CHARLES F. SCOTT FOR CONGRESS!
A Change in the Second District Would Be Silly---- Iola Statesman Has Made Good.
The most important thing to be decided at the coming primaries in the selection of Congressman, and it behoves the voters in every district to give this matter their most careful consideration. In the Second district, the selection of suoh an official depends largely upon the colored voters. We have covered the district pretty thoroughly and find a strong sentiment among them, for Hon Charles F. Scott. He has served the people faithfully and well and knows their every want and need and has vigorously defended every proposition that would not only aid the district but the entire state. Mr. Scott has stood loyalty by the President in carrying out the party pledges and if he is wrong then Taft, Roosevelt and the entire Republican party are wrong.
The best and most logical reason why Scott should be returned to Congress are set forth in a letter accepting the chairmanship of the Charles F. Scott for Congress Club, of Wyandott county Edwin S.M'Anany voices the sentiment of every true blue

of Emperia, a popular candidate for railroad commissioner who is proving a real live wire in the race for this important office. He is Secretary of the Kansas State Live Stock Association and his friends among the farmers and stock raisers are numerous in every nook and corner of the state. Mr. Plumb is a good, business man, wide-awake and conservative and if the voters of the state honor him with their confidence, he will serve them honestly, faithfully and well. He has made a success of own affairs and promises if elected to use the same business tact employed in-bringing about his personal success.
Republican in the state when he says:
"Honesty and ethoienoy are the principal tests of fitness for public office. No one can gainay the integrity of Mr. Scott. The usefulness of a Congressman to his constituency and to the country at large to a very great extent, ends upon his acquaintance among the country's law makers and the executive officers in Washington and his knowledge of the methods of conducting public and securing needed legislation. A congressman ordinarily doesn't succeed in doing much more in his first one or two terms other than having a few speeches inserted in the record by consent to be franked to his constituents at home, passing a few private pension bills and being interviewed in his home papers about what he proposes to do when he goes or returns to Washington.
"In the early '90's, because of the constant changes in the personnel of the Kansas congressional delegation, its influence in Washington was practically nil. For a number of years few changes have been made, and because of that, whatever attitude our congressmen take, their influence is nation wide.

TOPEKA, KANSAS, FRIDAY MORNING, JUNE 17, 1918.
He was a regent of the State University, and is typical in his progressive ideas and his unostentious but untiring work for the state, of all that Kansas stands for Mr. Scott has been in congress eight years. He has risen to the important chairmanship of the committee on agriculture, which gives him an influence felt in every district of the union where agriculture flourishes. His conscientious work on this committee and in the fulment of his congressional duties generally attracted the attention of President Roosevelt and has obtained for Mr. Scott President Roosevelt's personal endorsement. "When Mr. Scott first ran for congress in the Second district, I voted for him at the primary and at the election, because he belonged to the progressive wing of the Republican party in this state. I

think he still belongs there and I think it comport with congressional dignity and with the important and honored position he occupies in this state and in congress, to, in his own quiet and effective way, work for the things the progressive Republicans of this state favor without voxiferating his inclinations in that direction. In Mr. Scott's case, actions speak louder than words.
Naturally, while we are anxious to have a congressman who creditably represents the nation and the state, we are also deeply interested in what he has done and what he can do for our own city and county. We know this, that for at least two and more likely for four full year, a new man can do practically nothing. He will have gained little more than his bearings in the national capital. Mr. Scott has always responded promptly to any requests made of him by the citizens of this community.
It was chiefly through his efforts that a departmental order was obtained directing that all clerks in the mail service living in Kansas City, Kansas, and vicinity, be paid at the Kansas City, Kansas post office, instead of having to go twice each month to Missouri to collect their pay and probably depositing a large part of the money in Missouri banks or spending it in Missouri stores before returning to Kansas City, Kansas. Now about £200,000.00 per annum is paid out in Kansas City, Kansas, to men in the railway mail service.
"It was almost or tirely through Mr. Scott's efforts that the appro priation of $150,000 was secured for

an addition to the postoffice that will double its size. The cost of the original building was less than $125,000
Mr. Scott recured the passage through congress of a bill directing the Secretary of War to survey the harbor lines of the Kaw River. a work we had long desired, which contributed materially to the de ment of the controversy between our Drainage Board and the corporations whose property adjoins the river.
Mr. Scott secured an insertion in the last River's and Harbor's Bill of an item providing for a survey of the mouth of the Kaw River, a necessary preliminary to any work of improvement that may hereafter be authorized.
"One of the biggest things that Mr. Scott has done for Kansas, was to secure the installation of a Flood Warning Service on the Kansas River. It is due to his efforts that the Weather Bureau now maintains an observer on every water shed of the Kansas river, and chief tributaries from whose reports the central office can make accurate forecasts of the height which the flood will reach at a given place at a given time. It was for the lack of this forecast in 1903, that the flood came without warning to Topeka and Kansas City, with result that many lives were lost and hundreds of thousands, if not millions of dollars' worth of property was destroyed which might easily have been saved if even 12 hours notice had been given of the height to which the flood would rise. One firm alone in Kansas City, estimates that this warning last year saved it $500,000 worth of property.
"The truth is that Congressman Scott has done for Kansas City, every single thing he has been asked to do. He has passed through congress or obtained by Department order, everything Kansas City has demanded from the National Government. This is a broad state.

E. L. PAYNE,
Professor of Mathematics of the State Normal, Emporia Kin Uni date or State Superintendent of
Public Instruction. Subject to the revision of the Republican intries. In Payne has had fifteen years' experience in the public schools, as teacher in district schools, superintendent and principal of town schools where he has taught every grade from the first to the twelfth, and county superintendent of schools of Reno county, Kansas. It was while serving in the latter capacity that he put into the schools of that county a system of gradation and graduation from district schools that later spread practically all over the state and was later made a part of the school system and put under control of the two boards of education. Reno county alone has graduated 2500 bright boys and girls under this system. Hundreds of children every year graduate from the district schools and the system has proved invaluable to the state
For the past eleven years Mr. Payne has been head professor of mathematics of the State Normal at Emporia, and his work has given satisfaction to three presidents, as many boards of segents, and to thousands of students who have come under his tuition.
A state superintendent of schools should be a teacher of teachers and superintendents as well as a supervisor of the work of the schools. Mr. Payne's long service in the State Normal as a teacher of teachers of all grades, superintendents of town schools, and county superintendents gives him an experience that would be of great value to the educational interests of the state.
His having the degrees of Bachelor of Pedagogy, Bachelor of Letters and Matter of Science proves that he has an all round equipment that is a guaranty of a broad and progressive policy during his incumbency of the office, if chosen by the voters of the state.
Mr. Payne stands for the best ideals of life, the best equipment for the schools, the best teachers obtainable, and believes that the only excuse for the existence of a department of education is that the children may have the best chance for an adequate education that the commonwealth can possibly give.

WILSON-BRIGGS
From the At his birth
There have been few marriages in white circles, as we seen in better times. At the A. M. L. court, Mrs. Camille Wilson, and C. Wilson, and C. Wilson, were six ribbons each awarded as usher. Miss E. Anna Matthews, Goith C. Cunningham, and Blossie Harper, Atkinson and Misses A.iona Birn, Dale Scott and Lida Slaughter of Topeka all dressed in white and a big white picture hat, and exceedingly well. The bride were white with veil, and was accompanied by Miss Stella Roy, maid of honor, who had on a very pretty dress of heliotrope silk. Rev. Biggers had been engaged for the ceremony but he was delayed in Kansas City, and the Rev. Smothers observed in his stead. Preceding the ceremony Dr. J. W. Elliott of St. Joe, sing, and after the ceremony there was a reception and dance at Time Eleven hall, both the church and the hall being tastefully decorated in heliotrope and white. But, as well dressed as were the bridal party, they couldn't claim all of the honors of the evening, for every guest in the church was dressed becomingly and well. The best element among the more people was represented, and it was a very creditable affair. Clyde Briggs, the groom, has bought a new home for his bride on South Sixth street, where they will be at home after July 1.

The Magic will not burn or injure the hair because the comb is never heated. The steel heating bar which irons the hair, is alone put into the flame of the alcohol or gas heater.
The Aluminum Comb is easily detached from the heating bar, then after the bar is heated the comb goes back into place and is held by a turn of the handle.
The Magic Heater is also suitable for curling irons, has a cover and can be carried in handbag.

The house was beautifully decorated with cut flowers and the evening was delightfully spent in music, conversation and each one wrote a paragraph to the honor guest on how to make a success in life. BACH-BENS.
This select social club spent the most delightful evening since its organization when they assembled at the comfortable home of Mr and Mrs. J. M. Wright on Western Ave., June 10th. It is always a pleasure to go to "Wrights" at any time—it is a home where a pleasant smile and cordial hand-shake is ever prevelent and adding the pretty decorations and elaborate spread, one readily concludes that the Bach-Bens could not have been more royally cared for in the palace of a king. The club is composed of fourteen members and was organized about three yeats ago.
The menu card on one side bearing the names of the members showed the crafty hand of a skilled printer and made a very unique and appropriate souvenir. Mr. M. Washington, headwaiter at the Hotel National and two of his assistants handled the affair and their splendid service added to the evening's enjoyment.

On June let a very pretty wedding was celebrated in our progressive town, the contracting parties being, John W. Clardy of Oklahoma City, and Miss Lola Thoune of our city.
The participants are both representatives of the highest type of Negro excellence and attainments. Mr Clardy is one of the most substantial real estate men of this boundless state, having male good to the tune of many thousands, and rejoices in the solid esteem of both races, at home and abroad. His home to which he carries his bride is one of the best in the state owned by colored men, and towers away up among those owned by anybody.
His bride is one of the very excellent, beautiful and talented young ladies of Okmulgee, whose father owns away up in the hund reeds of the best land abutting and near Okmulgee. The bride is a very talented and charming musician, possessing a rare skill as a pianist which is only excelled by her sweet and trained voice, with which she can do anything she wishes in the musical line. She was most handsomely gowned, the wedding t-ou-seau being made by W. W. Hall, the masterly and artistic colored tailor of this city. Miss Willie Mae Jordan, a chum of the bride, acted as bride's maid, with Dr. Oacne by her side.
The ceremony was performed at 1 o'clock, Rev J T Brown, pastor of the First Baptist church, officiating. After the ceremony, the bridal party, consisting of the family and a few friends, were lodged in an automobile and whisked off to the depot to catch the 2:22 train for Oklahoma City.
Mrs. Clardy leaves behind her a whole town of admirers, and no enemies, all wishing her the safest possible trip on the ocean of married life, with the hope and belief that with so manly and capable a pilot as she has selected, there will be only safety and happiness on the journey.
