The Republican platform, adopted at Chicago, explicitly demands justice for all men without regard to race or color, and just as explicitly declares for the enforcement and without reservation, in letter and spirit of the thirteenth, fourteenth and fifteenth amendments to the Constitution. CURE GOVERNMENT GRANTED APPEAL Order Made Allowing Rehearing in Commodity Clause Case PHILADELPHIA: Judges Dallas, Gray and Buffington, of the United States circuit court, handed down an order allowing the government to appeal from the decision of the court in the suit of the United States in the matter of the constitutionality of the "commodity clause" of the Hepburn rate bill. Counsel for both the government and the defendant coal roads will petition the supreme court of the United States to give this case precedence over all others on account of its great importance. The assignment of errors upon which the appeal was allowed are about ten in number and were filed by L. Allison Wilmer, special assistant to Attorney General Bonaparte, and by District Attorney J. Whittaker Thompson. It is contended that the circuit court erred in holding that the clause is not a valid exercise of the powers of congress under the constitution, and that the measure would deprive the railroads of their property without due process of law. It is also contended that the court was wrong in declaring the law discriminative, and a prohibition, and not regulative of interstate commerce. BIDS FOR FLYING MACHINES Navy Department Wants Four Capable of Making Flying Start WASHINGTON: Aerial navigation as an auxiliary to the naval service is contemplated in specifications for four flying machines for which proposals for construction will be asked. The specifications require that each machine shall carry two persons of a combined weight of 350 pounds, a sufficient supply of fuel at the start for a flight of at least 200 miles, for a period of four hours at an average speed of not less than forty miles an hour, and to remain continuously in the air during the trial. They are to be so constructed as to be able to alight without damage on land or water, to float on the latter, when at rest, without wetting any of the air supporting or controlling areas and to be able to rise therefrom without appreciable delay under their own power without the aid of special starting apparatus. Bidders must guarantee the delivery at the naval academy at Annapolis of at least one machine within five months after the signing of the contract, and the remaining three within eight months. TO FORM NEW DISTRICTS Eleven Districts of National Bank Examiners Announced WASHINGTON: Comptroller of the Currency Murray has announced that he would put into immediate action a plan for the formation of eleven districts of national bank examiners, with a chairman examiner in charge at each of the following cities: Boston, New York, Philadelphia, Pittsburg, Nashville, Chicago, Minneapolis, Kansas City, Fort Worth, Denver and San Francisco. The chairman in each district will compile quarterly reports to the comptroller from the reports of the examiners covering the states in each of the lists. ROCK ISLAND REMOVES CASE Joins the Frisco and Katy in Claiming a Foreign Home GUTHRIE: The Chicago, Rock Island and Pacific has joined the Katy and St. Louis & San Francisco railroads in claiming a foreign domicile to avoid trial in a state court, according to information received by Acting Secretary of State Meyer. Republican Headquarters—Rooms 222, 223, 224 Missouri building. In Arkansas the Republicans cast 42 per cent of the entire vote and have about 1 per cent of the members of the legislature. This result is brought about by having all the election officers appointed by three State officers. That is what Mr. Bryan's party thinks of "Let the people rule." The Charleston News and Courier hopes that "the negroes will continue in their hidebound advocacy of the Republican party and its works." Well, why doesn't the South Carolina journal induce Mr. Bryan to make a preclamation to that effect? Judge Taft favors industrial and higher education for the Afro-American, the enforcement of the war amendments and equal protection for every citizen. Mr. Bryan favors well, we give it up. We have at last finished up one utterance of Mr. Bryan in regard to the Afro-American. He says that under the came conditions and surroundings, the Northern people would act just as the South has done. During the next four years many cases involving the rights of the race will come before the Supreme Court of the United States. With the possibility that some of the present justices may be retired and their places filled—in the case Bryan's election—by men of the Tillman-Vardaman-John Sharpe Williams type, it is easy to infer what the decisions would be. --- The Same Old Scarecrow. The Evening Democrat, better known as the Race Riot Review, is defending the lilywhites and as usual cussing the negro because a few negroes were delegates to the township convention. We will say the Democrat deliberately falsified because the fellows are using the common word that means prevarication (lie). The negroes did not attempt to run the convention; they could not have done so if they had been so foolish. There were sixty white delegates and only thirty negroes. Does this look like negro domination? If not then the Democrat or the lily-white who wrote the article, prevaricated. There were not two contesting delegations composed of negroes. There was a white contesting delegation and a colored contesting delegation and according to the rules of political equity they were both given seats. Hence the Democrat falsified again. The negroes were the most modest men in the convention and never asked for a single office, but did resent the attacks from the lily-white and the charge that somebody carried rebel bullets for us. That old tale has grown threadbare. We are republicans because we believe in the principles of the republican party and not because anyone went out to stop rebel bullets for us. On that point we remember that 200,000 block soldiers who had no flag for which to fight, stopped a great many rebel bullets. It seems to be the policy of the democrats to assists the lily-whites and at the same time frighten weak republicans by the cry of negro domination. They make one negro more powerful than two white republicans. For instance, they cite Truesdal, Anderson and Greer as having been squelched by Sango and Jones. This is certainly complimentary to Tisdel, et al. We believe that all the ranting and roaring of the Democrats are inspired by the lily-whites and that their intent is to drive the support of the negroes from Mr. Creager and the other republicans, but the scheme wont work as our votes will be registered for the republicans in spite of the lily-whites and their dupes. The Democrat calls a convention of 60 whites and 30 colored a negro convention. Can you see the point? The Demies are scared and have resurrected the old scarecrow—Negro Domination.
