NEGRO DISFRANCHISEMENT.
"If in choosing a man to represent you in congress you will vote only for the candidate who will pledge himself to introduce and support a measure that will reduce the representation of the Southern states in proportion as the vote has been reduced, the question of constitutional disfranchisement will soon be solved." Thus spoke Attorney S. Joe Brown, Thursday evening. September 29th, before the Good Intent club, which had assembled themselves together in the Second Bap tist church of Ottumwa, for the purpose of hearing the brilliant silver tongued orator, able and progressive lawyer riddle without mercy the unconstitutional constitutional Southern amendments. The advice of this well known young barrister should be copied and published by every loyal American newspaper in this country. It should be read from every American pulpit which stands for truth, honor and gratitude.

Died at the house of his brothers This morning at 6 o'clock
James Chism, formally a residence of this city and ex-member of the Queen City Cornet Band, who has been living in Kansas City for the past two years are more, returned to this city last Saturday very sick. He lingered all only week with his brother and family until death came this morning, and conveyed him away among the blest. The remaines will be shipped to Versail es Monday for burial. He leaves a wife, one child, mother, two brothers and a number of friends.

The members of Quinn chapel, A. M. E Church, gave a grand reception Friday night at their church, in honor of the return of their pastor, Rev Wm Alexander. The affair was a grand one and one enjoyee themseves at the expense of the committee

After Booker T Washington
In the Boston Guardian of Sept. the 25th is an extensixe explanation of the policy of Booker T. Washington. The article was reproduced from the Boston Transcript. The writer, who is a white man, asserts that Mr Washington's policy is damaging to the Negro race. His argument in jusiification of his belief is truly the most able and logical criticism that we have ever read on the subject. The article opened our eyes to the true condition of affairs as nothing else has done. After comparing Fredrick Douglas with Booker T. Washington, their achievements and the conditions under which each flourished the writer boldly asserts that Mr.Washington's methods are injurious to the Negro race. His arguments is so forceful that we are inclined to accept or share his opinion. The membsrs of the Sons and Daughters of Charity No. 1, held their public enstallation, Thursday night in their hall, on east Main street. The officers were enstalled by Rev J. A. Dorsey. The lodge met at Taylor chapel and marched from there to their hall headed by the Queen City Concert Band. A large crowd greeted them as they marched into their hall. After the enstallation Dr C. S. Walden was introduced, and addressed the audience on the history of this grand order, in which he referred to noble men who has sence pasted away, but their works are yet treasured in the hearts of many, referring Rev Spencer Taylor, Rev. Chastine, Uncle Dick Lee and and others who are yet living to see their son and daughters reap the harvest they sowed years ago, The hall was well filled with friend who enjoyed a delightful evening.
The Blue Ribbon Club, will give a grand Fair, Tuesday, Wednesday, Thursday and Saturday Oct, 27, 28, 29th and 30th.

Short Talks On Advertising By Charles Austin Bates.
How do you expect your advertising to pay unless you give it proper attention? You wouldn't plant seed in a garden and never look at it again. If you did, the chances are that it would never grow into the fruit-bearing stage of development.
I saw a notice the other day of an advertisement which had been run continuously in identically the same form since 1866.
That advertisement may have done some good, probably did; but to bring really adequate returns, advertising should be freshened by frequent changes of copy.
I have recommended frequent changes to a man, who said: "Yes, but our newspaper charges us extra for composition if we change our ad oftener than once a week"—or once a month, as the case might be.
That doesn't alter the case at all. The advertisement should be changed, and, if it costs a little more, it costs a little more, and that's all there is of it. It will pay to pay the
