Scales, grand chancellor of the North Carolina jurisdiction of the Colored Knights of Pythias, North America, South America, Europe, Asia, Africa and Australia, of which S. W. Green of New Orleans, La., is the supreme chancellor. During October the supreme chancellor issued an edict suspending the North Carolina order from the supreme council, for alleged failure to pay the supreme lodge taxes for building purposes, charging that this grand jurisdiction refused to pay the assessment "because of contumacy" rather than its inability to meet such financial exactions of the supreme lodge. Editor The Informer: May I beg some of your space to call attention of your readers to the tremendous significance of the press in the war. We are citizens from the so-called "white primary" in certain Southern states. Not long ago the United States Supporters of the war in which it was held that Negroes could not be excluded from voting in the South, but the Texas primary case so ably handled by the National Association for the Advancement of Blacks was this decision was special. It put the unreconstructed political oligarchy of the South in a hole. There was no longer any legal preference for the South to vote in the man's primary which in the South has been hereforemore implemnted. For some time the unreconstructed South was in a quandary. Lately it was decided that the decision of who shall be allowed to vote in the primaries to state primaries these committees are the very whites who have been kept the Negro politically helpless. If permitted to they will bar the Negro politically helpless before the Supreme Court of the United States handed down its great Florida and Texas are taking the lead in this nefarious scheme to circumvent the law. One H. D. Gecko a Negro citizen of Florida, recently brought suit for $5,000 damages against election chefs who denied him the right to vote in the primaries. GEORGE S. SCHUYLER last April. The case is now being moved to the Florida Supreme Court to override decision, the case will have to be carried to the United States State Court. This fight is not merely the fight of the National Association for the Advancement of Colored People, which is financing it, nor of the national association which is rendering financial assistance. It is, to the contrary, the case is lost, it will be due to lack of information, it will be shared for every Negro. The significant economic change that Negroes reside, are bound to have social and political reflections. In went Republican. This preaches the downfall of the one-party system and Negroes reside, are bound to have a better chance to regain the franchise in the next ten years. If these precedents are favorable, the franchise will be shared; if not, our political future will be smoothed; if not, our political future will be our political future. SCHUYLER New York HEADS OF LAND GRANT SCHOOLS HOLD MEETING Chicago, 111—(ANP)—The conference of conferences of Negro land-grant colleges closed its annual meeting here last Thursday, after what its members declared was the most constructive and far-reaching session they have held. Meeting concurrently with the Association of Land Grant Colleges and Universities, of which these individual Negro institutions are members, the conference considers problems particularly vital to Negro education. The president of every Negro land-grant college in the country was present, save one who was ill, and many, of them their deans and heads of various departments along that they might get the benefit of the intensive discussions of the program of the gathering. That the land-grant schools represent one of the most important colonial institutions that they are among the most efficiently conducted was pointed out by the University, Baton Rouge, La. president, in the president's annual address. Davis Makes Masterly Address In a mastery address, som to be made public. John W. Davis, president of the American Institute of Architectural charters of the executive committee of the conference, dissected the federal and state appropriations of every building in showings in undisputed figures, the discrimination practiced against color barriers, and the presentation is to be used as the basis for the demands to be made for a more equitable distribution of support. HOUSTON, TEXAS, SATURDAY, NOVEMBER 23, 1929 NATIONAL PYTHIAN PLOT THICKENS That all is not serene within the ranks of the Colored Knights of Pythias, North America, South America, Europe, Asia, Africa and Australia, is evidenced in a news story appearing elsewhere in this issue relative to the suspension of the North Carolina jurisdiction by Supreme Chancellor S. W. Green of New Orleans, for the failure of that jurisdiction to borrow money and pay its delinquent taxes for the Pythian national temple at Chicago. Just a few weeks ago, Honorable R. B. Barcus, grand chancellor of Ohio Pythians, issued a proclamation severing all relations between the Buckeye State jurisdiction and the supreme lodge, ascribing his reason the inability of his grand jurisdiction to pay any additional taxes imposed upon the order for building purposes by the supreme body. Almost simultaneous with Mr. Barcus' proclamation, Supreme Chancellor Green issued an edict which withdrew the right hand of fraternal fellowship on the part of the supreme lodge from the grand lodge of North Carolina, giving as his reason for such drastic action the refusal of the Tar Heel State jurisdiction to "come across" with coin of the realm for the national building project of the order. The reasons assigned by Grand Chancellor W. S. Scales of North Carolina, for failure to borrow the money and pay this tax, present interesting reading matter, and disclose that the insurance commissioner of that state would not consent to the grand lodge negotiating any loan which would obligate the endowment department of the order in that state. After a careful reading of Grand Chancellor Scales' version of the matter, it appears upon the surface that some grave issues are presented or precipitated as a result of this official action on the part of the supreme chancellor; and the question arises when the state of the state in which it operates, or ignore such statutes and comply with all oaths and mandates of the supreme lodge, when such actions are incompatible with and in defiance of state laws governing the operation of such fraternal orders in said commonwealth. Is it good policy to disrupt and destroy a grand jurisdiction in order to raise money to continue to place it in a "rat hole"? The can the supreme lodge compete a grand lodge to borrow money and representations previously made such grand jurisdiction by the supreme lodge and its titular head, have not been fulfilled or executed? Where will this Pythian fiasco end, if the present policy is maintained, and if state jurisdiction must either withdraw from the supreme lodge or be suspended indefinitely for failure to meet such assessments, which are not imperative in the conduct of the state, or if the state jurisdiction has aside from the legal, moral or fraternal aspect of the situation, the fact remains that the Pythian order seems to be in a bad way; and what is worse, it does not appear that there is any Moses in the order just now capable to lead the fraternity out of this wilderness into a better land and brighter day. The recent off-year election was a victory for the Democratic party. The race was not only a victory but a slight reaction against the overwhelming landslide last November. The Negro's interest in the contest centered around two points—Virginia and New York City. He contains a given number of Negroes given in no limit of their political potential. We have their relative distribution. Intelligent, upright, clean, sportmanlike, he approaches the political arena as an athlete ready to run the race. No breath of graffiti, sexuality, or vandalism attaches to or harms the race. Hope that young men of this ilk will in the future constitute our political leadership. He stands forth as glorious in defeat as he would have in victory. Many causes conspired to bring the race to a close. When wished was foreseen from the beginning. Foremost among these is the political indifference of the Negro race. Harlem boasts of a Negro population ranging from a hundred and fifty to two hundred thousand. A large number of political leaders has lost to the man in former political estate. And yet, according to the Amsterdam News, only 23,000 NEGRES registered, and but 18,000 voted. The ammending difference in political sagacity between New York and Chicago NEGRES nets the difference between victory and defeat. Mr. D. Melanyy, a former NEGRES candidate, arouse his constituency to political life and action. In the second place, there are more white than colored people in the congressional district. I heard Mr. Anzalone, a former Republican congressman, state that there were four hundred members of the congressional district, a goodly majority of whom belonged to the white race. The Negroes undoubtedly constitute the vast majority of the Republican party. Under such circumstances the race issue has to be handled very artistically to secure victory. For example, the Negro voters around the Negro voter by just as much will frighten away the white voter. In Chicago Mr. DePriest play "the ginger game" successfully for the voters appealed to; but not as in Harlem. Mr. DePriest himself hammers the Republican candidate qualification to represent all of his constituents, white and black. His qualifications and admirable conduct as a candidate must the commendation of the national committee and of that nationally famous publicist and statesman, Nicholas P. DePriest, the Republican candidate qualified for that 12,000 white Republicans voted for him. The third cause which contributed to Mr. DePriesta's defeat was his ardent Republicanism, as disclosed by his link up with LaGuardia's political fortune. The new Republican's political fortune the minority party in New York is dominated by Democratic. The New York woman in a wise political guy. Locally he is a Democrat; nationally he may be a Republican. They hitch their chairs to the star of Tammany Hall. These Negroes supported Walker in the last campaign, which often diffused his views. It is so much easier and simpler to vote straight. Many a Delancey well wishes doublestyle forget his well wishes at the booth, and dropped a straight ballot for the Tammany ticket. Delancey then became the victim of a political attack on his fairness and the Democratic landlord simply guiled him. But Delaware is young yet. There will be twenty other congressional elections before he passes his political prime. The now thing for him to consider is "What of the future?" He will be a senator of Harlem, so far as federal policies are, is precarious and uncertain. The population seems destined to extend longitudinally rather than laterally. The state of New York, including the metropolis, will be redistricted on the basis of the 1500 census. The Harrisian population is distributed among several congressional districts. The state machinery is in the hands of the Democratic party. It is in a allowable part of party victory to gerrymander political divisions to serve partisan advantage. It is therefore entirely possible that in the next congressional election the state will hold hopeless minority in any one congressional district. In such case, the election of a Negro candidate for congress becomes unlikely unless he shows transcendent merit. But in any case, Mr. Delaware is the hink hope of Harlem. He already made himself nationally known, and just as in our mind or other political position, we know that relative distribution. We can distinguish to Negro politicians in now. One word of caution seems advisable to Negro politicians in all of our large contexts. Watch the redistricting of your state on the basis of the Demographics of your state. Can our Demographics be enamored of Negro congressmen. Wherever you can redistribute a state to the political disenchantment of the Negro contingent, you may depend upon them to do so. Let them know that you know what happens during when they undertake to do it. The case of Dalhousie suggests the political hope of the future. The old type of political leadership has lost to the nazi's former political estate. It is removed to the young, aggressive future to the future in whom the future remains the best estate.
