Where these streets are not naked, the other greener or filled in with able students, we obtain them from the ground in terrain adjacent to the Alamo Cemetery and a beautiful library building and auditorium for its colored cemetery, which will be open every week. It is, indeed, an imposing structure and will fill a long-fell need. We are acquainted with other friends, including Mr. and Mrs. A. K. Leonard, at whose lovely home we had dinner with the students of McCallough is a native House and still like our native burgery in the well-established business and we succeed. THE HOUSTON INFORMER COLORED TUTOR IN POST WORK AT WELLESLEY MISS RUTH GWENDOLYN SMITH, instructor in French (1928- 29) at North Carolina College for Negroes, Durham, is on a leave of absence (1929-30) doing graduate work at Wellesley. Buford Smith was award- ed one of the eighteen graduate scho- larships approved candidates. She is the first Negro woman in America to do graduate work in French at this face. Buford Smith is institution of higher learning for women. In 1988 she received her bachelor's degree, cum laude, from Syracuse University where she majored in Greek and education. She has already done considerable graduate work at Syracuse and Columbia universities, and Mrs. C. Smith and Mrs. M. C. Smith of Scranton, Pa. comes of a very distinguished grandmother of the Honorable John L. Lilly (deceased), formerly of Chester-Borton Morris Smith, scholar and Baptist divine. Dr. Smith was the first to finish 8 years and receive coveted honor of Phi Beta Kappa—a scholarbelt honorary training at Central High School (Scranton), National Training School (no. 1), Virginia Union. He is a member of Omega Phil fraternity and is at the Valkamani Church at Hot Springs, Ark. Dr. Smith has studied and travelled both. For the past two years Ms Smith has been secretary of the Valkamani College, an organization organized in 1983, and in 1988 she was elected vice president of the for-mer language department of North Carolina. A nationwide contest has been launched for selection of the blind by the Merchants Association, Holsey, secretary of the Business League and organizer of the grocer, who has offices here at 2814 Eighth Avenue, nearly fifty citizens' committees have already made application of their cities in the competition. The blend will include some of the best South American coffee, according to Mr. Hosley and will include coffee from the little West African region in the blend, and the spending may be commensal. This will be in line with the association's plan for production in as well as in selling. Four blends will be prepared by one of the best known coffee importers, and the spending will be sent to committees in the various cities, who will be aided by the association. The public will be invited to sample each blend, made in apparel porchers, and signify its choice by number. The blend will also be submitted by the samplers. Hold, a Dr. vice president, and H. S. Stanback, cashier of the new defunct Commercial Bank, were sentenced to five years at hard labor in the state prison here Friday afternoon, following their complete conviction, leaving deposits for the bank after they knew it was insolvent. The bankers received their sentence calmly and attorney for the defense immediately arrived, notified the supreme court. Following the announcement bonds were set at $810 by the court and in, default of the men were remanded to jail. This case has affected much at the court throughout the state due to the wide range of defendants immediately after the bank was deferred. After the bank was deferred, a number of mysterious orchid cases in the vault and several latches of paper banks are all to have been arrested and charged with setting fire to the bank in order to destroy dams. A grand jury several months and returned six indictments against the bankers and offenders and offenders but this case captured partially against the re-arrested and was declared involuntary. According to the prosecuting attorney the bankers will be tried on these counts at trial. Many depositors of the bank are involved in the trial which extends until the court has determined that they had fraud with their accounts at the bank. According to an article which appeared in several of the daily papers, some of the Texas Republican leaders are expressing their opposition to the civil status in this state which makes it mandatory upon all political parties, which polled more than 100,000 votes for their gubernatorial candidates at the last general election, to conduct primary elections instead of party conventions. How vast was the gain for freedom in this seemingly insignificant event that prevailed in the land in which he grew up, was the greatest individual force in overthrowing the idea of slave labor in the land where he was born. Under the convolution system party control is usually vested in the hands of a minority group—a political coterie or regime—which can ignore and disregard the will and wishes of the majority. The convention system enables party leaders to manipulate the steam roller with telling effect and to build up and perpetuate a political dynasty or ring. CHURCH PRELATE SPEAKS BEFORE BUSINESS BODY The primary election system gives every voter a chance to select those who are to be party nominees, as well as those who are to guide and direct the partisan organization in the city, county and state, and takes the control out of the hands of the designing few and places it in the hands of the masses. The fundamental principle of democracy is popular rule, where electors are elected by choice both for party nominees and public officials, and any course different to this is subversive of American ideals and courses. Bishop E. Thomas Deyb, head of the Arkansas diocese of the Protestant Church, conducted a meeting of meetings at the Saint Luke's Episcopal Church, was the principal speaker before the meeting at the Monday noon lunch. Whether the state has a right to conduct and shoulder the expenses incident to partisan primaries, is a legal question that the Infermer does not attempt to discuss or determine here; but the United States Supreme Court, in the Nixon case from El Paso, held that the state could not enact and enforce class legislation which seeks to prescribe qualifications for partisan electors. The distinguished private told his auditors that the average Nigerian businessman should never enter into business without a religious duty, and that denominationism should never enter into business without a religious duty. The grocery stores, operated by members of two respective denominations, failed because the pastor of one church refused to attend a service. He also urged the business men to oracle what they preach, contend with, and patronize certain concerned operators by members of other races and then condemn his race for not patronizing the businessmen. Pristian primaries are rather expensive, we admit, yet the Texas Democrats, who seek nominations on their party's ticket, bear their brunt of this expense; and the Republicans, laying claims as a major political party in this state, ought to be willing to follow the lead set by their Democratic fraters. Do the Texas Republican leaders object to the primaries on the ground of the expense, or is this objection based on the ground that the result of such an election might overthrow the reign of pie-cake Republicans? In order to maintain a vent-pocket edition of a Republican organization, are the Republican leaders of Texas willing to discourage party growth in this state, and will they endeavor to conceive some scheme to circumvent the law in the July primaries? He said that the ministers should be able to learn from the way he how to live here on earth, in order that they might become important factors in the race and so on. Texas Republicans, who are opposed to machine rule, will do well to keep their eyes on some of the party leaders in this state, for primary pranks of 1926 are still fresh in the memory of many Texas Republicans. Fowler of Porter College of Negro Musicians, aposos of the project, and that all details were worked out by the meeting next Monday. BUSSES AS COMMON CARRIERS According to a decision handed down recently by the North Carolina Supreme Court, motor buses are common carriers under the law and must provide accommodations for Negro passengers just as they have been providing for whites. Mr. Corvine, planner and business manager of the dressing club and informed the organization that he was representing the fashion factory in Houston in the meantime. This opinion strengthens the position assumed by The Informer when motor buses first begin to operate extensively in Southern states, and the decision of the highest legal tribunal in the Tar Heel State should have a fawtracting effect. Not that Negroes were or are desirous of riding in busses where they are not wanted or desired, but no common carrier, employing the highways made possible by the taxes of all the people even though the bus corporation is a private concern, has a right to refuse to provide accommodations for all citizens and prospective passengers, regardless of color, creed or class. SCHULYER Special Contributor, New York City After many years of traveling throughout the United States and meeting most of the leading and wealthy Negroes in every community, large and small, I can count upon the individuals who have denied that they were race men, loyal to their group anarchies and eager for the Negro to be freed. Practically every Negro in this country, when coronaed and questioned, practically lay down his life to see that full citizenship rights and receiving full protection of the law. Here and there I have encountered an individual who has denied the fate of his people, but such an individual has philanthropist or research foundation would contribute sufficient money to the study, I can very confidently say, of the matter of full social equality sent broadcast to all Negro business and government in the United States, would be returned by at least 90 per cent answered in the From the results of such a question, we would naturally assume that those who had answered affirmatively were least contributing a little hand to the cause, and that they claim to desire. A bulletin or the Department of Labor was inclined, issued September 28, 1928 (note the date), pointing out the NGOs employed in the country and the salaries which they receive. It is disclosed that 51, $25 Norges were then employed at a combined salary of $25,655,990, since 1914, the increase had risen from $14,650,790 to just figures cited. This was calculated to show, not only the present generous attitude of the government towards the employment of Norges, but also the growing liberalism, indeed magnificent, but wholly relevant to the grievance of the complainant. The vast bulk of these positions fall below the classified grade and outside of the jurisdiction of the government, no more to do with them than with the appointment of cabinet officers or foreign diplomats. The complainant raises the issue of racial discrimination in the classified service, and is in the minority of the number of Norges on the pay bill and the salaries they draw. The bulletin in question was unobediently issued with political purpose afterthought. Its appearance in the midst of the late presidential view. It was certainly used as a campaign document with telling effect. Negro newspapers and spellbinders quoted these figures with great gas to justify the Republican presidential campaign for continued support. Indeed this bulletin runs on all fours with another one which lies before me, issued by Tammany Hall during the recent mayoral contest in 1973. We good provision for her black allies. In 1971, under Republican regime, there were 247 Negroes on the city pay roll, with a total salary scale of $387.36. But in August, the Negroes, the rule, the Negro city employees had swollen to $275 with a total pay roll of $382.376. Both the G. O. P. and the Tammany Tiger expect the Negro to support its fortune for the master's curb. Such concrete arguments are easily understandable by the politician, white or black. But we do not support the Democrat. But we do not descend to the lower plane of political politics. Indeed this commission was established for the very purpose of eliminating politics in the civil service. O, the shades of the George W. Bush In dealing more directly with the complaint of racial discrimination, the commissioner's reply is a model of plausibility and specious reasoning. The complaint is not a principle, but only in practice. All applicants are admitted to the examination; and all papers are rated fairly. I have never disputed or even doubted this. No complaint is addressed at this point. But according to law, the commissioner appoints officers, with whose race and color he is previously made acquainted. Experience shows that the Negro is thus eliminated every time. The Civil Service Commission knows that the commissioner will not wilt stigmatize itself by attempting to deny it. Why attempt to assign injunction by honor words? Recognizing the law in principle while negating it in practice by the Civil Service Commission pushes us to the conclusion that the commissioner is appointed. Several years ago, I suggested to the commission the substitution of the finger print method of the conceded necessity of establishing the identity of the examinee and the appointee. The objection was that the appointee. The objection would require a staff of supervise and in the end this will not prevent discrimination complained of, since the appointing officer may request a personal interview with the applicant prior to appointment, and than learn of his racial identity. There is no way to prevent the color of the applicant from figuring in the consideration of the appointment. The constitution places the selection of his assistants in the hand of the head of the several government departments. To meet this requirement, the Service Commission must certify more than one name, else there would be left no margin of choice. The president of the United States is ultimately responsible for every individual] on the government pay roll from charwman to cabinet officer. The president will have to pass valliation violation of the spirit and purpose of the law by hiding behind the shadow of its letter. The civil service commissioners are cohere of the president and sensitive to his sentiment. If the president should say that all American citizens, white or black, will be valliation violation of the civil service, it will be so. Otherwise, it will be otherwise. There was a president once, Gover- Cleveland, by name, and a civil service commissioner, Ylept Roosevelt and his wife, Eleanor, and blacks should be treated without discrimination or prejudice in appointment to the classified service of the government. Will Herbert Herbert be tried? Are there any other questions? That is the question.
