Section 24 of the enabling act says "That said state shall never enact any law restricting or abridging the right of suffrage on account of race, color or previous condition of servitude."
Section two of the enabling act, designating qualified electors, says "That all male persons over the age o ftwenty-one years, who are citizens of the United States, or who are members of any Indian nation or tribe in said Indian Territory and Oklahoma, and who have resided within the limits of said proposed state for at least six months next preceding the election, are hereby authorized to vote for and choose delegates."
This plainly shows the attitude of the administration and the president on the question of suffrage. In direct violation of these provisions of the enabling act the concluding paragraph of the suffrage section o fthe constitution as given to the press, says:
"Section 2—The legislature may make additional limitations on the right of suffrage and may add additional disabilities thereto, but in no
event shall the leg slature change the qualifications or disabilities herein mentioned."
It this means anything, and it does, it means a direct threat on the part of the Democrats who have so shamefully gerrymandred the state in legislative districts, to steal the first legislature. Then make the rape of Oklahoma complete by passing a law disfranchising the negroes of the state because they will vote the Republican ticket. By this means they hope to add Oklahoma to the Solid South. Unless this section of the constitution is eliminated every negro in the two territories, should and will vote against the constitution, and in the battle for his civil rights he will have the support of every fair minded man. The Phoenix does not believe in the social equality of the races, but it does believe in giving to every man of every race the civil liberty and privileges guaranteed him by the constitution of the United States. CUT IT OUT.—Phoenix. Most of the above article is good, but Doug could not keep from showing his hatred to the negro by bringing the social equality scare into the article. That is a relic of Doug's
platform. There is no such thing as social equality in the sense Doug puts it. All white people do not associate together nor do negroes. If Doug means social commingling, then we say make your white fellows who hunt up black women to associate with just keep on their own side and there won't be any occasion for such as Doug's editorial.

Mortgagee's Sale.
Whereas, Ella London Baxter Rodgers on the 3rd day of February, 1905, delivered unto Wm. P. Fields her promissory notes, amounting to $800, with eight (8) per cent interest from date, and did secure the said indebtedness with a mortgage with sale upon Lot 21, in Block 58, of the townsite of the city of Muskogee, in recording district number ten (10), in the Western Judicial district of the Indian Territory, which said mortgage was duly filed for record and recorded in the office of the clerk of the United States court, ex-officio register of deeds of said Recording Deeds Judicial district, at the city of Muskogee, therein in volume No. 33, of Mortgage Records, at page 321 thereof. And whereas the said mortgagor, Ella London Baxter Rodgers, made default in payment of April 1st, 1905, and the same became due and owing to said mortgagee, continues unpaid.
Now, therefore, by virtue of the power granted in said mortgage, the undersigned mortgagee therein named and empowered, will, on Monday, the fifteenth (15) day of April, 1907, next, at the hour of one o'clock in the forenoon of the said day, at the west front door of the building in which the United States court is held, in the city of Muskogee, in Recording District No. ten (10), in the Western district of the Indian Territory, expose for sale at public auction, to the highest bidder, the said property of said mortgagee, consisting of lot number 21, in block fifty-eight, of the original townsite of the city of Muskogee, with all improvements thereon and appurtenances thereunto appertaining, appraised at $500.

We, the members of the Republican Press Association of the Third Congressional District, declare as follows:
Whereas, there is an apparent misunderstanding existing among the voters of the district as to the position of the party on the so-called race question, and
Whereas, the Republican party has DISCHARGED its OBLIGATIONS to the NEGRO in that it gives him full civil rights, equal with every other citizen, and still stands for that policy.
Thebefore, be it resolved by this association that the Republican party of the Third Congressional District is OPPOSED to NEGRO DOMINATION in any sense.
That it stands for separate schools, SEPARATE COACHES and SEPARATE WAITING ROOMS for NEGROES which will have equal facilities and comforts to those furnished for other races.
That it is opposed and WILL USE EVERY MEANS at its command to PREVENT the nomination of Negroes on any elective ticket, seeking the suffrage of the other races.
On this declaration of principles all classes and all nationalities of citizenship are earnestly invited to allign themselves with the party of progress and prosperity.

50,000 negro voters of the new state will cast their ballots against the misfit called a constitution, and will not vote for a single state or county officer.
Walter Downing has been selected by the Republican party to make the race for tax collector. He has held the office for one year and has made a splendid officer. His books are in first class condition. He has made more collections to date than any collector the city ever had. He has been courteous to all the people and deserves to be re-elected. The slurs cast at him by the Democracy really amount to nothing. Downing will receive the solid vote of the Republican party, and that means his triumphant election to succeed himself. The Democrats cannot, with all their deceit and prejudice, change one vote from this honest, upright, faithful Republican official.
J. B. Campbell, the Republican nominee for recorder, is an old timer and a good Republican. His nomination is equivalent to an election, as the rank and file of the party will support him loyally. He has served one term and has given the people a clean administration. He has been fair to all, regardless of race, a color or creed. The books of hi soffice re O. K. He has for many years fought the battles of the party when not a candid date, and the boys in the trenches will see that he is given an overwhelming majority on the 2nd of April. The verdict will be "Well done, good and

faithful servant. Continue in the service of the grand old party." He won last year when the Democracy were in the saddle. Why not this year, when the Reppublicans have the best end of the stick. A strong pull, and all together, and the victory is ours.
Chas. Kimsey, the Republican nominee for marshal, is the very best man for the place that the city can afford. He has made a splendid marshal and the best man that the city ever had for that position. He has done his duty faithfully and well. He is today one of the most popular men in town and as a Republican he has no superiors and but few equals. He deserves the solid vote of every Republican and every good citizen. He has made good. He went into office making no promises to anyone, and will be hands tied. The city has been protected under his administration, which has been a clean one in every particular. He will continue to give us, regardless of politics, a square deal. He will be the marshal of all the people, and will do in the future what he has done in the past, and that is gone us the very best administration the city has ever had. The resignation of one man does not hurt his admin'stration. He is stronger today than ever, and the Republican party is stronger than ever, as we have a united party to make the fight in the campaign. He is a sure winner, and his majority this time will be greater than last year.

A curious vulpine raid was witnessed one recent Sunday on the Manor farm, Corston, near Malmesbury. A number of unsuspecting fowls were feeding quietly in one of the fields when a band of five foxes appeared. Whereas, Miner London and Susie London, husband and wife, of Muskogee, Indian Territory, at delivered to William P. Fields their certain promissory notes in the aggregate sum of $1,491.40 for borrowed money, upon which there now remains due and unpaid the sum of one thousand, one hundred fifteen and 40-100 dollars, together with interest thereon at the rate of eight per cent per annum from the 24th day of October, A. S. Court, ex-officio register of deeds, at Muskogee, in said recording district and territory, in Record Vol. 21, Page 382; V. 23, pages 322 and 324, and Vol. 71, page 268, and the said mortgages have become absolute.
