According to the latest reports, a movement has been started in the Southern Newspaper Publishers Association, which is based in North Carolina, to adopt a more strict code of ethics in the publication of the news. Among the things mentioned as necessary, as a means of improving the public welfare, is the constructive and not destructive, "with columns governed by the "public welfare," "consideration for the unfortunate and guiltless victims of the faults of others" and "respect and to those of those who have suffered."
The text of the whole code is rather lengthy but, the whole of its spirit is of a desirably high tone and it would, if consistently followed by those for whom it is intended, be a very good piece of writing. In the manner of fairness to those of different religions, races and circumstances of life, particularly, the change would amount almost to a revolution. It is a 'matter of common knowledge that the thinking of the South to a large extent concerning the apparent brutality of the Negro is a reasonable and reasonable response. Strather headlines for more than a generation have told of "Black Brutes" "burly black men," without any, regard for whether the facts in the case have borne out the claims which those news stories have made. On the other hand, in many of the all too few instances in which these claims were made, the reporters fort of the race, the reporters have told of their meetings, etc., in such a spirit of railway as to show to the public that the Negro was a mime when he was not criminal. Groteque English has been put into his mouth by reporters whose conception of dialect was as fortunate as the effect, which has been the case in the reports regard for the truth or for the effect on the general public of such stories. The crime stories have given the popular popular impression that the Negro as a race, is criminal when the facts are just to the contrary. They have encouraged the spirit of lynching and in many cases have been ridiculed. The spirit of miserably poor humor have held him up to ridicule and made him appear the buffon rather than the patient, hard working race that it is, striving upward in spite of the

And out of a greater knowledge of the real facts about each other, there should come an ability to work together for the common good that will result in the greater progress of the South which now is sadly lacking in many ways.
Dallas, this week is host to an organization with greater possibilities than any other in the state. The State Federation of Colored Women's Clubs, an organization which represents more than 18,000 women in all parts of the state, are educated, cultured and refined, representing the highest type of women. In a recent address President Coolidge called the attention of the nation to the serious investments upon the functions of the state legislature and to discharge these functions, and it became a requirement to discharge them to protect its own interests. Because of this requirement the state legislature has larger and larger amounts of money to the Federal Government, and spirit of our institutions. The state legislature has the power and good fate for the Nation.
There can be no doubt but that the program of these women is good. The development which they seek for themselves and the good effects which will come to the group generally from the development which they receive cannot now be estimated. The group needs it. The delinquent home has been needed for a long time and there should be care taken to ensure that this time is done, care should be taken that their program is enlarged so as to make their existence as fully effective as it needs to be. Until now, Texas has rather lagged in the matter of progressive organizations like this. They have been as virile and as helpful as they were in the past and are now a part of the group as they have fallen short of what they should be.

Impetus toward improvement in this can be given by the women if they should so decide. And here another suggestion would be to have the program of Parent-teachers associations now are the means by which the parents of our cities function in the control of the schools. Some attention could be given this opportunity for greater service in this meeting in order that the program of education be as full and as provocative of good as it should be.
The Express welcomes this gathering of women to Dallas, and in extending this welcome, makes these two suggestions as to its program out of a knowledge of the fact that the organizations of our women in different parts of the country are taking great profits from the inclusion of these features in their program.

benevolence of the late Bear
Dance of Chicago, who died in
1922. He served on the staff
on his own when a large city
came under attack. The Pullman
Train was carried 10 miles from
Chicago, will bear the name
of the train, and will be
removed from the railroad
rights of the wreck. Dance
was named in the forward end of
the train, having been a long-
lived, battling hero and legend-
ing man. In through the door, Dance braced
himself, and he succeeded, but fell
mortally. Dance will still allow, who
remembers his life, to remember
him, extend to that date, and
manner to that date, when they returned their found
