Douglas, Secretary of the Metropolitant Building Company, of Seattle, has begun action in the Superior court with a view of estoping the county treasurer from collecting taxes on the lease hold of the company, which is valued at $480,000, the company having leased state lands. Among the many contentions he has set up is, first, the state would be taxing itself if taxes on the lease hold were collected. In this it seems to us that he is unqualifiedly wrong. Taxes are not being collected on the lands and if the company desire to lease the lands and not improve them no taxes would be collected on the lease hold, but when the company rushes up one mamouth building after another and is collecting thousands of dollars of rent from them, then its the buildings and not the grounds that are being taxed. Mr. Douglas, further contends, that other companies that have leased state lands, are not taxed and that his company is being discriminated against. If in this he is correct, the county assessors overlooking such should be given a hauling over the coals for not doing their duty. Everybody should be treated fair and square. The Metropolitant Building Company, however, is expecting entirely too much when it tries to dodge just taxation, by hiding behind the skirts of the State. Twenty One Pawn-Brokers have been arrested in Seattle and are now awaiting trial on the charge of usuary, which is a violation of the State laws regulating loans and interest, and if they are convicted, they will be subject to a fine and imprisonment. That such exhorbitant rates of interest as it is alleged they have gotten, is little short of highway robbery, goes without saying. Of course those wanting the money feel that to get the money they are willing to give up the high rate of interest, yet it is fostering a usury system, which has been condemned ever since the world existed. But why seek out the pawn brokers to arrest, when there are other institutions in the city who rob persons desiring to borrow money, just as completely as the pawn brokers, only they do so more scientifically and in a manner the courts cannot get hold of them. For example, one applies for a lone of $250. Under the guise of examining the property and filing first one fool paper and another, the applicant is charged twenty five dollars, and instead of getting $250 he or she is handed $225 and a note to sign for $250 and one per cent per month interest. No this is not exactly a three ball shop, but it gets there just the same. Coal Is King in the Northwest, "remarked Samuel Hyde, a well known Seattle liquor dealer, and if the court knows itself, and it thinks it does, I will be in business up to my neck before another twelve months roll around." All of which means that Sam Hyde in conjunction with a large tract of coal he owns near Franklin, a mining camp of the Pacific Coast Company, has leased eleven hundred acres from the Northern Pacific and will within the next three or four months begin to lifting coal from his mine. "Despite the fact that thousands of barrels of oil are being used in this section, yet the demand for coal is just as great as it was before a gallon of oil was used for fuel. Yes, it is true that some of the finest specimens of coal that I have ever seen are found in Alaska, yet it will be a long time before it competes with the Washington state markets, if ever. Alaska herself is growing so rapidly that I am inclined to think that all the coal that is mined up there will be consumed in the territory for many years yet to come, and that leaves the coal fields of Washington without any competition and that means that the coal business is going to be second to no other business in this section for many years, all of which fully explains, why I am going too into the coal mining business, a business I am thoroughly acquainted with." The Rainy Season is now with the Northwest, and here to remain until early or late next Spring, which means that, the health conditions hereabouts have greatly improved since the rain set in. Strange as may seem the health of the general public is fifty per cent better when it rains almost constantly, than when there is considerable dry weather. The fall just closed has been a rather dry one and as a result, there FRIDAY, OCT. 29, 1909. has been more complaint of colds and other kindred ailments among the populace than has been heard of for many seasons. Seattle for the most part is very healthy as is the whole Northwest, and as a result it is possible to meet more extremely old persons in this section as active as persons 30 years their junior in other sections, than in any other place in the whole United States. The rainy season after a long dry summer and fall is always hailed with delight. Clarance Van Dusser, who once represented the state of Nevada in Congress, occupied a cell in the city jail in Philadelphia, one day this week, on a charge of wholesale fraud. The specific charge, however, was jumping a hotel board, but the general charge was selling worthless mining stocks to unsuspecting persons all over that section of the country. The mere fact of a man having once been a member of congress does not necessarily mean that he can not stoop to commit as dastard a crime as a tin horn hobo, but the writer has in mind an incident of a former Negro congressman from South Carolina who was tried and convicted for alleged forgery and sent to the penitentiary whereupon the Negrophobia fiends all over the country, used his conviction with a most telling effect in the disfranchisement proceedings that were then being voted upon in many of the Southern States, which showed the Negroes unfitness for citizenship. The case against Murray was a trumped up one, as was seen by the action of the Supreme court of that state promptly nolli proosing the case, while as to Van Dusser, there seems to be no doubt of his guilt. His victims however are loathe to prosecute him owing to his once prominence in national affairs. White Slave Trade is very much in the public mind just now, and well it might be, for it is becoming quite alarming, so extensively is it being practiced. To traffic in human flesh, whether for immoral purposes or for mercinary gain, by compelling the enslaved to do manual labor, is one of the most damanable crimes one human being can be guilty of in connection with his fellow man, and every one found guilty of perpetrating the act should be doomed to immediate death. The damanable crimes practiced on the African natives, by forcing them into slavery for life and the horrible tortures they are put to when they refuse to do as much work as they have been ordered to do, is just now making all Chrisendom set up and take notice and unless Chrisendom does more than set up and take notice the name Chrisendon should be dropped forever. But a few days ago the daily papers told of a couple of ships in the South Sea Islands that were caught by natives and the ship with all of its crew scuddled, thereby administering a horrible death to a number of persons. This was done because those ships were capturing natives for the purpose of making slaves of them. Let more such doses be administered to slave traders both at home and abroad and the business would no longer flourish. The east seems to be determined not to admit New Mexico and Arizona as separate states. When congress forced Oklahoma and Indian Territory to join as one state, the west was cheated out two senators. The territory east of Mississippi comprises 26 states represented by 52 senators, the population being 61,092,771 souls. The territory west of Mississippi contains 20 states represented by 40 senators, the population being 27,384,000. This does not include New Mexico, Arizona, Alaska, Hawaii and the Phillipines. The twenty western states cover twice as much ground as the twenty six eastern states. By reason of irrigation, the west should in a few years have twice the population of the east. In the meantime we should be gradually making several states out of each one of the western states. In that manner we shall soon have more states and more senators than the east; and our political power will be increased in population. It does not seem fair and equitable for Mississippi with a population of $200,000; Rhode Island 511,000; Main 756,000; New Hampshire 440,000; Vermont 350,000; to have the same number of senators as the great states of Texas, 4,000,000; California 2,000,000; Arkansas 2,000,000; Kansas 3,000,000; Nebraska 1,500,000; Missouri 2,575,862; Oklahoma 2,500,000; Louisiana 2,250,000; and Washington 1,500,000.—Exchange. La Follett, who hails from Michigan, and who is considered an anoying Republican insurgent, will lecture in Seattle tonight. One thing can be truthfully said of Senalor La Follet, he himself is thoroughly convinced, that he, Bob La Follet, is a great man and possessing a master mind. But speak as often and as long as he will or may, but few of his fellow citizens are ever similar impressed. Patrick H. McCarren, state senator of New York and for many years, boss Democratic politician of Brooklyn, died at his home last Saturday. In the way of ruling men, he was a man of strong personality and had he lived he would have become one of the national leaders of his party. Tanmany was doubtless jubilant over his demise. Ruth Bryan Leavitt, like all other woman in Colorado, is said to be eligible to a seat in congress, and being a citizen of the state, it is declared she is being groomed to make a fight for the Democratic nomination from one of the congressional districts of the state. J. Fred Braid, advertising manager for the Seattle Daily Times, has the symyathy of the "gang" of the city, in the ordeal with the surgeon's knife, through which he recently went and it is hoped by all of them that he will soon be fully recovered and at his post. John H. McGraw, for the past twenty five years or more exceedingly prominent in the business and political affairs of the state of Washington in general and Seattle in particular, has by a unanimous vote been made president of the Ranier Club of Seattle. Gov. McGraw is a man with a wonderful amount of personality, and some magnetism. W. M. J. Wylie has been elected president of the Sunday Forum of Seattle for the ensuing year. The Forum is a well organized established deliberative body among the Afro-Americans of Seattle. It is non sectarian and non political unless the political interest of the Afro-Americans are abused, and in such cases it becomes active in political affairs. Mr. Wylie is a well known contractor and builder of the city. I. M. Howell, secretary of the state, is having a taste of gubernatorial horrors while Governor Hay is accompanying President Taft down the Mississippi river. Mr. Howell is a man of much executive ability, and if he could only warm up to the situation might become prominent in the politics of the state. With a direct primary operating in the state it occurs to us that it will always be a hard matter for him to succeed at the political game. The Seattle Republican is read by a great many of the leading politicians and business men of the Northwest and if you have any business with that class of men, you will reach them by talking through its columns. As may be seen herein, lawyers patronize its columns and you thereby reach them too through its columns. Edward Clayson Sr., editor of the Patriarch and a pioneer on Puget Sound, who is suffering from an attack of rhumatism, publishes a wail and complaint in his paper for being so tortured. If Daddy Clayson had some of the love of God in his heart, he would bear his pains with more fortitude and would complain less at Him who doeth all things well for his misfortunes. There may be a great many things in this world that Daddy Clayson feels he ought to do before shuffling off this mortal coil, but if he does he will have to hurry. Chancellor Frank Strong, of the University of Kansas is of the opinion that, the young men and women, who attend that school, are too well supplied with money by their parents for the students educational good. In other words the state is enjoying so much general prosperity that, the parents of the boys and girls, indulge them in useless luxuries and in the enjoyment thereof the children neglect their studies. Such a condition is to be regretted and parents show a lack of love for the child rather than an over amount of it when they so indulge them. Austin E. Griffiths. a well known Seattle attorney, has been selected by the Price-Bailey party, which seems to be a two man organization, for the Republican nomination of mayor of Seattle, it is hinted that if the Diumvirate fails to control the Republican party nomination, then it will run its candidate independent of any party, all of which looks as though another political skirting is in store for Mr. Griffiths. No, dear reader, Mat Henson is not a Scandinavian, his name to the contrary notwithstanding. Because a young man had once served as private secretary to William Howard Taft, who subsequently became President Taft, this was held up by his attorney as an extinuating circumstance against the judge, to whom he had confessed of having committed forgeries, not giving him the limit. Freezum, we know, is a sure way of getting rid of you enemies, but may perhaps the butchers are correct and its an atmospheric rather than poisonous portion. One can tell from the Times that election time is almost here, the editor thereof has begun again to lambast R. H. Thomson. Bouillon's boom will frazzle before exploding, unless a new elixir be injected into it. "Something must be did" and that too, dam soon. Annie Bessant, is of the opinion that, the ideal man will not put in his apperance until 23000. If Annie remains to welcome him, it is barely possible that she will not impress him as being the ideal woman. Humble as may be the calling of gambling, Bremerton has a city council man, that a jury has found guilty of being engaged in the business. Comodore Peary may not have been quite as courteous to Dr. Cook as one gentleman should be to another, but for any one to knock Peary because a Negro accompanied him, is more measley than Peary could be guilty of, if he were a thousand times more discourteous to Cook than he has been. Alfred P. Swineford, a former governor of Alaska, died in Juneau last Tuesday. He was born in Michigan and was seventy five years of age. It is just like Uncle Joe Cannon, to oppose any and everything that would prove beneficial to the comon people. The old man has doubtless been given a tip that the "interest" would in some way be injured and he therefore must oppose President Taft's deep water way scheem. Some day foresoon, the people are going to get not only Uncle Joe, but all of those members of the house of representatives of congress that worship at his shrine. After many years of talk about building the Lake Washington canal and the expenditure of thousands of dollars, the first shovel full of dirt was moved from the proposed canal, last Wednesday afternoon, which was done with elaborate ceremonies. The building of this canal has been the dream and hope of Seattlites for the past forty years. But even when completed will it do what they have thought it would do for the city is still an open question. Justice John E. Carroll has decided that a second conviction of automobile speeding would mean a jail sentence, regardless of whom the offender might be. That boy Johnny is some pumpkins. Prince Ito, the Japanese diplomat, was shot down by a Corean last Monday and the whole world mourns with Japan over her fallen hero. The dead man had many warm personal friends in the Uuited States and was considered by the leading men of the United States as the strongest man in the Orient. Few true blue American citizens, but felt a pang of regret to learn last Wednesday morning that, Gen. Oliver Otis Howard, died, the day before, without warning, from an acute attack of heart disease. He was a great warrior, a noble citizen, a splendid writer and best of all a philanthropist and humanitarian. He was the originator of the idea of establishing a university in the district of Columbia for colored youths, and after the idea had been formulated and favorably acted upon by Congress the school was established and took the name of Howard University in honor of the man who originated the idea. He was an ardent admirer of Abraham Lincoln as was Lincoln of him and he lectured and talked of Lincoln's goodness and greatness until he, Howard, joined Lincoln in the great beyond. He was seventy nine years of age. Approaching Election of 1909 In Massachusetts, Rhode Island and Virginia, Governors will be elected on November 2d. In these and in Pennsylvania, Maryland, Nebraska and a few other states minor state officers will be chosen. In most of those States, and also in New York and New Jersey, one or both branches of the Legislature will be elected. Some of these Legislatures will be called upon to choose United States Senators. All of them will be expected to take action, adverse or favorable on the proposition for a sixteenth amendment to the constitution to grant the power to Congress to pass an income tax bill whenever Congress deems such legislation necessary. Some very interesting politics is just ahead of us. The Republicans will choose the governor in Massachusetts and probably in Rhode Island, although the latter, which always gives its electoral vote to Republican presidential candidates, sometimes places Democrats in the governor's chair. In Virginia the contest is decided interesting. Kent, the Republican candidate for Governor, will receive many Democratic votes on account of favoring local option, while Mann, the Democratic nominee, favors statewide prohibition. Bryan's plurality in Virginia in 1908 was only 30,000. As the whiskey issue in its various phases attracts far more attention in the South than it does elsewhere, and as Governor Swanson's record is enduring Judge Mann's chances, the Republicans are reasonably certain to cut the Democratic lead in Virginia to a very small figure this year and THE SEATTLE REPUBLICAN. has may overcome it altogether. Although Maryland chooses a comptroller, the chief interest in her election will confine itself to the proposed amendment to her constitution, which would virtually efface the Negro as a voter. President Taft has come out strongly against the needlessness and trickery of the proposition. Many Democrats will vote against it. It attacks the principle of the square deal, which ought to be observed by all parties. On the morning of Wednesday, November 3d, the papers will bring us interesting election news from many States. There are no "off years" in American politics. -LESLIE's WEEKLY. No Claimants. It is estimated that the jewelry and other valuables which have been collected from the ruins of Messina, and for which there are no claimants, are worth $20,000,-000. This collection of riches is heaped up in the subterranean vaults of the citadel and in wooden shelters, and is entrusted entirely to the honesty of four officers, who have not even sufficient soldiers to guard these shelters. In one of these shelters the soldiers have constructed rough shelves on which diamonds and gold are piled in the most extraordinary manner. A small cardboard box, the size of a match box, contains a necklace of pearls valued at over $20,000. Between an old pair of boots and a pair of oars there is a simple envelope containing state bonds for $400,-000, made out to bearer. In another small wooden box lies a diamond solitaire, worth a fortune, which was registered by the soldiers as a white stone. Further on a petroleum can contains gold coins amounting to $10,000. There are also safes filled with hundreds of gold watches, rings, chains, bracelets, earrings, pocketbooks and treasures of all sorts. All these riches have been found in the superficial excavations carried on up to the present, while the wealthiest part of the town—the first and second floors and sellars—is still untouched. Wise and Otherwise. The Chamber of Commerce has favored the erection of the new county court house, further north than the site proposed by the county commissioners on Third Avenue and Jefferson St. The way that the city is moving northward it would indicate that both the city hall and the court house should be located in the vicinity of Third and Union near the U. S. post office. The business centre will be there soon, and there is where the two buildings should be located. For the first time in the history of the United States, there has been a World's Fair held without a drop of intoxicating liquors sold. The good citizens and the head men of the A.Y.P. Exposition said, "we will break the link which binds the exposition business to the nefarious traffic of intoxicating liquors. It was a dry World's Fair, and the most successful of any one ever held in the United States. This is claimed to be a Christian nation with a big N., and in a way it is, but there are some things that do not exactly tally with that idea. Spain has its bullfights, in which, the gladiator is placed in sanguine contest with a ferocious animal. That is wicked enough, but does not compare with the prize fights of the Uaited States, where two brawney men are pitted against each other to be pumoneled into insensibility. In the mind of our people the bull fight is just awful, but the prize fight is passed over. The Bell Telephone Company is one of gigantic proportions. The main plant is located in Hawthorne, Ill., and covers one hundred and forty three acres of land. There are now six millions of telephones in use and all of them are manufactured in this plant. The invention of the telephone is one of the most usefull of all inventions. Before the invention and use we done without them, but now they are a necessity, we can't do without them. The service has been improved since its installation until at present it is almost perfect. The next advancement in this line will be the wireless, when we can carry the instrument in our vest pocket and telephone to our friends at will. The Pensylvania Central Railroad, during the year 1908 carried 141,659,543 passengers and not a passenger was killed. The Pensylvania Central should be an example for other roads to follow. It is doubtful whether there is another corporation of any kind in the United States, that has a better and more complete system of transacting business than the Pensylvania, one grand feature is that it takes in its employees as partners by allowing them to take stock in the plant. The stockholders are numbered by the many thousands and the employee holding stock, although it may be small, gets his dividend in addition to his wages. This being the case he takes more care and interest in the work, for he wants as large a dividend as possible. They pension their men after they have served a certain nnumber of years, and now have 316 on pension list. There is a move among some men to so change our city charter as to have the city controlled by a committee of fifteen men. The details are not given, and we are at a loss to ascertain what the exact programme would be. The commission would have to be elected or chosen by the qualified voters, and consequently the effect would be the same as we now elect our city officers. One idea is that it would eliminate all grafters. By what process could that be done better than it is now, when every two years we elect our city officers. By a commission we delegate to them the power and right to choose for us persons to transact the business of the city, now we choose them ourselves. What is the benifit of this cumbrous double dealing? The Labor Unions boycotted the A. Y. P., because the commissioners would not agree to employ none but union men, to labor on the plant. They played the Dog in the Manger. The labor unions try to control the busines of other people for them FRIDAY, OCT. 29, 1909. and fix the wage of the men of the union. The people of Seattle, should retaliate by employing none but non-union men, and let them see that it is a rule that will work both ways. We notice that there is a labor union paper published now, which advocates the doing away with the boycot, on account of the employing of non union men. The paper has some good horse sense, and it would be an excellent thing for the papers to heed it. Statistics show that in the United States there are seventeen millions of children in our common schools. Every child in the United States should be in school. Along the educational lines the children should also be taught morals. Education is a power. It may be a good thing or it may be bad, owing to the use made by it. If children are taught in school a moral education and also taught morals at home, they will not materially err, sometimes the children of the best parents go astray, but not often. Teach them morals at home and morals at school and they are very apt to make good citizens. There is an opposition among some people to having the Bible in the common school, but just why, it is hard to tell. Well! Will Greater New York go Tammany next Tuesday? Will John F. Miller be a Candidate to succeed himself? Has John L. Wilson told Sam H. Piles, something of the future? Do you think Senator Piles will file the U: S. Senator? Has that "other Richmond," of which Editor Freeman wrote, been found? Will A. E. Griffiths fire Reginald H. Thomson, when he is mayor? Are you a candidate for councilman for the salary that is in it? Are you not a Candidate for some office because of mental disability? Is Ole Hanson training his guns the direction that Humphrey is coming? Will Keneth Macintosh, shy his castor in the Congressional race? Will the P. I. treat John L. Wilson fare, if he is a candidate for the senate? Will uncle Joe Cannon rule or ruin the Republican party? Can J. D. Jones, defeat F. P. Mullen for councilman at large next year? Why is Austin E. Griffiths so very popular with the rank and file? Will the Diumvirate have Bouillon named as city engineer by Mayor Griffiths? Will John Riplinger become a jute bag maker after his trial? Will Auburn go dry and thereby give local option a foothold in King? Is prize fighting going to become a lost art after Johnson has whipped Jefferies? Did Chilberg pretend to lose those diamonds for the advertisement he would get? Do you think Hi Gill could be elected even if he got the nomination? Has L. H. Gray been informed by John L. Wilson that, Barkus is willing? FRIDAY, OCTOBER 29, 1909. Bench And Bar Death has claimed Judge Rufus W. Peckham, of the United States supreme bench. While he has been more or less indisposed for some time, yet his death was a great surprise. He was a man not only ripe in years, having been born in 1838, but likewise ripe in experience, having been on the bench in some branch of the courts of country for the past twenty six years. His death will place an unexpected appointment to the supreme court, in the hands of President Taft and while there may not be a wild scramble for the place, yet there will be a good many applicants. Judge A. W. Frater, who has been indisposed for some weeks, announces that he will be on the bench next Monday morning providing no new complications arise. "I had thought to return to my duties last Monday morning, but after thinking the matter over, I concluded it best to remain away for another week that I might fully regain my health and not endanger myself to a relapse. Because J. T. Elswick and Hellen Brownshouser had only been married five weeks, Judge William A. Grimshaw, sitting on the bench in the superior court of King county, refused, the husband a decree of divorce. The evidence showed that the couple had only lived together three days and those were stormy ones, when the woman concluded she had not married the man she loved and took up her abode at another place. In denying the divorce the judge added in conclusion, "this is not a clearing house for youthful errors," all of which may be true, nevertheless if a woman and a man realize that they did make a mistake in getting married and that it is utterly impossible for them to live together as man and wife, then, in our opinion, it is the duty of the judge hearing such a case, to grant a divorce. In denying the divorce, the judge makes the court aid and abet two persons to become moral lepers instead of honorable citizens. If the woman wanted another man, making her continue the wife of the man she did not want and would not have, simply gives her an excuse to become the paramour of the man she did want. In this particular case, the woman may not do this, she may remain true and womanly, but the judge has given her an excuse to do otherwise and a great many woman and men would lose no time in taking advantage of the opportunity. There may be entirely too much divorce getting in the Northwest, but when a husband and wife, make up their minds to break the matrimonial ties existing between them, all the judges in the world can not make them live again as man and wife. Judge C. H. Hanford, of the U. S. court of Western Washington, who is a patient in the Minor hospital of Seattle, owing to the fact that he was forced to submit to a surgical operation, is said to be doing very nicely and will soon be able to be about his duties. During his illnes Judge George Donworth will keep things going. Judge Giles Baker, of a Pennsylvania county, was likewise cashier of his home bank. A man presented a cheque one day for payment. He was a stranger. His evidence of identification was not satisfactory to the cashier. "Why, judge," said the man, "I've known you to sentense men to be hanged on no better evidence than this!" "Very likely," replied the judge. "But when it comes to letting go of cold cash we have to be mighty careful." —Browning's Magazine. Is uncle Jake losing any sleep over the interurban boycot from Kent to Seattle.? In case Case is a candidate for mayor will it be a bad case of over estimation. Among the attorneys of the city, quite a number of them are being spoken of in connection with the nomination for prosecuting attorney on the Republican ticket, to succeed the incumbent George F. Vandervere. As has been said in another column hereof John H. Perry is the first to openly announce his candidacy for the place. Among those who are spoken of by others are Murphy of the prosecuting attorney's office, Prigmore of the same office, Homer E. Turner with offices in the New York block, and Frank Griffiths, who seem to be dying for the nomination. There are others, but the above named seem to be the most talked about just now.
