The moving into the block of Negroes has been due apparently to the unwillingness to be bound by that agreement on the part of other white property owners who are losing money as the result of owning property which cannot be made revenue producing. Many of the houses in that section have lain idle and empty for many months and the owners of them have been forced to pay the taxes on them and to keep up all of the other expenses incident to ownership. They cannot be rented or sold to whites and now the attempt is being made to rent and to sell them to Negroes. The city administration is apparently only doing its duty in seeing to it that the agreement is tested out. The property owners who are losing money are attempting to get in a position to make money on their investments there instead of losing it. THE DALLAS EXPRESS PUBLISHING CO. (incorporated) DALLAS, TEXAS Notice To The Public Any arrests reflection upon the character, standing or reputation of any person, firm or corporation which may appear in the columns of this publication. WILL BE WHEREON will be gladyly corrected upon its being brought to the attention of the publication. But the interesting thing to note is that Father Time, in this instance, for one group has made "ancient good uncutth" and for the other has left but a blender thread upon which to hang their hopes. It is not hard to visualize that group of property owners of many years ago who made up their minds never to sell to Negroes and they thought that the time would never come when there would be any necessity for any of their fellows to differ from that sentiment. They could not see the tremendous development of the city of Dallas nor could they foresee that some of them would find that neighborhood unsatisfactory for their living in the light of changed circumstances. But it has happened. Things have changed and now the vision of loss of money for those who now own the restricted property is working against the old agreement as to the sale of that property to Negroes. The agreement has apparently reversed itself and to some of them at least, is proving a boomerang. And though it is poor policy to call attention to circumstances which might tend to increase the lack of initiative for action in our own behalf which is now so noticeable among us, it is not amiss to presume that in this case, the desire of those who are losing money on their investments to change that condition will work advantageously for the group generally and that the fight to establish the truth and the law in this very unfortunate situation will be much more easily settled with the present contesting parties than it could be otherwise. A LITTLE FAULT WHICH INDICATES A LARGE DEFICIENCY If it is true that straws indicate the direction of the wind, then it should be equally true that small action and the sentiment which guides in things of apparently little account indicate the general disposition of individuals and groups. All of which leads this journal to call attention to a tendency in all of us-which, if changed, might lead to much greater successes in time to come. And the whole train of thought was called into existence by a conversation heard the other day in regard to whether or not a certain promised and carefully arranged project would be carried Politicians Should Keep The Record Straight Dallas, this spring went through one of the most hectic political campaigns ever recorded in the history of the United States in the type and kind of persons of our group who took the leading part in it and for the success of the campaign, the conduct of the affair. Since somebody had to win, the contest was not easy. The team hacks and awaits very patiently, the fulfillment of the many tasks, the success of the endeavors made. Particularly is this true of the Nearborn of the city who were promised much by those who were victorious in the victorious party. But the public does not intend to be fooled by the public statements of any like. It is reported that at the cell phone conference, Mr. Sullivan payment of Boll and Boll Su(1) one of the Negro speakers made the completion of the new project and even its beginning was the work of the present ad- ministrator. Mr. Sullivan reads begins, in doing that, to keep its promise to the Negro non- conservatives. The Express knows that such a statement was not the strict fact. The contract for the payee was let loose below the warrants over opened and those closed streets and provocation. No one who would distort such facts or make statements which he is supposed to represent could be punished a further order by such statements. If the work of the present administration is to be conducted out as politicians in the recent campaign would continue 65 further for their position. Let them put up a case and were actually promised. Let some Negro officers appear on our side in the Welfare departments be increased. Let them see to that they are confirmation of the position of politicians by the police. Let them see to that it all of the police were involved in the prosecution of the administration made through those representations, things with which the group expects during the term of office of the present government. False statements will not be accepted. them to the city and county to which "we pay our taxes." Straws indicate the direction of the wind. It is not difficult for those who study us and who are interested in our reactions psychologically to profit by this lack of determination. Let us brave the weather a little more and learn to visualize our possibilities more largely and our disadvantages less. Georgia now passes a new intermarriage law to "keep the rares pure. It was proposed for the purpose of strengthening the law already in operation there. Good for Georgia. Realizing that it is the home of the mulatto and the place made famous through many years for the after dark mingling of the races, with all of the emphasis on the male of the Nordic, we congratulate it for this forward step. But we are bound to wonder how Georgia is going to protect itself against all of its mulattos, many of whom cannot be told by their progenitors from Nordic. Truly that state has a problem on its hands. GRAND UNITED FRIENDS OF - AMERICA HOLDS SECOND ANNUAL SESSION AT MINERAL WELLS Were this an isolated instance of its kind, there would be no need for this argument. But such occurrences are of every day frequency among us. No program is ever a success among us if it happens to rain earlier in the day on which it is to take place. The most expensive of affairs will fall far short of their greatest success if the skies happen to become over cast before the actual happening. And this has happened so long and the refusal to brave a small, is it threatening skies has continued so long that it is just to charge the group generally with being prone to recognize defeat even before the attempt at a successful carrying out of a project against odds of any sort. It is almost literally true that we as a group see the difficulties in any project and admit them to be great before we count the advantages. We have degenerated into "calamity howers" who see no possibility of success in any venture which has never before been tried. And we suffer agony of spirit and prohibition in various ways simply because of the enlarged concept of unfortunate circumstances and an infer- if it happens to rain. A race which cannot brave a little wetting for the purpose of enjoying a cultural treat cannot hope to enjoy the full freedom of political and civic advantages guaranteed by The Constitution; for these are to be won only after years and probably generations of struggle and sacrifice in which money in large amounts must be spent and in which all members of the group must feel and evidence a personal and individual interest. It cannot even happen that the group can have its children enjoy many of the benefits of the training for manly and first class civic participation if we cannot bring ourselves to the idea that it is our duty to furnish such advantages and not leave TEXAS TOWNS TERRELLA — Mrs. Eunna Wrights of Dallas city in the guest of Mrs. Elena Edwards, Mrs. O.
