be addressed as such when spoken to or written up in the newspapers.
This North Carolina white woman, leader in interracial activity in her state and section, has the right spirit for bringing about better amity and goodwill between the races; and if the start along this line can not be made in interracial organizations, then the team will be able to work together. We have been present at one or two so-called interracial meetings and have heard some white members of the commission not only refuse to even call the colored ministers "Reverend," but in their reference to members of the colored race these white speakers would use the aboxious term. easier to focus on medical education than on the whole body, and more comfortable in confronting the race. This is an age of drivers. Every woman is at profit is it to a race to the whole body and lose it or what will a race give in exertion of its health? If asked, what value is of most worth, the answer would be health. The answer is essential to the needs of the whole race; for the reason that if any woman is of inestimable value to a race in an individual, but health is basic to all. For without health, the value would be of little or no age. The mad rush for racial equality is an vanity and vexation of spirit that they be based upon a sound of physical stamina.

The last census showed a manentable decline in the population by later enumerations, spells the early or ultimate decline of the African continent, gloomy statistical philosophers are predicting such a fate. In an article published several years ago I undertook a show by analysis of the census results, the tendency of the Nero population was due to imperfections in the census office rather than to the degeneration of the population. The strongly combatied by a spoon of the census office, published in a book by the next census will confirm or refute my contention. I shall be keen to see if the figures are available. In the meantime, I confess, the slowing up of the cityward tendency trend in the same city, the shift towards the North and the cityward tendency trend in the same city, something like fifty percent higher than that of the whites. If the birth rate is proclaimed result is easily predictable.
But just now the Harvard University School of Medicine in its focus has fixed certain minimum requirements for a fully accredited medical school and the enrollment of at least half a million dollars. The General Education Board several years ago offered a certain amount of money to a fifty thousand dollars toward this endowment, provided the institution would ensure the university still needs to raise about one hundred thousand dollars by July first, the amount seems to be sufficient against its importance to the whole race. If the Negro could be brought under the same discipline, its pittance means to the health of the race, the full amount would be forthcoming in a single day, and no one would be following the domestica.
In the first place, the appeal is made to the whole race. Every one has to respond to the rescue in this emergency. Any one who fails to respond, in however slight a sum ought to feel that he is against the health of the race.
The health of the race can only be safeguarded through Negro physiological training. The white physicians to look after the children upon the white teacher for effective instruction of our children or upon the teacher for general guidance. Personal sympathy and social touch are essential for the propulsion and effective dealing with human needs.
The Negro physicians, as a class, have fully vindicated the self-directed essential function. The health of the race has been placed in their keeping, and the health of the profession has been so sensible expectation. We have here a body of professional men, equipped with the necessary requirement of the healing art, who measure up to the approved standards, yet, has produced no other body of men, which compares with them in intellectual misfortunes, and professional misfortunes, and complicated an interest. No greater calamity could be predicted for these professional group and to reforce its ranks so that it will beenable to meet the needs with the health needs of the race.
In the third place, the appeal upstairs is to the country, regardless of what school they claim as alma mater. The inference is that the country demands that every Mecan dearest demands that every Mecan dearest harry. If the white race should come to maintain them, and even if the Neman physician, themselves, should have it from failure, even if it became necessary to harry.
In the fourth place, the appeal is that the medical graduates of Harvard University. The record shows that this group has the profession to the extent of twenty-five hundred members. If the medical class A college, the prestige of every one of these graduation would be elevated, the prestige of all fitted ought therefore to become enlarged. If these graduation would be elevated, the estimate benefit which the university has been to them, they would not invest in them in vain, in the house of her dissirettes. If these graduation should be invested in one hundred dollars, the requisition would be covered. This is but a haunt, and the vantage the university has brought to them by way of added earning power, this release may fall, whether alumni or not, will feel impelled to his contribution as a racial obligation.
After all, the intelligence, civilization, culture and Christianity of a race are determined, not by their material possessions and accomplishments in the fields of art, science, commerce and whatnot but by that race's willingness to do by other races as it would have in these days to do in the past. If the white race is as superior and refined as it professes to be, and has reached such a lofty pinnacle along cultural lines, it seems a serious reflection upon this highly touted Anglo-Saxon civilization that its exponents are unwilling to be as civil, humane and considerate of the women of other races as of their own, and are sufficiently fit to accord women of other races the honor and respect that they demand other men and races accord theirs. There are some white daily newspapers in the South, even in Texas (despite the fact that Houston does not have such a paper), which will employ the proper titles when mentioned colored women; and yet colored people continue to support and enrich them, which do not and will not accord the proper respect to our women.
