WARRINGTON, D. C., July 18—Efforts of Negro Americans to find suitable homes—throughout the country make a stirring story, as the introduction of the report on housing conditions and on Bars Relation of the Federal Council of churches.
Negro families are attempting to become more of the Haupt families of the congregated districts in nearly every part of the country. DALLASITE ENTERS RACE FOR PLACE AS WOODMAN LEADER
Father, Fred Minor, well known in Texas as one of the founders of the oldest Pythian lodge and one of the first grand offenses that this jurisdiction ever had, died here Monday at noon and was buried from New Hope Baptist Church with all of the Pythian and Dramatic Order of Omar ceremony. Even in his time he commemorated the occasion in which he held the order by expressing the right, to be buried in the full regalia of the Dokeya, of which he had been an honorary member since its beginning in the

1. WASHINGTON, D. C., July 17—First Assistant Postmaster General J. H. Bartlett was received with enthusiasm when introduced at the convention of the National Alliance of Postal Employers here. Friday. He invited the colored clerks, carriers and railway mail service men to examine the bright sides of their employment and to think with optimism of the future.

Hidden has constantly violated the law in this very important matter. As you know, our laws further provide that its surplus funds wherever deposited shall draw interest on the daily balances. In accordance with this law all funds of the Order in the hands of the Treasurer do now draw on the average daily balances at the rate, we understand, of four (4) per cent per annum from date of deposit. It is therefore clear that by not remitting funds to the Treasury on the fifth (5) day of each month as required by law, Bro. Hiddle has caused the Order to lose during the past several years several thousand dollars that it has been and now is justly entitled to receive.
Our endowment has been based upon the assumption that the surplus funds will at all times draw interest at least at the rate of four (4) per cent per annum. So when the funds fall to be placed where they will draw this interest, our adequate rates become inadequate and the solvency of the Order becomes seriously disturbed.
Rob Riddle has knownly and warrantly vested our laws in this tenderable money by reason of his actions. We believe that he and the tenderers have a right to the Order for all that has lost during the past several years, and we believe it is right to the request. We believe and think the council will hold that, in the event of the Order to the Treasurer on the fifth (5) day of the month, all funds on the Order are to be loaned to the Order loans money by reason of guilt or applying the funds, as if he had taken that much money directly out of writings sent him own use. Since the banks of the State are accounted for paying fines, we can hardly conceive that our vast sums of money not drawn from the Treasury are hard to be lying therein sanctioned by it. How does it look to you, Rob.
We believe that Bro. Hiddle can be made, and that he should be made in all justice to our members to refund to the Order all that it can be shown has been lost by reason of his violating the laws in this and other respects. Failing to get the money out of him, the company that honds him should be informed of the facts and required to make the losses good. In this connection you should remember that a bonding company is not liable according to provisions of the contract unless it is notified within thirty (30) days after irregularities are found in a, bonded officer's account. We think the facts warrant us in saying that the Order has lost during the past several years over ten thousand (10,000.00) dollars in interest by reason of the action of Hode. Hiddle, and we further think that it is worth while going after.
You are District Grand Master should make the demand upon Bro. Hiddle for an accounting of this lost interest money, and you should see to it that whatever is found to have been lost is paid back to the Order and our finances thereby protected. The banks have the records and can be made to produce them by proper action.
We therefore ask you to go after this last interest money and all other money that it is shown that the Order had lost by reason of Bro. Riddle's unlawful actions, and do all within your power to recover it. Failure on your part to do this will make you justly liable to the charge of not doing your sworn duty and of protecting a fellow officer of life, may not be the same thing in the order. Within the bounds of the law we intend to push our case to the last, and as the head of the Order, we ask your assistance.
In closing we want to ask. HOW DID IT HAPPEN that the contractor or who built our Temple at Houston was paid TWENTY-EIGHT EIGHT THOUSAND ($28,000.00) DOLLARS TOO MUCH! Is it true that this large sum was actually overpaid, and that it was not overcovered by Bro. Riddle, who was paymaster until the Insurance Department call his attention to it. We would like to know the facts in the matter.
We hope you will receive this letter in the friendly spirit that it is written and that you will help us in our fight to protect our money and the best name—up-holding a high officer in violating the law causing financial loss to the Order.

Efficient enforcement requires an adequate effort to ensure the effect of the action on the government is sometimes due to lack of and sometimes to unequal distribution of inspection service, and sometimes to failure to achieve the regulations for other reasons.
In addition to difficulties due to prejudice, the economic limitations of the colored citizens still for the reason of the reasons of "illnesses". As a result of these conditions, at a time when there is a shortfall of house-the situation of the Nero population, especially in the Nero-most acutely explained that the efforts of colored families to move into white neighborhoods are not due to the fact that the waste of the people as such further is the whole people as such they are.
Attorneys should have been made individuals and organizations to meet the different situations and to provide adequate housing for the colored people, importarefully-made services, and to support efforts are described in the report in order to answer the questions of those who want to know what has been done, how it has been, by whom some what the response has been (END).

The Commission on Race Relations of the Federated Council of Churches has just announced that seven states have passed new laws against lynching while two other states have strengthened the already constant laws against it. It also announces that in several of the leading schools of the country exchange professors are lecturing on the necessity of a bettered relation between the Jewish and Protestant churches. Among the schools which are leading in this movement are the University of Chicago, Oberlin University, McCormick University and Union Theological Seminary. In addition to this, newspapers are cooperating in the movement by publishing articles and in some of the cities, particularly of the East, forums composed of members of both churches hold periodical meetings in which the topics of interest to both of them are discussed freely. In the city of Chicago a paid secretary whose duty it is to foster the movement has made a case of better day in America. They show that out of the fog of prejudice and misinformation which has kept the members of different races and sects from seeing the better features of each other, there is coming in a time in which each WH seek to know the other in order that the other may be able to understand the movement which most directly concerns the Negro is the Interracial movement and without exaggeration it may be said to have made the greatest amount of progress. Its bodies exist in many of the Southern cities where, twenty years ago they could not have been thought of by those who were born in the North, but by actually bringing it to pass that the two races know each other in a more favorable way.
All of these things point to the ultimate rebirth of America in spiritual ways. They indicate that the things which have seemed to make up the most important part of our lives are not the things that are to things of a better sort. And in this connection it must be remembered that America is young. Less than five hundred years old, it must in many ways have the same sort of immature national thought which can only be changed by the development of our culture which time only can bring. With the development of its resources will come more leisure to a greater number of her people and, with this leisure there will come opportunity for the study of the things which lead to greater culture and higher thinking. It now is only in its forma-

But if it must take place, the Express feels that it can be turned to some account in the matter of discovering which of the national lawmakers is responsible for the parade, and registering these gentlemen for accounting in the coming elections, whether they are soon or late. If of course is probable that this will not be possible because of the fact that many of them are not in the city now or if they are, they will be direct enough to keep themselves out of the marching columns.
We are also doubt now that the Klan is weaker than it has been for some time on account of the fact that the majority of it, who heeded it and were acclaimed as gods by those who so blindly followed have been found to possess feet of clay; and as was natural, internal dissensions ruptured the machine which for a time bade fair to control the very government itself. But however that may be, it is a fact that the organization in many states assumed to have been the standard hearge of the G. O. P., and because of this fact, the parade resolves itself into a rather more or纵然 important thing as far as the race is concerned because of the political alliances that the personnel of the marchers may disclose.
A marine in Florida who brutally assaulted a Negro girl was given twenty years in the Federal pentagon a few days ago, a white man in South Carolina was sentenced about 10 years for his assault. The prosecution cases in Florida some sort of punishment was meted out to the offenders. Evidently it has happened that the white people of this country. "Nowly coming to the realization that as long as the law of the land do not protect every man alike, no man is safe. We pray for the day when the courage of the officers of the law from judges down will force them to practice what they know.--
Those who feel that the segregation cases of Dallas are completely won are wrong. The battle for this human right on the part of the Negroes of this city has just begun. If won, it will mean another prisession possession for the Negro children of the future for which they will thank those who are responsible for the violence, in effect, it is a battle for human rights which is of as much importance to members of other races as it is to Negroes themselves. Its beginning marks an epoch in the thinking of our group here.
Health conditions while improving, are serious. There were 1,287 deaths in 1992, 161 percent of them being from tuberculosis, and 1,131 deaths in 1923, 13.68 per cent from tuberculosis as compared with 7.8 percent of the total number of deaths of white people in the latter year from the same disease. The total births make a favorable showing on 1,912 in 1923 and 2,138 in 1923.
The relations of the Negro to industry are reported significant. "These have demonstrated their ability to live and work side by side in peace and informity with the whole fellow workers. Their employers willingly testify to. The Negro employee's loyalty, good nature, peaceful qualities and to efforts to give a full day's work for a day's pay. The percentages of Negro male persons employed appear greater in West Virginia than most other states, there being 81.6% of those on years of age.

I could see many changes in the industry in the next decade, but being added one, Setiae and others have a fair degree of efficiency, and five of them are farmers. The farm is a factor. Projects of the farm are in operation upon the farm varying from truck trucking, pruning and crop cultivation of the major crops. HAMPTON-FUSKEOEER FUND

Kelsey, chairman of the executive committee of the Hampton-Tuskegee Endowment Fund, announced this week that the fund is still $500,000 short of the five million total which must be had by December 31 of this year, in order to secure the $2,000,000 gift of George Eastman, the kodak manufacturer. It is also explained that Mr. Eastman's two millions will make a total of seven, rather than of five million for the two schools. The Hampton-Tuskegee Alumni raised $90,000.

ITS CASE: NOT POLITICAL
CHICAGO, July 18—The following communication has been received from the headquarters of the Lincoln Legion, outlining the purposes and status of the organization which is to hold a grand organization convention in this city, August 10 and 11.
The Lincoln Legion was forced as the nucleus of a permanent organization by a group of ex-soldiers who were in Chicago during the last political campaign. During that campaign an attempt was made to link the newly-formed organization to the Republican party, but those soldiers responsible for the Lincoln Legion were unanimous in their decision to make the Lincoln Legion independent of any political party or any political group, and on that principle the Lincoln Legion went into temporary organization.
"It was deemed necessary to give the organization a temporary name—to elect temporary officers—and to draft a temporary constitution in order to establish a working basis for a permanent organization when a larger and more representative group of ex-service men could work out the details and perfect the organization. But even though the number was small and even the representative as it must be in order to do effective work, nevertheless a beginning was made. The instrument was created. What it should be, how it should operate, who should guide and direct it, all these things were left to the ex-service men who shall assemble in
Chicago, August the 10th and 11th.
The proponents of the Lincoln Legion have no apology to make it happened that the soldiers who formed this temporary organization were Republicans in the last election, but no effort was ever made by any of these men to create an instrument for the benefit of an political party. And whenever and wherever that attempt was made. It met with complete failure.
The Lincoln Legion is the great self-revolution. It was a soldiers that were vices in behalf of their country, and it is up to them to make of it what they do.

MRS. McARTHUR DIES
Mrs. Rophis MEArthur died Thursday morning at 3:10 at no home 1421 Howell Street, after a prolonged illness. She was born in Dastrop County in 1860, and was a faithful member of New Hope Baptist church, where the funeral will be held Sunday evening at 3:00 o'clock. She leaves a husband Wash McArthur, and two daughters Mrs. Josie Davis, Grand Prairie, Texas, and Mrs. L. C. Ill-hop of Los Angeles, California.
