Editorial Observations.
"Taking his vacation" is common to this season of the year and it happens to every one about a business concern from the manager to the porter. Having heard that answer so frequently in reply to where is Mr. A., B. or C., that it occurs to the writer that in order to be up-to-date he, too, should take a vacation, and so it is being begun and an N. P. train by easy stages is taking him to Eastern Washington among the farmers where "yellow legged" chickens are plentiful, but roast cow and bull dog are scarce, and where water melons are as plentiful as hair on a dog's back, and if you, dear reader, will just remember who I am you will not hesitate to admit that a good time sho is in time for the writer, but in taking a vacation it occurs to us that some of the subscribers of The Seattle Republican might incidentally be rounded up and after doing one of the mining camps, working continuously for eighteen hours, a friend remarked, "you take a peculiar vacation," and there is apparently more truth than poetry in the remark. Nevertheless I still insist that I am "taking a vacation," if from no other standpoint than I am free from the harass of the man with the bill, and what greater temporary relief could the operator of an insignificant "weekly" sheet expect?

Pay Day through Christendom is always a long looked for day, but in all the world I do not believe it has the same significance and importance that it has at a coal mining camp when it comes only once a month. The camp may be so dead today that you would have to put your ears up against it to see if it had any vitality at all left in it, but ten minutes after the first check has been cashed on pay day, the whole camp takes on new life and it becomes one of the most interesting spots on God's green earth. My first rest day from the bill collector was at Ravensdale, a coal mining camp at which some $25,000 were paid out to the miners. Collections are dead easy for if your man sees you before he gets tangled up in a game or his mind gets beclouded with tanglefoot he will pay you without you asking him. I collected about $50 on pay day in about two hours and would have collected more had I remained in the camp two weeks. I was at liberty therefore for the two remaining hours I had to wait for a train out, to watch the crowd, which, to say the least was an interesting study from
a hundred and one viewpoints, but more especially from the money spending standpoint.
Roslyn Runs Rough.
The following day was spent in the Roslyn coal mining camp where in the neighborhood of $100,000 were paid out to the miners. On arriving there on the evening after pay in the day, the town was a lively member. Collecting there was not so easy as the other places, owing to the men having scattered and the fun begun. Here there are a score of saloons that lay in an extra amount of drink stock for pay day and I am told they get the coin. Fortunes have been made in the saloon business here and fortunes are still being made, for out of the $100,000 paid out to the miners it is safe to say that the saloons get from 60 to 70 per cent of the whole amount every month. Some saloon men throw their earnings away just as do some of the miners, but not so with all of the Roslyn saloonkeepers as they husband their money and are investing it into Seattle dirt and quite a few of them pay taxes on property valued at $50,000 which is at least one commendable thing to say in their behalf.
Northwestern Improvement Co.
The above mentioned mines are the properties of the Northwestern Improvement Company, better known as the Northern Pacific Coal mining adjunct. While they comprise the most extensive coal mining camps in the Northwest and employ the largest number of men, yet its entire products has been withdrawn from the local commercial market, which is very largely responsible for the alleged coal shortage all over the Northwest. If some means could be devised for the coal from these mines to be put on the local markets of the Northwest it would prove sufficient fuel for flames to amply supply every home in this section of Uncle Sam's dominion. Both of these camps employ large numbers of Negroes as well as all other nationalities and itwould be glad if it could quadruple its number of Negro miners within the next thirty, sixty or ninety days. Wages are good and eight hours constitute a day's labor, and speaking about wages, I am reminded that W. M. Bagley, a Negro miner, knocked out clear of all expenses $195 last month. While all of the miners are not able to earn so much as that none of them seldom if ever fall under $50 after their bills have been paid. Lately these miners have been unionized and before the Negroes would consider to affiliate with the unions an agreement was reached between the white and black miners that the latter would be given work in any mine in the State the same as the white miners, but before any sane Negro would believe this he would have to see Negoes at work at Issaquah, Burnett and other camps of the State where in the past the Negro miner has not been permitted to remain over night lest he might look as though he wanted to go to work.

Political Pot-Pie
Grant, for the sake of argument, that Gov Meade did not give M. F. Kincade the place he promised him, yet Kincade had no right to want to run the governor because the governor was under obligations to the folks that backed him, Kincade, for the appointment, which he did receive. The Pie-maker is by no means a devotee of Gov. Meade, but he is willing to give even the devil his due. The governor would have been perfectly justifiable in dismissing Kincade from service more than a year ago as he has always been a more or less refractory member of the governor's family and for no other reason than because he thought he had a call on the governor and he wanted to be ugly about it? It will be remembered that the Pie-maker made the inquiry at the time Kincade was appointed a member of the board of control, who the devil was Kincaide and what the devil had he ever done in Republican politics that he should be so honored by the new governor of the State of Washington? Friends of Kincaide and the governor at that time answered the query by saying, he was the creature of the railroad folk, who materially helped in the Republican campaign, but as for Kincaide himself he was without political significance. Subsequent developments clearly demonstrated that he is, was and verily is without political significance, and the Piemaker is of the opinion that he always will be.

In naming Charles S. Reed, former superintendent of the Chehalis Reform School, superintendent of the penetentiary, to succeed Kincaide, the governor has at least named a disciplinarian for the penitentiary. Reed brought the reform school out of its chaotic state, in which the previous superintendents for the sake of personal greed and gain had allowed it to drift and it is the concensus of opinion that he will be able to bring about a like change at the State penitentiary. He at least will have the work at heart and will not be there for the sake of getting an opportunity to play even with his superior officer for some fancied political wrong as seems to have been the case with Kincaide. Reed will not add much political strength to the governor's gubernatorial fight, which he is now making preparations to wage, but he will at least give the taxpayers a business like administration at one of their State institutions and that will help some.

"Deep Creek Jones" is to succeed Reed at the reform school, thus leaving a vacancy on the board of control, which vacancy Harry Fairchild has not selected an appointee as yet. "Deep Creek" may make a good superintendent at the reform school, as he will doubtless attempt to carry out the work so well begun by Reed, but he will take no strength whatever to the governor in his fight to succeed himself. No, not one single vote—yes, only one single vote—his own.

politics in the future on an independent basis, then the Pie-maker is of the opinion that there will be things doing in "colonial cities" in the coming campaign, and that when there is a change of administration every county office will have one or more Negro representatives in it, and finally the state house offices will also have Negro clerks there, a thing unheard of in the State of Washington. While King County has been overwhelmingly Republican and is so stubless in the same state of mind, yet 50 percent properly directed in the direct primary battle will nominate any man that they choose and all an ambitious white Republican did next year is to go to the Afro-American Political Club and pledge to give one of the members of the club a position in the ensuing two years if they will suit him and if the club agrees there will be nothing more to it. Its a long lane that he return and the Pie-maker is of the opinion that the dawn is breaking for the Afro-American and that green pastures political making are just ahead. Of course, the above mentioned club when it will have an unplanned all the above, will have done more a political way than any other club of Afro-Americans in the United States, but it is not recorded that the West will not yet know the effete East a political stunt that will make their very mouths wallow to the West. There is a great day coming and the Pie-maker will be right to see it. Justik, the Afro-Political Club of Seattle will reported membership of 500 is to accomplish in a political way than whole States of Negroes and more than a Chicago with 20,000 Negro voters.

Unless some good Democrat is found running against Mead the Pie-maker is at a loss to understand why Gov. Mead did not name a Republican for this position as under the law he must name a Democrat for the place made vacant by Jones on the board, thus loading his administration down with one more Democratic nuisance that might as well have been avoided. Harry Fairchild may think he is doing some clever political stunt in these moves, but at the recovering day he will see his sad mistake. The personnel of Gov. Mead's present board of control is wholly without political significance. Piles is without any positive strength in King County from whence he came, and "A. B. C." cuts no ice whatever in Pierce County. Meade may be a splendid political general, but his maneuverings just now are so intricate it is doubted whether even himself and Harry know where they will land, to say nothing of the G. O. P.

The hunt for a mayorality candidate to beat Billy Moore in the next spring campaign goes merrily on with the end no nearer in sight than when it first began. The Democratic advocates and adherents declare they are not concerned as they feel absolutely certain that, get whom they will or may, the Republicans have no more show of winning the mayorality fight in Seattle against Moore than a snow ball will have to fly through hades. "Not so sure about that," said a well known Republican one day this week. While Moore has been doing politics every since he has been in office, yet the other fellow has been doing some as well. Moore will lose a great many votes he got two years ago. In fact the only vote that he will be able to hold that he got two years ago will be the union labor vote and even in this vote I do not believe he will get it as solidly as he did when he first ran for mayor. I am told that he will get the Church vote even more solidly than he did before, but this I likewise doubt. If the Republicans nominate a man that stands for good government and the church vote has every reason to believe he means what he says, then the Republican ones of the church vote will vote for the Republican nominee for mayor as they have no especial reasons to vote for Moore. The liberal vote he will not get a tenth part of the number he got two years ago for he deceived them from start to finish and they would prefer to vote for a Prohibition crank rather than Mayor Moore as they know the Prohibitionist could give them no worse deal than did Moore. In the language of the street philosopher, Moore handed the liberal element not only a lemon, but a whole bunch of them and then inquired of them, if they liked it, and when they replied in the negative, he told them to go to "Hell'n hunt" for a better mayor. I am still of the opinion that at the proper time the Republicans will trot out a good man and elect him by at least ten thousand plurality.

Spokane, Wash., Sept. 18, 1907.
John P. Chew, for many years a resident of Spokane, and one of the leading Colored men of the Pacific Northwest, died at Medical Lake last Monday night, in the 65th year of his life. For many years Mr. Chew was an active leader and force in this community, having been actively identified with the church, lodge and literary society, and in business. He gave freely of his bounty, and no beggar ever went empty handed from his door. He was an ardent Republican in politics, and no spasmodic outbreaks of the public, no reform wave ever engulfed him. As an orator he had few equals in the state. Deeply and well read, his mind was a storehouse of information, and having traveled extensively he was perhaps better equipped mentally than any of his compeers. A barber by trade, his was a master's hand. No movement designed for the upbuilding of this community or his race but what met with his generous assistance and best encouragement. Coming from a highly respected family in Troy, New York, at an early age he drifted west, in a spirit of adventure, to Detroit, Chicago and finally to San Francisco. This was in the early 70's. There he entered the employ of the Pacific Mail Steamship line, and for several years sailed the high seas to the Orient. He assisted in establishing several Masonic lodges in California, and then came north to Portland,

Sunny-Side Scenes furnish a pleasing diversion for the man fleeing from the city bill collector, from the exciting miner pay day. Like all farming communities the stillness of death to a man from Seattle, reigns supreme, so still is it that even the city bill collector would be an acceptable person to meet if for no other purpose than to break the oppressive monotony of silence. It however, can be said of Sunny Side that it is an unusually busy farming town and the most of the colored colony of the valley at this season of the year are to be found in the hop yard and house of A. Hawkins, a well-to-do Negro farmer whose picture of himself, home and

hop yard may be seen in another column hereof. An overwhelming majority of those found in the hop yard are neighbors of Mr. Hawkins and they, too, own valuable ranches in this immediate community. That the taxes for the following and subsequent years have been paid by the plaintiff upon each of said above described lots of real property to it: $1.65 for year 1903; $1.56 for year 1904; $0.91 for year 1906; $0.92 for year 1906, which several sums bear interest at the rate of 15 per cent, per annum from said date of payment, and are all the unpaid and unredeemed taxes upon and against said real property.
You and each of you (including said persons unknown, if any), are hereby further notified and summoned to be and appear within sixty days after the date of first application of this notice, exclusive of the day of said first publication, August 23, 1907. In the above entitled court and action; and defend this action and answer the complaint of said plaintiff and serve a copy of your answer on the undersigned attorneys for plaintiff at their office below stated, or pay the amount due, together with interest and costs. In case you fail so to do, judgment will be rendered herein foreclosing the lien of said taxes and costs against each parcel of said real property for the sums and amount due upon and charged against each, for said taxes, interest and costs, ordering a sale of each parcel of said property for the satisfaction of the sums charged and found against it respectively as provided by law, and as provided in plaintiff's complaint, now on file in this cause and court.

Mrs. Echols, formerly a hotel proprietor of Hot Springs, Ark., is in the city.
Mrs. L. W. Fields, daughter of Mr. and Mrs. Green Fields, is in the city from St. Louis, Mo., visiting with her parents for a time indefinitely.
The Misses Crisman gave a launching party Wednesday evening of this week in honor of Mr. Leon Foster, who will, very soon, return to Washington, where he will again take up his studies.
The concert to be given by the Forum at the Afro-American hall on Friday evening, Oct. 4, will doubtless be a most enjoyable affair. The committee of arrangements has secured some excellent talent for the program. The newly elected officers of the Forum will be installed and the program for the winter work outlined. Every one should attend this concert as well as the meetings of the Forum, for it is evident to the most casual observer that concerted and strenuous action must be taken in defence of our race against our enemies and traducers.

At private or public functions always talk and laugh louder than any one else lest some one present will not know that you are there and that would be a real calamity and again the den sounds so nicely on the outside.
"Looking for something honorable to do" has a pleasant sound, but the Negro that will let the big dollars get away from him or her because his or her education justifies a banking job or stenographic position with some large concern, is as big a fool as Thompson's colt, which swam the river to get a drink.
"Get a trade" is the best advice that can be given to the young Negro of today. Better be an artistic boot-black than a "nothing," just what any person is that has no trade or profession to fall back on.
Speaking about preferring to be a boot-black reminds the writer of a young man in Seattle that gave up a

clerical job and opened up a bootblack stand. In the clerical job he earned $50 per month, while in the boot-black stand he earns all the way from $150 to $250 per month. Draw your own conclusions. A former state senator in another state is the proprietor of an express business in Seattle and has probably saved more the few years he has been in the express business than all the years of his life he spent in the political business. Keep out of politics.
Because you have a humble looking home from a millionaire's view point, it does not necessarily follow that you should try to make the front and back yard look even worse than the house. The well-kept grounds of one's home are more attractive than the home itself, however imposing it may be.
You may not be ashamed of taking $\varepsilon$ drink of beer, wine or whiskey, but because you do there is no need of becoming a walking sign for drink houses just to show your "don't careness." Modesty whether in man or woman is one of the most accomplished virtues one can have.
The Seattle Theatre is getting some of the best attractions that have ever appeared in Seattle at less than $1.50 prices. "Little Johnny Jones," last week's offering, could have played to capacity houses for another week, and the "Isle of Spice," the comic opera being presented at the Seattle Theatre this week, is on a par with lots of $2.00 musical comedies seen here in the past. The story is as improbable as a welshrabbit dream, but it is one of the most tuneful and comical comic operas anybody has turned out for a number of years. The company is evenly good from the smallest chorus girl to the five or six top-notch singing artists and comedians. True, some of the funny sayings and songs have been heard here before, but the critics don't seem to understand that they were plagerized from "The Isle of Spice" and presented here without permission of the author. The scenic effects, costuming, marches, dances, and other evolutions are all new and perfectly splendid in their different offerings. To see "The Isle of Spice" is a real pleasure to any one who likes a musical show.
"The Mayor of Tokio" comes to the Seattle Theatre next Sunday matinee. It will be the first visit of this musical offering, and there is no doubt but that the theatre will be packed at every performance. The newspapers at Butte, Helena, and other places give the "Mayor of Tokio" more praise than they did any other attraction that preceded it this season. The company is large, combining 65 people, headed by that favorite comedian, Mr. John L. Kearney, who has been seen here in half a dozen different musical shows of the very best class. "The Mayor of Tokio" is Japanese in environment, and the story is that of a comic opera company stranded in Japan. One can readily see the amount of fun that such an episode would permit. At the prices charged at the Seattle Theatre for these attractions, Messrs. Russell & Drew are giving the people a series of offerings that will be sure to add to their popularity.
The music of Richard Carle's "The Mayor of Tokio," which will be the attraction at the Seattle Theatre all
next week, opening with the usual Sunday matinee, is by W. F. Peters and is unusually pretty.
