WHITE LABOR LITTLE SHORT OF FAILURE Not Enough Kaffirs and They Always Want More Pay—Proposition to Bring Chinamen Will Raise a Storm of Protest—London Papers Think Consent Will Never Be Given. LONDON.—(Special.) Nothing official has as yet transpired regarding the settlement of the vexed question of labor for the Rand, but the idea that Colonial Secretary Chamberlain will consent to the importation of Chinese laborers into South Africa threatens to raise a storm of protest. It is hinted in some quarters that the mine owners of the Transvaal so readily agreed to contribute $150,000,000 to meet the expenses of the war because they believed Mr. Chamberlain was ready to yield on the cooie question. The mine owners contend that the employment of white labor in the mines has proved a failure; that it is impossible to secure a sufficient number of Kaffirs, who are constantly demanding increased pay, and that it is urgently necessary to find at least 100,000 laborers effectively to restore the mining industry. Mr. Chamberlain, in a conference held with the mine managers at Johannesburg, Wednesday, said it had been forced upon him that the vital question was that of labor. He said he was not in favor of employing Uganda natives, for fear of introducing the dreaded sleeping sickness, which killed 30,000 persons last year. The secretary warned the mine managers that it would be extremely difficult to secure an unlimited supply of Asiatic labor, and, in conclusion, he said he was unable to pronounce a definite opinion on the matter. The idea of the mine owners is to import Chinese under the indenture system and to reship them to China after a term of years. The London papers Thursday morning decline to believe that Mr. Chamberlain will assent to such a plan and they point out the dangers experienced in the United States and elsewhere in the employmnt of the "yellow men." ICE GAVE WAY. Thirty Skaters Plunged Into Water at Washington. WASHINGTON—(Special.) While a large crowd was skating on the bathing basin near the Washington monument Thursday evening, the ice suddenly gave way and precipitated thirty or more persons into the water. Three persons lost their lives. Miss Jessie C. Thomas, a young woman 20 years of age, employed as a clerk in the bureau of ethnology, died at the Emergency hospital. The two dead men were identified as Arthur Wasserbach, an employee of the bureau of engraving and printing, and Henry C. Hamill, a clerk in the war department. Eight other persons were treated at the Emergency hospital and recovered. the emergency hospital and recovered. Wassberbach was a native of Washington; Hammill is from Michigan, and Miss Thomas, previous to a year ago, had lived in Frederick, Md. Hammill was about 45 years of age. There were probably 2,000 persons skating on the basin at the time of the accident. A hot water pipe from the engine room of the Washington monument empties into the basin near where the ice gave way. The skaters had been warned that the location was a dangerous one, but it is said they disregarded the advice given them to stay away from the vicinity, and when the crash came fully thirty men and women went through the broken ice and into the water. All were rescued except the two men whose bodies subsequently were rescued. Miss Thomas died a short while after her removal to the hospital. Officer Bannigan, of the Metropolitan police, jumped into a boat near at hand and, unaided, rescued seven persons. The police are satisfied that all those who were in the accident have been accounted for. Had Confederate Money. SOUTH M'ALESTER, I. T—(Special.) Luther Davis, a South McAleester negro, was arrested Thursday for trying to pass Confederate money. When searched, $10,000 of the money was found on his person. As he made no claims that it was United States money it could not be called counterfeit. He was discharged for lack of a statute to cover the charge. $5,000 For Conscience Fund. NEW YORK.—(Special.) A man who refused to disclose his identity called on the chairmanlain Wednesday and handed him five $1.000 bills. The stranger said he had been mentally troubled for some time over a financial indebtedness to the city. The money was credited to the "conscience fund." Illinois Lad's Crime CARBON DALE, ILL.—(Special.) Mrs. Frank Tucker, who lived near West End was killed Wednesday by her 10-year-old son while the boy was in a fit ofrage. The son then committed suicide. The mother had tried to reason with the boy, who was playing with a gun, and who paid no attention to her. She then started to take the weapon away from him. As she approached the boy he drew the gun to his shoulder and killed his mother instantly. He then deliberately shot himself. Two Negroes Shot to Death ANGLETON, TEXAS. — (Special.) Thursday night several men entered a cell of the county jail in which Ransom O'Neill and Charles Tunstall were confined with a number of other negroes and shot the two men to death. The other prisoners were warned to cover their heads with blankets, which they did. The bedclothing of the cots occupied by the negroes caught fire, and O'Neill had a leg and an arm burned off. The negroes were charged with the murder of County Attorney Ed C. Smith, at Columbia. DEFIES UNCLE SAM. Santo Domingo Refuses to Change Port Dues. SAN DOMINGO, REPUBLIC OF SANTO DOMINGO.—(Special.) The Dominican government Wednesday informed United States Minister Powell that it could not accept any of the propositions accepted by him looking to a settlement of the several matters now pending between the two governments. The recent decree of the Dominican government changing the former port dues is considered in some quarters here to be an indirect duty on the exportation of sugar, amounting to $2 per ton. Foreign shipping is deriving benefit from the conditions brought about by the decree. Norwegian steamers at present are employed in carrying sugar, to the prejudice of American shipping interests. The planters of the island have raised a loan for the government. The political situation is unsettled. It was announced from San Domingo in December that Minister Powell had demanded the withdrawal of the decree charging port dues. Failing to comply with this demand, he insisted that the Dominican government pay the Clyde line of steamers the sum of $325,000 alleged to be due that company, and recognize certain other rights claimed by Minister Powell for the company. On January 6, Minister Powell made a demand on the Dominican government for the immediate payment of the sum alleged to be due to the Clyde line. POWDER MILL EXPLOSION Two White Men and Ten Chinamen Killed Near Nanaimo, B. C. NANAIMO, B. C.—(Special.) A terrific explosion occurred at the Hamilton Powder Company's works, Departure Bay, Thursday morning, George Simonetta, James Fulforte and ten Chinamen were killed. Only one body, that of a Chinaman, was recovered. Others were absolutely blown to fragments. The guncotton storage house exploded first, the concussion exploding the geligmite, the drying house, 400 feet away, where the great loss of life is supposed to have occurred. The ground was excavated to a depth of six feet, where the buildings stood. The buildings were blown into kindling and scattered, with fragments of human flesh, over several acres. The tramway was torn up and a length of steel rail twined spirally around a tree like a whiplash. James Preston, a nitroglycerin maker, had a miraculous escape and owed his life to his coolness. He was running his machinery 4,000 feet from the explosion when it occurred and was thrown down. The window and a part of the wall were blown in, but he kept his machinery running in spite of the concussion, which almost stopped it, and never left his post, thus preventing a third explosion. The works are three miles from Nanalmo and broken windows here testify to the tremendous force of the explosion. The management state that it is utterly impossible to assign any cause. No witnesses survived. INDICTED FOR LAND FRAUD. Former United States Land Agent in Trouble at Omaha. OMAHA—(Special.) W. R. Lesser, formerly a United tSates land agent, appointed to investigate alleged fraudulent land entries, was Wednesday indicted by the federal grand jury on a charge of presenting false claims to the government in the shape of expense accounts. The indictment, however, is in connection with the recent investigation by Colonel Mosby of land entries by soldiers' widows on government lands, which were at once leased to cattle owners and fenced in by them. It is alleged that soldiers' widows from several states were brought into Nebraska by interested parties, where they made homestead entries, being told that it was not necessary for them to actually reside on them. These lands were at once leased to or purchased by cattlemen. At the Auditorium The attraction at the Auditorium in Kansas City next week will be Charles H. Newman's new farce, "Mr. Jolly of Joliet." It is a broad burlesque and satire on some of the methods and mannerisms of a certain class of variety performers. It is a remarkably clever travesty, and is brimful of musical numbers and entertaining specialties. As a production, "Mr. Jolly of Joliet" is most pretentious, carrying a company of nearly fifty people, including a large chorus of pretty girls. The costuming is especially effective, and nearly every one gets an opportunity to appear in smart apparel. The production is one of the enterprises of Broadhurst and Currie, who are notably generous in staging their plays. The principal members of the company are Edward Carville, Ada Deaves, Mollie Thompson, Madge Lawrence, John and Maude Allison, and the Premier quartette. No Canteen Legislation WASHINGTON.—(Special). No action will be taken by the house committee on military affairs or by congress on the canteen question at this session, and no consideration is being given by the committee to any measure proposing the restoration of the canteen to the army post exchanges. This statement was made Wednesday by Chairman Hull, who has been in receipt daily of a vast number of letters, telegraphs and petitions from all over the country. Long Search Rewarded. GUTHRIE, O. T.—(Special.) The wife of L. A. Baggett, a Cleburne, Tex., barber, left home suddenly about three years ago, taking with her their 7-months-old baby girl. The husband and father was willing to let the wife go, but he loved his baby and has prosecuted a relentless search ever since for the mother and finally located them at Ralston. Pawnee county, last week, secured a writ of habeas corpus, and at a hearing before the probate court Tuesday was awarded the custody of the child. . (For week ending January 17, 1903.)
