TEDDY and SEN. FORAKER AGREE ON MEASURE
Washington, D. C., Feb. 23. The president is authorized to appoint a court of inquiry to determine the qualifications for re enlistment of the discharged negro soldiers of the Twenty-fifth infantry regiment, accused of shooting up Brownsville Texas, on the night of August 13.14 1906. The Aldrich bill for this purpose past by a party vote 56 to 26 except that Senator Teller voted with the republicans for the passage of the bill.
The bill is a compromise measure approved by President Roosevelr, Senator Foraker and all of the republican members of the committee on military af fairs. The court of inquiry will act as a board to consider the applications for re-enlistment and recommend the restoration to duty of such soldiers who are not found guilty of complicity in the affray. The senate also passed the fortification bill, with appropriations aggregating $8,320,111 and the diplomatic and consular

Hoyt Announces His Candidacy
Announcement was made last night of his candidacy for nomination on the republican ticket for the office of police judge.
"I have decided that I want the office," declared Judge Hopt, "and I hereby make announcement that I am in the race for the police judgeship."
Judge Hoyt is a stalwart republican of the old school and for toe two years prior to statehood was United States Commis sioner here, having been ap pointed by Judge W. R. Lawrence to succeed Harlow A. Leekley.
During the administration of President Harrison. Judge Hoyt was United States Commissioner at Fairbanks, Alaska.
As commissioner in Alaska and in Muskogee he gained a large experience in judicial matters and paofiting by this experience he feels that he is amply qualified for the Muskogee police judgeship.
Since statehood and the relin quishment of his position as
United States Commissioner, Judge Hoyt has been a member of the legal fraternity and deeply engaged in the practice of law.

Atty. W. L. Seiver of Muskogee, announces himself a candidate for police judge and from all indications he has a splendid chance to win. Mr. Seiver is an old resident of this city and has the implicit confidence of the city's best people. He is sixty years old but has the appearance of a man of forty. Since he was 18 years old Mr. Sevier has been a staunch republican but this is the first time he has ever appealed to the party for a position. When asked by a representative of this paper, what his policy was, he replied:
"I stand for honesty. I believe the men in public trust should be clean and honest men, not thieves and grafters. I be lieve in honesty and the only way to be honest is be honest."

Because She Loved Him
Ethel Gray, a white girl of Muskogee, was found guilty of perjury last Monday by a jury of twelve men in the district court. Her lover, John Cieloha was on trial for the murder of David Conway who was killed near here last June, and to save him, she testified that he was with her in the city at the time Conway is said to have been killed. Cieloha was convicted however and given a life sentence and the girl's arrest and conviction on the charge of perjury followed.

Miss Grace Anderson, a colored woman, employed at the dining hall of Mrs. Dora Barnett, at the old Spaulding College building was suffocated by gas last Tuesday. The woman was sleeping in a room next to one in which there is an automatic water heater with a gas connection. During the night the gas pipe sprung a leak and the door between the rooms being open the woman was overcome by the vapor.

Justice has come at last to the black heroes who fougt at San Juan Hill and who were so outrageously treated at Brownsville. It is late but that is better than never.
Judge King showed he has the backbone to make all men respect his court when he fined J. Warren Reed and sent him to jail, The day of the bulldozer lawyer is over.
Laura Jackson who was tried for murder on Wednesday was discharged. Lawyer DeGrafenreid, Brown and Stewart represented the defense.
The democrats are awful foxy and are liable to steal a march on the republicans. Already it is hinted that a certain astute politician who is not a democrat may head a citizens ticket and have the solid support of the democrat party and in there will be h----popping all along the line.
There is no use in cussing the colored democrat and saying he is a fool and better look up the cause for the change and then stop the crack in the fence. The longer we wait the bigger the crack. There is no use lying amongst ourselves, the crack must be stopped.
The campaign for the pie at Washington is already on and many are the patriots who are now headed that way. There will be mrnry a disappointment and many a pror devil will go broke while waiting for a job that never comes. Our motto is stay at home and make a jok even if its spabing.
The city republican organization needs to get in shape for the coming campaign. The wards are not what they were at the last city election and there should be a campaign of education in order that the voters may know in what waad they live.

The fellows bound for Washington will leave here on March 1st. We wish them a merry trip.
The rank and file of the republican party demands that only straight goods be given them at the city election.
Up to date the announcements for office are very few but later on the candidates will become numerous.

The Chief Bulwark of the Party In Power.
An American Newspaper Man Takes a Peep Into the Workings of the System-Finds That Government Employees Don't Dare Vote Against the Party In Control-Would Mean the End of Democracy In America.

I had a talk with a Vienna business man the other day about municipal ownership in Austria. It would be obviously improper to use his name, but he is a man of weight and standing, who knows what he is talking about. In the light of what he said it is easy to see how municipal ownership of public utilities in the United States might keep one political party permanently in power and thus perpetuate whatever system of graft might spring up.
My friend would not talk about the existence of graft in connection with the operation of utilities there, but he was emphatic in his statement concerning the hold it has given the party in power.
Public ownership is well developed in Austria, there being practically no privately owned railroads or street car lines in that country. Vienna owns not only the street cars, the electric light and gas works, but many other things, including a great array of butcher shops, the largest brewery and the most impressive beer drinking place in the city, besides some of the most desirable quarries in the vicinity. These quarries were acquired when the famous Ringstrasse was to be opened in order that the government might possess its own supply of stone for the erection of the public buildings now ranged on either side of the beautiful thoroughfare. The purpose for which the quarries were acquired was accomplished years ago, but they are still operated by the city in competition with private quarrymen.
I asked whether the various municipal and government enterprises in Austria paid a profit for the reduction of taxes or not.
"They are supposed to do so," he replied, "but no one save those in high places will ever really know much about it. Anyway, the system of public ownership is certain to be extended rather than checked in Austria.
"Why? Partly because it is largely by the votes of the men employed on the railroads, the street car lines and all other public enterprises that the government is able to maintain itself This is so important a factor in the situation that public utilities would continue to be operated by the authorities even if the result were a money loss.
"The suffrage is restricted in Austria to such an extent that there are only about 3,000,000 qualified voters in the country. They include the conductors, trailmen, engine drivers, firemen, etc., on the national railways; also the station keepers and other employees at each station, the men employed on the tracks, in the shops, etc. They also include the street car men in Vienna and other municipalities, the men employed in the Vienna slaughterhouses, in the meat shops, in the great municipal brewery, and so on, besides the thousands employed in the legitimate governmental bureaus.
"Now, there may be public utility employees here and there who have enough personal independence to vote as they choose regardless of their employment, but they are few and far between. When found out their usefulness in the public service is no longer apparent, and they lose their jobs promptly. The result is that the government can always count practically upon a solid block of 700,000 voters, or about one in four of the entire elector-
ate, at the popular elections. "As a matter of fact, the government has almost as strong a hold upon many other thousands of workingmen voters as it has upon those who are directly in its employ, some say 300,000 at least. A portion of them work in the locomotive shops, the rolling mills, the car shops and other establishments which furnish the rolling stock, the rails and the supplies to the government and municipal railroads.
"As there are practically no possible customers for rails or cars, for locomotives, either steam or electric, or, in fact, for any sort of railway supplies, except the national and municipal governments, the managers of the establishments furnishing such things must stand well with the authorities or be wiped out, and the same is true, though in a less degree, of the makers of dynamos and motors and many other things.
"The best way for these manufacturers, who, next to the government itself, are the most extensive employers of labor in Austria, to stand well with the government is to see to it that their workmen 'vote right,' and this they certainly do.
"The thousands of men they can control, added to the 700,000 in the various forms of direct government employment, make up a total of a million voters, or one-third of the whole. Their solidarity practically insures indefinite control of the government by the party with which they vote. There can certainly be little chance in Austria for a change in governmental conditions so long as there is no change with regard to the country's utilities. There are observers who, bearing in mind the many warring elements in Austria, do not hesitate to say that the stability of the Hapsburg throne itself depends largely upon the cohesive power of public ownership."
THE BOARD'S PLAIN DUTY.
Kansas City Editor Outlines Plan For Redeeming Waterworks. The board of public works has an urgent duty to perform in regard to the city water department, and at the same time an opportunity is afforded to distinguished itself from all its predecessors by adopting a systematic businesslike policy in the management of the plant.
Although it seems useless to expect the same degree of efficiency under municipal ownership as obtains in private corporation ownership, the members of the board owe it alike to themselves and to the city to approximate the methods of a business corporation as closely as possible in the management of the waterworks.
If the members find it incompatible with the exigencies of their private business affairs to give their personal attention to the work they should at least see to it that the heads of the department are competent business men who will give their whole time to their duties and, above all, that politics shall be entirely eliminated from the water department.
The insubordination, incompetency, jealousies and recriminations which have been shown to exist among the employees, from highest to lowest, present a situation hardly less dangerous and disgraceful than the recent disclosures in regard to the unsafe and inefficient condition of the plant.
The plain duty of the board is first to weed out the incompetents and those who are playing politics and next to reorganize at least the mechanical branches of the department on a strict, nonpartisan, business basis. The people of this community are tired of the everlasting squabbles and alarms in regard to the water supply that have come to light with each new administration as well as of the constant demands for money to do things which should have been done and were represented falsely to have been done years ago.—Kansas City (Mo.) A City Free From Debt.
On May 15, 1908, the city of Kokomo, Ind., paid the last dollar of its indebtedness. Its mayor, Hon. Will H. Arnett, contributes an article on the subject to the June issue of the City Hall, from which the following quotation is taken:
"Whatever may be said of the merits of municipal ownership elsewhere, the city of Kokomo is a signal example of what may be done with private corporations when dealt with by men of judgment and integrity. Her contracts are fair and reasonable, and her rates are not burdensome. Perhaps no stronger argument against municipal ownership could be offered than the present condition of the city of Kokomo in relation to its public service corporations."
Another Plant For Sale.
A recent newspaper item dated at Festus, Mo., reads thus:
"The city council of Festus has offered to sell the city electric light plant to a St. Louis syndicate for $10,000, and it is believed the proposition will be accepted by the syndicate."
At a mass meeting recently held in Fort Branch, Ind., to consider the purchase by the town of the local electric plant the proposition was rejected almost unanimously.
"This is paternalism gone mad. The people have a right to know the quality of the water they are drinking and with this knowledge in their possession to act upon their own judgment." Comment cannot emphasize the force of these statements.—Public Service.
Spoken From Experience.
A private company can get better results than can be obtained out of a municipal plant. It is not bound down by any such restrictions as the eight hour law; the officials of the company see to it that there is no waste or loafing, because it is a commercial project there is more efficiency, and as a result any of the lighting companies of this city can sell us light cheaper than we can make it. There is proof in my own office here that it costs the city more to do its business than if it were a private concern. If the finance department was a commercial house, as it really ought to be, and was under the system which prevails in large financial houses the department would cost the city just about half what it costs now.—Comptroller Metz of New York.
Cost Far Above Estimate.
If the advocates of municipal ownership are as far off in their promises of cheaper lights as they were in the estimation of the cost of the plant and the time of its installation, the people of Ligonier will pay dearly for their fun. We were told that $15,000 would pay the bills, but the lowest bid that is being considered by the council is within a few dollars of $25,000. We were promised that the plant would be put in at once. It is now seven months, and still nothing is being done, and the city is in darkness.—Editorial in Ligonier (Ind.) Banner.
An increase of 25 per cent in the rates has just been put into effect by the commissioners of the municipal waterworks of Lockport, N. Y.

Surprised With Reception
Wybark, Oklahoma. 2.21, '09 On last night which was the 20 night of February, there was a surprise party given by Mrs. Florence Collins in honor of her husband. Mr. C. C. Collins.
After returning from Muskogee, Okla., late Saturday evening C, C. was told to go home quickly that he was wanted by Dr. Watt. He obeyed promptly and found the room occupied by his guests which were many He was utterly surprised. He made a few remarks, in those he stated that he was born in Oxford, Miss., in the year 1861, after living there a few years he moved to Arkansas, where he was fortunate after a few years to be blessed with a wife and at present several children, and a host of friends. He is now enjoying the 48th year of his life.
Next his presents were presented, they were many, among them he received a pair of gold cuff buttons and a host of other articles. Supper was then served. Thanks were given by Rev. W. L. Turner. After supper fruits were served. The supper was delicious. Most every thing that was wanted was eaten that night.
Mrs. L. E. Patton and Mr. Lewis Perryman furnished plenty of music. Subscriber.
