Leading American Educators Placed On U.S. Committee
Washington, D. C.-Selection of the committee to serve with Dr. Robert R. Moton, principal of Tuskegee Institute, in making a study of education in Haiti, has been announced through the United States State Department. In response to a request from President Hoover that Tuskegee Institute, in cooperation with other institutions, make a survey of educational conditions in the island with a view to constructive recommendations Dr. Moton. Moton, in response to a request from the president of Howard University, Washington, D. C.; Leo M. Favroit (white), field secretary of the General Education Board; Benjamin F. Hubert, president of the Georgia State Industrial College, Savannah; Dr. W. T. B. Williams, dean of the college, Tuskegee Institute and field agent of the Jeanes and Slater funds. Dutch Anxious To Read Moton's Book
Tungkeung Institute, Ala.—(AHP)—Dr. Robert R. Moton, principal of Tumkeetee Institution, Fort Worth, guest from S. W. Muller of Fortifol, Holland, for the privileges of a visit to the University into the Dutch. Mr. Muller, after reading a review of Dr. Moton's latest book in a Dutch paper, wrote state statement that the book is a "book which should be read by people over the world," adding that would like to translate it into Dutch.
Choral Club Plans Novel Contest For Musical Festival
According to C. F. Richardson, president of the Collegiate-Taylor School of Music, a national organization, which will give its fifth annual school musical festival April 8, the organization has a contest in connection with the ticket selling contest in connection with the program, and the names of the several Houston indicates have already been submitted. The first prize, to be awarded the first prize, will be a free ticket, tickets will be a free trip to Chicago. The second prize will be a diamond ring, and all contestants, who do not win the first prize, will be a free commission.

LAWYER'S WIFE SUES THEATRE FOR NIFTY SUM
Michigan City, Ind.-Mrs. Anna Graves, a wife of Attorney Tom Griffin, against the Fitzpatrick and McElroy Public Corporation, owners of the Starland Theatre, because on Jan. 22 she was accused of stealing show house. The complaint filed by Attorney Griffin, the firm Smith, Rees and Smith, of Laporte, alleges that on the evening of Jan. 21 Griffin Graves, accrued a theatre ticket for 35 cents and took seats in the theatre, and says agents of the theatre ordered Mira Graves and her friend to move from the theatre to the theatre. She charges that they took hold of her and pulled and pulled her Attorney Graves is a native of Texas, Texas, and product of Prairie Texas, and Wiley College, Marshall Texas. Speculation was running high Thursday of this week as the news began to spread in insurance circles that Hobart T. Taylor, who has been appointed to the National Benefit Life Insurance Company of Washington, D. C., for almost five years in South Texas, had resigned his position with that company. When reached over telephone Mr. Taylor confirmed the fact that his resignation had been forwarded to the company, which asked when what his plans were Mr. Taylor stated that, until then, he would have been there several important matters which he intends to work on and try to resolve. When he leaves his employment, after which he plans to work a week or two at Matigara counties and fishing and resting areas; and when he returns he would have some further statement to make relative to his plans for the

California Court To Determine Damage Done By Such Term
New York City.—The second suit in the history of the United States to be brought in the courts of a northern state, to determine whether the word "Negro" is a defamatory appellation, when used of a white man, is now being fought in California, and may play an important part in fixing the status of Negroes in northern states.
The case is reported to the National Association for the Advancement of Colored People by Skidney M. Van Wych, Jr., an attorney in New York, who is the author of a newspaper, from a damage suit for $50,000, brought by the former propriator of a saloon in San Francisco's "Barbary Coast," who was inadvertently called a "Portuguese Negro," in an article published by the newspaper.

Kingston, Jamaica.—(NAP)-Marvin Garvey, founder of the Universal Negro Improvement Association and instigator of the "Back to Africa Movement," was sentenced to six years in prison for aiding of a seditious狱 against the British government in his paper, the Black Man.
The literary editor of the publication released the three months but the managing editor was released. The latest sentence imposed on Garvey was that he thrilled New York and started the country some years ago with his spectacular parade and his convictions.

Jacksonville, Fl. - (ANP) A movement was launched here Wednesday evening for the establishment of a branch of the Allen system of colleges and universities in local business men assembled at the local Urban League to discuss the plans.

MERGED SCHOOL AT NEW ORLEANS SEEMS REALITY
New Orleans, La.—(ANP)—Successful merger of Dilhart University, a $290,000 educational and medical institution combining New Orleans University and Dilhart University, Goodrich Hospital, was announced recently of the proposed merged organization. New Orleans' part in the new institution will be funded by $250,000 by public subscription, already authorized by the Community College System. This will be added to amounts totaled by the educational board of the Medical Church, the American Missionary Church, the American Missionary Board of New York and the Juille Board of New York and the Juille Board of General university purposes.
A statement, accompanying the announcement of the conference results, reads: "The University, which will be operated on an entirely undemonstrational basis and best equipped educational institutions and health centers for New York and the rest of the United States, will be spent for site, buildings and equipment, including a hospital and health center. toward the Methodist Episcopal Church and the General Board of New York, we have together pledged $1,000,000. The General Education Board of New York."

Loyal Friends of America, Ladies and Gentlemen, Friends and Comrades:
I am pleased to send you this letter as an individual member of the friends of the Grand Master, Hunt, who is supposed to have given full details of affairs pertaining to the Loyal Friends, through the Advocate, has not done so, and I am pleased to tell you that he has given me any name, in the first place. The grand Master Hunt ought to understand that I am grown and I have never had to ask about anything that I, as a man, should do, and I have any name in anything, he should be when he called my name he had to be. He has tried to wear in clothing, and I shall uncover the grand and he has helped him to not in forbidden.
In the second place, I want to call attention to the attention seems to our over property, I made four trips to Grand Master Hunt and I went in my eyes, in my eyes, the last time with Mr. Price A. Wreem and Dr. Hunt gave me to understand that I need not say anything to him. He needed not to understand that I needed for his suspension to stand even against against the court order. Now he comes out and pretends to destroy him. He is certainly and in my way, and I am sure he is not going to be able to do that. Hunt, I have 10,000 to begin with behind the Knights of Liberty Benovio, who have been working on that for 12 months in strange things to him, why one New Yorker pull up without using to pull the other into a Loyal friend of America knows full well that E. A. Crawford has not won a fight with the Friends of America. He also knows that there is no shortage. He also knows that he is a Crawford under the hypothetion of right shame for a man to be so little sensitive his personal ambition.
I went to Grand Master Hunt and asked him to call a meeting. He said he would not be in my hand. I told Grand Master Hunt sliding in the presence of Mr. Hunt and ordering the order as against him or anybody else; that neither of the gentlemen would work with me. The loyal Friends of America. I stopped my work and went through a full examination of the afairs and to said to Mr. Hunt that my Master Hunt can suspend you, he must give you a copy of the charge he must notify the board of directive and file this charge officially. But they must order a call session of the grand lodge jurisdiction and have it be held at the grand lodge as grand master, because J. W. Hunt is involved and it looks like he has not been running why should he be recalled to call an extra session of the lodge. It does not cost him anything.
It is better to have an extra son of the grand lodge and let the people of Grand Mastor J. W. Hunt attempt to suspend an honest, unrestricted, consecrator to the office of the politician, not a traitor to the politician, that is worth over $40,000 in the county of Dallas and in the city of Dallas three times in my times and bor-

Dr. William M. Drake, physician and surgeon with offices in the Old Fellows Temple, has recently returned from a visit to the Woodmen of Union Hospital, located at Hot Springs, Arkansas, to give his praise of the class of surgical work being done in that institution.
In an interview with an Informer representatives, Dr. Drake had the following to say concerning his visit to the hospital: "I have been the savet. Dr John Eve, chief surgeon of this hospital, has done some wonderful work and has proven beyond all our race to master surgery. I was there and to assist him in major operations, without putting the patient to sleep, using spinal anesthesia. I was the fastest and safest surgeon in America. FARMERS ATTEND MISS. CONFERENCE
Utica, Miss.—(ANP)—Approximately 1,000 farmers with their families attended the 25th annual farmers' conference which was held at the Utica Normal and Industrial Institute. Questions of vital interest were discussed by leaders and farmers of both races. The "discussion of the conference theme, 'Land Buying and Home Building,' was led by President J. B. Lehman of the Southern Christian Institute at Edwards. President Lehman discussed a small tract of land with the determination of working it better and building it up to the point of reasonable productivity. The main speaker was G. V. Turner of the extension office in Albany, who has his farm at Thakurgan. He spoke of plant development at the marketing and gueed live stock.

In this thirteenth chapter of Matthew the "mysterious" of the kingdom of Israel, the Scriptures are meant truth undoerable by human reason, made known by revelation. The seven parables of this chapter demonstrate the manner the admixture of moral and spiritual affairs in the world between Christ's ascension and return to the Lord. I. The Sower (v. 3).
The sower is not named in this parable in the parable of the wheat and the man (v. 37). It is evident that the sower in this case is the Lord Jesus who is sowing the wheat in the dirt by means of prophets, apostles and ministers.
II. The Kind of Soil (vv. 48; 123)
The soil is the human heart (v. 10) the seed sowed in the Word of God (v. 11) the soil in the condition of the soil, which in turn is the state of the human heart Netwathkinding the faithfulness of the soil in the condition of the results of preaching God's God depend upon the condition of the buildup of soil or bearers, which reveals four kinds of soil or bearers.
Many are the "theory ground" hearers of this age. The good seed men are hardworking, men, and women are completely absorbed in the things of business and are burdened with care (2) The men in business bring riches to many. The effect of riches is to hurt the spiritual perception of men (3). Lots of other benefits of the good seed pleasures of life. All these things choke the Word of God. Many of the enjoyments of the world may be imminent, and so much attention and consume so much energy and time that one has no time for Bible reading, meditation and so much good, or fruitful hearers (4). The good ground, or fruitful hearers (v. 8, cf. v. 2). But other fell into good ground and the good seed ground differed from all the rest. It was deep and moist, therefore it was capable of bringing forth a hundred, a thousand, and so on. The measure that the heart is kept free from worldiness, riches and pleasures, the good seed matures. The good seed of Teaching in Paradise (v. 18) 173.

It was two times larger—two each at San Antonio, Houston and Dallas and one each at Pt. Worth. El Paso and Waco. Production in 1920 was 6,446,004 barrels. For the $20,000 to be spent on public utilities in 1930, according to the Bureau of Labor Statistics, $120,000 will be spent in Texas.

Opelousas, Ln.—(ANP)—Maintaining his innocence, John Washington was hanged Friday in the parish jail for the slaying last March of Policeman Oliver Thompson during a raid on the house of Opelousas. Washington was brought here from Lafayette, La., where he has been held for safety since the killing. Sheriff Charlie Thibodeaux gave permission for the man to make a raid on the house of the trap and Washington denied that he was the man who killed the officer and said that the girl witness on whose evidence he was convicted was not in the hall at the time of the raid. The girl was raytied and was shot through the trap.

SURVEY SHOWS SOCIAL STATUS OF RACE GROUP
Washington, D. C. (ANP)-Beginning the later part of 1992, the Association for the Study of Life and History undertook a scientific investigation of the economic conditions of the Negroes of the United States. The survey covered rural and urban communities in the South and the Negroes in the North. The researchers participated in the effort, going from community to community in the various states until the whole Negro population in the country had been surveyed. The investigators were; R. C. Woods, John McKinley, John L. Greene, James Hugo Johnston and Carter G. Woodson, director of the program several years ago, at various points cooperated. Out of the data collected have been prepared for population analysis which has already appeared. This man from the point of view of his achievements as a local merchant, a farmer, the work too, are found scientific evidence beyond this point to be scanned as captures of industry like Anthony Owens, C. C. Spandey, James L. Greene.

ANOTHER ANGLE TO LABOR SITUATION
The proponents of the movement to dislodge Negroes from avenues of employment which they have filled here and elsewhere for years, and to turn over such jobs to members of other races, should bear in mind that Negroes are the patrons of many of these concerns which have been and still are employing colored help. While The Informer realizes and admits that the Negro has no prior claim to many of these jobs, a sense of fairness dictates that some consideration be accorded the group due to its buying and spending power. While particularly 65,000 colored citizens within the metropolitan confines of Houston, it is not an exaggeration to estimate that these people spend on the average of $10 a month, per person, with merchants and other enterprises in Houston, which amounts to fully $650,000 per month, or around $7,800,000 per annum.
At least this much is spent each month by Houston Negroes for many of the bare necessities of life, and this is a conservative estimate; for it is hardly possible for any person to live on less than $10 per month.
Furthermore, Negroes are American citizens and should be aided and encouraged to live up to the ideals of this country; but if they are to be denied honest employment and forced into economic starvation, there is grave danger that many of them will resort to embezzlement, which will aggravate rather than alleviate the unemployment situation.
The law of self-preservation presupposes that members of one race are going to look after their own first, and then consider other racial groups after having taken care of their own; but where the community interest is at stake, wisdom suggests that as equitable a program as possible be inaugurated and pursued more effectively. There is still another angle to this labor situation and that is the disposition of Negroes to shirk and lay off so much from their work; their lack of proper regard for their jobs and their attitude toward it and their employers.
The Negro has no copyright or monopoly on any job, and many jobs formerly regarded as "Negro jobs" have gone and are yet going to members of other races who once despised such employment.
Negro employees, wherever they are engaged, should strive to improve themselves at their given task, and not be content with a mere job, but to so do the work as to make themselves almost indispensable.
Such employees should be punctual, dutiful, honest, industrious and thrifty, and should endure to live within their means and be able to afford the necessities they need to meet. This policy should be followed at all times, whether in a period of prosperity and plenty or depression and resultant unemployment.
Any concern, which enjoys a large colored trade, should give some members of the race employment, and heretofore most of the Houston business houses and industrial plants have done this; but reports are affaint that a movement is gaining momentum here and that the business discharge all their colored help and replace them with whites.
Such a movement, per se, should be discouraged, for it will tend to fan the flames of racial prejudices and disrupt the amicable relations existing here between the colored and white races. While our slogan should be "jobs for the jobless," the campaign should not be pitched and conducted in a manner which will prove a boomerang to the community.
RIGHT OF PEACEABLE ASSEMBLY
Apparently, some of the police and constabulary officers in this country, in their zeal to prevent any civil disorders and hostile demonstrations in connection with the present nationwide unemployment situation, are overlooking certain constitutional rights warranted to American citizens, both native-born and naturalized.
The first amendment to the constitution of the United States says that "congress shall make no law . . . abridging the freedom of speech, or the right of the people to express themselves to mankind." Notwithstanding this constitutional right, groups, whose chief offense seems to have been the fact that they were holding meetings and decrying the present economic and industrial trend, have been arrested in several American cities lately.
Last Sunday the Houston superintendent of police and his aides invaded an alleged "red" meeting near the Turning Basin, where white and colored "comrades" were holding a powwow and expressing their disapproval of certain existing laws of this section and the country generally, according to newspaper accounts, dispersed the meeting and arrested some of the leaders on the charge of vagrancy.
It was their civil dissertations on the times, or the fact that members of the two races were meeting together which warranted the local police officers to set, has not been determined, but, indigestion from newspaper reports and reading between them was almost forced to conclude that this supposed "com-
DISSENSION IN FRATERNAL RANKS
What is the trouble with some of our fraternal leaders in Texas, in that we continue to witness sporadic and periodic instances of internal dissension, strife and bickering?
A glance at the history of the average Negro fraternal order in this state, with only one and one or two rare exceptions, will disclose that the titular head and the secretarial officer of the average Negro order are usually at dager's point.
The Informer could list the Texas orders which have suffered from this suicidal program, but will retain from doing so just now.
If these Texas Negroes, who are always fighting and seeking to destroy each other in their fraternities and churches, would devote just part of this energy and effort along constructive lines, it would not be long before the race would command the respect and confidence of contemporaneous races.
We spend too much time and money trying to "do" each other and not enough in trying to "umdo" our lot in this state and section.
Principles seldom enter into these fusses and ruptures, but the usually centered around some office, its occupant and the "spoils."
Now right another Negro fraternal order in this state is threatened with a rift and split, all because two of the officers have "fallen out." (Sad to relate!)
To make bad matters worse, every fight of this kind divides and embitter the followers, often more pronounced than the warring leaders.
The Informer recalls that one Negro order in this state was almost wrecked because some overly-ambitious leaders raised the disqualification issue and divided the membership along church lines.
Ours is a tight fight with a short stick, at best; but the effort to advance and improve the race becomes more onerous and burdensome when the leaders are constantly at war with each other. Really, isn't it funny how we try to cut each other's throat and bring about our brother's downfall at the least provocation, or for no provocation at all, while all the time feigning so much love for our race. The average member of the lodge or church does not manifest enough interest in the organization's welfare, and we have reached the point in our racial career where we have delegated entirely too much power and authority to some of our fraternal and religious leaders. Some of them seem to regard such organizations as their private property and most of them are generally retained in office and power so long that any attempt to elect a successor is likely to result in a backlash. No man should be elected to any such office for life, and the time has arrived when the Negro, whether in fraternal or religious circles, must limit the tenure of office for such leaders. Whenever the directing heads of an order can not get along amicably and the future of the fraternity is at stake, it is time for those poor, hard-working members, who bear the brunt of all fights, to clean house. Every time a fight starts in some Negro fraternity, the man in it must be in the order's treasury to protect his interests, and the more extended the fight the more of the people's money this领事 adds.
Instead of encouraging, aiding and abetting such dissension and its resultant legal litigation, the members should read the "hot act" to such bellicose leaders and have them to understand that the order is bigger than any one man or set of men, and that if they can not harmonize their personal differences, either outwardly or inwardly, they will be the Negro race is the only group in America which will sit supinely and permit two or three scheming, designing and selfish leaders to destroy some religious or fraternal organization through their internal bickering. The creature never becomes greater and more powerful than his creator, and all of these fraternal and religious leaders are creatures (products) of the order or denomination or church they are members of, as public servants, they should work to the best interests of their constituents and organizations rather than merely themselves.

There comes a time in practically every case, when the proper care becomes too difficult or orthopedic care on withholds the moral support as plus of some such agency as a consultant or family member, particularly skilled and trained in this disease, and it is a family member, prolonged, continuous and special skill unless the treatment is supervised under some medical department of the hospital. Every help should be given to the medical profession and the public to aid in the prompt and accurate diagnosis of the cases. Pamphlets are to physicians to refresh their memorization of the early suspicious and characteristic signs of the disease. The amount of preparation per paraclysmic serum is one of the first measures to be considered. Since, however, this is adaptable to the varied conditions of wildly scattered settlements, it is function of medical practice cases it will be provided to medical schools, and local health authorities rather than of the state. In any case, we must remember that by be, we must remember that the method is still on trial, and every effort should be made to ensure its practical evaluation.

That Haitian Commission Again!

My recent release on the Haitian commission has provoked several sharp, and even abusive replies. It is always easier to cuss than to discuss. There is one outstanding reason why a Negro should accept the commission, and that is the Negro wanted it so. With them it is largely a matter of political patronage and race recognition rather than special service to the government. I believe and openly advocate that Mr. Hoover should accept the commission, and that the group recognition. I do not accept the doctrine, according to Hoover, that the very best man should always be sought out for every position. On the other hand, I believe that places under the government should be able to be served with deception of merit and efficiency. On these grounds, I very much desired to see a colored man sent on the Haitian commission. I wrote a letter to the New York-Herald-Tribune strongly setting this view. My personal choice was to serve the commission, any number of colored men who have the requisite intelligence and mental acumen to serve the government efficiently in home or foreign service but a commission should be composed of experts. It is not a colored man who has the capacity and the desire to learn. It is too obvious that no available colored man has had the international and colonial experience of Forbes or Fletcher, or the intimate knowledge of the French language and Catholic religion of the other men. I have no interest in political eminence and journalistic renown of the eminent Kansan.

This commission has been competently completed by the inclusion of practice education experts in the French language. The mission of the Johnson, president of Howard University, will carry with it the higher educational idea which is essential to complete the program. His sound intelligence and wide range of sympathy will enable him to join hands with the peasant in the sugar field and the peasant in the forest to create the place and function of both in the new order for which the report of this commission will pave the way.

The color of the Haitians is but an incident in our occupation and supervision over that unhappy republic. Disorder is now breaking out in Santo Domingo. Recently we intervened in the internal control of the eastern half of the Haitian Island. We may say that the Haitians are tinged with a ever dreamed of asking for participation in the pacification of this Negró republic. The only difference between the two ends of the island is that the Haitians are tinged with a little deeper hue. Our intervention in Cuba, Santo Domingo, Haiti and Nicaragua is based upon our obligations under the Monroe Docrine, predation of the Panama Canal, and to the national institutions in these countries. The Negro as a race has no particular interest in the Monroe Docrine or the Panama Canal; nor has any Negro one dollar invested in Haiti or any other South American country. The only assertive interest which the Negro has in Haiti is based upon the accidental identity of color, which I conceived to be the most important weight. But we should not be disappointed or surprised that such sentimental reasons do not outweigh in Mr. Hoover's mind, international and economic considerations. When we consider the momentous issues involved in the Monroe Docrine and the new adjustment of sphere of influence of the greater and weak nations of the world, the nations of nations it will be seen that the mission is scarcely second in importance to the London Naval Conference

I asked Mr. Hoover to appoint Negro on the Farm Board because his deliberations had to do with issues of race, and its fourth' of the race. I was anxiously concerned in the appointment of a colored man on the Crime Commission because his presence and participation would be largely up on the conduct of the race.

In my humble judgment Mr. Hoover has diagramlessly overlooked recognition of the Negro in the distribution of public office. Our political leaders should use all of the political compulsion and power of persuasion which they possess to force him to accord racial recognition. I believe that an instance might properly be utilized as a point of salutary protest. But let us not confuse a judicious protest with: a fundamental principle. Why should the Negro claim any exclusive proprietorship in any particular public office? This but argues the inferiority complex. The recorder of deeds should no more be considered a Negro's position than the recorder of the Tammany Hall makes a Negro's position. The most break new ground or keep forever in a racial rut. Why limit our claims to Jim-crow jobs?
