This is true despite the fact that Negroes are given no employment by these funds and that their credit is in little way bettered by it. It constitutes a situation which demands straight thought and straight talk. It has nothing to do with pride and prejudice as such but with economic facts and status. Negroes in larger numbers must be trained to handle such funds with efficiency and credit and the masses must be trained by argument and persuasion to place these funds with companies of their own folks. The two processes must proceed together. The time has past when Negroes could not learn to handle their own concerns efficiently and the time must soon pass in which the economic interests of the race suffer because of the unwillingness of Negro masses to place their funds where they will improve their own condition most speedily. THESE DECISIONS of the Supreme Court are getting more and more frequent as time goes on and they are involving questions which are increasingly more important to the welfare of this country. This latest is the one involving the case of the little chinese girl from Mississippi who attempted to gain an American education in the public schools of that state. She was not allowed to enter and her family at once put the case in'g court. All of the southern courts including the Supreme Court of Mississippi declared the ruling against her legal and right. Then came the Supreme Court in its decision 34 November 31 and declared that the procedure was according to the provisions of the Constitution. And now Mississippi is faced with the alternative of denying an education at public expense to the little Oriental or she must attend schools with Negro children. It is hardly thinkable that the state will erect another separate school system especially for her and the other few of her kind in that state. And according to all of the practices with which her parents have become acquainted, she is white and it is not reasonable to feel that they will allow her to attend the Negro schools. There the dilemma will come. She rides on Mississippi "Jim Crow" trains as a white child. She attends the theatres as a white child. She probably does all of the other things which folks—do in Mississippi as a white child but she can not attend schools as one. Great Mississippi "Wonderful southland" Already overburdened with a poverty stricken school system which does not make adequate provision for the education of its native born children and no pretense at all for the education of its Negroes, it would add to the burden of its ignorance by denying education to one of its OrientalHow will it face the future? What will the outcome be? One is not so concerned with the decision of The Supreme Court, as important as it is. If he but attempts to lainalize the tremendous handle, which the south is foreign on itself and the country by the shortsighted policy of public education. We say the south for with but few exceptions, all of its states are peculiarly backward in the matter of provision for the training of those who will be its future citizens and particularly is this true of its black and "Colored" inhabitants. It fails to train them properly but it contends that they must measure up to regular American standards. It double taxes the Negro population for schools by making them furnish for themselves the schools of the type which reset their needs, and in the case of Mississippi which will be copied in many others, it trains the still more foreign elements in one way and decrees on them in another, thus making them still further outcasts from the American educational scheme. The policy is an expense once as long as will prove. In the meantime in the case of this Chinese girl, the reputation of this country must suffer ahead and the many hatreds which are now just forming, will be softified and crystallized and the day of reckoning made more sure. We do not, and cannot, get equally under segregation, for segregation is imposed in the classroom and the rest of the school and racial compartment that demands one group unit for containment, and sets, if not, rules for its use in facilities, improvements, comps of study, standards of instruction, and length of scholastic year.
