COACH'S DIRTY DEAL MORE ABOUT PRAIRIE VIEW Houston was saddened Thursday night of last week, when news was flashed over the city that Ed Jones, the mayor, had met his death from a pistol wound inflicted with the officer's own gun, at the hands of an alleged male relative. It is claimed that Mr. Jones was clad in his pajamas, lying down at his side of a警车, and when he was relative grabbed the officer's pistol and ran out of the house. The colored detective followed the man, commanding him to return his pistol, and was on the ground that he had been upon Mr. Jones, killing him instantly. From information gathered about the streets, it is said that the officer's slayer is somewhat mentally unbalanced, and that he had only recently been shot. He was not the city whither he had been committed in the hope that his mind would regain its equilibrium. Mr. Jones began his services in this city as a sleuth when he served the city for a year, and when the city decided to add Negroes to the detective force, he was the first member of the race so honored, and served for some time as the only colored detective on the street. He was a five-year Negro serving here as a plainclothes officers, commonly designated as detectives. Mr. Jones was regarded as an excellent officer, both by fellow-officers, and by the police, who have been deplored and citizens generally; and it is to be deplored that he should come to his death under such unfortunate circumstances. During the last year or so we have heard and read much about the two local gas companies, the duplication of gas mains and other gas and gas-操作器 in the police departments, and the small that The Informer has taken little stock in this gas controversy. It is rumored that Mr. Law, who sustained a serious injury (from which he has not recovered fully yet) on the Hempstead-Austin highway during 1927, when he and his baseball charges were returning from a series of games with Samuel Huston in the Capital City, had been apprised of the fact that another man would succeed him as coach, but he would be continued as a member of the faculty, if the proposed budget, including him in such teaching capacity, met the approval of the powers-that-be. From reliable sources it has been learned that the original budget for the 1929-30 session was approved as submitted, but that Mr. Law's name was omitted when it was submitted originally, despite the fact that he had been assured his name had been included in the list. When the list was returned and Mr. Law discovered that his name was missing—in fact, had never been placed in the budget—he found himself without a job and all schools and colleges ready to open for the fall term. This certainly was a nice way to treat a man who had given some of the best years of his life to an institution of learning, and who has been disabled for life as a result of an accident sustained while in the line of duty. MOORE BOOSTS CANDIDACY IN ALDERMAN RACE New York.—(ANP)—The strongest point in the favor of Alderman Fred R. Moore's candidacy, Dr. Shirley Wynne, health commissioner of the city of New York, announced after a conference with Mayor Walker, the appropriation of $300,000 for the erection of a health center in Harlem, where the poor would be treated and treated for a long period of free of charge. Congressman Fierella La Guardia in a stinging address in Harlem last week, soundly and openly rebuked colored voters for the "when I speak in Harlem for my own sake, I speak for the colored candidates also on the ticket." Mr. LaGuardia said. "If you cast your vote, you'll be a candidate." SUCCEEDS SIRE HARLEM STIRRED AS DIRECTOR OF OVER SHOOTING KENTUCKY WORK OF TWO NEGROES New York City—(ANP)—Catering to American dollars was the chief cause of the discrimination by London officials, and the editor of the Chicago Defender, according to a statement issued Monday by William Pickens, contributing editor of the Chicago Defender, who has recently returned from a tour of European countries, the difference of the attitude of German towns versus American Negroes and the clauses are the nearest kin of the American white men, text of the follows: "The recent experiences of Robert Abbott of the Defender, with the hotel of the American Negroes, although they were not unexpected, with some German friends in Berlin, where a black man is really free and with some German friends in Berlin, the contrast between London and Berlin was very clear, be slightly infected, in spots at least, with the American color-poison. The needle that is injecting this poison "There it is again! The black and other dark races of the world fought on the side of England and against Germany during the World War. England had more "colored troops" than any other nation. Now London at least is threatening to rank next to the dear old United States in "color discrimination—harring only that dirty little corner of the earth called South Africa. The two great Anglo-Saxon powers may fail in common on this principle. And strangely enough next to Britain, if the war had lasted longer for America, the United States would have been able to muster perhaps the greatest force of colored fighters against the German and Austrian. And by the way, Vienna, in Austria, is another place where there are no color-mania. It seems that colored people are destined to be kicked hardest by those whom they have served most loyally and effectively. J. M. BOND, Jr. Louisville, Ky.—Prof. J. M. Bond, for the last three years director of physical education at the Centre Avenue School, M. K. A. in Pittsburgh, has accepted the position of state director of the work of the Kentucky State Institute in the educational latter, the late Dr. James Bond who, for nine years prior to his death, directed a notable program of instruction in the state of Kentucky, winning the complete confidence of both races and exercising a wide influence. It is confidently believed by the State Interacial Committee that Dr. M. C. A. Buehler will make a worthy successor to his distinguished father, be well equipped with education and training. His high school work was done at Simmons University, the University of California, Y. M. C. A. C. College, and the University of Chicago, where he received the degree. A., where he served there, before he beamed at the University of Pittsburgh and completed the requirements for the degree of master of science. That is a mistake: every day, the cost of the service is very low and August, they may not seem to miss it, but in the other lean months of travel, when all ships are New York City.—(ANP)—The brutal shooting of two Negroes by policemen here has aroused the ire of Harlemites and the National Association for the Advancement of Colored People has asked Police Commissioner Grover Whalen to investigate the cases. The two victims of the police were Ralph Baker, 24, a student of Lincoln University, Pennsylvania, who was shot in the back by Patrolman Walter Lowe, of the emergency squad No. 4, and Allen Small, who was also shot in the back by Patrolman Richard Collins of the East 10th Street station. Baker, according to William Pontaine, who had accompanied him to New York from their home in Montclair, New Jersey, and the officer had quarrelled over a vacant seat on the elevated train. He testified that Baker took a seat next to Lowe who was in company with a young woman and was off duty. Lowe ordered him to get up and the youth refused to do so, declaring there was sufficient room for both of them. An argument followed and when the youths got off the elevated Lowe followed them and attended to place them. Baker and Lowe shot him in the back and placed Fontaine under arrest on charges of assault, claiming that he had been struck by the students. Small, too, was shot while attempting to evade arrest, but Patrolman Collins did not divulge the reason for his arrest. The shootings, according to Commissioner Whalen, will be investigated thoroughly and Lowe will be suspended while the investigation is pending. Collins' case was not fully explained. HOT WATER BOTTLE BOOZE CONTAINER Chicago, Ill.—(Ill.)—That hot water bottles have various uses, was the subject of a Thursday when Walker Henderson was brought into court charged with transporting liquor in a hot water bottle. Patricia Erwinle, who arrested Henderson, told the judge, "I was in a hot water bottle. Not being in the habit of seeing hot water bottles used as a water heater and through a window saw him拿my gallon of moonshine in a window from the house he was arrested. On these jaunts, there was never any question of color as the trains pulled out of the station in the morning. The men and women, patrons of the road, sat where they pleased, but, this order has been changed, according to the actions of one of the officials of the station Saturday night when excursions ran to Richmond, Virginia. As the throngs crowded down the stairs from the main concourse to the train platforms, the assistant station-master stood at the foot of the stairs and directed excursionists to the stairs. "My position would be the same that the reports and that I was at the convention of either of the gentlemen," the judge asserted. "In the first place, I am in the city of Washington while the Elks were holding their convention. I am at a loss to understand the mistake in regard to not get out." Will Hays Bars Movie With Colored Priest Hollywood, Cal.—(ANP)—The failure of Gloria Swanson's latest picture, "Queen Kelly," to reach the theatres of the country is at last explained. The much-hearalled film sensation was banned by Will Hays, czar of the movies, because one of the prominent figures in the story was a colored priest. Hays, according to the well-authenticated rumors flying around the "lots" objected strenuously to the black priest, saying it is reported that such an appearance on the screen would affront thousands of devout, religious followers and white audiences. Whether Mr. Hays who hails from Indiana and is a Presbyterian elder, as well as a former chairman of the Republican national committee, knows there are many Negro priests, not not explained. He probably would be still more shocked to learn that many foreigners believe Christ to have been a black man. The picture was directed by Eric Von Stroheim, the famous director of "Foolish Wives," and "The Merry Widow," who is said to believe in strict realism. GEORGIA SOLONS LET STREET CAR BILL SUFFOCATE Atlanta, Ga.—Interracial leaders in Georgia are gratified at the completion of the effort made by a member of the recent legislature to add to the state's burden of burdensage laws. The bill, which was introduced by a representative from one of the rural counties, was approved by a member of the armed street cars and business of intangible and shifting lines, as is present, or else must be carried to every county. Apparently nobody took the measure seriously and it did no quickly. Every year the county became it, and the committee on railroads who voted to report on it invaded it even came to a vote in the house they would oppose it. As a matter of fact, however, it never reached the floor of the legislature it placed on the calendar for consideration. Evidently the legislature felt that even enough of aggrandizement could be considered. Kansas City, Mo.—(ANP)—One thousand scholarships annually of the National Baptist Convention of which John Webb, Hot Springs, Ark. is president. The Layman's Movement, although only five years old, was attended this year by more than seventeen state. Some state organizations are perfected, while others are in progress. "We hope to be able to furnish 1000 annual scholarships of $100 each," said Webb, who gave seven of these scholarships. The Laymen's Movement also is backing a theological seminary and assisting in the financing of the publishing house. CHICAGO NEGRO GETS STATE JOB AT NICE SALARY Chicago, IL—(ANP) W.-A. C.—One of the first steps in an plan to make adequate library facilities available to the millions of the South, white and poor, is to accept the by acceptance by the Charlotte Library Board of a conditional gift of $80,000 from the Rosewood Fund which is to be met by local gifts of $10,000. The library must be used during the next five years in developing a county-wide library system. Campbell, 18-year-old white youth and student of North Carolina University, were dismissed for two years and must also pay a fine of 1400. The evidence was imposed when Campbell was haled into court charges. The charges were over in a Negro man. He denied the charges and declared that the accident occurred when he press the court sufficiently so he must park his car in the family garage for the next twenty-four months. HOUSTON, TEXAS, SATURDAY, SEPTEMBER 21. 1929 ANENT KINCHION'S ADMINISTRATION Since The Informer has received so many inquiries concerning what this paper thinks about the future of the Colored Knights of Pythias of Texas, under the administration of Grand Chancellor L. B. Kinchion, who came into the office last month as a result of the death of the lamented head of the Texas fraternity. W. S. Hillis, this paper shall endeavor to state its position clearly and informally, this paper will be presented for. For fully 32 years Mr. Kinchion has held some kind of elective grand lodge office in the Colored Knights of Pythias of Texas, serving as grand lecturer most of this time until elevated to the office of vice grand chancellor some five or six years ago. Both as grand lecturer and vice grand chancellor, Mr. Kinchion has literally and actually "shelled the woods," and he knows intimately more Pythias and is probably more conversant with Pythianism from all angles than any man in the order. He was the "right hand man" of the late grand chancellor, and served principally on the field in various and sundry roles, from one end of Texas to the other. He contact man and functioning in a general utility capacity, and served principally on the field of the Pythias ripe and rich experience; for not only did he serve as a member of the Willis cabinet throughout its entirety, but he was connected with the cabinets of preceding grand chancellors of the Texas order. His ability as an executive and administrative officer in this order has never before had an opportunity for a thorough demonstration, for he held no such office in the order; but he did fill with credit the grand lodge offices he held for over thirty years, or else if he is doubtful if he would have been returned to office such succeeding grand session by vote of the Texas fraternity. The Pythian membership of Texas had enough faith and confidence in Mr. Kinchion to elect him to office for 31 out of 32 years, and, in the face of such continual and constant vote of confidence, esteem, goodwill and brotherhood, it certain does stand to reason that Mr. Kinchion should be given every opportunity to reason that he should be held to faithfully all these years, with a compensation hardly commensurate with the services performed. As grand lecturer, mainly an honorary office, Mr. Kinchion's only financial remuneration was the result of occasional visits to the subordinate lodges; while the office of vice grand chancellor paid him no salary until the head of the order recommended a monthly stipend some three or four years ago and decided to retain Mr. Kinchion on the field as general drive director and utility man. The Informer certainly would not be so unfair and inconsistent to sit in judgment on Mr. Kinchion, or any other man similarly situated, and pass sentence upon him before giving him a fair chance to demonstrate his ability to function in the office which is his by the vote and constitution of the Pythian jurisdiction of Excepting the grand chancellor, the Pythian cabinet is the same which aided, abetted and assisted the lamented chiefman of the Texas order, and in this respect the official family of the Texas Pythians ranks as one of the most outstanding among Negro fraternals in America. The Informer holds no brief for Mr. Kinchion, per se; neither the Informer nor the informer inspired by anterior motives or selfish designs, but it is merely a frank, honest and candid expression of our attitude concerning the Kinchion administration. Some criticism is being hurled at the new grand chancellor for retaining Dr. A. S. Jackson in two grand lodge offices, viz: vice grand chancellor and chairman of the board of directors, but The Informer has been informed authoritatively that this is only a temporary arrangement, and that at an early date a successor to Dr. Jackson as chairman of the board will be named by the head of the department. By all means this should be done and must be done at once, for obvious and patent reasons which need no discussion here. The finances of the Pythian order are in a healthy shape and the morale of the membership is fine, and, with teamwork, cooperation and unified action the order should continue to make phenomenal progress and substantial gains in the Lone Star State jurisdiction. And Chancellor Kinchion a chance to "strut his stuff" and, too, let's accord him the same support, backing and encouragement which we bestowed upon his able and astute predecessor. "PUBLIC BE DAMNED" HOSPITAL'S POLICY No institution, corporation or public agency, which maintains a "public be damned" policy, can hope to merit the support, backing and goodwill of the people; and no concern, whether business corporation or health center, which pursues such a policy and adheres to such a course, is going to make much real headway. Many diamond celebrities are released or sold to other clubs in organized baseball because they can not fit into the organization, and because their connection with the club creates a bad situation among the players and encounters an unfavorable reaction from the fans. Notwithstanding the fact that many or most of these non-cooperation baseball stars are very efficient and proficient as exponents of the national pastime, the club owners realize that the success of any team depends upon the morale and spirit of the club, and the resultant interest of the fans in the aggregation's diamond performances. Individualism and grandstand playing do not make for team success, and no league pennant or conference shield can be won in team which disregards the fundamental rules and regulations of the players and fans raise objections to a certain player on the club, even if he happens to be the manager, for the sake of team harmony and popular support, that player must sever his connection with said club; and the club owners who ignore and override such objections will soon discover their team in the back of the slump, and attendance will dwindle almost to the vanishing point. The sensible and wide-awake club owner is ever alert to such situations and always endeavors to satisfy and please the people who are supporting his team, realizing that such moral and financial backing is imperative if his club would succeed and make a decent showing in the chase for the gonfition. In the case of the Huntner Nerve Hospital, we have a star superintendent who does not know what teamwork and cooperation are; who has no feelings for other members of the club; who will not play the game according to the rules; who refuses to lay down a bunt and, by sacrificing, advance the player; who plays to the grandstand; one whose diamond antics have disgusted the team's standing and alienated popular support and confidence. President Howe office for six months has allotted time he missed. In the period of his initialization of his remaining due Mr. Howe has his. He surreys. He surreys: fearning attempt for a feature. the fundamental integrals. Like this he takes a complex prescribing for gs believing that the w of any of its parts, the first and the last of all the cut he imitates him Ham Lincoln. He Notwithstanding the fact that this hospital celebrity is objectionable to both players and spectators, we have the sorrowful and sickening spectacle of the club manager not only keeping her on the mound when her offerings are being slammed to all corners of the lot, and the players on the team are demoralized and disgusted, but he also keeps this star on the club when it is as plain as the nose on one's face that she has outlived her days of unmarriedness. The hospital aggravation. The Informer realizes that the public, generally speaking, knows nothing about operating and maintaining a hospital, or any other kind of institution; but the public does have certain rights, and whenever and wherever the masses raise objections to certain persons holding official and executive positions with public, semi-public or quasi-public institutions, all the people can not be wrong: for "ox populi est xel dox" (the voice of the people is the voice of God); and no rationally-minded and sober-thinking person can contrarily resist to public opinion, men, race, women, or children. If defiance in the face of public opinion, and to disregard the voice of the people, but defeat, disaster and destruction were their sad and bitter fate. If the philanthropic donor of the Houston Nogro Hospital really intended for this institution to serve the Negroes of this community as a health center, and to afford the race an opportunity for self-harm, self-expression, self-determination and self-improvability, his dream will never come into happy truth under the present administrative and executive hospital regime, which colored citizenry of Houston. The Negro does not possess an overly amount of faith in the white man's sense of fairness and justice, as it relates to the latter's dealing with the former; and it is to be regretted that the Negro is doing too much to lessen the Negro's opinion of the white man's regard for right and righteousness. If the local hospital management assumes a "public be damned" attitude toward the Negroes of the community, what will prevaire when holding a similar view toward the Houston Negro Hospital? NEGRO ELKS' THREATENED SPLIT Since the adjournment of the annual meeting of the Improved Benevolent Protective Order of Elks of the World, held last month at Atlantic City, New Jersey, when J. Finley Wilson was reelected grand exalted ruler by a 3 to 1 vote over Casper Holstein, the New York emplied, there has been talk of a split, and organizing another body of colored Elks. Such a movement will be both foolish and futile, and those disgruntled, dissatisfied and disaffected members of the antered fraternity, who are said to be considering such a course, should bear in mind that the Negro race is in its present sad plight and unhappy state, in a large measure, due to our divisive propensives and splitting perchants. There has been less divisions and splits among Negro fraternities than in any other field of our racial endeavor; and it would be unfortunate, if not tragic, for the Elks to stage such a splitting stunt at this period in the history of the organization, which has been setting a fast pace for other racial fraternities. If the order needs internal reformation; if there are certain abuses and practices which should be stopped; if the Wilson family has been involved in the development a powerful machine which should be shorn of some of its power, then wisdom and prudence suggest that those who desire to effect this reform remain with the order and seek to accomplish their purposes within rather than without the fold of the fraternity. A glance at the records of all splits and divisions among American Negroes, whether in the realm of religion, field of education, or other areas, can be traced almost directly to a scramble over offices and its spoils. Of course, the splitters and insurgents always ascribe some great moral reason for the rift and organization of a similar movement, but stripped of all its high-sounding verbage and reduced to its final analysis, selfishness and the insatiable desire for office and honors are the primary causes. At the recent national parlay of the Ells, the issue of paramount importance was the question of titular leader of the order would be the ground-called ruler, and who would occupy seats of power on his right and left hands. The opposition offered a resolution that the election be held by secret ballot—the Australian system such as is in vogue in all political elections held in America. The delegates consumed almost an entire night casting their written ballots for their choice for the highest elective office within the antered order, and when the polls closed and the votes tabulated it was disclosed that Mr Wilson had emerged victor over Mr. Holstein by something like 750 to 250 votes. With police officers guarding the balloon boxes and attending and attaching the cameras they were not stuffed or the tickets tampered with, Mr. Wilson won a clear victory; and the Holstein forces should be good "Bills" and take their medicine like men. True sportsmanship is easy to exemplify in the face of victory, but it requires much courage to gracious, generous and a true sport in the midst of defeat. While we admit that there is not much glory in defeat, there is a vast difference between defeat and rout; for righteous principles there is no earthly power can stay the final triumph of wrong over wrong. Let these Eiks, who are advocating a split in their ranks, take their medicine like men, redouble their efforts for the next engagement, stay in there and pitch; for, if their cause is right, they can accomplish far more on the inside of the order than on the outside. OPINIONS Cimbee's Ramblings A HALF YEAR OF HOOVER 雲 By KELLY MILLER, Howard University, Washington, D. C. President Hoover has now been in office for six months. One eight of his allotted time has already been expended. In the first six months of his administration he gave a clear indication of the remaining threats and a half years. Mr. Hoover has the mind of the engineer. He surveys the whole tank before attempting to attack any special feature. He does not think in fractions, not in integers, but in integrals. Like the skillful physician, he knows the difference between prescribing for symptomatic ill. He believes that the whole is greater than any of its parts, and that the weakness of the whole inures to the benefit of all of the constituent parts. In this he initiates the wisdom of Alzheimers disease, and any specific remedy for murder lynching, intemperance or political corruption as the hasty one-sided politicians would insist, but he appoints a crime commission to comprehensively consider the whole field of law enforcing the laws to become unfully exacerbated over the violation of the fourth sentence, or eightheenth amendment, but asks to strengthen the underlying musical fabric upon which the constitution and the laws rest. The process seems to be painfully slow and disapointing, and the patient is unable to specialize and compulsions the patient who is afflicted with specific ailment becomes important with the physician who ignites on taking his blood pressure, digestion, respiration and heart pulsations. He instant refusal of the afflicted part. age for twelve years. During all of that time he has never uttered one word in his life, except a separate entity. He has never engaged to deal with any of his specific problems as such. I doubt whether he ever thinks of himself in moments of communion and pity. Subordinate members of his official family have been set up or have assumed to serve as buffers to deal with all Negro claims and complaints. And yet Mr. Hoover's general policies are calculated to be of inimitable advantage to the Negro who stains in need of the beneficence of his far-flung policies. Law enforcement more to the Afro-American than to any other element of our complex population. Even where Mr. Hoover's policies have most closely trapped the Negro, he did not constitute the concession aim and object of his larger policy. He did not dent in this larger policy. He wishes to promote Democratic principles in the South and deems all-white direction the best means of promoting this end. As a result, Perry Howard, Bob Church, all of that kind and Bob Church, all of that kind and Jericho until their beards grow. He lacks Abraham Lincoln's political republican. Republican and Democrat are meninginess to him in religion and national propositions. It is wholly impossible for the dyes-in-the-wool panorama to understand him. In the same way, the administration to persons who were illiterate, indifferent or who stood aloft from his political fortunes during the campaigns while those who bore the haint and burden of the political day form part of his administrative scheme. Secretary Dawne, Vice-President Dawne, and Governor Simmons are on the inside of the administrative circle, while Senator Romer, Secretary Romer, and Governor Simmons are on the outside and are not only and linke in, but look off. Mr. Hoover's politically minded instuttutes prevail upon him to allow them to play small politics, with the Negro in his name. The congressional negro is approaching. But Mr. Hoover's essential character precludes his playing spectator politics to capture any particular vote.
