TOPEKA PLAINDEALER City and County Politics A Glance at Tome of the Men Who Want to Serve the Tax-payers in Both City and County. now settlement maindeation. The Col. I, D. Norton, the present excellent sheriff of Shawnee county, who is filling out the unexpired term of John Wilkerson, has announced himself a candidate for sherif subject to the Republican primaries. His reputation as an officer cannot be questioned. He is filling the office to the full and complete satisaction of everybody regardless of politics. No one has ever criticised the excellent system maintained by him in the office, which cannot be said very often about officials as there is nearly always some one who finds fault. Col. Norton has lived in Topeka for years and has served on the school board for years. He has been engaged in business for years, and is one of the leading Masons of Topeka having most all of the higher degress conferred upon him. He is kind, polite, digified and every inch a gentleman. He stands for progress JOHN H. HARRIS and progressive ideas and has many warm friends among all classes. There is no complaints made about his deputies without being given his most careful consideration. He has no doubt of his election from the fact that he has done his whole duty without fear or favor. He is a criminal catcher and that class shy around Shawnee county for they have heard that Sheriff Norton keeps a vigilant eye on evil doers The many voters and tax payers of Topeka are pleased to note that Mayor Green will be a candidate for reelection to fill out the second term to which he is justly entitled. He was elected in April, 1909 for the second term which would end April 1911. The people voted the commission form of government to go into effect in 1910 thereby cutting the Mayor out of one year which he was elected to serve. He has given the city a clean business administration, devoting all of his time to the welfare of Topeka's interest. It VOLUME XII. COL. I D NORTON. MAYOR GREEN. now seems to be the prevailing sentiment to allow him to serve the remainder of his term without opposition. The city has grown and prospered under his wise and careful guidance. He has the interest of all at heart—the poor, the rich, black, white, all nationalities are served without discrimination. The business interests of the city demand his election. He knows the n 1911 a11 Topeka. He has on hand several undertakings which are not yet complete, having been under consideration at the time the new system was adopted. It is no more than right that he be allowed the same privilege as other predecessors to review his work and take pride in the fact that it was well done. Mayor Green was not selfish in regard to the adoption of the commission plan. He was in favor of it, and gave it his vigorous support, knowing at the time that it was putting him out of office a year before his term expired. Few men would acted in such a generous manner. A Fiendish Murderess. The people of Topeka have been startled by the unearthing of one of the most outrageous murders known among the colored women of the whole country. Mattie Troy is the name of the murderess, and she is now in the Shawnee County jail to answer the charge of forgery and the murder of a twelve year-old boy, whom she brought to Topeka last October from Kansas City, Mo. She stopped at the Washam hotel, giving out the report that she was looking for a sister. She was th re only a few days when the boy became sick and after a few days he died. No one knew that anything was wrong until the Metropolitan Insurance company caused her arrest for forgery. Then it was discovered that she had probably committed murder by poisoning. She was arrested in Argentine, where she had just married again. She carried insurance on William Troy, her stepson, whose father, it is charged, she poisoned last July and collected the insurance. The stepson was taken to Illinois, no one knows how. She brought a poor, little motherless boy to Topeka and, it is charged, administered insenic to him. He was buried by Stonestreet and Hamilton, and she then made allidavit that the dead boy was her stepson, William Troy, and tried to collect the $50 The company paid the claim, supposing that it was that of William Troy. The woman's arrest followed It is charged also that she poisoned the master of William Troy and collected insurance, and that when she lived in St. Louis a husband and children were poisoned and their insurance collected. When arrested a large amount of assent was found in her trunk. The body of little Matthall, the boy who died in this city was a examined last Saturday and the stomach taken out for examination, a report of which will be given on the 27th Dr. Kieth, the coroner, and the county attorney are looking into every detail pertaining to the case. TOPEKA, KANSAS, FRIDAY MORNING, JAN. 14, 1910. J. H. MAYOR WM GREEN, Who Socks Re-election. When confronted with the change the woman said that the dead boy's name was William Troy and that the boy in Illinois is her step son and his name is William D. Troy. She is a large, brownskin woman, with considerable false hair, thick lips and is very talkative. Since she has been in jail she prays constantly and seems to realize that her time has come. Public sentiment seems to be very much against her; people think that she is one of the most notorious murderesses in the country, worse than the Guinness woman, and that she ought to hang. Her husband in Argentine refuses to see her and lucky is he, for she was laying for him and his children. A SWELL AFFAIR. One of the swellest and most enjoyable event during the holidays was the dance given by the Bachelor boys club in honor of the K. U. Oreads at Lyric hall December 31. The hall was draped with the national colors and in the center of the hall extended between two posts were pennants of several colleges. The receiving line was composed of students of K. U. Each guest was presented a very appropriate favor with the inscription, "From Gentlemen to the Ladies" The grand march began at ten o'clock, MAYOR WM GREEN. by Mr. Homer Wilburn and Mrs. Budie Brown of Lawrence. After the march each lady was presented a program. Punch was served during the evening. A feature of the affair was "The Bachelor's Dream" which took place just after midnight. The lights were turned into lights of red, white and blue, giving the appearance of moonlight. Lighted Chinese punk was placed in each lady's hair. The orchestra then played a number of dreamy waltzes. The music was a beautiful one and caused much favorable comment. The music was simply divine and could not be other with Billy Anderson at the piano. Those in attendance were highly elated over the affair and hoped to be guests of the bachelor boy again. --- FIRST AFRICAN BAPTIST CHURCH The circle will meet this afternoon with Mrs. Mollie Clinkscale. The good people, both communicants and non-communicants, have been vying with each other in bringing about the best results in the good work. Since the meeting of the annual conference in October, thirty-five persons have united with the church some on probation and others by letter. Sunday was great day with us. At nine a. m. the Sunday School in full force met and greeted the good bishop when he entered. At 11 a. m. Bishop Grant with the stroke of a master hand delivered the gospel message to a large and appreciative audience. The battle was mighty; the victory great. The following united with the church: Merdames J. C. Mallory, James W. Brown. Hattie Cunningham; Minnes Fannie May Frye, Auribella Davin, Merburn. Nick Chiles, George Richardson, William Weatherly, Merdames Anna Richardson and Emma Etta Nanh. The bishop expressed himself as highly pleased with the new church and the condition of the work in general. The Christian Endeavour held a roaring meeting at 6.20 p.m., led by Miss Lilian L. Jeltz. The pastor at 7.30 p.m. closed the great day's work with a sermon from the subject, "Freedom through the Truth." Threwing circle was entertained on Wednesday afternoon at the home of Mrs. Temple Jordan by Miss M. Jordan and Mrs. Cora Ray. The Mite Missionary society was entertained on Friday afternoon by Mrs. Esther Ren. The clubs are at work again get ring things in shape for the great rally on the fourth Sunday in February.
