TISDEL HELD FOR $83,000 IN CASH?

Is Clark J. Tisdel, former master in chancery, responsible for $83,000 of the money of the Indian minors, which he has never turned over to A. A. Davidson, the present master.
On good authority it is stated that Indian Agent Kelsey, Master in Chancery Davidson and former Master Clark J. Tisdel, held a conference and checked up the affairs of Mr. Tisdel. According to the statement, it was discovered that Mr. Tisdel somewhere is holding in trust for Indian minors that vast sum of $83,000.
Much money passed through Tisdel's hands while he held the office of master. Oil leases were sold by him and for every sale a bonus was placed in his hands in trust for the Indian minor. It is said that G. W. Barnes alone paid Mr. Tisdel $26,000 in bonuses.
Davidson has been master for several months but Tisdel has not turned over a cent to him. Recently minors have been coming to Tisdel for their money, and it is said that Tisdel has referred them to Davidson, telling the Indians that he had turned the money over to the present master. Angered at such statments, Davidson went to Tisdel and the conference of the three men was the result.
When the Canadian Valley bank closed its doors, there was on deposit over $8,000 in the name of Clark J. Tisdel, trustee. Where the enormous amount of the remainder is, cannot be learned. It is known that Mr. Tisdel has taken at least two trips to Kansas City with the intention of raising money as it was reported that he would be compelled to make good the remaining fifty per cent, which the bank has not yet paid. Men who know the inside conditions, stated last night the affairs of Mr. Tisdel were in bad shape.—Phoenix.

Woman's Home Companion for October.
The Woman's Home Compaion for October is primarily a fashion number, not that the other regular departments are slighted in the least, nor that the fiction is an any way below the excellent standard the Woman's Home Companion has set for itself. Grace Margaret Gould, the Fashion Editor, has done more than any other one person to make this October issue interesting and helpful, contributing, as she does, page after page of attractive and practical designs for Fall and Winter costumes. A particularly novel and helpful page gives photographic illustrations of the newest silks, fabrics and trimmings; another shows the new hats, going into detail as to shapes and colors. There are still others of waists and lingerie.
Two of the many good articles deserve special mention-Jack London's "Riding the South Sea Turf," an animated description of that "Royal Sport for the Natural Kings of Earth," and Anna Steese Richardson's "The Influence of Women on Business." Mrs. Richardson, herself a most successful business woman, is telling the hard truths connected with woman's entrance into the field of business, in a series of three remarkable articles, of which this is the second, on "The Woman in Business."
There are good stories by Anthony Hope, Zona Gale, Herbert D. Ward, Elliott Flower and others. Dr. Edward Everett Hale contributes a delightful talk on "The Division of Time," the Editor has some pungent things to say about "Your Grocer." The cover of this issue is the third-prize winner in the recent prize cover contest, a charming painting by Herman C. Wall.
Dedicaton of The Elks Hall.
On Thursday night the Elks lodge of Muskogee dedicated its new hall. This lodge stands at the head of the list in this western country. Their home is on the third floor of the Carter building where its arrangements are well appointed, its style magnificent and its furnishings superb.
The Hon. L. T. Brown, Exalted Ruler, together with his core of officers have brought order out of chaos and to the untiring energy of the exalted ruler is due the credit of Muskogee's having one of the most splendid organizations in the country. Under his leadership the lodge here will stand in the front rank of the organizations of the race. It is fitting that the metropolis of the new state should lead in its fraternal organizations.

We, the members of the republican Press Association of the Third Congressional District declare as follows:
Whereas there is an apparent misunderstanding existing among the voters of the district as to the position of the party on the so-called race question, and,
Whereas, the republican party has DISCHARGED its OBLIGATIONS to the NEGRO in that it gives him full civil rights, equal with every other citizen and still stands for that policy.
Therefore, be it resolved by this association that the republican party of the Third Congressional District is OPPOSED to NEGRO DOMINATION in any sense.
That it stands for separate schools, SEPARATE COACHES and SEPARATE WAITING ROOMS for NEGROES which shall have equal facilities and comforts of those furnished other races.
That it is opposed and WILL USE
EVERY MEANS at its command to PREVENT the nomination of negroes on any elective ticket, seeking the suffrage of the other races.
On this declaration of principle all classes and all nationalities of citizenship are earnestly invited to allign themselves with the party of progress and prosperity.

Miss Cora Waller one of the teachers in Dunbar school, died Wednesday at the home of Mr. Nickens. Miss Waller was one of our most successful teachers and was loved and respected by all. She has taught for three years in Muskogee and had by her deportment made a host of friends. Every person and patron always spoke of her in the highest terms. She was one of nature's noble women. The race suffers a great loss in the death of these pure specimens of noble and true womanhood.
The remains, accompanied by the mother and sister were sent to Kansas City Missouri for interment.

THE FIVE CIVILIZED TRIBES PASSING AWAY

at Okmulgee is full of historical inter-
est from the fact that it will be the
last meeting of the Creek legislature
under the regime of the Five Civilized
Tribes. The coming of statehood will
obliterate all lines of the once pow-
erful Indian nations and will destroy
the last vestage of authority enjoyed
by the original settlers of Indian Ter-
ritory.
Chief Moty Tiger, who succeeded to
the office by the death of Chief Pleas-
ant Porter a few weeks ago, in his
massage to the council paid a high
tribute to the dead chieftain and then
ealled attention to the act which au-
thorizes the chief to deliver deeds
to his people. The message states
that 37,396 deeds have been executed
to Creek allottees and of this num-
ber 27,160 have been delivered. Since
each atlottee receives two deeds there
are 18,696 citizens, 11,893 of whieh
are of Indian blood and 6,805 negro
freedmen, Under the new born act
of 1905 there has been enrolled 1,-
728 children of Indian blood and 936
freedmen. Chief Tiger urges in his
massage that every allottee who is
without his deed, to secure it at
once.
Chief Tiger urges the council to
take action to prevent congress from
removing the restrictions upon the
land of full-bloods and the homesteads
of freedmen. Te declares that this
would be violating the agreement of
the government with the tribe.
Preserve Council House.
In view of the fact ‘that the pres-
ent session of the council will doubt-
less be the last, steps will be taken
to preserve’ the history of the coun-
cil and the old stone building at Ok-
mulgee, where the Creek legislators
have met for the last thirty years,
Okmulgee has been the capital of the
Creek nation since 1868, when the
first council house, a rough log strue-
ture, was built upon the spet where
the present building stands. The pre-
vious year the council met three
miles west of Okmulgee and a constt-
tution was adopted which took much
of the power away from the town
kings and vested it in the courts,
There were six of these, and the judg
es were appointed. by the council
Previous to that time the town king
of each town, who sat in the house
of kings, as at present, had almost
absolute power over his people and
could order them punished for all
crimes and could act as judge in all
their disputes.
Before removing from their homes
in the southland in 1830 to the Indian
Territory, the Creek couneils were
held under huge cireular arbors with
conical roofs thatelfed with branches
of trees and bark, and seated with
rough benches, At night the Creek
lawmakers slept under -these rude
shelters and held their dances there.
The late Chief Porter is authority
_ for the statement that the first coun
cil meetings of the Creek nation were
held near the mouth of the Verdigri:
river, six miles northwest of Musko
gee, after their migration to Indiar
Territory. These sessions were hele
under arbors similar to those of th
southern nation. Later, however, the
Creek capital was removed to an ele
vated spot twenty miles from th
present capital, known as Counci
Hill, where the town of Council Hil

next year the constitution was adopt-
ed and the history of the Creek law-
making body as it is today,
Moty ‘Tiger, the present chief, who
has been a member of the council at
most continuously since the etvil war
says that the council house at Ok-
mulgee has never been the scene of
a disturbance, As the late Chief Por-
ter expressed if, “An Indian who can-
not hold his temper is not fit to
make laws for the nation.” Since
the Christian religion has been adopt-
ed by the Creeks it has been the cus-
tom to hold religious services in the
council hoitses instead of dancing as
in former days.
The building contains four large
rooms, two on the second floor for
the council chambers and the United
States clerks and tribal chiefs’ office
down stairs. Directly in front of this
building stands the “execution tree,”
where until the power of the Indian
courts was abolished by congress a
few years ago Indian criminals were
executed by shooting. The marks of
bullets can still be seen in the form
of scars on the bark. The condemned
criminal was given time to go home
and arrange his affaies and on the
appointed day he returned to the his-
toric square surrounding the council
house. Here he was tied to the tree,
a piece of paper the size of a human
heart pinned over his breast and he
was shot to death, usually by some
friend of his own choosing.
The Creek council is composed of
two houses—the branch house of war-
riors and the upper branch called
the house of kings. Thee are 142
members of the council, forty-seven
in the house of kings and ninety-five
in the house of warriors. Council
members receive $4 a day for their
services. At present no act of the
Indian council becomes legal unless
approved by the president of the
| United States.
THE OKLAHOMA CANVASS NOW.
State and Constitution Election Boards
Met in Guthrie Oct. 7.
Guthrie, Okla.—The official canvass
of the returns of the last election
begun Tuesday, The vote on the
constitution will be canvassed by a
board composed of the territorial
secretary, the chief justice of Okla-
Bos! and the ‘senior federal judge
of Indian territory, These men are
respectively Charles H. Filson, Judge
John Burford and W. H. H. Clayton.
The board to canvass the state ticket
is composed of the governor, the at-
torney general, the territorial auditor
and the territorial secretary. Govern-
or Frantz is absent and will not sit
with the state board. He would not
sit if he were here, as he was a can-
didate for election.
An unverified rumor was current
here that William H, Murray, presi-
dent of the constitutional convention
would try to sit with the state can-
vassing board. Murray is said to
claim his authority under the election
ordinance adopted by the constitu-
tional convention permitting him to
act in certain matters in the absence
of the governor. Should Murray try
to take the place of the goernor, an
effort will be made-to oust him.
There probably will be seeral con-
tests before the state board, from
Muskogee and Okfuskee counties,
where the democrats are said to have
thrown out many republican votes,
Members of the Five Civilized Tribes
to be Classified.
Washington, D. C.—Within a few
weeks thelndian bureau will issue a
book containing the name of every In-
dian on the rolls of the five elvillz-
ed tribes in the Indian Territory,
There are over 101,000 names and it
will take a book of over 500 pages
‘to hold them. Thé book is to be
sold at one dollar, and fs intended to
help people who want to deal with
the Indians. When an Indian asks
for credit, a merchant, by referring
to the books, will 4now whether the
Indian is on the rolls, if he is, the
merchant stands some show of get-
ting his money. With each name
will be given the age and the tribe
which the Indian belongs,

Increase of Gold.
Gold was the substance for which all the world hungered, and yet when Columbus discovered America there was less than $250,000,000 of it in all Europe. Surely it has been a difficult substance to find. Centuries had passed, during which this yellow metal had been carefully hoarded, and yet all of Europe held less than a quarter of a billion of it. That was a matter of 415 years ago. When the great explorer set sail for unknown shores the world was increasing its stock of gold at the rate of less than $4,000,000 annually. It would therefore take Europe 60 years to duplicate its gold holdings. When another hundred years had passed the output had increased to $6,000,000 annually. There was nothing startling in such an increase. To bring this about it has been necessary to ransack the treasures of Peru, Mexico and other new countries. Once more we move the hand of time forward a hundred years until we come to 1700, in which year the average gold production is only $7,000,000 yearly. Certain there was no reason to fear an over-production of gold. Another hundred years brings us to 1800, in which comparatively modern time the annual production of gold was only $12,000,000. Thus we find, says Frederick U. Adams, in Success, that, during the three centuries following the discovery of America, the world's average annual increase in gold was $26,666. Had this modest ratio been maintained for the next hundred years, the total production of gold in 1900 would have been about $15,000,000. How much do you suppose it actually was? Double that amount? Three times it? Make another guess. It was $262,220,915!
Reprehensible Habits.
One of the strangest paradoxes in human nature is that men and women, struggling apparently with all their might to succeed, are yet constantly doing things, saying things, and thinking things which drive the very success they are after away from them. They are all the time counteracting their efforts by some indiscretion. Men work like Trojans to get a coveted position, and then, by getting puffed up with conceit, or by some foolish or weak act, knock the scaffolding, which they have been years in building, out from under them, and down they go. Their lives are a series of successive climbs and tumbles, so that they never get anywhere, never accomplish anything worth while. There are thousands of men who are working in very ordinary salaried positions, says New York Weekly, who might have been employers themselves but for some unfortunate weakness, some little deficiency in their nature, or some peculiarity—something which might have been remedied by a little discipline and self-study in youth. Others are always driving success away from them by their doubts, their fears, their lack of courage, their lack of confidence—driving it away by reprehensible habits which repel success conditions.
