It is reported that the governor of the state will immediately order an investigation. Under ordinary circumstances the Informer would be prone to questioning the governor for an investigation was just another of those "gestures of no importance" for which Southern governors are famous on such occasions. But remembering as it does that after the last North Carolina lynchings, the governor is not going to give an investigation of men gang murder and of sentencing them to the penitentiary, it withholds its opinion until further developments are disclosed. It does however, commend the better thinking members of the Southern state for their actions a time. It feels that for the past nine years, that state has been a model of what other states may well hope to become. It has been free from lynchings. It has been busy building schools and now it has more high schools for Negroes than any other South Carolina state. It has been building races which, because of the type of work which they are doing, are outstanding in the country. It is contributing largely to the culture and refinement of the South and is making more economic progress than any other state. Therefore, that this outbreak will be no definitely dealt with that it will be but an instance to mark the complete abolition of lynching in that state. It can happen and it will happen if it is but true that the investigation really accomplishes something and that the investigation really accomplishes something and better thinkers really intend that decency and law shall prevail. THE NEGRO IN THE DROUTH RELIEF PLAN The government is now preparing to give relief to the farmers in the drouth stricken areas. Corporations are being formed which will lend money to landowners on a conservative basis for the farmers to invest in the financial finances of the workers. The Informer immediately wonders in what position the Negro farmer of the South is to receive such aid. Does he have the proper contacts? Is he well enough organized to take part in the formation of such corporations? Will these corporations, granted that he cannot help to form them, impart imparcial consideration in the distribution of these funds? These are questions which can best be answered by those who are more closely in touch with the Negro farming situation. But certainly aid and the fact that in Texas some counties are so poor that they cannot afford to get the best of advice in the situation, while some are not, give room for the expression again of the hope that the day is not far distant when all of the counties of Texas in which Negro lives will have the services of the Extension Department. In the case of the race in the South will eventually lie in its ownership of land and in its deriving the maximum return from that land. It believes that there will be little of lasting good to come to the Negro farmer until he learns to form organizations of his own for marketing purposes without regard for race. And it is with all of these things in mind that this journal brings forward the question of how the Negro farmer will fare in the distribution of drouth aid through federal help of corporations formed of local capital and of local capital. This is the case of the Negro extension agents and home demonstration workers must deal. Here's hoping that they will work successfully at it. INTELLIGENCE AND INTEGRITY MAKE MEN AND RACES GREAT HOUSTON, TEXAS, SATURDAY, SEPTEMBER 20, 1930 BISHOP GREGG AT BERLIN CONFERENCE When Bishop John A. Gregg of the African Methodist Episcopal Church spoke recently on "The Call of Christ to Christian Brotherhood" before delegates from all lands to the conference, he said that "Christians must not just a representative of the Negro race." All of the 13,800 delegates heard him with something akin to awe, it is reported and the German newspaper concludes that "the Christian world which indicted before the non-Christian world as having failed adequately to represent the spirit and teaching of the Master"; and which maintained that "if the Christian world had indicted before the non-Christian world but had it pursued a adogous prosecution of the principles of Christianity as enunciated by Jesus Christ Himself and as laid down by the founders of the church, there would have been more brotherly love and Christian brotherhood in the world than there Particularly is that statement true of the church in America which today stands indicted for its apologetic attitude toward the most pressing question of human rights and Christian brotherhood. We, in this country have become accustomed to a sort of moral judgment that we have made, and we no longer watch with alarm, the constantly increasing reports to the effect that churches as such are losing ground in America. And when we say the church, we have no regard for race or denomination. It is literally true that little or no leadership in matters relating to the conduct of men toward men has come from the church as an institution of fundamentalism and evolution have claimed thousands of hours of service and millions of dollars while the rights of men to live as brother Christians and as citizens of a common country together have gone unchampioned. Mobs have formed and wrestled their vengeance on innocent men, women and children in the very shadow of the American church walls no voice has been valued in defence of defence and civilization. And the end is not yet. Nor will it come until there is a new birth of the spirit exemplified by the Master when he drove the earth to a new place. The church, not a spiked thing. The church, supposed to be the organization through which the religion and philosophy of Jesus Christ are brought to the masses of humanity, must be offered by the church. There must come a convolution of the necessity for active service in behalf of men and of Christianity which seeks to serve men and not breed, which seeks to improve a world which is fear-fearless, which seeks to improve the world of others and others, all too few, who dare on occasion to recall their fellows of the cloth to their real duty, who will contribute largely to the coming of the day when again, the church will stand for the spirit of men and the improvement of the relations of race and nation. Homely Philosophy By Georgia Douglas Johnson THE NOW MAN Are you a new man or do you use uniquely hesitate, mark or time or do you flock of flourishing enterprises, he employs and dictates to other men—he is a power. Four laziness and often climate and put off the execution of their duties and habits of the man who does things and you will find him to be a new NEGRO ADDITIONS IN HOUSTON Why is it that Negroes must pay from twenty-five to fifty per cent more for a home in Houston than do all other races? This question was asked of a local real estate dealer the other day when a real estate agent in Houston mentioned that the fact was as stated. One has but to pick up the average daily paper to realize that the homes in the most modern white additions sell for many hundreds of dollars less than corresponding homes for Negroes in Negro additions. Even the white additions are less expensive. Is it actually a fact that we are being penalized for our color? BRYAN BRIEFS The informer might have taken that view of the question had it not been for a chance conversation with a leading white business man of this city who was wondering just why it was they had not been able to afford their own financial help. He indicated that the prevailing money rates were due in large measure to the fact that Negroes had no other means of financing themselves and their homes than the companies which catered to their business and which practically profited in making loans for the purpose of home ownership. A glance at the situation brings a realization that there is truth in the idea that Negroes, at least in the matter of home buy ing are being penalized for their own lack of cooperation and use of their own land. It is also evident in the show that Negroes in Houston have more than $2,000,000 lying in banks, drawing interest of the regular sort. It is also literally true that they borrow their own money from these banks at much higher rates when they prepare to exert homes. It is also evident that they cover a cover way to control and to handle their own money, making a profit for themselves and becoming owners of homes of the better sort at prices which were well within the range of reason. There is no reason that this is not so correct. It is also evident that they use us for all of these years. And it is true that that same ninetiwill continue to work our undoing until it is thrown off by our own decision. Millions of dollars of profits and thousands of contented families, to say nothing of the work afforded to workers, are still not doing their own progressive idea of handling of our own funds. It is well worth thinking over. ROCKDALE Rockleigh, Texas—G. C. Moore, M. and William Carrschmeier, M. and W. McKee motored to Milanah last summer for its ninth anniversary. EX-SLAVES ARE ORGANIZING the activities are being made by Simon Prescott, the president, the finance Ex-Slave, the enroll all of those who served in the three with several numbers of the association headed by Phillipa convention here recently and at last carrying the counties of Walker, Plecken, and after those living in Albumb have been organized the movement is supposed to be extended throughout Will There be a Negro in Next Congress BY KELLY MILLER, Howard University, Washington, D.C. George W. White of North Carolina was the last Negro member of Congress 'till the coming of Oscar DePriest. Thirteen congresses intervened, not against a Negro member. It was against the Negro community, give the race numerical dominance another blatus of at least a dozen. When a Negro was sent to congress from a Northern district upon the basis of the Negro community, complaintly took it for granted that it would continue to be represented in congress in perpetuity. But this is by The fifteenth census has just been completed, by states. A permanent plan of repositionment has yet to be adopted by the states to sensitize. The sensitive plan keeps the house at its present level of 433 members. The census office is required to have the population statisticized. The next session of Congress. more than half of the states will experience either a gain or a loss in representation by virtue of the shifts in population. The existing number of representatives will have to be restricted because of internal shifts. All of the states therefore will undergo a new division into congressional districts. New York has never had any reasonable chance of a Negro congressman, unless by some uncalculated Negroes in Harlem in 1920. These were split between two congressional districts. It required all of the num-ber of Negroes to have a majority. There is hardly any difference in the redistricting of the state can add to the Negro's chances, unless he can persuade the powers at Albany to allow him to be a member. As to St. Louis, the only hope the Negro over had rattled upon the thinning out of the population since the district lines were laid in 1910. There were also Negroes in the city of St. Louis in 1920, not a third of the quote of a congressional district when its quota is fall. It is not hard to imagine that the last decade in the last decade. Missouri loses three congressmen by the new census. It is hardly likely that within the new district boundaries, the Negroes in Harlem will reach anything like a majority. Philadelphia will perhaps have more ngeough to dominate a district, but here again they are not only too organized, but also too well organized. Baltimore will certainly have to wank a decade or so before it comes into this category. Cleveland and Detroit are possible candidates in the race. When the new lines are laid, although there is no flattering likelihood that the Negro will be able to dominate any congregational district politically, yet the interdisciplinary of population funds probability to be maintained will not continue, the Negro will return to congress before the decide in over. As to the future, we may rest anatomy on the past. Northwest migration, and the litterality tendency of segregation will give the race numerical dominance in the United States. The racial districts in the decades to come. There is little need of talking about investing as long as you can all remember saving. We can never get anywhere without investing "wanting not to get us anywhere." There is one common road, saving and investing. Many people do it. But the question is, how many have decided to invest? Articles don't induce intelligent action with regard to our money, they aren't. It is surprising how little actual thinking we do before we spend our money. If it would show a cheap mind we could invest in it. We spend with reckless abandon as if we were millions. Then we go home and do some research on an borrower to tide us over. And we are now ready to invest half the time to thinking of intelligent distribution of our earnings as people on our notes, we would soon be wealthy. As long as we borrow money, the race must be more challenging. Savages and children live for today with no knowledge of tomorrow. this conduct is more backwards, the race most menially, has race, the most mature menially, has some wonder whether many of us could tought to the white man's Historico, we have said too many are buying home before they are able to afford it. But too many are too large. But the same foolish pride which causes people to do this is cautious, careful, upscale and dresses without using it. We don't think anything is too good if a man can afford it. But when the money does the total income, poor judgment and recklessness have been in the adder, we must be a margin of income left each month. Usually the difficulty begins with the point of departure. The wife asks, "What do you want?" with you, John, and he gave his wife a beautiful home just three years after she put up with this house. Why, no question can get ahead unless he has a nice home, sire. But what Dr. Ss. and Ss. want is to start to. You must be to start with your fortunes and success of men will always be different. We must be conscious of our standards. People have learned to struggle for the appearance, the success, the ahead. Let us forget what Dr. Ss. and Ss. have and frantly on what Stripped of courteous covering, it has a mean description not to do this. We are not so sure of honesty until we do. Incidentally, we are spending our time on our churches. What kind of church to build fine churches. When we look at us, we are not sure of the large or no large clusters of clothes, converting a world, we are disgusted to have churches with whole communities rounding them untouched. We are not stretching a $10 salary to buy the things a man with an income of $250 can buy, nor back within our own income, and resolve today not to undertake anything that would be against a margin, in short, be like grown people and take responsibility for our fortunes and stop blaming us.
