For Excluding Colored Nurse. New York, Nov. 1.—Caspar Holstein sent to the National Association for the Advancement of Colored People, copy of a letter from the Trustees of Presbyterian Hospital protecting against the exclusion of Gladys L. Catchings from a special hospital. Mr. Holstein gave $500 to the Presbyterian Hospital for the medical centre of which he served. In his letter Mr. Holstein wrote: "On the portals of the Presbyterian Hospital which reads: 'Regardless of Race, Color or Color.' It was the institution founded on such a great prince that prompted me to would reflect on my manhood, I feel to a departure from this noble principle to go unadvised." S Convention of Texas hold a meeting on June 10, 1923, Tampa, Igt. week, Harmony Baptist Church and Igt. Joseph William Church. The sessions of the convention began Wednesday noon at the C. M. H. Church, Rev. R. E. Arlington, who was the president and functioned as president of the convention the past two months called the convention or order. One had to be remotely alim to be able to attend the meeting while making sure the messengers were on hand to change the official completion of the convention. An injunction issued by District Judge Willeox on the prayer of Dr. W. L. Dickson, of Dallas others, restraining Rev. E. They state that it savored of unfair discrimination and had all of the cermarks of segregation in the light of the fact that the expected attendance was mostly women, and that it was not crowded. A majority of those present at this meeting reported the largest number of women they knew; and they all conceded that the largest number of women this unusual interest on the part of women may be ascribed to seven these women who are the political leaders in the first camp. They are known to be taking seriously come from the ranks of the church workers and club workers. They are bringing such seriousness to the same seriousness, the same enthusiasm usually shown in those who are involved in the political workers can be depended on to bring to the polls the women who are the political women voter. In those states where the Negro vote counts, there were, according to the census reports of 1920, more than 5,000,000 Negroes of voting age, at least 50 percent of whom were admitted to be women. In Harlem alone, the unofficial member of registrants for its place of interest was marked increase over 1914 and over the state registration for 1927. If the vote totals the number of registrants, there will be an epoch-making vote in Harlem alone. At National Republican Headquarters such market increases are being reported from other urban centers, and a less notable increase from rural-sections. Again, granting that 50 per car of this increase is due to the new-owned interest of the Colonel and the Governor, it will essentially all of these will vote the Republics ticket, the Negroes won, and the result on the result of the campaign. S.—(Special).—The forty second session of the Southeast Missouri and Illinois Conference of the Colored Methodist Episcopal Church opened here last Wednesday with Bishop of 8th. THE NEGRO AT THE POLITICAL CROSS ROAD (Continued from last Week) Let me be perfectly frank, am willing to concede that in the present state of racial prejudice the United States has a possibility to build up an effective competitive Republican Party in the South under exclusive New York leadership. In order to make the case complete And to give a full view of the Negro's position, I will now, as briefly as is consistent with adequacy, point out the more general complaints against the reactionary tendency of the Grand Old Party whose leadership now devolves upon your shoulders. The Republican party gave the Negro his freedom, citizenship and enfranchisement. This benefit is based on a debt of gratitude which is hard to repay. But it is a law of human psychology that a gratitude never outlans the sustained benevolent rattling on the benefactor. The number of Negroes holding important appointive positions has steadily declined since the days of Theodore Roosevelt. It is also true that these appointees recruit the lower level of the public service at an average salary which falls below the minimum scale for a decent living wage. The Negro is contending for reasonable representation in the higher levels as well as in the lower ranks of the public service. The last two Republican administrations have permitted the manipulation of the Civil Service machinery so as to chest the Negro competitor out of his just dugs. When a loyal and patriotic American citizen is invited to open competition for a position and wins over other competitors, he is then deprived of the promotion by which he is only controlled and running, a device that is applied in accusing the government of sharp practice, which would not be tolerated in a first-class gambling house. Good-sportsmanship requires that the one makes the rules of the game should certainly play the game according to the rules of his own making. As a result of this sharp practice (if hate to use such ugly terms the government will not be the government) the Negro is being paid in the control from the classified service. Alkington The letter to the Romans was written by St. Paul near the close of his third missionary journey, from Corinth, and deals with some of the most vital facts of the relation of the Christian to civil government and social welfare of the community. The church at Rome was composed of Jews and Gentiles perhaps with the later in the majority. It had long been Paul's desire to visit Rome and to see the people there, so he feeling in this respect is very touchingly expressed in Romans 1:13; "Now I would not have, you ignorant, brechen, that oftentimes I have purposeed to come unto you (but was let hitherto), that I might have same fruit among you also, as among the Gentiles." At the very time he was writing this letter he had planned to visit Jerusalem, but the Gentiles' mitten which had been selected to carry the relief funds to the poor saints in Jerusalem—hence he never got there until he wants as a prisoner. It seems that the purpose of this letter was primarily to confirm the faith of the Roman Christians by giving them a systematic statement of the nature and working of the gospel. Rome was so far removed from the center of Christian activity that The chapter from which our lesson is taken for today deals with vital matters—those of tribute, and allegiance to constituted authority. Already Paul had emphasized the duty of Christians to keep peace with all men whether ably and kindly toward all men—and then the apostle passes to the question which was giving the church much concern: that of its obligations toward the civil powers of the nation, that it was unlawful on religious hortication becomes the more clear and impressive with respect to civil duties when one considers the feeling of the Jews toward the Roman government—many of its leaders contended that it was unlawful on religious hortication during the burning question during the ministry of our Lord—the question was put squarely to Him—"Is it lawful to pay tribute to Caesar?" Just before this time an insurrection had occurred in Jerusalem, and it was followed from that city by the decree of Emperor Claudius. In the light of these facts one can see why it was so necessary that Christian communities should disprove any accusation of 'dioloyalty-by-conducting themselves in service's action in the public administration. But it is not to be otherwise. Paul, therefore, lays down the provocation to be otherwise. In the light of these facts one of the subjectors to: constituted authority regardless of the character of the man in whose hands its administration might be; and this is the right of the man in whose hands it is the right to call that the reigning monarch at the time was Nero, perhique the most cruel and-wicked sovereign of all history. He also makes it plain that civil government was no less a divine institution than the Church—that all authority is a part of the God. We should not be allowed to after a people has struggled for more than a half century to grow into those things which make for good citizenship such as education, accumulation of property, and recognizing unquestioned loyalty to the state and nation in time. We should not be slaves in slavery by those in authority for any people in a free republic who are denied the right to vote for or against public officials are shaves in the trust sense of law. We should be being said in our day about a growing disregard for law and the importance of highest authority take the lead in the violation of those laws which are out of harmony with their prejudice. It should be borne in mind that the Fourteenth Amendment is just as much a part of the United States Constitution as that document and when they are violated with impunity by a Christian nation which is compassing land and sea to make proxies, we can understand why lawlessness this morning, "As we would have done, to this Nation even so unto them." In this present national campaign the two major parties have constantly endeavored to promote the interest of their candidate by races to meet the demand of good citizenship. It has been said, North and South, East and West, and by parties of the leading candidates: 1. That Negro voters should not hold public office, no matter what their character may be nor how well they do their work nor how completely they satisfy their constituents. 3. That the contact of white people and black people in government, in business, and in daily life, is common effort and cooperation, calls for explanation and apology. 4. That the honesty and integrity of party organizations depend on the complete removal of all Negroes from voice and authority. 5. That the appointment of a public official is an act which concerns only white citizens, and that Colored citizens should have neither voice nor consideration in such appointments. These assertions, which sound bold and almost unbelievable, have appeared as full page advertisements in the public press at the anbjey of leading authors and journalists, who have been repeated on the public platform and in open debate in the Republican and Democratic speeches, and they have been received in the media as those of these and other parties in almost complete silence. A few torturing lurks in of the race problem, but for the most part the public is insulted by the insult toward one-tenth of the nation has evoked no word of protest, and from the demonstrators or form their offense spokeman, and from few relictive and evil personal gossip are, they have not not seeds of evil unutilized and unrestricted appeal to race prejudice. The emphasis of racial context and harassment in campaign is an appeal to the lowest and most primitive of human beings, and the peak of human potential can successfully be made, and the power to injustice religion, no national unity, no social programs, even in matters purged from the public Do not misunderstand us: we are not asking equality where there is no equality. We frankly recognize that the aftermath of slavery must involve long years of poverty, crime and contempt; for all of this that the past has brought and the present gives we have paid in good temper, quiet work and unfaltering faith. But we do solemnly affirm that in a civilized land and in a Christian culture and among increasingly intelligent people, some where and some time, limits must be put to rice disaragement and separation and campaigns of racial catamonia which to set 12 million human beings outside the state of ordinary humanity. We believe that this nation and every part of it must come to admit that the gradual disappearance of inequities between racial groups and the gradual softening of prejudice and hatred, is a sign of advance and not of retrogression and should be hailed as such by all decent folk and we think it monstrous to wage a political campaign in which the fading and softening of racial animosity and the increase of operation can be held up to the nation's as a fault and not as a virtue. We do not believe that the majority of the white people whether North or South believe in the necessity of the truth of the assertions current in this campaign; but we are astonished to see the number of Americans who are whipped to stifle in the presence of such obvious and ancient political trekkers. North and South Black and white, we can stop this tragic feeling and demand, not to be sure, everything that all Negroes might wish, nor all that some white people might prefer, but a certain balance of sense of race? Can we not as a national assert that the Constitution is the law of the country and that the law of the state and its institutions as well as the 18th are still valid; that it is no crime for a Colored man, to vote for he who is not a Colored man, or that it is no crime to appoint a Colored man to office unclean he is unclean the crime lies in his incompetence and not in his color; that in this modern world of necessarily increasing human contact it is inevitable that persons of different race work together in private and public service; that this contact is not wrong unless the persons are unable to do their work properly or unless their helpful cooperation is proven impossible? We are asking, therefore, in this appeal, for a public repudiation of this campaign of racial hatred. Silence and whispering in this case are worse than in matters of personal character and religion. Will white America make no protest? Will the candidates continue to remain silent? Will the Church say nothing? Is there in truth any issue in this campaign, either religious tolerance, liquor, water-power, tariff or farm relief, that touches in weight the transcendent and fundamental question of the open, loyal and unchallenged recognition of the essential humanity of twelve million Americans who happen to be dark-skinned? They had begun to feel that they were going to be very successful in doing this. Then came the migration of Negroes from that section. The ball weevil was playing havoc with the crops and because of this a large number of their colored friends and customers had left the surrounding country to go to New Orleans, Houston, Dallas, Birmingham, St. Louis and Chicago. Naturally the sales at the store fell off. Then, to make it worse, came the great flood. Being situated very close to the Mississippi and one of its bayous, Plaquemine and the district around it did not escape.
