(New York World.) Atlanta, Ga., Oct. 9. The old Ku-Klux Khan of Reconstruction days has been revived. Hooded night-riders in long, flowing white gowns parade the thoroughfares and by paths of the South on the dark hours when innocent people are alled. The appearance of these mysterious creatures has spared consternation in Negro quarters from Washington to New Orleans. The headquarters for the new organization is in Atlanta, near where it was formed five years ago. Col. William J. Simmons, formerly a Methodist preacher at the head of the Knights of the Ku-Klux Klan." He makes no secret of his connection with the so ciey and frankly proclaims its purge. "While conditions today are not the same as they were when the original Klan was organized, the needtor an organization like the Ku-Klux is just as pressing now as it ever was but along different lines," said he, telling of his plans. " Its purpose is to inculcate the sacred principles and noble ideals of chivalry, the development of character, the protection of the home and the chastity of womanhood, the exemplification of a pure paraphrism toward our glorious country, the preservation of American ideals and the maintenance of white supremacy and to provide a vital, perpetual memorial to the men who served so valiantly in the ranks of the original Ku-Klux Klan." An investigation by The World cor respondent revealed the fact that the doctrine of the Ku-Klux Klan is to be applied to the Japanese problem of California and other Pacific Coast States as well as to the Negro problem in the South. One of the announcements issued from the Aulic of the Imperial Wizard in Atlanta says: "Col. Simmons, Imperial Wizard, has received numerous inquiries regarding the methods to be pursued in attaining membership in the Klan and in organizing branches in other cities. One of these came from leading citizen of California and other Pacific Const States." Already there are Klans in Georgia, Alabama, Tennessee, Mississippi, Tex as, Kentucky Virginia and South Carolina. Within recent months the organizers of the Imperial Wizard have made great headway in extending the movement which is now supported by several thousand persons. ONLY AMERICANS WANTED, LOYAL TO THE FLAG AND CONSTITUTION. "No man is wanted in this order who hasn't manhood enough to as same a real oath with serious purpose to keep the same inviolate," Col. Simmons asserts. "No man is wanted in this order who will not or who cannot swear an unqualified allegiance to the Government of the Unit ed States of America, its flag and its Constitution." "Only native-born American citizens who believe in the tenets of the Chris tian religion and owe no allegiance of any degree or nature to any foreign Government, political institution, sect or persons are eligible for membership. Many Catholics throughout the South believe that the present Ku Kiu Kiu is an A. P. A. organization Col. Simmons and his lieutenants deny that their efforts are to be direct of solely against the Negro or other darkhued peoples. They assert that it is their purpose, to deal with whites and blacks. They add that their follow ers will obey the law and not become murderers. The programme seems to be to hold weird parades and sessions make unexpected calls on offenders, give mysterious warnings and spread consternation generally in the hearts of the wicked. VIEWPOINT OF NEGROES To get the other side of the story The World correspondent interviewed leading Negroes in Richmond, Columbia, Atlanta and other cities of the South where the white-gowned riders are known. No one could name any particular crime and fix it on the Ku Klux Klan but all had incidents to show the effect of the activities either of or the Simmons or of spurions or organization. Go Atlanta well to do Negro and that the very name of the thing oriented important persons. He told of the threat of a lawyer to send the "Ku Klux" after a colored boy who had promised to give a case of "good red whiskey," but took his money and did not deliver the goods. "Tell that Negro if he does not return my money I will send the Ku Klux after him," was the warning. In Richmond the organization of a Ku Klux Klan intruded the Negroes. The news of the establishment of a Klan in their midst frightened the prominent ones and stirred up lots of reenactment. As a result, The World correspondent was informed, thousands of young Negro men had gone out of the State and purchased supplies of pistols and cartridges to make ready for any outbreak. Older citizens of the South argue that the original Klan was organized for a legitimate and laudable purpose but admit that soon it was followed by chans of freebooters and murderers. Already Co Simmons is having trouble with fake Ku-Klux Klan. He has had to go to court to protect the name and charter of his organization. He recently issued this warning; "Beware!" All ye people of the earth There is but one and only one Ku Klux Klan; therefore, shun as a poisonous serpent any other organization of similar name. We warn you, beware!" He adds: "The original Ku Klux Klan were not outwours or moral degrates. They were men of moral and social standing and their leaders were men of sterling character and unquestioned culture."" Col. Simmons who is without doubt the brains and inspiration of the new Ku Klux Klan contemplated plans for receiving the old order long before he took the actual step. He declares that the idea originated in his mind twenty years ago. For more than two decades he "thought, studied and worked to prepare" himself for the launching of the movement. In October, 1915 he told some friends of his ambition. Among those present were three members of the "olu klan" when it was disbanded by Gen. Kathan Bedford Forrest, the famous Confederate fighter, then its Imperial Wizard. A few days later "firty four persons met and framed and signed a petition for a charter. Thanksgiving Day that year the orangers of the Klan assembled on Stone Mountain, twenty miles from Atlanta, and at midnight, under a blazing fiercely cross, took ht oath of allegiance "to the Invisible Empire, Knights of the Ku Klux Klan." ACQUIRED A CHARTER. In the December following a charter was issued and the next July a special one was granted up the Supreme Court of Fulton County. The charter is for a fraternal order. For several years the Ku-Klux Klan grew slowly but steadily. Three months ago it began to grow rapidly and spread into a half dozen other States. It is said to have on its memborship rolls United States Senators and a score of members of the House of Representatives. The original creed revived, reads: "We, the Order of the Knights of the Ku-Klux Klan reverently acknowledge the majesty and supremacy of the Divine Being and recognize the goodness and the providence of the same. We recognize our relation to the Government of pht United States of America, the supremacy of the Constitution, the Union of the States there under and the constitutional laws thereof and we shall ever be voted to the sublime principles of a pure Americanism and valiant in the defense of its ideals and institutions. INHERITANCE FROM OLD KLAN We do further declare to the world that our original perscript used as the governing law of the Ku-Klux Klan during the period of its former activities, and all official cities man perisms, usages and things therein prescribed have not been abandoned by us but to the contrary, all of such together with designs of paraphernalia, regalia, flags; banners; emblems symbols or other insignia and things prescribed or previously used by or under the authority of the Ku-Klux Klna are held sacred by us as a precious heritage; this precious heritage we shall jealously keep, for ever maintain and valiantly protect from profanation." George Davenport, who resides at the corner of Third and Clay streets had just returned from Petersburg, when he went into Third street to put his car in the garage. With him were Carrie Lipscomb of South Richmond, and Joseph Farrar. He found the garage door locked and returned, going South to the corner of Third and Clay streets. He had slowed down to let one of Biley's cars pass. Then he attempted to cross the street car track and had nearly succeeded in so doing when the street car struck the car with terrific force Davenport says that he saw the street car when it was about middle of the block. He received painful injuries about the head and face, while M- Lipscomb had her leg broken in two places. Her hip was shattered. The car was badly damaged. The collision occurred Monday night at near twelve o'clock. --- SURPRISE PARTY A delightful surprise party in hon or of the 10th Wedding Anniversary of Mr. and Mrs. John Wesley Smith Jr. of West View Avenue, Westwood Va., by a member of their Wostamp ton and Richmond friends viz: Mrs. Mamie Cassel, Mrs. Minnie Smith, Mr' and Mrs. Walter Mosby, Mrs. Irene Taylor; Mrs. Ella Carter, Mrs. Ophelia Macking; Mrs. Julia Capead, Miss Edna Epps, Miss Goldie Powell and Mr. Alten Brown. Pastor. PRICE, FIVE CENTS F SOUTH vs Revived. THE COMMERCIAL BANK AND TRUST CO. BEGINS BUSINESS ON SECOND STREET The opening of The Commercial Bank and Trust Company at 529 N. Second Street, Saturday October 30th at 9 A.M. is of interest to every new woman and child who has at heart the interest of Negro business, and of particular interest is it to the people of Richmond for it adds to Richmond's many business institutions one more unit which helps keep Richmond in the foreground among the cities noted for racial progress. The authorized capital of the Commerical is $20,000 and the Moline Finance Corporation, fiscal agents for the bank, has experienced no due difficulty placing this stock among the colored people from all over the state. Its success was assured practically from the beginning. A Mr. T. C. Erwin, President of the bank, states that a $5 gold piece will be given to the depositor guessing nearest to the amount of total deposits for opening day; and the bank has set as a goal for its opening day deposits $100,000.00. Also a souvenir token will be presented the first two hundred women and the first two hundred men depositors. A guessing card will be furnished each depositor at the bank and this card is to be filled out an hande back to the teller or cashier. The lucky guess ser will be announced in the papers. Robinson of Richmond, Va. She is survived by her husband, Mr. Mites C. Maxfield,five children, mother, father, two sisters, Miss Hailie B. Robinson and Mrs. Elsie R. Of those who know and loved her, none had more opportunity or great reason to hold her in grateful re-membrance or feel more love and respect for her than those who had the benefit of her faithful care when they were children and her unfailing ministrations afterwards for many years until her health failed. And they felt it a privilege to do what they could to soothe and comfort her in her last days. She "lived without reproach and died without fear," and they desire to bear witness to her life-long faithfulness, unselfishness and loving kindness, and to join in an earnest expression of their respect and affection. He received painful injuries about the head and face, while M-Lips comb had her leg broken in two places. Her hip was shattered. The car was badly damaged. Some people are too lazy to even fee themselves properly. The "oal line" politicians neither "dead nor sleeping." The dancing craze is still in full swing with the younger class of people. Church-folks are having much success these days in raising money for their churches and for their pastors. Colored folks are independent this year, but this independence is leading them in the direction of the Ite publican ticket. Some people can only be made to work in the chain-gangs and in the penitentiary. When they are outside of either place, they proceed to "live easy." The divorce mill is just as active as the matrimonial market. Most people do not find out just whom they should not marry until they are married and then the older folks go about with the remark, "I told you so." --- There is more humbugery in religion and in medicine than in any other class or profession and this does not mean that honesty and square-dealing are not to be found amongst most of the people who are in both professions. This political situation in this country is puzzling. Candidate Cox at last is declaring his own independence and announcing a policy that would have grated harshly upon the occupant of the White House had it have been stated a month or two ago. THE IRISH SITUATION The situation in Ireland is having a most remarkable effect in this country, where a nation-wide propaganda is being conducted and a plentiful supply of money raised to accomplish the success of the movement for the complete independence of the Emerald Isle. Premier Lloyd George, who has had a most remarkable career and who has demonstrated his ability to retain the support of the English and Scotch people is now facing the last stage one of the most remarkable secret revolutions in history. The death of Lord Mayor of Cork, Terence MacSwiney in a British prison, where for seventy-four days he has conducted a hunger strike which has attracted the attention of the civilized world brings about an acute situation which forbodes dire times ahead for Ireland and ominous occurrences for the British Empire itself. Can a revolution of this kind and character succeed? This is the question and Premier Lord George has marshalled the forces of this great Empire to give the answer. It will always be an open question as to whether it was the wisest course for this great government to have permitted Lord Mayor MacSwiney to make himself a martyr. The --- 0 ordinary individual will conclude with the Government that if he will not eat, let him die. But are people permitted to commit suicide in this or any other country, when it is in the power of the Government to prevent such a case of self-murder? We think that the answer will be in an ordinance with past occurrences. Government officials will always act to prevent the commission of suicide. That MacSwiney was conscious and believed he was right, even though the British Premier knew he was wrong goes with out saying. Certain it is that MacSwiney dead will be more influential and powerful than MacSwiney alive. It seems to us too that the punishment to which MacSwiney subjected himself more than equalized the two years sentence to which he had been condemned to serve. The "cat and mouse" policy adopted by the British Government in dealing with two men suffragists was the best method of dealing with the cases. This consisted in releasing the hunger strikers, whenever their starvation maneuvers endangered their lives and when they were restored to health, they were re-arrested and made to serve the remainder of their terms. On the other hand, the decision of the Government to let the hunger-strikers die will stop eventually this method of evading the serving of sentences. It may be that, the British authorities, who have been called upon to deal with this situation know more about it than do their cousins across the waters, but the impassioned new pawlerman in this country seems to be that in the case of the Lord Mayor of Cork, the great British Government has made a mistake that may well be termed a blunder and that scas of blood and millions of treasure will be the price to be paid by the nation responsible for the present unfortunate conditions in this benighted country.. THE KU KLUX KLAN. The Ku Klux Klan organization was depicted in a recent issue of the New York World will arouse much interest among white people in general and among the colored people in particular. A sensational white preacher, imitating Thomas Dixon, who retired from the pulpit in order to enter upon the stage has done and is doing all in his power to arouse ancient prejudices and to bring about a reign of terror. We have no doubt that he will fail. The good sense of the better class of white people and the progressive class of colored ones is asserting itself and pledges of friendship he tweets the races is being heard on every hand. It may be well to remark that many colored people are prepared to join with the white people in upholding law and order and in defending them selves. Prayer and military training have been powerful levers in enabling colored people to appreciate and realize their condition. Temperate language should be used and no threats should be indicted in under any conditions. We should assume that quiet inoffensive attitude and be prepared to up hold the law and to stand for all of our rights and privileges to which we are entitled in this great Republic. ```markdown ``` GOVERNOR COX AND THE RACE QUESTION. It seems that after all, Governor James M. Cox has been unable to conclude his brilliant campaign without some references to the citizens of color. Now he attacks colored women, just as though this humble class of people desired either affiliation or as society with white men of any type. The following explains itself: Atlanta, Ga. Oct. 27.—In a letter to Frank L. Stanton, Jr., of Atlanta, made public here last night, Gov. Cox charged efforts were being made to "arouse racial hatred" to defeat him and quoted Lincoln on social equality of the Negro. 'We are _making this campaign,' said the letter of Mr. Cox, 'for peace, for progress and for prosperity. An attempt has been made by our opponent to distract from the issue by setting up racial groups, each with a selfish purpose. To each of these groups something has been promised nor has there been any consideration about the conflict in promises that have been made. 'None of those who have been against America in the last four years are going to vote for me. To my mind the most serious of all things presented is the attempt to arouse racial hatred. Promises have been made to the Afro-American party which I do not believe the promisers have any intention of carrying. "There are some classes of social equality which cannot be. To quote the words of the 'immortal Lincoln': 'We do not want the Negroes to be slaves, but that does not mean that we want Negro women for our wives. I know no better way to express the evils in the attempt to array class against class in America." The manifest inference of this craft THE RICHMOND PLANET, RICHMOND, VIRGINIA ty politician is to produce the ima- pression that Senator Warren G. Hard- ing has promised the Negroes of this country, men as well as women social rights. As a matter of fact, all that he has promised have been civil and political rights. Colored men and women know that social rights will take care of them solves. We know too that white men do not want Negro women as their wives but as their concubines and both of the sexes have combined to defeat this purpose. Candidate Cox is treading upon soft earth in which he may be mired by discussing this phase of the social question. The worst case of this kind of social equality that was exposed here was a case where a white man went after a colored woman and where this same woman had the time of her life' keeping out of the way of this white man' You had better lot this phase of the question'lo dormant. Gov. Cox. Those of us who know are qualified and ready to make disclosures that will unceremoniously put an end to this phase of your campaign. A QUESTION OF SLANDER. The application of the wife of Mr. Nelson Williams, Jr., a well known religious and temperance worker for membership in an organization was the cause of some trouble. It was reported that Mrs. George W. Lewis, wife of one of the most prominent attorneys in this city had made remarks derogatory of Mrs. Nelson Williams, Jr. As a result, Mrs. Williams swore out a warrant for the arrest of Mrs. Lewis, charging her with malicious shudder. Two police officers, at a late hour of the night served the warrant at the Lewis mansion. Ball was furnished on the spot, and the humiliation of going to the station house was evoked. When Mrs. Lewis appeared in court next morning, the warrant had been withdrawn. Both Mrs. Lewis and Mr. Williams are members of the First Baptist Church. MRS. LUCY STANARD PASSES AWAY. After an illness of short duration, the end came peacefully to Mrs. Lucy Stanford, at her residence, 731 N. Ninth Street, Thursday, October 21, 1920, at 10:15 o'clock P. M. She was the widow of the late Jacob Stanford and had been an old resident of this city, much loved and respected by all. She's survived by one daughter, Mrs. Eileen Stanford, Smith, of Brooklyn, N. Y.; five sons, Edward L. Stanford, Richmond, Va.; Henry M. Stanford, Orange, N. J.; Jacob Stanford, Jr., Jersey City, N. J.; William G. Stanford, New York; Eugene G. Stanford, Jersey City, N. J. and five grandchildren. The funeral services were held at the First Baptist Church, Sunday, October 24, 1920, at 1 o'clock P. M. She had been a member of the Church for a number of years and the pastor, Rev. W. T. Johnson in his discourse pathetically portrayed the Christ-like character of the deceased. The organizations of which she was a member were in attendance at the funeral. Rev. Jackson, of St. Phillips P. E. "It is also an auspicious time for the reason that hundreds of thousands of coordeed men who saw service in France have learned the use of long and short range rifles and have been taught when and how to use them" be advised. Conditions here are not the same as they were at the end of the Civil War and men will fight in a way to protect women in their rights that is not observable in the protection of men under slur lor conditions. This is why we caution our good white friends to go slow" in this matter and not do anything to disturb the bond of friend ship that now exists between the white and colored people in this or any other community. In the mean time the spread of the movement is vouched for by Col Simmons and others of the central headquarters in Atlanta. REPORTED SPREADING FAST "The Knights of the Klu-Kluan," said he, "is spreading so rapidly over the country and inquiries seeking information about it such as who is eligible to membership, how such membership may be obtained, how branch klans may be organized,&c., are pouring into the main headquarters in Atlanta so fast that it is physically impossible to answer all of them individually." Col. Simmons has a suite of rooms on the top floor of a building at No. 2 1-2 Auburn Avenue. There he has his private office called the Aulie. On the outside of the door leading to the general assembly room is a large glaring eye, which stares at all comers as they ascend the stairway. Realizing the danger of the Ku Klux Klan movement, however innocent its purpose, leading preachers of Atlanta have started a counter organization to combat it and counteract its influence. On October 3, in a letter to Mayor James L. Key and Gov. Hugh M. Dorsey the Executive Committee of the Council of Christian Churches in Atlanta, called attention to a mysterious Negro killing and asked that it be investigated On the night of September 22 George King, a Negro employee of the Cecil Hotel was shot to death near a bridge on the South River. The letter to the officials rendes: LEETTR OF CHURCHES September 22 the daily papers carried a short news item to the effect that the body of a Negro man shot to death through the neck, was found near the bridge over South River. There was no explanation obtainable at that time. At the Coronor's inquest the following facts were brought out by the witnesses: 'On the night before two white men called at the Cecil Hotel and inquired for George King who was employed as bellhop at that establishment. They were told that he was in the basement. The men went down to the basement and soon returned with the Negro between them. With out any explanation they led him out of the hotel. Some of the employees from curiosity followed them to the door and saw them disappear at the corner. It was George King's dead body which was found the next morning. No other evidence or any suggestion of a clue was brought out at the inquest. Inquiry at the ctip and country Police Headquarters develops the information that no evidence or clue is in hand as to the person or persons guilty of this dastardly crime. 'Here seems to be the case of the most daring and cold blooded murder ever recorded in the criminal annals, of Atlanta, and practically nothing being done to apprehend the murders. Our Negro population is naturally thrown into a panic of fear. If this Negro, without the least suggest ion of a process of law, can be taken from one of our leading hotels in the most populous centre of our city by two, unknown men without any warant or authority whatsoever and done to death in secret then, the life of no Negro is safe indeed if this is done in the case of a Negro without punishment being meted out, it will be only a question of time when it will be possible in the case of a white man. FEAR STATE OF ANARCHY property is safe in our commonwealth. Neither aristocratic nor Boshevistic Russia has ever presented a more titagrant violation of the funda natural right of citizenship than the execution of this Negro. Therefore we, the undersigned members of the Executive Com. of the Council of Christian Churches of Atlanta, respectfully urge that you use the full force of your authority to investigate this mysterious killing. The signatures are those of some of the most prominent clergymen in the South. This plan, called "The Atlanta Movement," is being extended throughout the Southern States for the purpose of bringing about botter relations between the races. White and colored leaders are participating in it. The case of George King is one of many that are being taken up. The shaying of King is so surrounded with hystory that it arouses sus picion among Negroes, some of whom suspect the Ku-Klux Klan. It is unfortunate that the white editors here did not frown on this proposition at the outset," said a colored attorney to The World corpse rent. "The races have prospered here and been free from bitter racial feeling. We are deeply concerned that the local press has not discouraged this thing." used for using. It is claimed by members of the "real" Ku-Klux Klan that the North Carolina order was without proper authorization. Many Negroes have quit Georgia within the last few years. During the last two years 178,000 it is estimated have gone to other States. The census figures will show that the population of every county in which the Negro population ten years ago equalled or exceeded the white decreased in the last decade. The Ku-Klux Klan had something to do with this, although higher wages, dreams of social equality, and bitter treatment from employers were the controlling influences that took them North. Recently some of the betttr class of colored people who joined this movement have returned to Atlanta and other cities of Georgia. Leading white citizens of the South do not want to lose the Negro laborer; they oppose the Ku-Klux Klan. VIRGINIANS ENROLL UNDER THE FIERY CROSS. Eight Thousand "Ghouls" Said to Have Joined Order to Keep Whites on Top. Richmond, Va., Oct. 6.—The hand of the Imperial Wizard has at last been felt in Richmond and a camp of the Ku-Klux Klan has been formed here with more than 200 members and 10,000 applications for memb: ship the agents of the Grand Dragon of the district declares. Establishment of camps in every county in the State is now under way and it is reported that the memb:ship, in Virginia numbers 8,000 ghouls. In Richmond it is more than ru:mored that a high police official is Grand Dragon. Not a single member of the Klan is known. Every meeting is secret, guarded with the ut most care. There is no solicitation for membership. No one not born in the United States is eligible in any way to mem bership. No Catholic can become a member. No Jew is allowed in the organization. "Avengers of the wronged" appears to be the phrase by which the new Klan may soon be known. Although so far as is known here the order in the entire South has so far committed but one illegal act, it has made a deep impression on both the white and colored races here. Appeals for protection against the shadow of the organization have already been made by superstitious darkies in several places. In Amelia County a report was recently circulated that a phanton band of white clad spirits, headed by a gigantic rider bearing a flaming cross had been seen to dash down a road through a little hamlet and disappear. Several colored families moved at once, and the more report almost caused a general stampede. Messages have been found by colored people in certain communities. None of the warnings received have been signed. One of them copied several times by colored papers here reads as received: K-K. Kigr's Ford. 8—9—20, 12th Hour. Mene, Mene, Tekel, Upharlant. Be it upon your own head, your blood. The bloody dagger is drawn. Your sins are marked. Your presence here is mourned. The avenging dagger flashes in the moonlight. Thousands of colored women have taken advantage of the suffrage amendment to become qualified voters. They outnumber the white women about two to one in Richmond.
