That the shooting of the young negro, Howard by officer Peters last Saturday evening was unwarranteed and unjustifiable goes without saying. The shooting of any man, purposely, to prevent his escape when charged with only a minor offense, is not and should not be justified by law, be he white, black, red or yellow. Human life is not that cheap.
But Officer Peters insists that he shot only to frighten Howard and thereby prevent his escape. It must be agreed that he succeed beyond his intention and to the extent of narrowly endangering human life. We have the law, however, to determine in due course whether he was criminally negligent in the use of his revolver.
The conduct of the negroes who gathered at the scene and talked of violence to the officer was quite as unpardonable as the act of the officer himself. The law is made for all, regardless of color, and the enforcement of it without prejudice must be stood for by all good citizens regardless of color. Officer Peters had a first-class reputation as an officer up to the time of Saturday evening's unfortunate occurrence. He is entitled to a fair trial and if it can be shown that he intentionally shot an 18-year-old boy for running away from arrest for a minor offense he ought to be purnished. Not o
case but from others that have happened there is a growing feeling that there is a trifle too much freedom in slam-banging around with the six shooter on the part of petty officers in this section of the country.
Had the man been a notorious out-law a train robber or murderer instead of being guilty of only a minor offense public sentiment would have been with the officer. Under the circumstances public sentiment is that the officer made a grave mistake if not worse. Public sentiment toward the Negroes who rushed to the scene & put up a war talk is even more intense. A disposition to raise the race question on all such occasions as this on the part of some of the hot headed members of the race, is a practice that ought to be cried down by the better element of that race as well as all other citizens, It brooks no good to Muskogee or to either race to have it frequently occurring.
We must give the Democrat credit for being fair in this instance. We say further that we are opposed to mobs, white or black and we say that in both cases they were a gang of cowardly curs and do not represent the best element of the people which they belong. The best element of the Negroes condemn the black mob with as much vehemence as the most intelligent white man condemns
the white mobber. Notwithstanding our political differences the whites and blacks have gotten along nicely in this vicinity. The better class of whites have held the vicious element in check an it remains for the better element of the Negroes to hold our vicious element in check AND IT MUST BE DONE. On last Saturday the marjority portion of the gang who were yelling mob him! lynch him and etc, were transient cusses who did not own a weapon of any kind They are "grip sack" leaders who can hit the road on short notice. The decent law-abiding Negroes are not responsible for the antics of these irresponsible cusses. We demand that all men, be they white or black, officers or common ordinary citizens, be held accountable for their acts according to the law of the land. That no innocent man be punished and that no guilty scoundrel escape. Let justice be done through the heavens fall.

A policeman, be he white or black, who has such little discretion as to shoot a prisoner or shoot at one charged with a minor offense, thereby endangering the life, not only of the culprit but of innocent bystanders should not be retained on the force until the matter has been passed upon by the Courts and he has been justified in his act.
The riff raff element, no matter what their color may be, will not be permitted to dictate to the decent element of the people of this city, that question has been settled on seveaal occasions.
There was no need for the appointment of extra Deputies last Saturday night as there was nothing for them to do. The Negroes who represent something were satisfied that the Courts would do right.
The Negroes in the 76th District will not be disloyal to their race or the Republican party.
The best interest of the race demands that a Republican be elected and the best interest of the party demands that a republican be nominated and elected and that he be a man who has not deserted his party and who is now loyal to the party.
The worthless loafing class of people, white and black, who infest our city should be taken in charge by the city authorities and made work the streets or leave town. It is this class of people that commit burglary and petty larceny and cause so much trouble to both races. Run out the vagrants and loafers and there will be less crime.
We want the world to know that the decent Negroes of this City and Territory are not in favor, nor do they sympathize with the black criminal nor any criminal. They are in favor of law and order under all circumstances. We abhor the mob rule and condemn those who participate in mobs, be they black or white.
"We favor the reduction of representation in congress and electoral college in all the States of this union, where white and Colored Citizens are disfranchised, to the end that the 14th amendment to the constitution of the United States may beenforced according to its letter and spirit,"

The Curfew law is a good one and parents should see that their boys are at home when the "Wild Cat screams" as it does at 9 o'clock sharp each night.
When a Negro was arrested recently, charged with rape the decent white people saw to it that no attempt of mobing was made. And when a white man recently was arrested with the probable charge of murder against him, the decent Negroes refrained from making any attempt to violate the law. Are they not entitled to credit for their obedience to law and order?

People in Indian Territory towns who have forfited their claims to lots by failing to pay up in sixty and thirty days after April 26, 1906, have another chanbe, as the department has extended the time to January 1.1907.
The attorney general in an opinion holds that the Five Tribes had the right to extend the time if they so desired, and the secretary of the interior action for the nations, has extended the time as stated above.
Since time expired $21,000 was received at the Indian agency from owners of town lots who did not know they were delinquents. The money was held by the Indian agency pending the opinion of the attorney general.

Fresh Hope of Cancer Cure.
Again the hope of curing cancer looms large—only as brightening hope in the report of the British imperial cancer research fund. The brightening is this, that it has been found possible to prevent the development of cancer in animals by inoculation with a kind of serum. A mouse was thus protected, and injections from its body into other field mice retarded the growth of cancer artificially induced. This is different, it will be noted, from a cure. To avert small-pox by vaccination is very different from curing smallpox. Still the hope is expressed that this discovery may be a step toward the great one of a cure for this hitherto incurable disease. In the current number of McClure's Magazine, Dr. Saleeby, of Edinburgh university, gives an account of experiments by Prof. Beard, of the same university, in the use of the ferment known as trypsin, which seems to prove that the active agent of the pancreas will destroy the malignant cancer cells and bring about an absolute cure. Briefly, according to Dr. Beard's theory, a cancer develops from cells remaining in the body from an asexual stage of the embryo; cells which should have been degenerated and absorbed or digested by the fluids of the pancreas, an organ which develops just after the asexual stage. These are really germ-cells that might have developed into another organism, and, therefore, death by cancer is fratricide—one germ-cell killing the organism that has developed from its brother. The treatment is tentative, but experiments on human beings show apparently satisfactory results in preventing the recurrence of cancer after operation. Statistics show that this disease is increasing both in this country and in Europe, and if its cure is not in sight it is hoped that there is here the development of a preventive inoculation which may be effectively applied as needed.
Cultivating Arbitration Sentiment.
All the countries represented in the Pan-American congress at Rio de Janeiro will send delegates to The Hague conference who will be pledged to use their best efforts for the adoption of a general arbitration convention for the nations which are to be at the Dutch capital. The idea is right. Arbitration as a substitute for war may be a long way ahead of us, but the agitation of the question will do good, says the St. Louis Globe Democrat. It is well for the great nations occasionally to cry out peace, peace, even if there is no peace. The peacemakers have not brought Tennyson's parliament of man and federation of the world, but they are diminishing some of the horrors of war, and they are likely to make war less frequent. Peace conferences at Rio, The Hague and other places ought to be encouraged. The United States, which has taken the lead among the nations in peacemaking of a practical sort, always stands ready to give aid and comfort to the cause of international amity.
A mosquito story comes up from Texas in which a north-bound steamer's crew were almost put out of business by the varmints. Such mild mosquito tales have no force here abouts. If they had said the invaders drilled holes in the hull, some attention might have been given them.

the hunter, naturalist and author, to
have them take a flashlight snapshot
of themselves, Mr. Wright has re-
turned to his home in Spokane after a
fortnight spent in the haunts of the
grizzly in the dense timber of the
Jackson Hole country at the edge of
Yellowstone park, vowing he will per-
fect another automatic camera by
which to circumvent wily Bruin.
“The grizzly is the sharpest animal
that walks on four legs,” said he.
“The common bear is an unmiti-
gated idiot, compared with him. Al-
though I have spent 24 years hunting
grizzlies and have traversed the Rock-
les from Alaska to Mexico City in my
quest, I learned more about the cun-
ning of the grizzly last week than I
ever dreamed.
“I had stretched a tiny black thread
across a well-be ‘en trail, in the ex-
pectation that in the dark they woula
walk against it, thereby releasing a
spring that would set off a flashlight
powder in a camera which I had sta-
tioned a few yards away on the wind-
ward side of the trail. I hid in the
branches 150 feet further to the wind-
ward and awaited developments.
“It had become so dark that I could
barely discern an object at that dis-
tance, when three bears came down
the trail, single file. I was congratu-
lating myself on the magnificent pho-
tograph I was about to get when the
foremost bear sniffed, halted two or
three feet from that black thread and
proceeded to extend his nose cautious-
ly toward it. He had scented a No.
40 linen thread when it was so dark
he could not possibly see it.
“The second bear, curious to know
the cause of the pause and unable to
pass the front one on the narrow trail,
placed his front paws on the back of
the leader and peered over his shoul-
der at the strange smelling object.
The rear bear, equally inquisitive,
mounted the back of the second in the
game way and stretched his neck in
the same manner
“The leader touched the thread gin-

stead of running away, the bears
looked at the sky and then at each

era, they nosed along toward the end

taken the pains to bury that spool

less time than it takes to tell ‘it.
Then they held a serious powwow
over the spool, accompanied by much
sage shaking of heads. After a time
they turned about and beat an order-
ly retreat up the trail in the direction
whence they had come.”
In all, Mr. Wright saw 30 bears ap-
proach that thread during his more
than ten days of patient effort to get

Prorective League
State of
Oklahoma.
_ The Inter-Territorial Negro Pro-
tective League convention, in ses-
sion assembled, declare the follow-
ing resolutions:
Whereas, we comprehend the in-
terests of 200,000 human souls, rep-
resenting the greatest number of in-
dividual land owners of our race
in any commonwealth of the United
States, whose interests ‘ocally and
otherwise are so pronounced,
Resolved, That we co-operate in
the furtherance of the doctrine of
Theodore Roosevelt, President of
the United States, in that he be-
lieves in ‘‘All men up and no men
down, and a square deal for every
man,” as the broad, intelligent view
of American citizenship and as the
only basic doctrine acceptable and
capable of being entertained by
righteous acting and fair thinking
men.
Resolved, that it is the sense of
this organization that the best in-
terests of the negro race demand
that system of ‘public schools be
inaugurated in the new state where-
by the education ofthe negro youth
of the state will be in the control
of the negroes thereof, and while
we oppose class legislation, we feel
it is to our best interests to main.

the races.
Resolved, That we pledge our.
selves to the support of every dele
gate or representative upon a plat
form maintaining and enforcing ¢
constitution embodying all thos¢
principles which stand for ever;
man and his interests alike. whict
will deprive no man of the righ

er previous condition of servitude
and we oppose any property or ed
ucational test for voting, and we fa
vor provisions which will secure t
every man equal civil and political
rights within the spirit and meaning
of the broadest interpretation of the
constitution of the United States.
We commend the action of the
59th congress in making the 40-acre
of acreage allotment land of the
freedman of the Choctaw and Chick-
asaw tribes of Indians inalienable
for 21 years.
We favor the removal of the re-
ftrictions from the surplus lands
of the citizens of the five civilized
tribes as for the best interest for
all the people of the new state.
We recommend the organization
of leagues or local clubs in commu-
nities wherein the negro resides
and the establishment of a ready
‘medium of communication in a cen-
‘tralized system of our organization.
- Resolved, That we urge our peo-
ple to secure homes and lands, that
we educate and prepare ourselves
for a higher citizenship in the new
state, that we do not sell our lands
and that those who do not own
homes be advised to save their earn-
ings and purchase a home, and strive
to have. a bank account.
Resolved, That we encourage per-
sons of our race who are engaged
in commercial enterprises and rec-
ommend such persons be patepmied
by the race. ;
Resolved, That the name of this
organization shall be the Negro
Protective League of the State of
Oklahoma, and that the object of
the organization shall be the pro-
motion of the intellectual, financial
an political interest of the negroes
of the State of Oklahoma.
That we are unalterably opposed
to lynch law, but we favor the sup-
pression of crime. That we favor

sons charged with crime before a
