It is amazing to contemplate how dull and dead is the accredited intelligence of our face. I mean that intelligence which is supposed to be reflected by this condenser and so-called educated leaders, who have set themselves up as the only ones for coordination and to lead. When it is considered that we are living in a world of change and progress, we will expect our leaders to be sufficiently resourceful and inventive as to present to us from time to time a sober and logical code by which we should govern ourselves. Also, how much to the contrary. Today, whilst the other races are presenting to the world scholarly and brainy leaders, who are in themselves evolving new ideas, laying out new plans by which other races and nations will be saved and salvaged out of the threatening wreck of humanity, we find our so-called leaders still backing in the sunshine of ease and contentment such as of the past century. Uncle Tom, though he was a slave and fell in every respect the rigors of slavery, was quite contained to be a patient and loyal expiant. Even though we have been enamored from clerical slavery it is apparent that our so-called leaders are still "Uncle Tom" in their loyalty and obedience to the leadership of others, which leaders they try to instil upon the masses of our first. NEW YORK LIBERTY HALL, Sunday evening, Nov. 27, 1921 and the Hon. Marina Garvey, President General of the Universal Negro Improvement Association, and the Hon. U. S. P. Poston, Minister of Industries and Labor, delivered addresses tonight in Liberty Hall that are pregnant with deep thought affecting the Negro's figure in America. The former spoke on the subject. "The Future as I Look to the Negro," the latter on "The Environment of the Negro." will Sulliver add address of Liberty Hall, after a man who, through his publications, has been much to encourage patriotism and love of country among the peoples of Africa, India and Egypt and Asia. He has been before the publica- tion as a leader of his race for a number of yahara. He is an Egyptian, and has come to this country from a trip to the West Coast, Africa. He is here for a few days and will then return to London. "The musical program tonight was very exceptional excellence. Mr. Eden- tam and his team, and their tem- pers and baritone, all competed, Mr. A. A. Green of the Bumble Division of the N. D. N. A. sang with wonderful effect as a bazo soloist, one of his selections being "Dive River," by Harry T. Bunkley, Madame M. D. Hudman and Fraschion Johnson sang a duet. Mr. D. Phrygge gave a short recitation, the hands and the chants contributing to President Generals' Visit to Washington. PRESIDENT-GENERAL WARNS NEGROES TO AWAKEN, TO REALIZATION OF FU- TURE THAT AWAITS THEM AND ORGANIZE INDUSTRIALLY, POLITICALLY AND COMMERCALLY, FOR THEIR DEVELOPMENT AND PROTECTION. HEARD BRIAND AND OTHERS SPEAK—SAYS FRANCE'S INTENTION NOT TO DISARM REVEALS FEAR OF GERMANY—PRAISES JAPAN—EACH NATION LOOKING OUT FOR ITS OWN INTERESTS—BELIEVES THERE WILL BE NO EASTING PEACE TILL A CONFERENCE IS HELD INCLUDING ALL WEAKER RACES AND NATIONS. war hence France is afraid of Germany, and because of that France refuses to disarm completely for the satisfaction of the conference now being held in Washington. You can easily see what this is going to be like. France is not going to die, England is not going to die because you have seen what Lord Curzon said in criticizing the French Premier for the speech he made. To show you the intricacies of diplomacy—Ballout; got up immediately; after British made that great speech and complimented him and patted him on the shoulder; got up and patting Brandon on the shoulder; it was ramped in London that another man there was criticizing Brandon for making such a speech. It was not good policy to criticize the French Premier in that conference, because they did not want to amush up the conference; but all students of France and England still know that those two trickiers are present. The world is too wise now, and among the wise people in the world now are 400,000,000 Negroes; and though I had no official voice there I had speech to myself and I delivered my speech to myself after I were full of emotion, because you are full of emotion, clearly summoned. So I left the conference, left when the Belgian representative got up, because I did not want to hear him. Organization Best Thing for Negro And we of the Negro race can do no better at this time than organize ourselves, in preparation for such a conference or in preparation for such a time. Whether it comes now or not, organization will be our greatest help, and I am indeed pleased to see how the millions of members of this organization, scouted all over the world and stitched by the colors that we have, into the world as the colors of our hope. You not be discouraged because you are not being heard openly in these many conferences. Even though you are not afraid you are being thought of, because the world now knows that you are alives and that you are determined to be heard, and if not heard that you are going to act later. Receives Reply from Disarmament Conference The reply I received from the chairman of the Conference on the Limitation of Armament to the telephone I sent at the opening of the conference is one that will arouse the attention of the thoughtful of our race, and that that number of published in the Christmas number of the year, the charity was short, yet it breathed the spirit that we desired; it is an answer that is matriarchy to us, because if it is an answer that reveals the fact that even though we are not at Washington we are being heard anyhow. And I to yoh that the strongest weapon just trust you will still organize, and I enough to see the great work we have before us accomplished in every detail. (Applause.) SPEECH OF THE MINISTER OF INDUSTRY AND LABOR His Excellency, Provisional President of Africa Members of the High Executive Council, Ladies and Gentlemen—I am going to speak for about $4 million from the subfoot "Environment." There are two dominant factors that shape the destiny of an individual or of a race—namely, heredity and environment. Heredity may be termed those characteristics transmitted from parent to offspring; environment may be the influences that teaches one's life during the stage of development. Who Our Competitors Are? Now, we are competing with the white race of the world. I must ask. What are the heritages of the white race? The white race or white people with whom we are today competing, a heritage of centuries of civilization, transmitted to their offspring intelligence, transmitted to their aesthetic tendencies; they have trained to their offspring wealth to enjoy themselves and to develop themselves roundly. The Negro's Heritage The Negro's Heritage Now, I will ask. What are the heritage of the Negro? We are sons of slaves. Our parents have transmitted to us biotic intellectual tendencies; little of the finance has transmitted to us. When Lincoln raised us, he had no homes; we were intellectual dwarfs. Now, cannot a person outgrow hereditary tendencies if his environment is conducive to much. Lincoln outgrew his heritage. Douglass outgrew his heritage. Lloyd George outgrew his heritage. Premier Brandon outgrew his heritage. These men did simply, because the environment in which they lived favored them. Right here, for a few minutes, I will speak on the environment concerning the Antarctic Nepro, and then I will close. President Harding's Speech: "There can be no abiding peace, there can be no lasting deal, until four hundred million. Negrees are truly truly truly amancipated. (Applause)! I am here to give my endorsement and my whole hearted support to the speech of one of America's greatest Presidents of the world." In Birmingham, I enforce without any reserve the speech of President Harding as delivered in Birmingham a couple of weeks ago. Why? Because I believe law of grantation in the physical world? Dozens of opinions the wisdom of generations and the common words of mankind? If not why evolution is so something secret and divinion a man of color, possessing ability and character, in recommended for what white men would regard as a minor appointment? As the Senator writes a social dictator in the national Council and if the appointment an Recordor of Deeds equivalent to the invitation to an exclusive social function? One would imagine do if the Republic's majority in the Senate turned Henry Lincoln Johnson down merely because he was personally objectable to the Senator of Georgia. The Negro has reached that degree of intelligence that he can no longer be fooled and camouflaged when seeking comforts in traveling and political honors by such phrases as "Social Equality" and "Senatorial Courtesy." The Romans said De gestibus non disputandum est, "Concerning tastes it must not be disputed." If Senator Tom Watson were judge of a beauty contest it would be permissible for him to prefer the blondes to the brunettes and the brunettes to the ebony hued. It would be permissible for him to prefer light, straight hair to dark, curly hair, and curly hair to woolly hair. It would be permissible for him to put a premium on the Roman nose and aquiline features. But he cannot rationally object to a man's holding the position of Recorder of Deeds simply on account of the color of his skin, when a man's intelligence and integrity rather than the color of the skin and the texture of the hair are the main prerequites. Beauty tests are not usually the rule in determining the fitness of men for Federal positions. Frederick Douglas, James Monroe Trotter, John C. Dancy and Henry Lincoln Johnson have already filled the position of Recorder of Deeds acceptably. And today there are coloured men in America capable of filling even bigger positions. The Negro's right to the position Mr. Johnson has held and is now seeking again was not questioned in the days when the educated men in the race were few and far between. So why should it be questioned now when the educated Negroes and the Negroes successful in business can be numbered by the scores? The Negro World does not knowingly accept questionable or fraudulent advertising. Readers of the Negro World are carefully requested to invite our attention to any failure on the part of an advertiser to adhere to any representation contained in a Negro World advertisement. We have always held that the Negro can gain prestige and standing in the world by industrial efficiency, commercial importance and scientific, literary, musical and artistic achievements faster than through political honor and emoluments. Vet at the same time a race that is denied citizenship in a country and has no political power cannot even protect its economic interest and safeguard its commercial enterprises. For this reason we trust that the Republican Senators will not cavil about the Negro holding such a minor position as Recorder of Deeds for the District of Columbia when he is capable of holding even bigger and more responsible positions. W. H. F. THE NEGRO'S POLITICAL STATUS THE FAILURE OF THE PAN-AFRICAN CONGRESS It is indeed paradoxical to note at times how so-called leaders of the black race strive to colort the favor and approbation of white people. A few Sundays ago Dr. W. E. B. Du Bois, shortly after his return from Paris, gave the first oral "account of his stewardship" at Labor Temple, a white forum, before an audience of approximately four hundred whites and a dozen colored. The motive behind this action we can sum up in a few words: "If these people think what I did was right, in the exercise of my prerogative as the leader of the black hordes of America, why, I am satisfied." At that meeting Dr. Du Bois acknowledged, in reply to a query, the miserable failure of the congress to carve out a definite plan of action with regard to the future of the Negro race. As amplified by Jessie Fattet in the Crisis, the opposition of the French and Belgian Governments to the views expressed at the congress confirms a principle laid down by clear-thinking exponents of Carvayism—to the effect that a congress in the interest of the rights of black people must be held, not in the heart of the cultural and intellectual capital of the white world, but where there is a preponderance of black folks, as in Harlem, Georgis, Hayti, Africa. Externally, EXECUTIVE HORSEST CREATE A CULTURAL CHRISTIAN CIVILIZATION collegially and ethically, diplomatically and academically, can be combined deliberately of equality of importance to the mean, regardless of their mutual love and loyalty. Let us one and all convert Mr. Garvey ensembles, and critics to the horrors of these errors; they are all biggly-pliggy; they have no unity, coherence, order or organization, while grand Ethiopian organization, starts with patience, perseverance, prudence, honesty, faith and fidelity. All hall and praise our First Provisional Prefect of Africa! All Ethiopians should cultivate their natural gifts of simple commons sense of racial consciousness and vision—thus to create a cultural Christian civilization wherever our domicile and to pay less attention to hocus-pocus affairs of the passing hours. Very sincerely yours, W.M. P. MOORE. "SENATORIAL COURTESY" Washington, D. C. Nov. 23. The Republican majority in the Senate has refused to conform the nomination of Henry Lincoln Johnson. They seek to the fifteen million Negroes of the United States. the sheep-like obedience to a nonnumeral rule, known as "Senatorial courtesy." Because Tom Watson, "Senator from Georgia, said Mr. Johnson was personally obedient to the Republican majority automatically to reject the foremost Negro statesman in America. Republicans—Congressman and Senator—you will have to get a better excuse than "Senatorial courtesy" before the Congressional elections in 1922. All colored people, and this description of him by the Republican party is causing restaurant throughout the land. Negroes can't and won't listen to any talk about "Senatorial courtesy" to a person like Tom Watson, of Georgia. What has been his conduct that made this courtesy? If the most capable political leader in the country can be confirmed, then the case of the Negro under this administration is hopeless. "SENATORIAL COURTESY IN 1881" Roscoe Conklin and Thomas C. Platt, Senators from New York in 1881, invoked the rule of "Senatorial country" to prevent the conquest of H. Robertson as Collector of the Port of New York, and Rober. was conferred over their protest. Because of the failure of the Senate to conquer the country to them, both Senators resigned. Republican Senators: Here is your procedure—Air Onlooker. GARVEY QUOTES HEARST PRESIDENT PRESIDENT, in accordance with the American League, is emancipated with the new population. This year we are embarking people who are now in the past, and we are preparing people to come into the past. We are preparing people to come into the past. Every year in the South, within twenty years the percentage of colored people has dropped from 64 to 20. From 1810 to 1823 the population of the United States increased by almost 100,000 and only 625,000 of the number were Negroes. This means that the Native is steadily dwindling in the United States population, police with white hair, if the whites that brave, would realise that, that might be willing to escape their bribery. Loving Carriage on to Decrease Population of Progress. So he admits in a way that lynching is carried on by those who try to decrease the population of Negroes. But he is advising them that there is a better way than lynching. He says, "Nowadays and the present United States will decrease." There will be only 7 per cent than 5 per cent then 1 per cent. (Tunbridge), and finally less than 1 per cent of the population colored." Now you have it in a natural. "When that time comes—and it is coming steadily and surely—there will be no tragic problem in this country, and we will concentrate colored people to answer ignorant hatred. Eventually, and before long, the colored man in the United States will be, as in England, an object of curiosity, and in no way a virtue of antagonism. For the sake of the colored race, may that time come soon. They were brought against them, and men trafficking in human life, and the lazies they have to expect from the descendants of those who stole and brought them here, is decent treatment and justice." Analyze Hairst's Views Now, let us see how far Heenet is right. Heenet is an honest man. Heenet hates the Japanese, and he tells them hates. Heenet has no love for the Negro. He does not want to see him, but his hatred does not go as far, probably, as to kill him, because he gymnastics with his prescene here, in that he (the Negro) was brought here against his will; so he appeals for some quality of move toward him. Heenet is not a good man, and if the Negro is intelligent he will appreciate the hint and profit thereby. (Applause.) No enable statesman gives out his plans—all his plans; but there are some statesmen whose souls are somewhat touched at times, who wouldn't like to see complete disaster overtake those whom they are against; so, sometimes they give you a hint. If you are not sure that they don't take the hint, they will be satisfied that they did the best they could, under the circumstances, to notify you. (Laughter.) That is what Heart has done: Heart has given us something to think about so that we may prepare for it ourselves. But he cannot give you the plan; he cannot tell you the plan they are going to work out for you; he cannot tell you that; because if he tells you that, he will be a traitor to the captain, to the concert of men whom he is a part, and who are working for that result. It is for you to find it out yourself; and that is what the Universal Negro Improvement Association found out four and a half years ago by organizing itself with a program of "Africa for the African" What the U. N. I. A. Said in the Beginning We of the Universal Negro Improvement Association don't want Hearst to tell us that; we know it. But I'm glad that Hearst has written it so that Dustin Boil and Motion can see it. (Laughter and applause. We of the Universal Negro Improvement Association have been for four years, that this is going to be sooner or later, and the best thing possibly we could do is to find a black man's country as quickly as possible. (Applause.) Prediction Previously Made Now let us reason if out. Some of you, probably, will remember that I have been telling you that in another hundred years there will be, in this country, not $20,000,000 whites, but in another hundred years, in the year 2020, there will be in America between $200,000,000 and $400,000,000 white people, that for last three years, I have presided in Philadelphia, in Washington, in Chicago, all over this country, in fact, trying to awaken the sleeping consciousness of Negroes to the fact that, in the future, we are going to have, albeit if we don't prepare curtains, because white people, and as that time they will be unable even to find employment for themselves. To Organize and Hire Organized Our Only Hope. Therefore the best thing for Negroes to do now, is to organize, humiliously, politically, and commercially, all over the country, for the carrying out of one of their own industrial enterprises. Hire the Slater Line for Phenix, and the Negro Industrial Corporation, to propagate begin by the University, to the construction of Africa for the Artisans. This will give you assurance that such is only a small assertion; you will run in the city, because De Dulbis knows the country. Hire the Slater Line for Phenix. Now let us know what the other paper written in white letters, 2 will yield to you as a secret from Current Hibernia, published in the New York Times, which shows that the life of the American Dream, the slater line, is the British Empire up to the present time, and we know that A Serious Problem Faces Us. This is a serious proposition, and follow men, I am appealing to you in all earnestness to be serious. As the Right Honorable Minister of Industry and Labor said a while ago, the white man prepares in one generation for the coming generation, and white man thinks down the ages. You see how coolly and calmly and dispassimately Heart discusses this question, and yup, he talks about it. The New York Times minutes his pictures. He says that in the year 2000—that is a hundred years, eighty years from now—he is entitled to think now for them. The Negro has absolutely no patience with tomorrow. Tell the Negro about the future, and he will say you are crazy. But here is the white man, and he is on hundred years, calmly, dispassamentally. Oh, when will we ever evolve to that sober state to see things as others do? A Danger to Our Shepherds If We Continue Indifferent If we continue this indifference; it we continue this pulling against each other, it will mean nothing else but displeasure. We will save me from it, because there will be "weeping and gnashing of teeth"; we will be homeless, abhorsen, foodless. We will find that stares the Negro in the face, except he prepares against it now. The Problems Facing the U. N..I. A. Appeals for Better Leadership I am appealing to the intellectual Negro on America. I am appealing to the intellectual Negro of the West Indies to give us a better leadership. Your college degree, whether they are BA, M.A, Ph.D, or any other, do not count for one snap of the finger, except you have vision strong to least like to go to a greater and brighter future. I do not care how scholarships are earned, how Harvard or Geith, enough to make your education and ability to point the people to a way where they can secure the job you desire to earn on the man who never want to school. I am again making a solution pleasing to the The Weak Starve And then you say, *it is God, finally* "Providence is imkind." *he is God* for too many things. The Negro has a wrong conception of God, to a great measure. Now understand me. Some of its believe that God is to do everything for us. Now that it is a wrong concept of God. Some of its beliefs that all we must do is to greedy and everything will come to us. That is a wrong conception of God. God gave us. And to prove to you that God means what he said. God created all of us in equal. He gave all of us two hands, two feet, the same number of senses and a physical body, explored us with fascilities, whether we were white, yellow or black. All of us are made up. Cinnabar has grown for great power and prosperity and great empires into the world. It is now a must-visit place the country of Texas and Arizona. grew his people. Mr Christian Harrigan the executive secretary, who has recently come into our midst from the parent body, has begun activities which the Wilmington Division No. 28 passed upon Last week the auditing committee met and, with the supervision of Mr Harrigan, succeeded in overcoming the work of the division from June 1922, to November, 1921. The result was that the secretary's book Was in good standing. Mr Harrigan's activities were handled at the beginning by a little misunderstanding on the part of the division which has been closed away, and the outlook is how very successful for Wilmington we have to hope to store a large, manic meeting, and with his supervision we hope to increase financially and numerically. I am not dependent over the outcourt. Our situation is serious but not desperate. A healthy sentiment in favour of this policy is growing in many sides. We also good counsellors of faith and business, and great tade of democracy is to keep our own house in order. It is to take to tale of Islam unless we practice justice. And for the dual triumph of justice we never lack faith. Report all such officers and representatives to headquarters. I know what it means that it will be beaten by you. If they are angry, it was not beyond your. You will arrest with my word. That says that from the beginning that you go to the present, no bliss has ever shown, where no man of African blood was ever a traitor to a nation's cause, but this tradition has been broken to our sorrow by some narrow-minded, nihilistic, feeble, impatient, inprogressive members of our race that should be taught a lesson. What nations have done to their traitors, should they put them to death, should for this act of things long enough. The actions of you traitors only tend to put the lives of our mothers, sisters, wives and husbands in jeopardy. Should we prove man of the race allow such a thing to happen. I should say not! As we write stories and embody them to the traitors, those would be men of one race who are nothing more than rather dirty slaves or murderers, just when they do intend doing is making more than helping those that comprese, to bring about a wholesale slaughter of the African race. Why do I say that the programe used by these traitors is only intended to keep us divided but when all adults are put into action by the honest leaders representing the Universal Negro Improvement Association to organise our race all over the world in order that they may be prepared when the great day of the arrival of the dittest comes. To every traitor to a just cause of an oppressed race be you Pfeacher, Lawyer, Doctor, Publisher, Layman or anything else, I may, change your program before the year 1922 dawn upon us; or else you may be found on your knees beging for mercy. The New Negro is taking a new Oath of allegiance to the cause Afric. This is being done because of a dire necessity to display race loyalty and valor. He passed a football game. I will tell what I saw on Thanksgiving day. I saw a field 115 yards long by 85 yards wide, with chalk marks across the field, as each end of the gold. Seven men faced seven men in a line. Behind each men seven men, four men scattered. The center man of one of the men on the ground with his hands on a large inflated ball made of pig skin. His side had the ball in its possession. They were undevouring, so I crush it enough to kick a goal by a drop kick. The center would pass the ball to a man behind him called the quarterback, behind him to kick it down the field or run with it. Now, no one can run alone and unified through eleven men, and there are four ways to help him: man in front of him or man in front of him out of the way and thus open a hole in the line for him to run through. Or his two companions in the backfield can run in front of him, or he can push the men trying to tackle and throw him out of the way. Or they can trick their opponents by making them believe they are running and when he is in really coming around the left end and vice versa. Or else the rear man of the four men in the back field called the quarterback, and when he hands as if to receive the ball and kick it, and instead would make a forward pass; that is, throw the ball twenty yards or so to man standing behind him, and then attempt to run with the ball. That is by strength, speed or strategy, eleven men are endangering with the ball tackled under his arm to跑 through the opposing line or run ground it until a touchdown is made and enough to Nick a goal from the field. Payne, the Howard back, caught it and ran like a deer along the side lines more than half the distance of the field before he was tackled and downed. The ball see-sawed back and forth until half past four when the game ended and the spectators rushed to the cars and autos. Such in brief was the Lincoln-Hawkeye game. The fact that Lincoln defeated Hampton 11 out 6 while Howard defeated Hampton 16 out 4 made Howard the favorite. The game was played on the first day of the game. Through his attorney, Marshall Garret, and Whalen, Mr. Nichols has entered, suit against his wife, Gertrude Hines Nichols, son an abusive divorce. A. Mr. T. T. Brown, banker, of Wingate or Brown, gave a concise and pointed explanation of the Warryam and showed that any Negro should not hesitate in supporting the cause. With him he shall not only speak Warryam, but shall live it. Rev. J. R. L. Digs in his unital eloquent and philosophical style made it impressive that the U. N. I. A. in the church, and where the association is concerned he means to live and die with it. He further emphasized the effects of the convention on the world and the power for good the association has to effect. He emphasized the principles of the movement he feels that there will be great achievements. Hon. J. P. Harren, commissor for Maryland, was the next speaker. He arose amidst a jubilant applause, and with his usual witfulness he kept the audience spedbound for twenty minutes of operation. Negroes, he said, have been fooling these whites with their money; they thought by putting it in the other follows bank they were doing the best thing, but they have realised that it was only feeding off their own bipa, and their establishments were made where they belonged to participate. Hence the time has come when they should get in their hands that spirit of "stick together" and pile their energies and money in such investments that will make positions and jobs for them. A most enjoyable evening was spent here in Iloa Canton on Friday, October 11, when a concert of marked interest and enthusiasm was the topic of the concert. A fairly large room is set up for the president. Mr. James Gibson took the chair. Mr. Silk Simona acting secretary. Mr. Simona areas and outlined briefly the splendid work of the past, tamping a scintillating ray of hope in the future. He pointed out our outstanding qualities of the president a man of integrity, a man of imagination and keen insight. Not only was 79 per cent. of the work due to his energy, but the destiny of the club rested on his shoulders. The president thanked the officers and members, respectively, and assured us of the importance of the cause; as long as they maintain confidence in him he was willing to continue. After a few, more speeches both officers and members discussed business. It was agreed to hold the formal opening Tuesday. The 25th inst. to be marked by a grand concert and to be followed by a national spectacular dance. A., MANATI, CUBA MORON DIVISION GROWING ITS WAY TO SUCCESS Despite this many obstacles the world admires and especially in Guinea Moron Division is progressing daily.
