RED FLAG OF RACE PREJUDICE PLAYS PART IN OPPOSITION PROPAGANDA Biggest Political Fight in History of Tulsa is Being Waged By Money Lords to Get Control of City Funds Every trick known to the science of municipal politics is being used by the leaders of the fight against Mayor Hubbard in an unscrupulous attempt to prejudice the minds of the people and to land their "picked" ticket at the polls tomorrow. Principal among the many unfounded charges against the present City Administration is the cry that the town is infected with wide open gambling dens and booze joints, and that the presence of Negro porters in down-town rooming houses make it unsafe for white women and girls of this city. Gamblers and Bootleggers, they say, are boosting for the present Administration and that the good, decent and respectable people are behind the Hopkin ticket. Of course, this kind of propaganda is frowned upon by the better element of Tulsa Citizens of both Races, because they know it is false. They have heard the same old outcry before and have learned that it is one of the favorite tricks of a bunch of petty polititians who infest our city and every two years try to wreck the town in their unholy efforts to rule it. In spite of these charges, so far there has not been a single gambling den or a booze joint pointed out by any of the opposition leaders, nor have they cited a single case where a Negro porter has caused the down-fall of any white female. The attack on the Negro porters and the charge that Mayor Hubbard is catering to the "Niggers" is an old trick of the game to play for Race prejudice and is as low, and as mean, and as vicious, and as unprincipled as those who are attempting to use it. The old worn out Race question has no place in the present campaign except in the minds of those who for obvious reasons are, opposing the nomination of Mayor Hubbard. Men who are so unscrupulous as to stir up feelings against the Colored man to further their own selfish political interest, are certainly not the best men to elect to administer the affairs of this city, and so far as the Colored voters here are concerned they will not be. If the charges brought against the --- THE TULSA STAR Tulsa, Oklahoma, Monday, March, 15, 1920. administration were true, is it not strange that so many respectable people have endorsed the administration and are ready to back him up at the polls tomorrow? The morning paper quoted seven white pastors of Tulsa churches and one Colored pastor as favoring the Hopkin ticket, and advising their membership to vote for Hopkin tomorrow, but there are at least twenty white churches and nearly that many Colored churches whose pastors did not follow this course. One of the white pastors confessed that Hubbard is a good man and admitted that he was among his friends, but because it is alleged that bootleggers and gamblers would vote for the Mayor this pious man of God advised his people to vote for the Hopkin ticket. Is it a crime for a bad man to vote for a good one? Does it make a good man less good for a gambler to vote for him? Should a friend desert and denounce a friend because other people, who he considers beneath him, favor him? Evidently this preacher thinks so. --- The Colored preacher is quoting as saying in his political sermon yesterday: "There are two democratic tickets in the field. Both have the support of good people. But there is this difference: Every bootleger, gambler and lewd person in Tulsa is supporting the Hubbard ticket, while the Hopkins ticket has the support of those people who stand for highest morals and clean government. If there are Negroes who cannot forget the Simmons administration and therefore, have registered democrats and yet want Tulsa to furnish a better environment for the rearing of children and a better place in which to live themselves, the logical thing to do is to vote for Hopkins. The republicans have a number of candidates, but only one ticket. So far as I have been able to learn, they all stand or what is highest and best in municipal government. Whoever is nominated, if elected, will give for us a better Tulsa. I am glad the registration shows almost 90 per cent of Tulsa Negroes are still in republican ranks. This is as it should be. While the party of Lincoln has grievously backslidden, it shows marked signs of pentenience and is, politically, our inspiration and hope." Although coming from the lips of a preacher, the statement that all the gambers, bootleggers and lewd persons in Tulsa are supporting the Hubbard ticket is absolutely untrue. It is a well known fact that some of the people so classified are strenuously opposing Hubbard and his administration in favor of the Hopkin ticket. Equally untrue is the statement from this pastor that "the registration shows that 90 per cent of the Tulsa Negroes are still in the republican ranks." Nearly 500 Colored democrats were registered in Tulsa during the last registration as against 420 republicans. Evidently the majority of the Colored people of Tulsa do not agree with this eminent pastor, that our hope and inspiration is to be found in the G. O. P. This pastor is a republican and of course is interested in the success of the republican ticket. In two Colored Churches yesterday the pastors lauded the administration of Mayor Hubbard and expressed the hope that he would be nominated and re-elected. This, however, did not find place in the columns of the morning paper. It is absurd for any intelligent man to claim that all the good people or all the bad ones are supporting any of the political tickets. There are good and bad (by comparison only) on both sides of each ticket. We might as well face the facts as they are. This is a fight to the finish to determine whether the people of Tulsa, the democrats especially, will reward a true and tried faithful servant who has worked day and night to do the very things that the opposition say they will do if elected. There has never been in the history of Tulsa a more trying, streauous, hazardous and ability testing two years than the two years of Mr. Hubbard's administration. Conditions brought about by the war and followed by the present reconstruction period have been the iron test for a man who, as Mayor of the "magic city of the world," has proven himself equal to every emergency, and has sacrificed much for the betterment of Tulsa and her people. He worked overtime many a day during the war and as a member of the Council of Defense did much for his city, state and country. It was Mayor Hubbard who instituted a clean up in our part of the city shortly after his election, which was the first in this part of the city in six years. It was Hubbard who caused the moral clean up which meant more to the health and welfare of the people of Tulsa than anything ever done in this city by any administra- It was Hubbard who personally maintained for several months the only Colored Day Nursery Tulsa ever had. It was Hubbard who gave the Colored people of Tulsa their only hospital. It was Hubbard who inaugurated at the City Hall the policy of according to Colored people the same treatment accorded any other people and it is Hubbard who the opposition is now fighting, because he has assumed this attitude toward our people. The preachers who denounce the Hubbard administration yesterday were prompted to do so either because of personal grievences, because the Mayor did not do something they wanted him to do to favor them, or because of the influence held over them by their personal friends, when Tulsa was 100 per cent worse morally than it is today. They will also be residents here after Mayor Hubbard is re-elected for a second term and then, at least let us hope they will join other good citizens who now are singing the glories of Tulsa town, and earnestly striving to make it the best town in the world. When Hubbard went into office the city was almost hopelessly in debt. One department was more than $80,000 in the red. Today this same department is more than $80,000 out of debt. Every other department has been improved more than 100 per cent. Surely this is not a bad record. He has made good the first two years—who can say he will not make good the next two? We are living in the best town in the United States. It is not nearly as bad as it is being painted by some of our illustrious citizens. At any race those who are loudly decrying the moral status of Tulsa now are residents here and were residents. If you do not know C. H. Hubbard personally, go to some of your reliable friends—not bootleggers and gamblers—who know him and learn about him. If you do this you will surely vote for him tomorrow in the primary, as well as in the general election. If you want those to preside over the affairs of our city who would knife the Race by waving the red flag of Race Prejudice, do not vote for Hubbard. Race Man McNULTY WILL BE AN EASY WINNER! In voting for Commissioner No. 2 tomorrow the Colored democratic voters will reward the faithful services and loyal friendship of M. J. McNulty, Jr., with an avalanche of votes that will assure his nomination for re-election to the position he has so creditably filled for the past two years, and in the general election next moth his vote will be even stronger, because the great majority of the Colored voters will cast their ballots for him in preference to any other candidate for this office, because they know he is a man made, of the right stuff. McNulty stands ace high in the good graces of the Colored people of this city and no other man can take from him what he has so justly won and merited in their respect and good will. So far as the Colored vote is concerned, he will be an easy winner. II. F. NEWBLOCK A POPULAR CANDIDAATE Commissioner No. 4 Should Be Returned to Office "I am a candidate on the democratic ticket for Commissioner No. 4, and I am expecting the vote of my friends among Colored as well as among the white people of Tulsa. I regret very much that I have not been able to attend any political meeting, but the duties of this office alone has prevented my doing so." So spake H. F. Newblock, finance Commissioner who is again a candidate for this office, to a representative of the Star. Mr. Newblock has put in two years of good feathful service for the people of this city and during that time has proven himself far above the little petty things which so often destroy the usefulness of men as public servants. In the administration of the affairs of that officer, he has accorded to black men, as well as white men, all the courtesy due them and has insisted that his assistants do the same. This is the kind of man we need in public office. He has made good in every respect and is deserving of a commendable consideration at the hands of democratic voters tomorrow. Mr. Newblock is an old citizen of Tulsa, owns a great deal of property here and is very much interested in the future of our city. At one time he was chief of police in this city. In this capacity he made the acquaintance of many people of this city and practically all of them are now his friends. He has many friends among the Colored people here and those of them who vote the democratic ticket will cast their votes for him tomorrow. Mr. Newblock is a man whom we may depend on to give us a square deal, because we know he has done so in the past. HARRY W. KISKAADDON WILI SUCCEED R. E. CURRAN Candidate For Commissioner No. Has Made Many Friends Among The People of Tulsa Harry W. Kiskaddon, a prominent oil man of this city has announced his candidacy for Commissioner No. 1 on the Democratic ticket and in the short time he has been before the people of this city in his campaign has massed a strong vote which will doubtless land him the party nominee for the position he seeks at the hands of the democrats of this city. Mr. Kiskaddon came to Tulsa about eight years ago from Penn., and engaged in the oil business. He is well and favorably known as one of the leading oil producers of this city. His friends are found among people in all walks of life and those who know him concede his ability as a swewd business man. Mr. Kiskaddon is a man who believes in the square deal policy to every citizen regardless of race, creed, or condition and in his dealings with fellowman in this city, has established a reputation that any man should be proud of. A man of means, he is easily approached and is the possessor of a kind and generous heart. There are a number of Colored people in Tulsa who personally know of the good traits in the character of H. A! to the rescue of several Colored people here who were being devoured by loan sharks and he has never charged any of them more than the legal rate of interest and in several cases he has saved the homes of Colored people without charging any interest at all. He has personally cared for the widow and children of the late Rev. Fairchilds, and protected her from dire destitution. Mrs. Fairchilds is now employed in his home and sleeps under the same roof with his family. The Colored democratic voters of Tulsa will, do well to nominate Mr. Kiskaddon tomorrow as they will never do and they will never have cause to regret their action. F. M. BOHN IS CHOICE FOR COMMISSIONER NO. 3. Police and Fire Commissioner Has Made Good Under Difficult Circumstances In considering the splendid record made by the present administration under Mayor Hubbard during the past two years, one can not well overlook the police department which is one of the most important departments of any city government. There is probably no other city in the United States where the police department has been called upon to correct so many public evils and have labored under more difficult handicaps than the police department of Tulsa. The man who heads this department is invariably made the target for all kinds of abuse and complaints and is very often hampered in his work by the failure of good citizens to co-operate with him in the proper enforcement of the law. All of this has been explained by the present incumbent. F. M. Bohn, who in spite of the odds against him has given Tulsa as good a police department as may be found in any city in the country. No man could have done more under the same circumstances than Mr. Bohn has done as police Commissioner and he is very justly entitled to the nomination for this office at the hands of the democrats tomorrow. He has been eminently fair in his dealings with the public and he has been especially fair in awarding positions in his department to members of our group. Tulsa is the first and only city in the state where a member of our Race is employed on the regular city detective force and the only city in the state having two regular uniformed Colored patrolmen. Mr. Bohn has been planning for some time to organize a Colored fire company, but the city budget, for his first administration was not sufficient to permit him carrying out his plans. It was necessary not long ago to let out several firemen and patrolmen to make the money allowed his department last through the fiscal year. Several white men were dropped from the pay-roll but the Colored men in his department still hold their jobs. The Colored democrats of Tulsa can not forget such friend as Floyd M Bohn and when they go to the polls tomorrow they will show him and others that they know a good man when they find him. Bohn is the choice of the Colored democrats for Police and Fire Commissioner or for Commissioner No. 3, and they will give him the nomination. Realizing the vital importance of the value of the conservation of Negro Health, especially at a time when conditions created by the World's War have put man power at a premium, the National Health Week to be held from April 4th to 10th is being enthusiastically stressed notal' throughout the Southern states. F. R. Barnwell, lecturer to Negroes, Texas Public Health Association, a constructive agency to reduce the mortality rate among all people living in Texas, says that this association will heartily co-operate to make Negro Health Week an epocial step forward to combat the physical ills affecting the Negro. Such organizations as the Medical associations of the country and other uplifting agencies realize that the National Negro Health Week is pregnant with wonderful possibilities for the successful combating of those diseases which are exacting such heavy toll among Negroes. Since this National event is to be observed annually, during the week of the anniversary of the birth of the late Dr. Booker T. Washington, its founder, it is apparent that every Negro and Negro organization should appreciate the necessity for an immediate, active and virile campaign such as is being promoted. Everyone interested in having a healthy environment should help to contribute to the effectiveness and progress of the Race by making the observance of Health Week a vigorous attack against all unsanitary conditions which breed sickness as well as against those preventable diseases which are wrecking the lives of so many of our people. The dangers of polluted wells and springs, over crowded bed rooms and other things known to be decreasing the economic efficiency of Negroes should be brought out in a striking manner in lecturers by ministers, teachers, physicians and other leaders. It is suggested that as in previous years there be appointed in each community a Clean Up Committee to arrange a program for Health Week. It is suggested that Sunday, April 4th, be Health Sunday and that on that day sermons be preached on health, directing the attention of the people to the Clean Up Campaign; that Monday, April 5th be Health Day in the Schools; that school buildings be put into sanitary conditions and that appropriate programs be rendered, to which the patrons of the school be invited. Claiming that he was the sole support of his wife, he successfully evaded army service for his native land during the darkest days of the World War. But Jack Dempsey, like his predecessor, once the danger was passed, deserted his faithful self-sacrificing wife, too, for a more alluring love. According to much documentary evidence produced by the now divorced Mrs. Jack Dempsey, she was supporting Dempsey instead of the slacker supporting her. Certainly this crime of the world's fighting champion in being supported by a weak woman is not one bit blacker in morals—even though it does not violate the letter of the law—than the love lapses of Jack Johnson. But Jack Dempsey compounds this crime by adding to it the blacker one of refusing to serve his country in time of war. Try as it will the press has not been able to suppress these facts. Indeed, Dempsey is being exploited as an American hero for the match against the idolized soldier and heavyweight champion of Europe, Georges Carpentier of France. The American people neither the loy nor the fair sporting public, has batted an eyelash of shock at the crime of Dempsey." Miss Eliza Carpenter has been dangerously ill for the past three weeks with the La gripe, and with a light touch of pneumonia, is on the road to recovery. Johnny Jones, a Colored lad from Galveston, Texas, who had been attracted to the Big City, and apparently had fallen into bad company, was arraigned in this court on charge of stealing a hat from a department store. While in jail pending trial, Johnny had boasted of his ability as a cotton picker and also as a dancer. The judge hearing of these claims and having no cotton patch near at hand for Johnny to show his champion qualities as a picker, he decided to give him a trial as a dancer. NEW YORK, March 12.—Roland Hayes who recently returned here after a most successful recital tour of the West, has decided to go to Africa for research work after his recital here of last night, March 11. Mr. Hayes' purpose in going to the Dark Continent is to pursue several years research into the origin of Negro music. He expresses it: "I am going to the places where civilization began to get at the heart of things." The popular tenor solost is the first of his Race to undertake such a mission. It is planned that Mr. Hayes shall appear in London, Paris and other European music centers in recital, while en route to Africa. So-called headaches, eye diseases, deafness, epilepsy, vertigo, insomnia, wry neck, facial paralysis, locomotor ataxia and other inco-ordinations are caused by pressure on nerves at this point. In the present campaign he is a candidate on the Republican primary ticket for one of the City Commissioners and it is expected that he will poll a strong vote next Tuesday. Mayor Hubbard and the City Commissioners have never received a better recommendation than that given them by Mr. Stradford Tuesday night. His words were an endorsement of the present City Administration that should not be lightly regarded by the Colored people of this city. Any one who knows J. B. The students of the local school are all swelled up with just pride of their championship team, which they claim can defeat any other team in the state. The National Association for the Advancement of Colored People, 70 Fifth Avenue, New York, today published a statement asserting that the opposition in the South to universal military training was due to prejudice against the Colored soldier. "The National Association for the Advancement of Colored People does not concern itself with universal military training as such," says the statement, "but in behalf of the Colored people of the United States objection must be made to the propaganda against Colored soldiers by which it was hoped to discredit the measure." "Brigadier General Sherburne and Newton D. Baker, Secretary of War, have testified to the valor of Negro troops in France. Under the circumstances, the propaganda against Colored soldiers must be characterized as for the most part deliberate and intentional falsification."—(N. A. A. C. P. Service.) T. A.
