THE SEATTLE REPUBLICAN Price One Year, $3.00. Single Copies, 10 Cents. THE PASSING THRONG Dr. John L. Neagle prominent for the past 20 years in the politics of Seattle, King county and the state of Washington, died at his home in Seattle last Monday night after a lingering illness covering many months. He was born in North Carolina, but was raised in South Carolina, from which state he entered the Confederate army. After the cruel war was over he returned to South Carolina, where he at once became prominent in Republican politics. He remained there until the great Republican overthrow, when he came west and settled in Seattle where he has been ever since. Dr. Neagle as secretary of the Republican state central committee was an untiring worker and one of the most accommodating men that ever filled that position. He was every inch a southern gentleman and never surrendered one iota of it. He leaves a host of friends in the state who will regret to hear of his death despite the fact that he was past his three score and ten years, being at his death seventy-two years of age. His remains were sent to Washington City, where his son resides, for interment. Local Option in the state of Washington, which is but the fore runner of prohibition, may be making haste slowly but it certainly seems to be making haste surely. It has succeeded in winning every fight in which it has engaged in Eastern Washington and now it is about to push the war into "Africa" itself and thereby beard the lion in its den, for a fight has been instituted on the wets in the town of Auburn in the county of King, which is a "wet" stronghold and the outcome of that fight will be watched with an unusual amount of interest by both sides. All Christendom held its breath last Saturday afternoon for the space of one hour while Stanley Ketchell, the plucky Michigan boy, tried to wrest the heavyweight fistic championship from Jack Johnson, the black cyclone from Texas, not because in these two principals two rival countries were pitted against each other, but because the one was white and the other was black. It made no difference which one of them won the world would wag on just the same, but race prejudice was the moving spirit. Johnson however is still champion and Ketchell is still talking through his hat. It was not thought that Ketchell would whip Johnson, but fight sports hoped that he would put Johnson sufficiently up against it that they conld see their way clear to put up their money on Jeffries, who is already matched with Johnson, but they see no hope for Johnson showed such cleverness in his bout with Ketchell that it is the concensus of fight opinion that Jeffries has no more chance of wresting the championship from Johnson than did Ketchell, which means that Johnson will never have a fight of any consequence after he fights Jeffries. "Color Prejudice or otherwise, I feel perfectly safe in saying that no loyal, patriotic citizen of the United States can observe our colored soldiers either on dress parade or at their sports without agreeing with me that a finer band of soldiers never wore shoe leather," said Peter J. Lynch, general manager of the Pacific States Telephone and Telegraph company of the Northwest. "It was my good fortune to be in the Philippines when both the twenty-fifth infantry and ninth cavalry were there. I saw them on duty, I saw them at their sports and I saw them in their social feats and at all times and under all conditions they were unqualified gentlemen and too much cannot be said in praise of them. A Tenneseean living in the Philippines after watching the colored soldiers drill for company exclaimed at the top of his voice, 'God never made a nobler bunch of soldiers than those black boys; they lead the world,' and the crowd shouted themselves hoarse in approval You'll like the boys of the twenty-fifth when you know them better." Municipal Grafting has become so common that there is a general move being made all over the country to reduce city government to a practical business rather than to continue it a political hot bed for SEATTLE, WASHINGTON. place hunters and cheap grafters. The city of Tacoma has taken the lead in this reform in the Northwest by adopting a charter fashioned after the Des Moines and Galveston charters, which places the city government in the hands of five commissioners elected by the people. The voters of Tacoma adopted this new charter by an overwhelming majority last Friday and now Spokane is seeking to get a similar charter adopted for that city and it will be but a matter of a short time when both Seattle and Portland will follow in their wake and this form of municipal government become common to every municipality in the Northwest and perhaps all over the country. The taxpayers are robbed by first one lot of politicians and then another so much that they are anxious to be relieved and that accounts for them casting about from time to time for some new form of governing cities which will keep down so much grafting. Marjorie Gould, daughter of George Gould, eldest son of Jay Gould, "who is a boy after my own heart," as Jay Gould used to say of him, is in Europe trading and trafficking with the view of striking a bargain for one with a title to marry. Anna Gould, Majorie's auntie, has made two investments in French titles, both of which seem to be rather faulty, but she seems to like it just the same. Americans who are of the get rich quick style are making strenuous efforts to get an opportunity to invest in European titles whether they be good or bad. Do Tuskegee's Students after completing the curriculum of the school and go back to their former homes or seek new ones give good account of themselves? In other words do the students as men practice what they were taught? There is no denying the fact that the institution leads the world in its industrial showing and for that Dr. Washington and his assistant are to be congratulated. But the question is, does that "finish" the students get while in school last or does it wear off and in after life the graduates of Tuskegee drop back in the same old ruts their fathers traveled in? Tuskegee and other institutions fashioned after it have turned out enough industrial graduates in the South for one to begin to see a marked improvement among the home builders of that section. Instead of weather beaten cabins and delapidated farms cosy cottages and highly cultivated plats of ground should have taken their places. The desire to own two or three hundred acres of land should be forgotten and ten or twenty acres be the desire and these put in a high state of cultivation. Dr. Booker T. Washington was recently discussing the temperance movement and expressed himself as follows: "There is a great moral revolution sweeping over the entire South that has not yet attained its fullest force, but has already exercised an enormous influence in the solution of the problem of uplifting my race. It is a revolution which I think has no parallel, either in this country or any other. The revolution is the closing of the barrooms. I know my race; I know its conditions of living; I know its weakness; I say that the closing of the barrooms has been really a second emancipation. William Jennings Bryan's paramount issue for his next presidential campaign will, judging from remarks made by him while in Seattle a few days ago, be the election of the president's cabinet by a popular vote. Bryan always gets a popular paramount issue, which attracts considerable attention some eight or ten months prior to the election, but goes glimmering on election day. With all his brilliancy, from a political standpoint, he nevertheless is a complete false alarm. Robert Bacom, minister to France and for many years prominent in the politics of the New England states, was caught "joy riding" in Paris, was arrested tried and fined $25. It's a burning shame that men holding honored positions at the hands of their country should become so reckless as to indulge in joy riding thereby jeopardizing human life. L. R. Glavis, seeming to not yet be satisfied with the recent amount of publicity in the pulpit and press FRIDAY, OCT. 22, 1909 Volume XIII, Number 20. H. R. CAYTON, Publisher of the United States and even foreign lands, which has come his way, has begun a sensational divorce case against his wife alleging incompatibility. Mrs. Glavis hits back and declares her husband had practically deserted her long before he begun his divorce proceedings and had failed to provide for her necessities. If the woman is able to establish either of these facts then it does seem that Glavis would have realized that he would find himself in an awfully awkward position to begin divorce proceedings so soon after his "set to" with Secretary Ballinger in which he came out second best. But we are told that, "fools rush in where Angels fear to tread," and Glavis seems to be a living example of that now world wide maxim. Senator Bob Taylor, who it is said fiddled himself into the gubernatorial chair of Tennessee, which subsequently resulted in his election to the United States senate, has spent considerable time in the Northwest recently lecturing to Y. M. C. A. organizations. Senator Taylor is an ardent temperance advocate and being a man of great influence in his native state it can be readily understood why there is such a temperance tide in Tennessee. The Senator is by no means a brilliant speaker, but quite a matter of fact speaker. Hall Caine, who became famous throughout all Christiandom for his literary production known as "The Christian", has for the past week been seriously ill at his home in London, England. While his book was widely read it was subsequently dramatized and it is one of the strongest drawing cards on the American or English stage. Caine's book is of a religious nature and is one of the few plays that church folk have no hesitancy in going to see. Joseph M. Snow, late bigway commisssioner for the state of Washington, who retired from the office last August and whose books and financial accounts Gov. Hay ordered experted owing to apparant irregularities, is to the front with the statement that he still has $2,000 of the state's money, which he stands ready to turn over as soon as the proper man comes for the same. How remarkably strange that Mr. Snow did not make that known the day after he retired from the office. Even stranger still, why he ever took the money from the office at all. If Mr. Snow had taken the precaution to have made a full accounting of his official acts to Gov. Hay before retiring from office it is barely possible that he would have been spared the humiliation of having his office accounts experted and he himself looked upon for a time as is Ortis Hamilton now awaiting trial for misappropriating the state funds. Snow may be as white as snow but some rather shady spots have been cast upon his snowy whiteness. Samuel Hill, who seems to be devoting most of his thoughts as well as his energies to good roads education, is to leave in the very near future for Europe for the purpose of gaining more practical knowledge on the good roads subject, which he in turn will impart to residents of the Northwest. In a speech before the legislature at Olympia last winter Mr. Hill declared he had no selfish motive in his good roads work, no ax to grind or ambitions to foster, he simply took this method of helping his fellow man and, if he was successful he desired no greater monument to his memory than that of good roads throughout the Northwest in particular and the United States in general. Samuel Hill is a very wealthy man and he has early in life practically given up money making and is devoting his entire time to doing good for his fellow man with no desire for gain or reward but only the glory of succeeding in his undertakings. The Seattle Republican wants to publish your legal notices, which means that you can get better terms with it than with any other publication of similar commercial standing in King county. New York state, by lelslative enactment, made the 12th of October a legal holiday. The measure has been signed by Gov. Hughes and is now a law of the state. It occurs to us that if congress would follow in the wake of the legislature of New York and likewise pass a bill holidayizing the 12th day of October, the day on which Christopher Columbus discovered America, it would show its appreciation of the memory of the man who made it possible for a congress to exist in this country. Even the Fourth of July should be no more revered than the twelfth of October. Not only congress but the legislature of every state in the union should follow the example of New York in this particular. E. H. Harriman, the great railroad magnate, it is said, longed for a simple country home where he could get close to nature and forget stocks and bonds, bulls and bears, and wolves and lambs. That's the same old story of wanting to be what you are not. Had Harriman never risen to the station in life that he did the world would have been the loser. He not only demonstrated the wonderful elacity of the human mind, but the possibilities of the human family by co-operation. Taft wants the next Republican nomination for president and stands a good chance of getting it. Bryan seeks the next Democratic nomination for president and stands a good show to get it. The paramount issue of each candidate will probably be: A Ship Subsidy for the former, and the Election of the President's Cabinet by a Popular Vote, for the latter. You pay your money and take your choice. Despite the fact that Dan Frohman has made thousands of dollars, yet his wife in divorce papers charges he has not contributed to her support. There is no community property and no childern. Under such circumstances persons so barren in every respect as this couple seems to be ought to be divorced nolens volens. Uncle Joe Cannon is said to be mixed up with crooked Tammany Hall, which reminds us of similar charges laid at Uncle Joe's political door and leads us to think that for ways that are dark and tricks that are queer Uncle Joe takes the cake. Labor is not hostile to prohibition, says a head line. Certainly not, but we rather suspect that laboring men are hostile to it and would lose no time in destroying it root and branch were it possible. --- To find out if Dr. Cook actualreached the top of Mt. McKinley and left his card with Mr. Top, the Seattle Spirit will scale the peak next summer. Now let it do the same thing for the North pole. Dr. Mathews has decided the Cook-Peary North pole contest in favor of the former, which brings to a sudden end a controversy which promised to be a long drawn out one. Strange as it may seem Frank H. Brown did not ask for either suit money or alimony in the Leonia W. Brown divorce proceedings. Was it a case of good riddance of bad rubbish Frank ? Having been unfrocked by his former brethern, W. A. Bass has secured enough free advertising to either start a church of his own or a political party. That 15,000 invaders of the Chicago tenderloin last Monday night ought to be enough recruits to hold "de gang" for awhile. "The South Awed Ry White Ruffians," says a dispatch. It occurs to us that the Sonth is ruled, run and being ruined by that same breed of dogs. Did Roosevelt shoot that mad bull elephant with a kodak or a winchester, is the all absorbing question. You are just too cunning to live, Harry Watson Cornell, but your time is coming. Our Superior court got busy last Monday and broke the Browns in twaia Mr. A. Y. P. Exposition's departure was at least tearfully regretted by the job losers. Johnson did not Ketch-hell, but Stanley did. Say, Mr. Harry Watson Cornell Walla Walla wants you. The Other Side Jacob Furth, president of the Puget Sound Railway company, better known as the Tacoma Interurban, when asked for his side of the controversy now raging between the company and its patrons over the increased rate over the line, said: "My side of the story is, we found it utterly impossible to haul passengers at the rate we have been hauling them. It is not a business proposition and even those who are dependent on the road for delivery to and from their work or to the cities along the line ought not to expect us to operate the road only on business principals. When the road was operated at the rate it has been hauling passengers, then the passengers were getting something for nothing and that should not be expected by anyone. A two cent fare, the rate that has been fixed, is by no means exhorbitant. There is not another interurban line in America operating to passengers so cheap as that. The Spokane interurban is now charging over thee cents a mile . THE SEATTLE REPUBLICAN this higher rate having been fixed after it successfully tried to operate, from a passenger standpoint, at cheaper rate. Our road has done a great deal of passenger business since it has been in operation, but it was done at a loss, and the more of that kind of business you do the poorer you get, and after we had thoroughly realized that, we concluded to equalize the fare on the road by making all pay the same. To the working man, who goes to and from his work, a thirty per cent discount will be given and if he takes opportunity, he will not pay but very little more in the future than he has in the past. The building of the road between here and Tacoma was a financial investment and those who desire to take advantage of its accommodations must look on it in that light, and if they do not then those who put up the money should do so, and they have. That's my story." WISE AND OTHERWISE (UNCLE ANCIL) There is no just reason for it, but it is a fact, nevertheless that some people look upon the average lawyer with a grain of suspicion, as if dishonesty lurked within. This may be accounted for partly from the fact that in law suits the opposite lawyer is the subject of prejudice. No client should hold aught against the opposing lawyer if he is acting in a gentlemanly manner. But some people are near sighted and can only see their own side. Prejudice has a great deal to do with forming the opinions of some men. Your Uncle has had many years experience with men of all avocations and especially with lawyers and there are class of men more true and trustworthy than the members of the bar. It is true that everyone called a lawyer is not a real lawyer, but the proportion of that class is a great deal lower than in any other occupation. The crooked lawyer is easily known by the people and confidence in him very soon vanishes. The evil of child labor is becoming outrageous. The horrors of it are too numerous to catalogue, says Senator Beveridge. It is true that child labor is employed to an extent not dreamed of by the citizens of the United States. In cotton and other factories boys and girls of tender years are required to leave their beds at an early hour in the morning and work ten hours or more under conditions that stunt the mental and physical growth. They are exposed to immoral influences and contract ideas that unfit them for becoming desirable citizens. Avaricious men will ruin the souls of innocent children for a few paltry dollars. There is much interesting excitement all over the civilized world now over the proposition of the masonic order to rebuild King Solomon's temple. The project will, if undertaken, be the most stupendous of any in in the worlds history. The temple, it is estimated by experts in ancient history, cost the enormous sum of $286,000,000. The material was brought from far and near and Lebanon was practically devastated of tall cedars. Should the project be undertaken the magnificent structure will be composed of materials gathered from all parts of the world. As speculative masonry is supposed to have originated at the building of the temple, they naturally have a desire to rebuild it as a worlds' headquarters. The masons as a body are very numerous and have personally immense wealth. The power of wrong suggestion does more to blight the life of the child than people are aware of. The parent is more to blame than they know. The child is furnished with an exciting novel; it may be based upon some love story with improper suggestions, or it may be a robbery. Couched in the story is an insiduous, improper thought, the child mind grasps it, the seed is sown and will surely bear fruit of its kind. No parent should allow a child to read ten cent novels or any book without previous examination. Now that the time is approaching when the festive candidates for city offices will be buzzing like unto the busy little honey bee the average voter will set up and take notice. It is the opinion of your uncle that the people will be rather careful in selecting candidates from mayor down the line. What the people wish is an honest economical administration and clean city, and the candidates, be they Republican, who will stand pat on this platform will be elected. The office of councilman should not be overlooked. We want men for that office-not tools or grafters. The women all over the civilized world appear to be clamoring for suffrage. They claim the right to go to the polls and vote the same as the husband, and why not? The women have as much interest in the welfare of the city, state and nation as have the men. They are even more intensely interested in the children's welfare financially and morally. Why should they not have a vote as to what policy should prevail with reference to finances and morais? New kinds of cows have been introduced into this fair land. According to the health officer of this city there will be three kinds of milk sold, viz: guaranteed milk, inspected milk and just plain ordinary milk. As there are no goats in this country, all three kinds of milk must be the product of the common c w. How a cow can give three kinds of milk all at once remains a miracle. It cannot be. There must be different kinds of cows, and they must also have been imported. Secretary Ballinger has been so thoroughly whitewashed by President Taft that he looks like a spotless tombstone erected over the Conservation Congress. Nashville Tennessee. FRIDAY, OCT. 22, 1909. The names of some of England's biggest battleships are Indomitable, Indefatigale and Inflexible. A good many of the English people think the next big one ought to be named the Insupportable.—Chicago Record-Herald. Halley's comet has hove in sight 113 days before schedule time. Probably it feared that some rival might show up and claim the honors.—St. Paul Pioneer Press. The convicts at Sing Sing were lined up to see the naval parade go by. They are among those comparatively few New Yorkers who did not have to pay for seats.—New York World. Anyhow, the tariff cannot be blamed for the kind of hats women insist on wearing.—Indianapolis News. Perhaps Mr. Roosevelt's failure to take hand in the North Pole row was the circumstance that made those "Holy Rollers" so sure that the world was coming to an end last week.—Washington Herald. Congress, with its experience with the Congressional Record, ought to be able to make the District of Columbia dry with but little trouble.—Baltimore News. The fact that the brick thrown at Premier Asquith missed him by about thirty feet, casts dark suspicion on the suffragettes. Minneapolis Journal. That chain of hospitals twenty miles apart which Mrs. Belmont plans for Long Island will be handy for automobiles and their victims. New York World. As if the prospect of settlement were not romote enough, it is hinted that Messrs. Peary and Cook may carry their dispute to the courts. Washington Herald. Why was the Tsmmany Tiger omitted from the New York historical pageant?—Savannah News. Society fpr Psychical Research asks for $1,000,000. Is the ghost about to walk?—Cleveland Leader. An Atlantic City man is killed while trying to save a dog. We refer the warning to Judge Gaynor.—Philidelphia Telegraph. Dr. Cook is a Democrat, so he he is not apt to have the North Pole postmastership thrust upon him as an Administration reward of merit. If calm weather is wanted for airship flights, it might be arranged to have them take place during an internation yatch race. —New York World. Fusion in New York politics seems to mean confusion. —Providence Journal. Fortunately future explorers will have cartoons of the North pole by which to recognize it. Indianapolis Star. Upon the advice of friends, Mr. Peary has decided to do less talking until he has something more to say.—Toledo Blade. Stealing off surreptitiously after the Pole, a la Cook, is a charge that can never be laid at the door of Walter Wellman. Indianapolis Star. A number of butchers, in order to make a few more pennies used a concoction on their meats known as freezum, and this concoction, those in a position to know, has pronounced poisonous, and for the offense they were arrested and after a red hot trial before Justice John E. Carroll were found guilty and fined in the aggregate sum of $10,000, which perhaps means that the patrons of those shops are in line to be bled for that amount as soon as the butchers can work it out. These cases in all probability will be appealed to the higher courts and they may be either set aside or the amounts reduced, but there is one thing certain, the butchers have been much annoyed and that is more than a butcher has been for some years. The present year is raipdly drawing to a close, and out of the hundreds of lawyers in King county, but one of them, Harry Watson Cornell, has disgraced the legal profession, which speaks volumes for so many men, who hold the destinies, financial and otherwise, of so many persons in their hands. We do not mean to say that some of these hundreds of attorneys have not been guilty of doing some rather shady tricks within the present year, but if they have done so they did so so cleverly that the public is none the wiser, and that that happens of which you are not aware is the same it had never happened at all. The compilers of the attorneys' directory of King county permitted a local weekly paper to place an advertisement for itself at the bottom of every page of the booklet, and yet the compilers thereof declare that the county clerk's office does not use its influence with the various attorneys to send their legal publications to this certain weekly paper. In a public office every institution, business or concern should be treated exactly alike. Judge C. H. Hanford has refused to sustain injunction proceedings instituted against Lewis & Wiley, who are washing the hills in the south part of the city into the bay, which proceedings were brought by the United States district attorney on the grounds that it was closing up a government waterway. The alleged waterway is of no real value, and if it is closed or open it will be of no service to either the government or the city, while the work being done by these contractors is of lasting benefit to the city. Judge Hanford's decision was at least full of common sense. The bench and bar of the county will be called upon in the very near future to pass resolutions of regrets and condolence over the death of Dr. John L. Neagle, who, until very recently, was an active practitioner at the bar with offices in the Bailey Building. Kenneth Mackintosh, who but a few months ago retired from the office of prosecuting attorney of King County, has built up a splendid practice since leaving the office, but Mr. Mackintosh already has all the money that a man need want, and rumor has it that he may be a candidate for congress next year. A presiding judge for King county is being much agitated among the judges and attorneys just now, and well that is, for unjudge may have two hours' work a day or he may have ten hours. If a presiding judge is selected der the system that is in vogue a all of the judges will begin work at the same time and for the most part get through at the same time. The bench in King county is devoid of system and as long as it runs in that way then just so long will the six judges not accomplish but little more than what half that number should accomplish with their work systematized. Judge John B. Yakey is to hear the John Riplinger case in which Riplinger is charged by the state of having wrongfully taken from the City of Seattle some $69,000. None of the local judges seemed inclined to want to sit in this now almost international case, which is doubtless due to the prominence of the defendant. A judge on the bench should cease to be an ordinary citizen and unless he does, then he is not a judge. A judge should be able to so far forget his personal feelings to sit in judgment on a friend the same as a foe. Justice should be blind and the judge without justice in his heart is more dangerous to the community in which he presides than a hundred desperate highwaymen. The State Medical Board at its July session rejected almost one hundred applicants. Between 50 and 60 of these appealed to the Superior Court, where their appeals were heard last week and this. In about 90 per cent. the board was reversed and licensed directed to be issued. The board was ably represented by Howard E. Cosgrove, son of the late Governor, and by O. G. Halverstad, of Higgins, Hall & Halverstad. The appealing doctors had several attorneys, the principal arguments being made by James A. Kerr and ex-Judge Milo A. Root. Judge Holcomb, of Ritzville, presided. It is said numerous appeals will be taken. The new medical law is said to be very complex and the contests were mostly over its construction. Judge Thomas Burke, one of Seattle's most distinguished citizens, is said to be slated for the Chinese mission in lieu of one Charles R. Crane, who talked too much out of his mouth. No man in the whole United States is better fitted for the Chinese mission than Judge Burke, and certain it is that the Chinese have no better friend in all America than Thomas Burke. Let's hope that it is not an idle rumor. "A MARKED WOMAN." Owen Davis' great play of the Boxer uprising at Pekin, China, in 1900, "A Marked Woman," is to be next week's offering at the Seattle Theatre starting Sunday afternoon. It will mark the eighth week of the popular Russell and Drew players at this theatre. Like most of the plays presented by this company it is new to Seattle play-goers and will attract much attention on that account. The story of the play is largely taken from real facts, for there was much more romance than is generally known in connection with the Pekin campaign. There are several historic characters portrayed in the play, including the Dowager Empress of China. The picturesque setting of the play will give unusual opportunities for the stage crew and scenic artist, in fact the production will be one of the best ever seen in the Russell and Drew playhouse. THE SEATTLE REPUBLICAN. One of the many brilliant dramatic successes achieved by the Messrs. Shubert in recent months, "The Great John Ganton," a play of American finance, is conspicuous.
