THE DYER BILL TO BE HELD UP
The Dyer Anti-lynching Bill will not be considered at this session of The House of Representatives according to the statement of Nicholas Longworth to Moorefield Stovey of the N. A. A. C. P. Representative Longworth explained that the Government supply bills which must be passed up on before March 4th were standing in the way of the consideration of this bill and that Garrett, Democratic leader in the House had let it be known that every parliamentary hindrance which could be mustered would be used to fund its introduction for consideration. In fact, it was, stated that all of the legislative program would be held up if that
In the light of all of the complaints which are now being heard from staunch Democratists at the continued failure of that party to gain the approval of the majority of Americans, and because of the fact that American citizens have been locked quality of all of its leaders, the casual observer is prone to wonder that its leaders in Congress persist in those policies. It is a noteworthy fact that that party has been the hindrance to more progressive legislation than it has sponsored. In fact, few of the really profitable members of the national government have their way there because they have genius of the leaders of the Democratic Party. In the last Congress they blocked the passage of the Dyer Bill, and that, in spite of the fact that the states from which they usually hail are the grousest offenders in the matter of lynchings they cry about "states that get their states depravity by concerted action in the states for the abatement of the evils complained of. In the consideration of these facts, taking into consideration the progress of modern thought, it is to be wondered that the Democratic Party has as many adherents as it does. It has been the case that the states depravity it has proven itself unworthy of the trust which its public has imposed in it. and barring a decided change in its policies, in ten years it will be a thing of the past.
But somehow ynching will be stopped and whining will be allowed against it minus the several states pass laws against it which have "9th" enough in them to make them effective. The opposition which the Dyer Bill is meeting should serve only as an urge to greater efforts for its passage. It seeks to止 an evil which the leaders of thought in every real national greatness. That sentiment is growing to such an extent even in the South that it is not unreasonable to feel that in time, such attempts to hinder the passage of a bill as The Dyer Bill will be frowned down upon by those who are responsible for the seating of those who are up in the attempts of the sponsors of this bill to have it considered. Sentiment should be made for it and it should be urged at every opportunity. If it can be wanted enough, it can be passed. Nothing great is bad without labor. A lot of the work that has come in recent years. It is well worth working for, waiting for, opposing even the threats of Democratic leaders for. Eventually it will become a reality.
GARVEY LAUNCHES ANOTHER SHIP

It remains to be seen whether or not this venture of navy with sailing vessels will have a more fortune termination than his former venture with the Black Star Line which want broke, due to his unbusiness like methods. That his former followers have not lost confidence in his hird pictures of an African Republic and a fleet of sailing vessels in the business with which they put more money into the new vessel.
There are those in America who were genuinely disappointed in the failures of the former concerns of Garvey, the movement that was so insular which the followers of the movement allowed him to be placed to much better use. They opposed Garvey not so much because of prejudice against him as an individual as because of the belief that his methods were deemed to defeat because of the orderly business process. Even now, they wish him success in this new venture, though they know that with the change in his methods of operation, this venture, like the others, would not do not believe in the dipam of an African empire as does Garvey. But they do feel that there is an advantage in the establishment of a shipping concern by the members.
Such faith as these gullible folks have in Garvey should be rewarded by more than empty promises and vivid pictures of fabulous wealth and power in the future. There should be actual dividends accruing to these stockholders by reason of their ability to handle the affairs of that concern. And here it is hoped that though Garvey has proven himself the master promoter of race, together with Heman Perry of the ill-fated Standard Life, there is room for a great amount of doubt of his ability to conceive a concern with the same degree of efficiency as he conceived. Capable men, memotional men, men of training in the affairs of business concerns should be placed in charge of the affairs of running and allowed to run them. In continued failures of the leaders of the race, there is danger that there will come a disaster of the public in our conceris generally. That must not be. Failures can be successfully forestalled only at those who have these concerns have the sense to limit the powers of the government and see to it that their methods are according to the dictates of good business procedure. Garvey should be watched.

In its statement of last week in regard to the improvements for Negro schools which will come out of the new bond issue of two million dollars as proposed by the School Board, Mr. Browne said that the School and the Ninth Ward School. Improved playgrounds were mentioned in connection with the others but nothing was said about the building of the schools to take care of the children who must attend such long distances to school. The children should get busy and make a detailed survey of their schools with a view of making their real needs known to the Board of Education. It is well that the two schools mentioned are to be improved but the needs of the Negro children of Dalton, Alabama, are not known. It is out of this bond issue. Now is the time for the Negro citizens to act in an intelligent way. They should discover all of the facts, try them before, the Board of Education and with those facts as a basis, make application for greater ap-
