Among the things mentioned as necessary, as a means of improving the public welfare, is the constructive and not destructive, "with columns governed by the "public welfare," "consideration for the unfortunate and guiltless victims of the faults of others" and "respect and to those of those who have suffered." The text of the whole code is rather lengthy but, the whole of its spirit is of a desirably high tone and it would, if consistently followed by those for whom it is intended, be a very good piece of writing. In the manner of fairness to those of different religions, races and circumstances of life, particularly, the change would amount almost to a revolution. It is a 'matter of common knowledge that the thinking of the South to a large extent concerning the apparent brutality of the Negro is a reasonable and reasonable response. Because of this requirement the state legislature has larger and larger amounts of money to the Federal Government, and spirit of our institutions. The state legislature has the power and good fate for the Nation. There can be no doubt but that the program of these women is good. The development which they seek for themselves and the good effects which will come to the group generally from the development which they receive cannot now be estimated. The group needs it. The delinquent home has been needed for a long time and there should be care taken to ensure that this time is done, care should be taken that their program is enlarged so as to make their existence as fully effective as it needs to be. Until now, Texas has rather lagged in the matter of progressive organizations like this. The Express welcomes this gathering of women to Dallas, and in extending this welcome, makes these two suggestions as to its program out of a knowledge of the fact that the organizations of our women in different parts of the country are taking great profits from the inclusion of these features in their program.
