Interesting Story of What the Women of Our Race Are Doing Through Organization For the Elevation of the Masses—Foundation Must Rest Upon Character.
Brooklyn.-Now that the various state federations of colored women's clubs have held their annual sessions and another year's work is to be planned it behooves the women to be up and doing. At no time in the world's history have there been greater possibilities of facilities for women's activities. The progress of races is determined more by the development of the women than by any other advancement. Women everywhere realize this and are spending and being spent for the uplift of the masses as never before.
Colored women are keenly alive to their potentiality and are making heroic efforts in the development of a stronger and more substantial womanhood. Instead of perceptions of the colored women discouraging them, they have strengthened them, so that those of culture and ability have constituted themselves into moral, mental and intellectual derricks for the purpose of pulling up the women farthest down. They feel it their imperative duty to stimulate the woman who lacks an incentive to give impetus to latent or slumbering talent. They no longer sit on the summit of fame overlooking the ruins of neglected womanhood, but realize as they ascend they must lift

as they climb. They believe that women are to be the lever with which the world must be lifted. Kingdoms will rise or fall in proportion as women uses her influence. Nations will ascend or descend in the scale of civilization in proportion as woman deportes herself.
The most hopeful sign of racial development is that which begins within the race. Less than twenty years ago the colored women caught the vision, and it is leading them on to the perfect day. The National Association of Colored Women's Clubs, of which Mrs. Booker T. Washington is president, with an approximate membership of 50,000; the Northeastern Federation of Women's clubs, of which Miss Elizabeth Carter of New Bedford, Mass., is president, with its thousands of members, and our own Empire State federation, 5,000 strong, Mrs. M. C. Lawn of this city president, are all united in heart, concentrated in purpose and marching in a solid phalanx to the tune of advanced womanhood.
The one thing which characterizes the women's organizations throughout the country and distinguishes them perhaps from some others is that they are more directly concerned about character building than any other feature. They feel that a woman of moral worth will experience no difficulty in becoming a financial factor. Besides, they feel that the morality of the women of any race must be its cornerstone if succeeding generations are to build successfully on the foundation as laid. Unless the pedestal upon which the statue of the race must rest is properly constructed it will crumble and fall.
The colored women all over this country have opened the drafts of their hearts that the fire of love may burn more brightly and that its rays may be a lamp to the feet and a light to the pathway of unfortunate womanhood. That their consciences have been quickened and their conviction deepened is evidenced in our great city by the establishment of the Empire Friendly Shelter for unfortunate girls in Manhattan and the proposed establishment in October of a home for delinquent colored girls.
The constant inflow to this great city from south and the immigration from foreign countries are placing before the women of New York a problem which must be reckoned with—one which, if not carefully studied, will become so intricate and complicated as to render it insoluble. Our social problems are engaging the attention of the best minds in the country, and certainly must appeal to us if we are to be reckoned with as an integral part of this great and advanced civilization.

District Grand Lodge Secretary P. A. Richardson Makes Glowing Report of Money Received For His Department. Fine Condition of the Order Cause For Great Enthusiasm.

Nashville, N. C.-The glowing reports of the grand lodge officers of the recent district grand lodge No. 7 of North Carolina, G. U. O. of O. F., held in Raleigh, and the contest between Raleigh and Durham to secure the magnificent 70,000 temple the grand lodge is gobir to erect are among the concrete evidences of progress among our people in the Old North State.
The most conspicuous evidence of the Negro's ability to manage large constructive movements by starting with limited finance was exhibited in the report of District Endowment Secretary P. A. Richardson of this town. Being splendidly endowed with the qualities essential to lead his people in such movements, and being one of the most progressive and energetic laymen in the A. M. E. church, and having become a leading business factor in his community, the grand lodge, representing a membership of 16,000, has paid Mr. Richardson a fitting tribute at each annual session for placing his department on a substantial basis. Mr. Richardson, by judicious management, keeping his finger tips on every detail of his business and strictly honest methods, has become a "native

ideal" for our people in this section. He has shown how the Negro can become a factor in the south, especially in North Carolina, and by his example many of our people are succeeding in the rural districts.
The endowment department of the Odd Fellows in this jurisdiction up to the year 1908, at which time Mr. Richardson was elected to redeem it from its deplorable plight, apparently had failed to meet the purposes for which it was launched, and it required a man peculiarly fitted for the task of rehabilitating this department. Mr. Richardson started out with a cash balance of $34.93 and with an indebtedness in this department of over $10,000 of unpaid claims and borne money and also with a policy in force for $100 which required two years to mature.
During the administration of Mr. Richardson the above liabilities have been paid, current expenses kept up, over $1,000 in office fixtures, etc., and carrying a policy of $200. Through his keen busir's perception and sagacity he has saved the fraternity over $90,000.
His annual report shows the total receipts for the year to be $28,842.27; disbursements $4,005.58, with a balance carried forward of $48,837.69.
The following leading business men of the state, whose reports elicited pronounced enthusiasm and who by their hearty support have helped to bring about the splendid condition of the order, were re-elected by acclamation: D. It was to be hoped that the latest innovation of Governor Johnson would be defeated by the voters, as the brains of the country condemned the proposed new law to do away with parties. It was overwhelmingly defeated.
UNITED HALL ASSOOCIATION HAS STRONG TREASURY
The annual report of the Secretary and Treasurer of the United Hall Association, which will soon be sent to the stockholders, shows that there is on hand $1,500.00. The report shows in detail just what has been taken in and the expenses and cash in bank. The Treasurer, Mr. Hendricks, is under bond, as is the Financial Secretary. This bespeaks confidence and is up to the high mark of the latest business regulations. The Sunshine is and has always been an ardent advocate of the hall for our colored societies, and we see no reason why all the lodges and societies are not stockholders. Everything is being done up to the handle and the President, Mr. H. Barrett, is a man trusted and respected by all. The sooner the money is all in the sooner the hall will start. We are very sorry to say that our ministers fail to admonish their flocks to take hold of these things that are for their temporal good. We have plenty of advice about the life beyond and the starry crown, the golden steps and the sea of glass, but we are not advised of the ways to walk on the stone and sand on this earth.
OUR TRIP DOWN THE VALLEY.
We made our first stop at Fresno, a city where they have plenty of fruit and flowers, large vineyards and gig fields of grain. It is a lovely county, where nature has blessed the soil and carved it to answer to the desire of man's heart. In this county there are many Negroes who own their own farms, but they are sadly behind in the city of Fresno and have not pace with the city's growth. They have three churches and all are very well attended. At Fowler we have an energetic and industrious colored population. Mr Gordon Young is one of the old pioneer residents and has several ranches and city property. Quite a few of our people are doing well here.
At Bakersfield we have a thriving colored population, with two churches, Baptist and Methodist. Rev. John Price, pastor of the a.M. M. E. Church, is a great factor in the community and all like him. He has recently finished a three thousand dollar structure and was recently returned for another year. He has a model church organization. Every boy works, and father too. He has divided his members and friends up into clubs and each works to make their club outrank the others. He is to the Quarterly Conference by the Presiding Elder and made a few remarks. All the churches and Sunday schools attend the Quarterly Conference and; in fact, this is a real church-going community, where the old and young alike attend the House of God. Bakersfield is indeed a real progressive city and a haven for our people. Mrs. Pearl Lowrey Winters sends her regards to the 1915 Chorus.
Mrs. M. Whitaker entertained on Thursday evening at the residence of Mrs. Lovis on 26th avenue, complimentary to Mr. and Mrs. Alexander. Miss McFadden and Mrs. Payne of Los Angeles. The evening was very pleasantly spent in playing whist and music.
Mrs. M. Whitaker was the motif of a surprise birthday party given in honor of Mr. Alexander at the residence of Mrs. Hook in San Francisco last Wednesday. A very pleasant evening was spent.
West Oakland Baptist Church report several conversions and additions to the church during their present religious revival. Rev. Coleman is a power in North Oakland pulpit.
Mrs. M. Whitaker entertained on Thursday evening at the residence of Mrs. Lovis on 26th avenue, complimentary to some friends from Los Angeles.
Mr. and Mrs. John Monroe have moved from 8th street to 12th avenue, East Oakland.
Mrs. Flora Bruce is on the sick list.
Bert Powell returned home Friday from Los Angeles, where he has been spending his vacation.

Well Known New York Book Dealer Publishes Three New Volumes Dealing With Writings of First Poet of the Colored Racoe In America—Schomburg Wrote Introduction.
Charles Fred Heartmann, an anti-quarian and bookseller of New York city, has brought out three volumes de luxe dealing with Phillis Wheatley, which collectors and book lovers will appreciate because of their rarity. Mr Heartmann is a German scholar and a former journalist who has traveled much in Europe and, like a good journalist, has made excellent use of his eyes and ears. He has long had the idea in mind of doing justice to the little African poetess who in her day was lionized by the best class of Americans and the nobility of England, where she made an indelible impression by her talents and genius as a writer of poetry, says John E. Bruce "Grit."
There have been several editions of Miss Wheatley's poems published in the United States and in England, but there has been no such attempt made as this of the altruistic German gentleman to give this Negro girl her true place in American literature—that of the first American poetess, for no white woman in this country, so far as we have been able to discover, had achieved any distinction as a writer of either prose or poetry at that period, so that Phillips Wheatley was easily first among American literary women of that day.

Schomburg, secretary of the Negro Society For Historical Research, who collaborated with Mr. Heartmann in the compilation of these books, in his introduction to the poems and letters of Phillis Wheatley cities Dr. Samuel Stanhope Smith (1510) His essay on the variety of complexion and figure in the human species, who said, answering Jefferson's criticisms, that religion had produced a "Phillis Wheatley, but it could not produce a poet" and added that her poems were "below the dignity of criticism."
To this Dr. Smith made answer as follows: "The poems of Philiss Wheatley a poor African slave taught to read by the indulgent piety of her m. ter. are spoken of with infinite contempt. But I will demand of Mr. Jefferson or any other man who is acquainted with American planters how many of those could have written poems equal to those of Philiss Wheatley" (page 280) Mr. Schomburg further along in his introduction states that many of the poems of this girl were quoted by Thomas Clarkson, the great English abolitionist, in his celebrated Latin essay, which won the first prize at Cambridge, 1785, on "The Slavery and Commerce of the Human Species." He quotes also Lynda Maria Child, who said of her poems: "Jefferson denies that these poems have any merit, but I think he would have juded differently had he been perfectly unjudged." It would be indeed absurd to put Philiss Wheatley in competition with Mrs. Hennans, Mary Hewitt, Mrs Sigourney, Miss Mogel and other modern writers, but her productions certainly appear very reliable in comparison with most of the works of that day, and a later critic, J. D. Earnest, Jr. M. A. who says: "An excellent little volume of poems by a Negro girl who was a slave in Massachusetts the work cannot approach the excellence of the poetry written by Paul L.

Eddie Pearce kills his brother Fred,
then commits suicide by jumping in
the Sacramento River. Both boys
are well known in Oakland, being the
sons of the late Julius Pearce

the residence of Mrs. J. Peyton on
Tuesday, Oct. 18th, at 2:30 PLM. A
the schedule for the year's work had
not been completed the meeting was
devoted to an exchanging of sug-
gestions for the welfare of the Club,
after which the hostess served a
dainty luncheon. Mesdames Elam
and Carter were the visitors and_ex-
pressed themselves as admirers of the
work that the Fanny J. Coppin Club
stands for. The next meeting will be
with Mrs. Williams on Wednesday,
Nov. 3. at 142 10th street

The crowds will be heading for the
Third Baptist Church Sunday 31st,
since a special sermon will be
preached to the Women’s Clubs of
the bay cities at the evening service,
The Third Baptist Church is once
more taking the lead and all one has
to do is to go and see for himself;
nearly 200 persons were present for
services last Sunday night and the
total offering for the day was 45 dol-
lars. Rev. Newman announces. that
$250 trad “been paid on the church
debt and no bills due remaining un-
paid.
Many Oaklanders are making ar-
rangements to attend services at the
Third Church Sunday since | the
women’s missionary circle is to have
a service at 3 o'clock P. M. and the
Women's Clubs of the bay cities will
have their service at night. The
Club members are expected to turn
out in full wearing their hodges,
Representatives from Stockton and
Los Angeles will be present also.

clined to think would finally be the de-
cision.
Robert B. Barcus, the active and
well known attorney, ts chairman of the
committee, and {t was he who prepared
the protest in which five distinct
grounds were set forth, any one of
which, he claime%, was sufficient to
bar the photo play from belng exhibit-
ed in this state. While Attorneys Bar-
cus, Alcott and Ryan and also Dr.
Woodlin had called at the office of the
Ohio board of censors and entered
Sheir protest in person against the film,
the committee finally decided that a
formal protest ought to be entered in
writing, which task was left to the

Doll Company that their rush sea-
son, which it usually Ifts during the
Christmas, is just now on This is|
occasioned, declares the manager of
the company, on account of the delay
in the importation of material from
which these dolls are made. The
ship was caught and held as a prize
of war and was only recently released,
hence the material did not reach
Nashville until Christmas day. But
the people, says the manager, were 60
determination to have the size dolls
they wanted that they all replied,
“We will wait to get the big dolls.”
While hundreds of small dolls were
sent out, the manager declares that it
was surprising to note that the people

President Dossen Makes Plea For Higher Education.
CAPABLE LEADERS NEEDED.
Former Vice President of Little West African Republic Emphasizes Importance of Education as Means of National Protection—Sees General Awakening Among the Masses.

The newly elected president of Liberia college, a former vice president of the little republic, Hon. J. J. Dosen, in an address on the occasion of the jubilee celebration of Liberia college and also on his induction into office, delivered two significant and meaningful addresses which should interest colored Americans. At the jubilee celebration he, among other things, said: "The name of Booker T. Washington, who is at the head of one of the greatest industrial movements in the world, will live as long as history is preserved. His conception of the education best suited to the condition of the American Negro and best calculated to release him from the various forms of dependency in which he found himself after his so called emancipation was pro-

claimed has placed him among the foremost thinkers and leaders of the race in the United States of America. "But in emphasizing industrial education for Liberia I do not wish to be understood that it should in any wise supersede or be given greater prominence than the higher or intellectual education. The republic needs and must have literally men to conduct intelligently the affairs of church and state. The aim of education in Liberia should be, as in the past, to qualify men for this as much as any other service in national and private life. The future of this republic would be seriously jeopardized and its progress imperiled if for any cause we should neglect the higher intellectual training of our citizens. The state requires the service and support of men of literary attachments and professions as well as it does its industrial element. She must have skilled physicians and medical experts to preserve the public health through the application of hygienic and sanitary rules and regulations and to combat the fills to which flesh is heir." At the inauguration exercises, were attended by the president, members of his cabinet and many prominent and distinguished citizens, the Hon. Mr. Dossen said:
"We cannot emphasize too strongly the importance of education as a means to national improvement and progress. It is the vital force that will uplift society, elevate the nation and qualify the people for the responsibilities and duties of citizenship. All history proves that illiteracy is a potent drawback to any people. The nations that lead the world today in power and achievements are those that have laid stress upon the value of education and have diligently promoted knowledge among all classes of their citizens.
"The great source of power and efficiency in the leading countries of the world lies primarily in their colleges and universities. Remove these and their influences from among them and the result would be national decadence. From this source emulate the leaders of thought and action, the men who do the great deeds and perform the noble achievements which are the pride and boast of those countries. We in Liberia have a great task before us—the task of rearing and maintaining on African soil a republican society, the most complex of all civil institutions. In no other form of government is the need for an intelligent public more urgent than in this form.
"Not only must the masses be educated, but their education must be so liberal as to enable them to exercise those high privileges, prerogatives and rights of free citizens. It is a hopeful sign that throughout the republic there is a general awakening of the masses and a growing tendency toward intellectual improvement. Not only does this apply to our civilized communities, but in native centers as well there seems to be a deeper thirst for knowledge."
These sentiments from the lips of an arbor of our race, elected to the presidency of this school. He has done more in the way of building up a great institution for Louisiana, interesting the white friends to give money, than any of his predecessors.
Notwithstanding the appropriation for the institution last year was only $35,000. President Clark has rightly maneuvered and honestly talked to his board, the governor and the state superintendent so that these people have seen the necessity of supplementing this sum so as to make for Louisiana a threefold yield to the legislature's appropriation. He stands well among the people of his state, and there is no colored man in all Louisiana who is more highly respected than the presi-
