Protest To Pres. Wilson VOL. XL. NO. 27 Prot RACE PREJUDICE LIAR PROTEST JIM CROWING The National Association for the Advancement of Colored People, 70 Fifth avenue, New York, today made public an emphatic protest sent to President Wilson against race segregation in the Congressional Library in Washington. The protest asserts that colored people have been excluded from the public restaurant of the Library and that colored employees have been segregated in the lunch room. "We desire most emphatically to protest," says the letter to President Wilson, "against the policy adopted by those in charge of the Congressional Library of denying to colored employees facilities which should be maintained for the use of all, and to the colored people of Washington and of the country in general the use of the restaurant maintained by Federal taxes for the general public." The letter is signed by James Weldon Johnson, Field Secretary of the Association. A. GREAT COLORED TOWN. (Special Correspondence to The Bee.) Boley, Oklahoma, November 30, 1919. This is a Negro city of about three thousand people. It is the center of a farming section, is on a railroad line and its people are intelligent, wealthy and progressive. From a casual observation, one would conclude that the three thousand Negroes of Boley have approximately as many business enterprises as the hundred thousand Negroes of the National Capital. Among the enterprises of Boley is a bank with $250,000 in deposits, an electric plant, water works, two drug stores, theater, garage, cleaning establishments, general merchandise stores, shoe and clothing stores, many cafes, barber shops, etc., all these despite the fact that this town is only sixteen years old. There are eight churches. The school is well equipped with eleven teachers and modern appliances. What is here has grown out of Negro hearts, brains and brawn. The Hon. David Turner, Mayor of Boley, president of the bank and owner of one of the drug stores, says the job of mayor of a country town is one of the busiest places on earth, since the people all bring their troubles to him. But he has grown fat in the office. It is quite a romantic experience to be in an American city and to find all the officials and all the merchants, as well as all the laborers, of the colored race. It is a fine illustration as well as proof of the capacity of the Negroes for self government. The city postoffice is a very busy place. The postmaster and his assistants are all very colored. The most imposing building is the Masonic Temple, which is about four times the size of that on Virginia avenue in Washington. There is no liquor and the city judge has little to do. During the past week Boley has entertained the State Teachers' Association of Oklahoma, which brought together about two hundred and forty delegates. Welcome addresses were made by the mayor and Prof. Hargrove, superintendent of schools. They were pitched in a high tone of optimism. Responses were made by a number of the noted educators, after which President J. Oscar Spencer delivered his annual address. The work of this association is well organized into departments and the exhibition of the local schools was brilliant. An important feature of the sessions was the address of Prof. J. M. Marquess, president of the State Agricultural and Normal University, Langston, Okla. Prof. J. Wilson Petus, of the same institution, was elected president for the ensuing year. Louis G. Gregory, of Washington, D. C., a traveling Bahai teacher, addressed two sessions of the State --- The Washington Bee Teachers' Association, sending the message of peace, harmony co-operation throughout the State. THE ALPHA PHI ALPHA. Cleveland, O., Dec. 1.—The Alpha Phi Alpha Fraternity, eldest organization in existence and the only international collegiate institution of colored men in the world, is completing its plans for the greatest general convention that it has ever held. This gathering will be its twelfth annual assemblage and will take place in the city of Chicago under the auspices of Theta Chapter, two sessions being held daily from December 27 to 31 inclusive. The evenings during the convention will be given over to entertainments, informal and formal receptions and an annual banquet. About fifty regularly accredited delegates will be in attendance, representing chapters located at the largest and most famous universities of the country, such as: Yale, Cornell, Howard, Lincoln, Michigan, and Atlanta. In addition, there will be visiting delegates from all over the world that will bring the attendance over the 100 mark and possibly over 200. A general call has been issued from the secretary's headquarters at Washington, D. C., to Alpha Phi Alpha men everywhere to make a special effort to attend this convention, particularly because the deliberations involved will be along the lines of reconstruction, and will entail decisions of a very momentous nature bearing upon fraternity activities: The Wabash Branch Y. M. C. A., 3763 Wabash avenue, has been selected as temporary headquarters for the convention. The business sessions of the convention will be under the leadership of the following general officers: Daqiel D. Fowler, Cleveland, general president; Lucius Lee McGhee, secretary; S. S. Booder, treasurer, and Carl J. Murphy, editor of The Spinx, both from Baltimore. The large open meeting to which the public is invited, will be held on the afternoon of Sunday, December 28. at the Wendell Phillips High School auditorium. The principal speaker will be the Hon. Emmett J. Scott, former special assistant to the Secretary of War. His subject will be "The Advent of the Negro Into Big Business." The National Negro Business League will be guests of honor. The corner stone laying and Thanksgiving demonstration on November 27 was an affair worthy of the occasion. The ceremony was conducted by the Most Worshipful Grand Master, Dr. John Payne Turner, and the Grand Officers of the District of Columbia, assisted by the Grand Lodge of the State of Maryland, the Grand Officers of the States of Pennsylvania, Delaware, New York and Virginia. In the afternoon an elaborate reception was tendered all visitors, and in the evening they repaired to the spacious Lyric Theater, where all were tendered a royal entertainment. Most Worshipful Grand Master Joseph P. Evans and his assistants did things in "Maryland Style" and the hospitality of Maryland people can never be forgotten. That Corinthian lodge is awake to progressiveness and will be satisfied with nothing that is not a credit, both to tiself and the craft in general, was demonstrated by their almost perfect exemplification of the entered apprentice degree on last Thursday evening. With the able assistance of our good friend and brother, Rev. Frank A. Hearn, if they don't win the Jewel they will win their "well done thou good and faithful servant." J. C. Fountain, of Corinthian lodge, is improving slowly at his home in Florida avenue. *** Corinthian lodge recently added fourteen master Masons to her already creditable roll. The present officers bespeak for this lodge not only a continuation of the high standard of excellency already set, but warrant even a surpassing of them. HONOR GRIMKE'S 70 YEARS Chas. Edward Russell and Walter Brooks Speak. The District of Columbia Branch of the National Association for the Advancement of Colored People will hold a public meeting next Wednesday night, the 10th, at Third Baptist Church, Fifth and Que streets northwest, in honor of its president, Archibald H. Grimke. The meeting, which will be opened at 8:15 o'clock, will be addressed by two speakers, Charles Edward Russell, the eminent Socialist orator, editor and author, and Dr. Walter H. Brooks, pastor of the Nineteenth Street Baptist Church. Mr. Russell, who is a member of the national board of directors of the N. Ar. A. C. P., is the author of a remarkably outspoken article on the present status of the Negro question which appeared in Reconstruction Magazine for September. Both he and Dr. Brooks have been friends and associates of Mr. Grimke for a number of years, and their presence at this meeting, which celebrates the fact that he has reached the age of seventy years, is considered a very appropriate circumstance. Madame Patti Brown, the world's greatest singer, left for Cuba last week. She declined to sing at Mt. Carmel Baptist Church, as advertised, for reasons justifiable. The people's money had to be returned. Arrangements are being made to give Madame Patti a royal reception on her return from Cuba. While here she was the guest of Dr. Plummer, president of the Colored Druggists' Association. BETHEL LITERARY. Charles M. Thomas, of tfhe Armstrong High School, read a paper before the Bethel Literary Society last Tuesday evening. Among other things, he said that the colored race was in need of educated colored leaders and that the race was suffering because it didn't have them. HOWARD THEATRE "The Silent Witness is being played at the Howard Theatre this week. The plot is well laid, and the principals acquitted themselves well. Andrew Bishop and Miss Cleo Desmond as usual played. The only blunder made was by Bud Morgan. Lionel Monogas, in the last act, when the audience had been raised to a high degree of sympathy, spoiled the effect by laughing, which the audience readily joined in, when the act called for the most profound sympathy. On the whole, the play was good. *** Fine pictures and vaudeville are being presented at the Mid-City and Dudley Theatres. *** The Hiawatha had a record-breaking crowd Wednesday and Thursday matinees and evenings at the presentation of "The Fall of Babylon." CHRISTMAS CAROLS. One Thousand Public School Children to Sing at Liberty Hut. The War Camp Community Service joins with the music department of the public schools in its fourth annual Christmas carol service and community sing at Liberty Hut, on Monday, December 22, 8 p. m. A special feature of the program will be the part played by Mr. H. Leonard Jeter, 'cellist, and Mr. Felix Weir, violinist, both of New York City. All seats are free. Everybody welcome. COLUMBIA LODGE OF ELKS. Three Candidates in the Field—A Lively Time. Columbia Lodge of Elks, No. 85, held an election of officers last Monday night. It was a lively meeting. There were three candidates in the field, E. G. Bundy, W. N. Dixon and Maxwell. The contest was lively for a time, and the result was as follows: Bundy, 137; Dixon, 292, and Maxwell, none; he was put out of the hall. There certainly was some election in Elkdom last Monday night. Exalted Ruler Bundy, the tall Ajax of Elkdom, had them all guessing. Of course, the happiest man in town is Grand Exalted Ruler A. W. Scott, but Bundy had Maxwell, who imagined that he was running, put out of the hall. It was the "outs" trying to get in, and I bet you one pint of peanuts to the jump of a grasshopper that the recent victors will be seeking Bundy ere long. It takes just such a man as Bundy to control and manage such a set of men as there are in No. 85. Dixon, the successful candidate, has a hard road to travel. Already plans have been laid to have an investigating committee, and I would advise Exalted Ruler Dixon to go slow and not allow himself to be used for others who may have grievances. Some say that Bundy was too dictatorial. That may be true, and you can just bet that Dixon will be given the jabs before many moons. Those who attended the banquet, or the dinner, to McMichens last Sunday committed a great sin. From the church they went to the banquet, where one biscuit and a slice of tongue were served for $1 per, and many failed to scent the smoke from the kitchen. There is some cursing in Elkdom. Why, they would readily have given $1 to Jolly, of the Whitelaw, for his 75-cent dinner. Speaking of the Whitelaw, John W. Lewis has not been exalted by any individual of former days. He is the only "itty" in town, no matter if one individual failed to subscribe for the testimonial to John W. There were hundreds who would have been very anxious to subscribe had they been asked. Tignore was suddenly taken ill because he saw Dr. Sumner Holmes, Judge Robert H. Terrell and Attorney C. S. Williams coming to his house. No one knew the cause of this sudden illness until Attorney Williams let the cat out of the bag. The Judge and the Doctor were disappointed. They heard that Harry had captured a few "shorties" and didn't know what to do with them. Hence they called to explain how to operate them. Harry knew that both were experts in the operation of these individuals and he deemed it best to get in bed with his boots on and sent his son to the door, who informed these intruders that his father was too ill to be seen. That didn't deter them, so they called the next day to explain, but Harry had already been informed by Charlie Williams, who is willing to explain. Harry has decided to join the matrimonial alliance. His application is on file, and in a few days, probably next year, he wil more fully explain. His application will be acted upon by a committee that has always been opposed to the organization. There is no man in this city better acquainted with the "ins" and "outs" of the matrimonial alliance than Harry L. Tignore. Lawyer Thomas L. Jones is authority. Since this city is the law-making city for all of these United States, it also should be a shining example of moral, social, political, and economic philosophy. Punishing the food hoarders and profiteers will not solve the high cost of living or even alleviate it in any manner. Through the inflation of prices and values, financial autocracy is kept in power; with its tentacles clutching the world like a huge octopus. Not until this is rentedied or eliminated will any reform in the social system be expected. Here in the District of Columbia we have a population estimated to be 400,000; of this number 125,000 are Negroes. The housing situation is inadequate, wages law and working conditions very poor—in some places they are deplorable—especially where Negroes are employed. We hear so much prating and bickering from employers who claim they are doing their utmost to alleviate the conditions of toil. Let us see what is being done in this direction in Washington. There are several mercantile establishments where our women are employed (at least they were employed). Among them, I wish to refer to the Woodward & Lothrop Co., Inc., Washington's largest department store, who employed about one hundred or more Negroes, male and female, the latter employed as elevator operators and maids. Before and after the minimum wage of $16.50 per week for female employees in mercantile service became effective, this firm caused a wholesale dismissal of female employees, especially elevator operators. They were informed that their service had been honest and faithful, but since it was "a request of the public, we will have to replace you with white operators." Think of it, the public dictating to private firms as to what color their employees must be! These women went in the mad rush like many others of all races, to take a man's job, thinking they would receive a man's pay and go a man's way. Many had relatives fighting for a democracy in Europe and they themselves had bought Liberty Bonds, War Saving Stamps and contributed to all the civic organizations working to keep the morale of the men in the service at its highest. When dismissed several owed a balance on Bonds of the Victory Loan, which they were paying for by installments. They were given no information concerning this until asked by one of the discharged employees and she was informed "that if those who still owed a balance on Bonds would call at the office in a few days that perhaps the matter could be adjusted." But when they launched a campaign to sell Bonds to all employees of the firm, they did not say perhaps we can sell you a bond, but they said we WILL sell you a Bond. Working Conditions. We charge that this firm fostered segregation and discrimination. E. Phone Lincoln 5960-J --- people in the employ of this firm range in length of service from one month to ten years or more. The sanitary conditions for them are deplorable. The locker and rest room combined for female employees is situated in the basement and is stuffy and ill ventillated at all times, while the rest room for white female employees is situated on the eighth floor with plenty of ventilation and natural light; also properly equipped for recreative purposes. The firm maintains and operates a cafeteria for employees only, while the white employees have a large room to lunch (still it's too small in proportion to employees). The Negro employees lunch in a little partitioned-off space in the rear of the kitchen about 15 by 30 feet with all the steam vapor and grease and usual kitchen noises to annoy them while eating. In the employment office a space is also partitioned off in a corner poorly equipped with obsolete fixtures. The persons in charge are usually arrogant, domineering and seldom considerate. If a girl applied for a job (previous to the replacement of our girls) and she happened not to be the color of skin that the firm advertised for, she would be informed that some minor physical deficiency, such as height or weight, prevented her from being employed. Women other than the color the firm desired were employed only as an ultimate resort and she had to be twice as proficient. Department heads and several floor walkers in various departments, who are also overbearing and domineering, have instructed the saleswomen to watch all Negro patrons, closely "as they have a tendency to steal." Now, just as many white female shoplifters have been detected in this establishment as there have been Negro women, if not more. Of course, the white shoplifter usually insists upon buying the article stolen or throws a fake fit or fainting spell when accused. Now, these are a few of the conditions that exist in establishments where our women are employed in the Nation's Capital where the laws for the nation are made, but seldom enforced unless directly against the Negro, where the fountain head of Democracy (?) is supposed to spring forth. Now, what can you expect in other cities and towns of less significance? The writer wishes to disabuse your minds if you think while in these elaborate, luxurious shops spending your or your husband's hard-earned money, that the people of your race employed there get any reasonable return on the money you spend, or receive just treatment from such firms, where, regardless of ability, they never rise higher than maid, porter, or some other menial employment which is neither congenial nor lucrative. When are we going to cease permitting the Anglo-Saxon to commercialize upon the color of our skin to satisfy his unscrupulous cupidity? You can often see in the "Want ad" section of the daily paper of any large American city where a Mulatto or Mulatress is wanted as butler chauffeur, footman waiter, maid, nurse, attendant in various capacities. In different parts of the country there are barber shops that cater to white trade where only Mulatto barbers are employed, even the shop porter (bootblack) is Mulatto. Here in Washington during registration of the Selective Draft, a man eligible for the draft applied for information regarding his racial relations. He stated that his mother was a Mulatto and his father a Chinese, therefore, he did not know to what race he belonged. The officials at his local board immediately informed him that he was a Negro. The maintenance of caste within our race is a by-product of unscrupulous Southern bourbonism practised in the bygone days of chattel slavery. And now with the assistance of several unthoughtful and "kept" Negro men and women he is trying to perpetuate it in this day of industrial slavery. But the "New Crow Negro" is determined that this caste system shall not exist and there is no better time than the period of reconstruction to stamp this evil out once and for all time. Do the women of our race know that a unique and concerted effort is being propagated to force them back into domestic service and into the wash-tub and cotton and tobacco fields? Are you aware of this while recklessly spending your earnings for costly furs, silks, satins and fifteen and twenty-dollar shoes and hats? Or do you wish to exemplify the old saying, "Where ignorance is bliss, 'tis folly to be wise"? Think before you heap coins into the coffers of the profiteers for expensive clothes which we as a struggling race should not indulge in so lavishly. Mr. Thomas has been given the credit of being able to tell what is in a man's brain and tell his thoughts while asleep, and yet Mr. Thomas is only a school teacher, and if he were to resign his job, undoubtedly he would have to be sent to a charity hospital. The only colored hotel that has ever been erected in this city was built by a man with only three months' schooling, and he is regarded as the greatest colored financier in the United States—John W. Lewis. The so-called educated colored man in this city has been a menace to society, as the records will show. He has been not only a financial, but a moral, menace. The Bee from this date will compare Prof. Thomas' intelligence and education with John W. Lewis' ignorance—the man who erected a $100,000 hotel—the only man who has made a colored bank and a building association succeed. Lewis and Thomas! Let us reflect! A NATIONAL BLUFF. The time has come for the colored American to think for himself and to act accordingly. The jim-crow car is a disgrace to modern civilization. There seems to be no redress to the oppressed colored American, no matter how loyal and patriotic he may be to the country whose Constitution he fights to uphold and whose flag he carries. If this country is ever involved in another foreign war the black man will be drafted and placed in the thickest of the fight. Be as it may, the black has learned some sense since the last war, and it will be found out if he continues to be oppressed by the enemies of this country. The German Kaiser would be given better consideration than the native-born colored American if this country brought him here. He would be lionized, and after a basket full of sham preliminaries he would be returned to Germany as a hero. This country can do more bluffing, so far as colored Americans are concerned, than any other country in the world. HOTEL NEWS. By R. DeReef Miller. Two more new hotels have been opened recently for colored people, in one of which The Bee has a personal interest here in the city—the Whitelaw Apartment Hotel—which has been the talk of the town, and hundreds of citizens took advantage of the opportunity of visiting during the opening week and thousands will visit there in the months to come, to cooperate with President John W. Lewis and his excellent staff. We are glad to say that our colored hotel here in Washington is being conducted under the same departmental system that America's leading hotels adopted years ago, and will stand the test of any hotel experts who might make a visit to this new hostelry. Special credit should be given the dining room and culinary departments; upon these two rests the success and achievement of most hotels. The cuisine and service is excellent. A very polite crew of waiters is in the dining room, while waitresses are employed in the grotto. The other hotel for colored people which recently opened under colored capital is the New Rose's Hotel, 246 to 250 West 135th street, New York City, in the heart of Harlem. Mr. J. W. Rose, one of the most popular colored men in New York City, is the proprietor. Three hundred of New York's most fashionable citizens and visitors to the big city attended the opening banquet, which was served in the main dining room. The New Rose employs thirty colored men and women. W. B. Page is head waiter and Mrs. L. Washington is housekeeper. A complete report of the stag dinner given by the New Ebbitt Waiters' Association at the new Whitelaw Apartment Hotel Thursday evening will appear in The Bee next week. The officials of the association are making great plans for the Christmas ball, which takes place at Odd Fellows' Hall December 24. Mr. T. L. Snapp has returned to his duties at the New Ebbitt, after spending several weeks with his family in New York City. The organization is the oldest lodge here and among its members have been and are some of the oldest inhabitants. The program consisted of recitations, solos, choruses and short speeches, after which a delightful supper was served. Will Secession Be Revived? Editor the Bee: Anent the removal to the dump of the statue of Lincoln, now in front of the City Hall, I imagine "I hear the trump of thousands and of armed men the hum." "These armed men" marching in response to Lincoln's call for men to suppress rebellion and make safe "a government of the people," which after four years of bloody war, they did, but at the sacrifice of untold thousands on battlefields and in prison pens. I will invoke Shakespeare to express my sentiments as to the taking down of Lincoln's statue. "Duncan (Lincoln) is in his grave; after life's fitful fever he sleeps well: Treason has done his worst * * * malice domestic can touch him further." By all means pull it down if it offends "artistic taste," rebellious or otherwise. Speaking further of statues and tastes. I have in mind the statue of Capt Henry Wirz, the scapegoat of Andersonville prison. I will again invoke Shakespeare, who so fitfully describes that hell where Wirz so ably presided and where thousands of starved martyrs sleep. "This is the very top, the height, the crest of murders arms. * * * All murders past do stand excused in this. * * * This so sole, so unmatchable." As the son and brother of two of those "armed men," the brother one of the many thousands of martyrs sleeping their last sleep in the National Cemetery in Andersonville, Ga. I protest against the removal of the statue of the maryr, Lincoln; but if it must be done, I hope the statue of Capt Henry Wirz will remain undisturbed in Georgia for all time as a lesson to coming generations that rebellion and cruelty is praiseworthy, and that loyalty is a crime if it offends the "artistic sense," and at the same time cut from the school books "The Battle Hymn of the Republic" in response to the demand of a recent reunion. HALLS HILL The Citizens' Association of Halls Hill and High View Park is being recognized in the special lines of its work, already the roads are being repaired and plans are being discussed for placing lights on the principal corners. They gave an oyster supper Thanksgiving day at Odd Fellows Hall, assisted by the ladies committee. Rev. T. N. Austin, pastor, Calloway M. E. Church, for the past week has been helping Rev. Nichols in a revival at Lincoln, Va., but was back Sunday to serve his people and preached morning and night and with renewed enthusiasm. The Sunday school will have special services next Sunday and a rally for Christmas and the Rev. Brooks will preach at 8 p.m. Thanksgiving services were held by the Woman's Home Missionary Society. The Rev. Russell Smith preached. Among the visitors attending the church services Sunday were Mrs. Martha Morgan,, Mrs. Ada Douglas and Mr. Costly from Langley; Miss Christian A. Leacher in the public school here is a very desirable and frequent visitor among the churches, taking an active part therein. The M. E. Church has installed a new furnace which give perfect satisfaction, being of the latest design. Mr. Charles W. Chinn has his new house lighted by electricity, it being located on the corner of Hopewell and Prospect streets, will serve to great advantage. Mr. Frank Williams; who was injured by an automobile truck several days ago, is slowly improving in the Georgtown Hospital. Mrs. Novella had an attack of lock-jaw recently. She is being treated by Dr. E. T. Morten. Calloway M. E. Church will celebrate Woman's Day the first Sunday in December; all the women of the community are expected to participate and help to make it a banner occasion. We are hoping for better conditions in every line of duty. DOINGS AT THE COMMUNITY SERVICE Last Monday night saw the opening of the pocket billiard tournament, which has been arranged in a series for five successive Monday nights. The winner of this championship will receive a trophy that has been promised by the Brunswicke-Balke-Collander Co. The interest and enthusiasm centered in the play is at fever heat. Applications for entrance are constantly pouring in. The first night's play was exciting and thrilling, some very high runs being made. Mr. G. N. Lew, who is in charge of the boys activities at the W. C. C. S., is managing this contest and has the schedule of games very nicely arranged. A splendid program of Community singing was arranged on Sunday last, and was muchly enjoyed by the 200 or more that were present. The pupils from Bruce Public School rendered some very good music, there being several solos. One youngster from the audience volunteered to recite a poem of his own composition entitled "The Colored Man in the Recent War." 'This was very nicely rendered and the little fellow received great applause. Also at the Community sing solos were rendered by Mr. G. Stanley Brooks and Mr. Andrew Owens. Miss Florence Brooks being the accompanist on the piano. These Sunday afternoon programs are becoming more and more popular, as attested by the increasing crowds that come each Sunday. The Community Service wishes to announce to the public in general that they have taken over the old Settlement House at 18 L street southwest, and it has been placed under the direct supervision of Mr. Frank Wells, to whom Washingtonians need no introduction.
