Governor Neff has asked that all citizens of Texas join him in enforeing the laws. "He hax asked that pastors, editors and all men with a following eall attention to the need of greater adher- enee to law and order. We are glad to comply with such a request for we of all eit- inan of Tekan elle Ure dha nocd ofa wore writ” eboorvance to laws is imperative. Last year Texas led the union in lynching. Even now an ever increasing crime wave is rendering the efforts of the law enforcemaat officers at its control frutiess and of little ‘account. ‘Texas needs a stricter enforeement of her laws. We agree with Governor Neff that “The supremacy of the law is absolutely essential to the public welfare. Its enforcement is the only assurance and safeguard of society. “Under our form of government, the people are the source of all power, They are the State and the trustees of its dignity, hon- or and glory. They are responsible for the enforcement of the law. Its enforcement is impossible in the absence of a sound, wholesome moral public sentiment. ‘The issue has been clearly drawn in Texas between law and lawlessness, between virtue and vie, between soil order and open vilene, between law-abiding citizens and insolent violators of, the law.” We have long realized that the “righteousness that exalteth g nation” ean be gained only as the individuals who make ‘up that nation are willing to be guided by those laws and measures which they themselves have established for their protection and guidance. " Laws are essential. ‘Orderly government must follow a system of orderly obedt- ence to law. ‘Obedience to law must be constant. Any digression by any group of citizens paves the way for further digressions and it easily and surely follows that such discussions finally reall in & ition like unto that in which ‘Texas now finds herself. [We firmly believe that the faflre of men of various com. munities to allow the law to take its course has eqused a gradual disregard for that Inw. which has been so easily discounted. ‘Men who have habitually taken the law into their own hands soon find themselves out of sympathy with that law. and more and more ready to disregard it in ordér to follow the dictates of thelr own impulses. Citizens-of Texas have long discounted their own law mak- ng and law enforcing machinery. ‘This fact has been shown by thls lynching record, and the clreamvention of various and sun dry Iaws which even’ they. now consider us responsible for much of the now prevalent eriminatity. ‘We believe that a greater adherence to and regard for law fs posible but we fel that auch a condition can, be arived ‘ut ‘in so far as men of all classes, creeds, kinds and. stations bring their individual selves to a realization that they and. they alone are its custodians and upholders. ‘They must cease to regard themselves as immune from the punishments which ought necessarily to follow their failure to abide by them, ‘They must cease to fee! and believe that there is any cireum- étence which could render justifiable any taking of the law into thelr own hands. In short, obedience to law will come only in so far as men be- ame, wing inal things to be guided by theolden Tle, ‘To feel that. the law should be construed in on e way for rich and in another for poor is a sure guarantee of the ultimate dis- fen et oor coli toils mien and Ghat say snd al Jaw, even that of the mob, is good enough for black men is to guarantee the failure of all men concerned to respect any law. He also aided the followin ‘warning to Negtoes, which we reprduce as evidence of the erowing stand- ards to which the Negro race is being led by wise men upon who:n the ‘mantle of leadership appears to have fortunately fallen: We have too long permitted our people, expecially the farmers, to be ecelved and often defrauded by certain class of so-called “leaders! who ‘come to them with some sure sdlution of the race problem—organtzing some ew movement, some sem-secret’ order, selling stock with x promise to take all the Colored poopie rich in a short while, and In other ways to get for them all the efvil and political rights that they mayank for, Too often the renulte 49 thai these leaders, not aniy take from the people and ‘the community much of their hard earned savings, but {requently snercase the misunderstanding, suspicion, and hatred between the races. Accounts Will Be Audited And Published. The 1921 mid-winter session of the nihoba Council of the A. M. Church of Dallas made preparations for the coming of the Council and for its sponsorship for raising the money needed to complete St James Temple, the sponsorship for raising the money promised, and for the entertainment of the visitors while here was placed on the agenda for that purpose in response to an appeal made to the people by Dr. Abraham. From the date of its organization in November last, until the Council met on January 16, 1921 and might to make a success of the work and a good name for Dallas matter, Dr. Hamilton chairman of the committee said: "The response was well received and the deeply indebted to so many people who worked hard to make a success difficult to name them all. We are grateful to everybody who gave us "Mrs. J. C. Fravier, leader of the division, is especially to be thanked for organizing a manner in which she organized the women and sent them out to work. She requested 300 her charities to the campaign and in a short while collected and on the table $709.74. She requested her charities to send 300 her charities to the men they exceeded that amount, and one Mrs. A. B. Rutherford, brought in 300 Dallas Express for the liberal space given the campaign, free of charge, that no small factor in the success of the movement was the publicity received each week from the source. "The encouragement and assistance lodged of the city was really the big thing in the success of the movement. Every church called upon responded, and some of them expressed which appeal was made failed to donate, and some of them expressed which appeal was made failed to do more. This is also true of a large number of individuals who contribute "We regret that as many people did not come to the meeting of the Council, we are prepared for. We were told by those who were in a position to know the three and five thousand visitors hit during the week, we prepared for them, and five thousand would have been cared for. We are informed that the failure of the railroads to grant reduce rates, in Texas and in California, to ticket offices in many places, kept hundreds of people away. The government the state caused many who had written them were coming to cancel reservation. The Committee in no wise responsible. The Committee assures the public that money collected in the campaign has gone into paying for the completion of the project. The money collected in the campaign has gone into paying for the completion of the project. The Council could meet there as planned and promised when it was invited to come here and be involved. We are in the financial transactions of the Committee will be audited by competent citizens and their "The coming of the Bishop's Council and the campaign to raise funds for the Bishops' Council is a man-made benefit to Dallas in many ways. It advertised the city favorably, far and wide, amends good people and national feeling and enhanced a fierer spirit of mutual helpfulness and would get together and work for the success of any cause that has a good interest in our group. Our group sadly needs a hospital in its own where our people can be properly cared for, and our young women need nurses. We need a league with one or two sold men to go into New York to help property owners to fix sdxwalks, and to superintend the fixing of them. We need a group of other civic improvements that our people need as a group. But that we will say more about later in this report a bit from the work of this Bishops Council drive." NEGRO MOVEMENT NORTHWARD. New York, N. Y., Feb. 24—Receives estimates place the number of N. Y. residents in higher wages, better social and industrial conditions, better educational opportunities there is no racial discrimination at the polis. Whatever facts underlie these estimates, they largely affect both sectional and national life in one way or another, and people from one section must have its results in that section. PROPOSED REVIVAL OF KU-KLUX-KLAN. Toronto, Ont. Feb. 24.—The better class of American newspapers are unanimous in condoning recent pro-immigration rhetoric, such as "Klan" on an expanded scale, covering every State in the Union, and in no way not merely the Negro, but a variegated array of races and religions. In fact when the alleged plans are scanned, they are found to be largely revive in unamalgamated form two organizations of unavoyable repute—Southern rufismism as once embodied in the anti-immigrant bigotry as expressed in the defunct A. P. A. Twenty-five years ago the Republican Party of the United States of infamous repute, known as the Protestant Protective Association which went so far in bizarre ways, was the Roman Catholic servant girl from their employ. Of similar color is one of the most powerful anti-immigrant Klan—which, if it succeeds in getting under way, is to be anti-Negro, anti-Catholic, and anti-forward generally. The American pro-immigrant is a specious plea for existence on the ground that some sort of vigilance organization is necessary to combat the foreign propagandists, who have of course been the most active in cities and civic government. ALFRED T. WHITE; FRIEND TO NEGROES. Tribute by J. L. Gregg, R. R. Moton and F. G. Pcabody Delivered at Hampton. Hampton, Va., Feb. 24—The services to Negro education rendered by Dr. Washington were recently detailed in some detail and with genuine thankfulness during the Founder's day services. Dr. James B. Grege, principal of Hampton Institute, said: "I is concerned with the need for the students in the North and in the South who have given, not only of their knowledge, strength, but who have given themselves with their gifts in order that they may be able to help others. Of these three friends, Mr. Alfred T. White, has just passed out his degree, and is still on earth. Mr. White was an old, trusted, tried, ever loyal and devoted teacher. Mr. Washington Institute, and of other schools, of many, many worthy cases. Dr. Robert K. Motton, principal of Hampton Institute, and of other schools, of many, many worthy cases. Dr. T. "I went to see Mr. White a few weeks ago to pay to him my respects. He was very kind and for perhaps half an hour. He asked about many things at Tuskegee Institute—minute details of the work he did, the students denta were happy and comfortable; whether the teachers were happy; whether the teachers had father could not have asked any more intimate and sympathetic questions in relation to a school or to his children than did Mr. Alfred T. White. "One of the handiest buildings at Tuskegee was the school, is named White Hall." It was given by Mr. White and his sisters memorial to the brother Mr. Joseph White. Mr. White insisted, Mr. White did not like it because he thought it was a little lower on bronze and put on a clock. "Mr. White, as I was leaving, asked me about our group of Trades Builders and I insisted. He wanted to know about the cost and whether we had all the buildings so we had planned them. He said to me, "Major, I don't want you to have my debt at the building there. When you get your buildings all finished and equipped, if you have any debt, I want you to let me know, and I will do that." ```markdown ``` better give you a check now." I said: "No Mr. White, I would rather you go to the college." I said: "I mention this to show the spirit of Mr. White.
