Miss Jane Addams, in an article in the current issue of The Survey, entitled "Has the Emancipation Act Been Nullified by National Indifference?" protests strongly against the growth of race prejudice in the United States, and the denial of political equality to the Negro.
The growth of this prejudice is largely due, she asserts, to the popular notion that since "slavery" has been put down there is nothing worse to be done about it. The present generation, she contends, seems far less sensitive to the hardships placed upon the colored race and the discriminations leveled against it than was the generation which saw the thing vividly through the conflict of the Civil war and the suffering of reconstruction days.
Through a false pride a large element in the white South is taking a lower ethical tone on the Negro question than it needs to take; and through indifference the white North threatens to do the same. She says:
"What has been and is being lost by the denial of opportunity and of free expression on the part of the Negro it is now very difficult to estimate; only faint suggestions of the waste can be perceived
"There is, without doubt, the sense of humor, unique and spontaneous, so different from the wit of the Yankee or the inimitable story telling prized in the South; the Negro melodies, which are the only American folk songs; the persistent love of color expressing itself in the bright curtains and window boxes in the dullest and gravest parts, of our cities; the executive and organizing capacity so often exhibited by the head watter in a huge hotel or by the colored woman who administers a complicated household; the gift of eloquence, the mellowed voice, the use of rhythm and onomatopoeia which is now so often travesties in a grotesque use of long words."
"Much more could be added to the list of positive losses suffered by the community which puts so many of its own members "behind the veil." It means an enormous loss of capacity to the nation when great ranges of human life are hedged about with antagonism.
"We forget that whatever is spontaneous in a people, in an individual, a class or a nation, is always a source of life, a wallpring of refinement to a jaded civilisation." To continually suspect, suppress and to fear any large group in a community must finally result in a loss of enthusiasm for that type of government which gives fair play to the self-determination of a majority of its citizens.
"Must we admit that the old abolitionist arguments now seem flat and scale; that, because we are no longer allowed to remove fetters, to prevent cruelty, to lead, the humblest to the banquet of civilization, therefore we are ready to eliminate the conception of right and wrong from political affairs and to substitute the base doctrine of 'political necessity and reason of state'."
The issue of The Survey in which this article appears is devoted to a distinguished symposium on the Negro question. Professor George Burman Foster of the University of Chicago writes on "The Status and Vocation of Our Colored People;" George Edmund Haynes, director of the National League on Urban Conditions Among Negroes, discusses "The Basis of Race Adjustment;" W. E. B. Du Bels, editor of The Crisis, writes on "Social Efforts of Emancipation;" Mrs. Ida B. Wells-Barnett, on "Our Country's Lynching Record;" Miss Sophonlaba P. Breckinridge, on "The Color Line in the Housing Problem."
Perhaps the most "militant" article in the series is the last one. Goo, Packard of the Chicago bar, in an article entitled "A Civic Problem and a Social Duty," contends that the disfranchisement of the Negro and the robbery of his civil and political rights is in violation of the constitution and makes out of what is at best a difficult problem a real menace to our institutions.
Capable of Usefulness
He says in conclusion:
"The Negro race as a whole is capable of as fine and useful a place in our citizenship as that enjoyed by any other alien element. His sunny nature; his extraordinary imitative powers, that are as capable of a good direction as of a bad; his adaptability, his courage, his physical strength, are all characteristics that must be welded into our civilization.
"How, then, are we to go about the eradication of the prejudice? It is a matter primarily of individual effort, of the exercise of moral force. The logic of the situation must be brought home to each and all. We must give the Negro, whether we like him or not, a square deal. We must bring to bear the light of reason into the darkness of the self-stultification that engulfs our attitude.
Differs as Other Races
"I hold no brief for the Negro as an unworthy individual. Many of the race are diseased, degraded, lazy, ignorant, brutish; many are intelligent, able, refined and self-respecting people, who have adopted our ways and customs with far greater perfection and facility than many other races who are received by us with open arms. These individual differences are of course true of all races—even our own
"For two hundred and fifty years the colored race has been systematically denied its rights as men and citizens. If we reform our social attitude toward them—which is the only way on earth—and eliminate the curse of race prejudice, we can look to the Negro to take care of himself. Let us, then, as reasonable beings, take this first step, by influence, example, common sense and ceaseless agitation, to rid our country of this social and political disgrace. The cause possesses a moral basis of transcerent import, and is bound on that account to triumph in the end. The integrity of our institutions, the welfare of our political state, the trampled rights of a wronged people, cry out for justice."

thing of Abysinia is Again Reported Dead and That Grandson Has Succeeded to the Throne.
London, Feb. 3.—King Menelik of Abyssinia is dead, according to a dispatch received here from Addis Abeba today. His successor, Prince Lidji Jeassu, one of his grandsons, entered the capital on Sunday with great pump. Prince Lidji Jeassu is only 17 years old. He was selected some years ago by Menelik himself as his successor. He is a youth of great intelligence, son of Ras Michael, a powerful prince and governor of three Abyssinian provinces, whose wife was Menelik's daughter. Lidji Jeassu speaks English, French and German and has been instructed by European tutors.
There have been many rumors the last five years of Menelik's death. It was reported at one time that the fact was being suppressed and that the empress was conducting the affairs of the kingdom until Lidji Jeassu was old enough to take the government.

Mr. Richard Wilson who has announced himself a candidate for Commissioner of Parks and Public Property is a man who is interested in the steady growth of Topeka, and has did much to push the upbuilding and improvement of the city. Mr. Wilson is a laboring man having worked

for the Santa Fe for years from common laborer to passenger conductor. He is an upright Christian gentleman, being a member of the Railroad Y. M. C. A., and did much to foster that organization. To get down to hard facts, he is always doing something for the moral and social uplift of mankind, and is in everyway worthy of any trust that might be placed in him.

(f) One method for revising the tariff. This is absolutely original
and patent has been applied for. (g) One Republican Platform, as good as new. Has only been used for campaign purposes. In this platform a large number of planks from the Democratic platform have been inserted, but they can be easily distinguished and will certainly go with the lot. (h) One Financial System, well supplied with clearing house certificates, but very little cash. (i) A large quantity of G. O. P. bric-a-brac, consisting of old dinner pails, prosperity gaps, Taft smiles, well-worn vetoes, election promises, panic threats, and other things of a like character too numerous to mention.
This sale will positively take place on the above day and date, regardless of the weather, and size of the crowd, and everything will be closed out on that date. Crow will be served by the Old Boys' Republican club. Everybody regardless of past political servitude invited. This stuff must be cleared away. An Aged Washerwoman Perishes In a Fire that Burns Her Home
In a fire that gutted the little three-room house at 1173 Lincoln street, where she lived, Mrs. Katherine Woods, a colored washerwoman, was burned to death Sunday afternoon about 2 o'clock. The origin of the fire is unknown. Mrs. Woods had lived alone for the last two or three years, and was about 70 years old. The fire was first seen by Mrs. Ed Ransom, who lives at 1171 Lane St. She turned in the alarm. The house companies from stations No. 1 and No. 5 and the tractor from No. 3 responded to the call. Under the direction of Chief Geo. O. Wilmarth, the flames, which had worked their way over the interior of the three rooms, were put out in a few minutes, and the house left standing.
As the fireman entered one of the front rooms they found the body of the aged woman badly charred lying on the floor in a pile of half burned furniture and cooking utensils. Her face was turned away from the only door leading from the room and which was not more than six feet from where she lay. From this it is thought that she was asleep and made no effort to get out of the house, or was overcome in an effort to out the flames when they first started.

The stove in the room where the body was found was thrown over on the floor; and it was thought by those who first entered the room that she had met with foul play, but a thorough investigation by the coroner showed that she met death by accident.
She was last seen about ten o'clock Sunday morning, when she went to a house at the corner of King and Lane streets to get a bucket of water.
She depended upon her work as a washerwoman and aid she received from the county for her support. A son, Mark Williams, is the only known survivor. He was in Topeka a few days ago, but was not found at the time of accident. The body was taken to Stonecrest & Son undertaking parlor.
A few montis ago the furniture in Mrs. Wood's home caught fire from a coal oil lamp which she used without a chimney, and only prompt action of the neighbors saved the house from burning at that time.
Mrs. Wood's was partially an invalid, having been stricken with paralysis a few years ago had never fully recovered—Daily Capital.
The leading colored citizens of this city met in True Reformer's hall recently and consumed plans for the establishment of a first class gentlemen's club which will doubtless be the finest race enterprise' of its kind in America. A magnificent edifice 'will be erected on one of the capital's princi-
pal boulevards and will be lavishly furnished. It will compare favorably with the wealthy Lotus, Cosmos, Army and Navy, Cosmopolitan and other white clubs of the nation's capital.
The membership comprises the flower of the business and professional circles of Washington. The club has an attractive beneficial clause in its charter.
The genial, efficient and popular Mr. Robert T. Murray is general promoter and backer of this project. A grateful public honors him as the benefactor and founder of a notable epoch in the capital city's sociological development.
The officers whose names follow are among the most distinguished citizens of Washington: President, Dr. Wm. S. Lofton; vice president, Atty. John E. Collins; secretary, Prof. Jas. L. Count Chestnut; corresponding secretary, Henry V. Plumner; financial secretary, Robert A. Pelham; treasurer, Dr. Clarence A. Gray; physician, Dr. V. J. Danielle; attorney, Thomas Beckett; chairman—boar of governors, Lieut Thos. H. R. Clarke.

A Body of Grand Men Who Will Protect the Fair Name of Kansas at all Times.
Let all Kansas sing the praise of the State Senate and her judiciary committee, who put to sleep the Jim Crow bill of Representative Herr on intermarriage. This august body of gentlemen are the bulwark of Kansas and her forward movement to make the sunflower state greater in developing her resources.
Let us all dwell together in peace and serenity. No one trying to down the other, but all pull together for one common cause. Kansas is rigid, now, let her stay right. It is treason for anyone to try to bring discord among her peaceful citizens. All kansas need is one law for all of the people—the Indian, the black man, the white man, the yellow man, the malay all working side by side for the protection and uplift of each other.
If the men from Texas, Missouri, South Carolina or any other scaport don't like our laws let them get out. We invite all citizens who apply the golden rule. This man Herr has introduced another bill similar to the first adding idiots and umbrelles, while there is a law on the statute books regulating this already. Beware of him. He means no good.
The race question is a hobby of his own and the sooner he moves to Alabama or Texas, where he can apply his nifarious idea the better wo will be.

The members of the Oak Ridge Baptist church closed last Sunday a series of meetings that had been in progress fifteen days. The pastor, Rev. David Thomas, had the assistance in these meetings, of Rev. J. W. Gillespie, of the A. M. E. church of Tonganoxie. They had very interesting meetings which were largely attended and several additions to the church.

Mr. Hosea Johnson is planning to open up a candy store here in the near future.
Mrs. A. P. Hopkins, who is suffering of heart disease has gone to Coffeyville to consult her family physician, Dr Whittaker.
Mrs. Ino. Williams entertained at dinner Sunday afternoon, Rev. J. N. B Walls and M. Johnson.
The fifth Sunday in March will be banner rally day for the members at our church. The funds will apply on the building fund. We expect to be in our new church by the 1st of June.
Mr. Elmore Lewis joined the church two weeks ago and was baptised yesterday by Rev. J. M. B. Walls.
The Negro Business league met at Zaoan Baptist church last Tuesday night and a grand time was had. After the regular business was finished the league discussed the following subject, "How to get Negroes Together." Each speaker spoke briefly, but pointed as to the different courses to pursue, which would bring about the required results. Next meeting will be held at Bethel A. M. E. church Tuesday night.

Mr. and Mrs. Geo. Tuck of 911 Western avenue, entertained at lunch-eon in honor of Mr. Geo. Williams of Pratt, Kan. Those present were, Rev. W. H. Husely of Junction City, Kan., Miss Ethel Woldridge, Miss Ivv. Mr. and Mrs. Robert Jordan, Mr. Will McCoy, Mr. Turner and Mr. Calvin Lyman. Mr. Williams is one of the best business men of the race. He is a large cattle dealer, and we must say if we had a few more young men like him the race would soon come to the front in the business world.
Mrs. Eliza Lyman who has been sick for three weeks, is able to be up again.

Rev. W. H. Houseley, who has been away from his church for three weeks for a rest, since his wife passed to a higher life, has returned to his field of labor at Junction City, Kan. While here he was the guest of Mr. and Mrs. Calvin Lyman. Rev. Houseley has one of the best churches in the Topeka district and the people of Junction City are well as the soldiers of Fort Riley are well pleased with him.
