El Pao, Texas. February 6, 1921. Editor The Houston Informer, Houston, Texas. Dear Sir: I have just read a copy of your paper for Jan. 28, and cannot believe in it. I have accord with your article on the Ka Klux Klan. Permit me to say that in my opinion it is a most courageous and admirable exposure of the sinister purpose of this unAmerican organization of ruffians to persecute the law. I am confident that by whoever it is committed. In El Pao race conditions are perhaps almost Utopian by comparison with the old South, but even here I am appalled by the ruthless and intolerance of some of my own race. I really can't comprehend such an attitude. Why, honestly, I have some firebrand friends who seem shocked and mortified to see me趴 my jacket a colorful woman or address a man in a suit. I have seen by these people reading from Washington or DuBois or Dunbar is the rankest heresy! I feel very strongly on this matter and shall continue to so express my anger. I will attend the day at the First Congregational Church in El Pao we discussed the question of tyranny and I am glad to say that no voice was raised but that deplored this inhuman savagery. The announcement and appeal of the colored department of the total Servio Bureaus, which appeared in the last week's issue of The Informer, is a worthy cause and our people should respond to it. This department looks after those in need and sore distress and its ministrations and philanthropies are not restricted to color nor creed. The work among the colored contingent is in the immediate hands of the United States and the appeal for aid and assistance must not fall upon deaf ears. The United States has charge of the street drive and expects to make a splendid showing. The informer hopes that this humanitarian appeal will fall upon responded were among a group here and the desired goal attained. QUARTER OF MILLION MEMBERS N. A. A. C. P. CHIEF OBJECTIVE IN DRIVE ENDING NEXT JUNE New York City — James Weldon Johnson, secretary of the National Association for the Advancement of Colored People, has announced that the association is about to enter upon a drive to increase its membership to 250,000 before next June. In making the announcement Mr. Johnson made public the fighting program which the association had adopted for the coming year. Neither congress, nor the oppressors of colored labor in the South, nor the newspapers, can ignore a quarter of a million colored and white people determined that the Negro shall be given in the United States what the white man, irrespective of race or color. "With a totally inadequate membership the National Association for the Advancement of Colored People has already undertaken and carried to a conclusion the first magnitude. The brutal invasion and the exploitation of Haiti was brought before the bar of judgment not only of Americans but of the civil world. Anti-jackson legislation has been introduced, at the instance of the United States congress. The disfrianchement of colored people has been carried before the census committee of the house of representatives. A campaign against the Ku Kux Kux by the National Association of Colored People of the Nation of Colored People has met with the endorsement and support of labor unions in New York and elsewhere. Robert L. Hill, charged with leading the colored farmers in Arkansas, was defended in court and freed the colored farmers in Arkansas. The state supreme court of Arkansas which twice reversed their convictions. "These are only a few of the activities of the National Association for the Advancement of Colored People in 1890. They will be extended and given greater power as the membership increases. The association has no hesitation in making a country-wide appeal for co-operation and support, and for a quarter of a million members or inure before next June, behalf of the following program for 1921: 1. Anti-lynching legislation by congress. 2. Abolition of segregation in the departments at Washington. COLORED TRANSFER READY TO S By a recent consolidation of two transfer companies the Red Star Transfer Company is the latest venture of its kind in city among its measure. Richard Fortson and John Reene, two well-known operators and owners of separate automobile lines, have pooled their business interests and have launched an enterprise that is destined to fill a long-felt need both in the city and surrounding territory. The Red Star Transfer Company has already pressed into service several five and seven-passenger automobiles, with careful and expert drivers and drivers. --- HOUSTON, TEXAS, SATURDAY, FEBRUARY 19, 1921. 3. Appointment of a national Inter-Racial Commission to make an earnest study of race conditions and race relations in the United States. 10. Succession of the fight in the Arkansas cases. 11. The successful holding of the second Pan-African congress that the colored peoples of the world may gain a mutual understanding of their common problems. 12. PRETTY COLORED GIRL VICTIM OF BRUTAL CRIMINAL ASSAULT BY WHITE LOUISVILLE BRUTE Special to The Informer. Louisville, Ky.—The tables were turned in criminal annals last Saturday when a pretty young woman was attacked by a big, white man. But the daily papers did not headline it, they did not notice it, except for a night reference by the Courie-Journal. The police court judge did not hold the white assistant to the grand jury, the presenting attorney did not give any interview saying he believed Miss Carter's story. The matter passed off very quietly. There was no noobing no attempts at byking. Saturday night, about 7:30, Miss Adelia Carter, a pretty young colored woman, returning to her home, 503 Coke street, passed Jackson and Breckinridge streets. On the corner stood a white man, Edward Harding. He followed Miss Carter and when she reached an her he grabbed her and dragged her in a darker spot. Mr. William Hart, not the movie actor, but a well-known colored citizen of the East Side, ran to her rescue. He caught Harding and led him to a corner grocery and called the police. He said he thought he was attacking a white woman. In police court Monday Harding was tried for disorderly conduct, fined $20, and allowed to go. Twenty dollars fine for attacking a woman! Disorderly conduct when he choked and threatened the woman. What's the use of talking about what would have been had the colors been reversed—she white and he black? You can imagine. East End colored people are to be commended for not taking the law in their own hands. They let the law take its own course—and it took a devil of a course. The edifice, now in course of construction under the supervision of the expert contractor, architect and builder, Mr. J. T. Meridiah, is a credit not the craft but to the race and what can be accomplished by teamwork. Harding, wife of the President-elect Harding, when interviewed by a colored representative, was extremely busy packing and preparing to move from her Wyoming Ave. home, but was willing to spare the time to extend a greeting of cheer to the colored people of the nation. She said: "I thank the colored press for the support which they gave Senator Harding." When introduced to Mrs. M. L. Gray, president of the Negro Woman's Republican League, she extended her hand, and with a smile that one could came from her heart, stated, "The wonderful support that was given to Senator Harding by the colored women of our nation shall ever be green in our memory, and I know Senator Harding will give the colored citizens of our nation a square deal." I enclose you a copy of article 6, section 3 of the constitution of Texas, as it stands today on the subject of suffrage in cities and incorporated towns. You will note that in the charter of Houston article 4, paragraph 3, the first half of this constitutional provision is omitted, and but the other or closing one-half is placed in the said charter. Of course, you know as well as any one, that the legislature can not pass any law granting a charter to a city the terms of which violate the constitution. Which is the highest law in Texas, the constitution of Texas or that act of the legislature of Texas extending to Houston that charter? I say the constitution is the highest law, but violates also the late amendments to the constitution of the United States, which obligate the public form of government. A democrat never advocates the violation of the constitution and laws of the government in which he lives. Suffrage—Who is entitled to vote in a city election. Section 4. 3, constitution of Texas "All qualified electors of the state, as herein described, who shall have resided or shall have resided in a city or corporate section within the limits of any city or corporate town, shall have the right to vote for mayor and vice mayor elections to determine expenditure of money or assumption of debt, only if paid taxes on property in said city or incorporated town; provided, that no poll tax for the payment of debts that remain unpaid upon the terms of which sebared from voting in relation thereto. It has a continuous application in the present time (I 1. The Foolish Virgins Took Lamps But No Oil With Them. (v. 3). Lamps signify Christian professions. Lamps are the Holy Spirit (Zech. 4). Having the lamps and no oil shows that they were professors of religion without possessing them. The Holy Spirit generated the Holy Spirit takes up His abode with Him. The proof that one is a child of God is that he has the blood of Jesus. Any man have not the Spirit of Christ, he is none of His. (Rom. 8:3). The foolish virgins may have been of good matter, but they were unregenerated. 2. The wise virgins possess both lamps and oil (v. 4). They make a man of life of righteousness. These are the true believers. Both the wise and the foolish virgins slumbered and slept. They are well had grown heavy and they are well nourished. This shows that as the Christian age lengthened the real and professing church would cease to exist. It is unasparkedly sad that so many even of God's saints, wise virgins, should give up the expectancy of the return of the Lord. (v. 12). The Coming Bridegroom (v. 6:12). 1. The midnight cry (v. 6). In the midst of the night when all were asleep the groom cometh, go ye to meet him. How sad it is that the church has lost her hope, is not waking and is not sleeping. 2. Activity of the virginus (v. 7). They all arose and trimmed their lamps. There will be great activity when the Lord comes, on the part of them they lack that which is essential to their life, who only make a profession. The professing Christians will then realize that they lack that which is essential to their life. 3. The foolish request the wise to share their oil (v. 8, 9). The revelation of Christ will make manifest the genninence of the Lord, the folly of mere profession. When the Lord comes it will be too late to mend one's ways. 4. The wife of the marriage (v. 10) will the foolish were seeking to buy oil, the bridegroom came and those who were ready were admitted to the marriage. 5. The pitiful position of the foolish (v. 11). They begged the Lord to open the door that they might enter to the marriage feast. One can be a foolish person. The awful judgment (v. 12). The Lord declared "I know you not." Those who put off the personal contact with Jesus that day shall shut out from the presence of Christ. 111. The Solomon Obligation (v. 13). "Watch, for ye know not the day nor the hour wherein the Son of man cometh." No One Absolute. God has made no one absolute. The rich depend on the poor, as well as us. We are not so much but a magnificent building, all the stones are gradually cemented together. No one subsists by himself alone—Feltham. Must Deal With Sin. HOUSTON, TEXAS, SATURDAY, FEBRUARY 19, 1921. CLASS LEGISLATION UN-DEMOCRATIC. The recent action of the city "democratic" executive committee in issuing an edict or ultimatum prohibiting American citizens from voting for mayor, city commissioners and controller, because of said citizens' racial connection, is diametrically at variance with the fundamentals of a democratic form of government and is nothing more or less than class legislation. If this committee, which has arrogated unto itself power and authority never intended by the fathers to be conferred upon such a combination or clique, has the authority to deny full-fledged American citizens the right to vote in a municipal election where officers nominated (really elected) are to serve the entire citizenry, then it also has the power to go even further and add qualifications incompatible with common sense and good judgment. For instance, this autocratic and kaiseristic "democratic" committee can rule that red-headed men or women who use the rouge stick and power puff are ineligible to vote in a city election. Going even further, to make it more ridiculous and ludicrous, this "democratic tribunal" can decree that all men wear a shoe larger than a number six or all women apparended in abbreviated skirts can not cast a ballot in a city election. Or all owners of Ford cars or all patrons of Stone & Webster's troley cars can be declared ineligible to vote in a municipal election, if the action of the city "democratic" has any real legal standing. The Informer has contended all along the way that the primary election, as operated, manipulated and maneuvered in the city of Houston, is illegal and contraverts the tenets and preachments of democracy. It confiscates the rights of American citizens, establishes "ring rule," flaunts the state and federal constitution in the face, prostitutes democracy and rapes Americanism. It constructs and maintains a double standard of citizenship and at best is mob-law camouflaged politically, at the same time masquerading under the popular and high-sounding name of "democracy." If rightly attacked its standing in a court of equity is very doubtful and as American citizens we should not be content to sit supernly by and permit shrewd and designing politicians to divest us of every right and privilege vouchsafed and guaranteed to us under the constitution and bill of rights of Texas and the United States. For the benefit of our readers, The Informer reproduces elsewhere in this issue an article from the pen of an eminent white THE HOUSTON INFORMER, SATURDAY, FEB. 19, 1921. authority on the constitutionality of the charter of the city of Houston, which appeared in a recent issue of a local daily newspaper. It is food for thought and deserving of more than passing notice. THAT FATAL CRAP GAME RAID. This community has worked itself into a frenzy over the killing of a white youth by police officers in a crap gale raid last week and the white press and city officials have taken a commendable stand in the matter. All officers participating in the raid were suspended from the police force and the officer believed to have fired the fatal shot was arrested and released under heavy bail. The Informer does not desire membership in the "I-told-youso" club, but when it is borne in mind how colored crap shooters are arrested, beat up, shot at, and in the past, often killed, it was not surprising to those conversant with local conditions to see the shoe pinching the other foot. The Informer is not rejoicing nor gloating over the untimely death of the white youth, but it merely calls attention to the fact that where practices are committed and condoned upon one part of the citizenry with impunity, the other part is not immune from such cruelties and impositions. Our retiring chief of police did much to abolish the quick-gun play of police officers and the ruthless taking of human lives by these custodians of the law; but there is yet much room for improvement and it is hoped that this latest tragedy will crystallize public sentiment against such acts upon all citizens. By way of digression, crap shooting is not the worst crime being perpetrated in this community by any odds, and if the same efforts were put forth by the police department to apprehend murderers, yeggmen, bandits, and our altogether too large colony of criminals, perhaps our maximum number of crimes could be reduced to a minimum, and the citizens of Houston breathe a sigh of relief. Furthermore, while raiding crap games in the outskirts of the city, suppose a few of the big downtown poker games were peremptorily and unceremonially raided and the principals arrested. A crime is a crime, it matters not by whom committed, and the station or color of the criminal should have nothing to do with influencing the actions of the officers of the law. There is where our chief trouble lies in the South. We have sufficient (yet, too many) laws on the statute books to handle all crimes, but the administration, enforcement and interpretation of the laws is where we fall down miserably and shamefully. VICE CONDITIONS IN HOUSTON The Informer will be pardoned for saying truthfully that Houston is one of the most immoral cities in the South and vice conditions here are shocking and shameful. This paper has been persistent and consistent in its editorial content for the elimination of these notorious practices of vice, and especially as it concerns white men cohabitating with colored "mud-hens" and "fan-feet." But vice conditions will not be changed in Houston or anywhere else by self-appointed monitors of public morals to any appreciable extent, and, while every citizen should consider it his golden duty to assist in making the city a decent and fit place to live in, it should be done through orderly processes. There is too much winking at such practices of immorality by those whose sworn duty it is to enforce the law and suppress vicious practices wherever they exist. Too many are like the wrathy accusers of the woman brought before the Master on the charge of adultery, who were clamoring for her death with stones until the Great Reformer admonished and urged those without sins to cast the first stone. The mob immediately dispersed. The trouble with these sensational and self-appointed reformers is that too often they are engaged in the same kind of practice that they try to suppress the cover of darkness and thus their efforts are negatived and come to naught. The deplorable vice conditions in Houston must be improved, but for the best interests of the community this improvement must come about by those elected and appointed legally to perform the task, if results worth while are to be obtained. What about a "flying squadron" to aid and assist the police department in the suppression and obliteration of these immoral and illicit relations and practices? For citizens of their own accord and volition to attempt to take the trouble, is an admission that law and order has run its course, and their chief objective will not be realized. EXTRA! FT. WORTH DOES IT AGAIN. A recent news dispatch from Fort Worth states that the Tarrant County grand jury refused to indict a colored man for the alleged slaying of a white man, on the grounds that the evidence against the accused race man was insufficient to convict him. This "no bill" was returned by the grand jury despite the fact that a hungry and howling mob of ruffians and "boohes" had made a vain and futile attempt to lynch the colored American when he was first arrested. Within the last few months in Tarrant County two accused colored men have been given their freedom by a petit and grand jury, respectively. The first case was where a colored man was accused of rape upon a white girl and several attempts had been made to treat him to a dose of the famous American pastime—lynching—but the jury acquitted him and the sheriff escaped him beyond the county boundary. Now comes the grand jury and refuses to return an indictment against a colored man accused of killing a white man and, like and unlike Plate, they found no fault in him and then instead of turning him over to the mob, the grand jury went Pilate one better and gave the black man his freedom. The informer mentions this because it shows the possibility of breaking out their Hunnish "kuljur" upon an innocent person, and if these吕y吕churchers would give the courts a chance to function all culpits would get their just deserts. It is far better for this country that courts such matters than mobs, for if we permit law and order to break down, the life of no citizen will be safe in this reputed democratic republic. THE NEGRO RACE THROUGHOUT THE AGES again, not by their FISTS but by their BRAINS. Paint the TRUTH so fascinatingly, so clearly, so forcefully that the men or other races must read and acknowledge that black people are not brutes, but men. At a meeting of the league Tuesday night, plans were set forth whereby contracts could be let for the laying of individual cement walks, and it is requested that each property owner will join with league in getting some cement walks. Calumnies circulated over the world, filling Aryan literature against black people by ignorant and prejudiced and superficial white scholarships have become the secret belief of the trampling of the mass of Negroes and most greatly accustomed to the trampling of his rights. PORT ARTHUR --- The white man looking at this cringing spirit, decides in his heart that the Negev is not a man. When he needs to leave him, he will give him more moral backbone to stand and face the world. The chief task for black scholarship and leadership will be to teach the students the skills that the race has played from the earliest ages of the world. This knowledge must be given that he may stand free to do his full world duty, and ever will be willing to die with back pain. As the facts of this series are not accessible to the average scholar and leader, as many lack the time for research work, the author is giving to research students the ability to work on ancient manuscripts, working sometimes into the wee hours of morn. This astounding truth ought no longer to be kept from the Negro or from the type of white man who dwells and matriates the black man mainly in the South. We have had 25 years of agitation what good has it done? Our troubles increase. But how about light plays in a darker vein? This is the type of entertainment to be presented at the Audiorium on Thursdays at 10:30 a.m. in the best colored organization "THE SMARTER SET," headed by the foremost commissaries, Taule Tutt Tahmn and J. Honner Tutt, in their latest and successful musical creation entitled "BAMBOULA," a jazmin opera in two acts with ten scenes. The production is based on Prof. Loving, a musical fanatic, who on hearing the first four measures of an ancient African melody, and an African instrument, conceived the idea of tracing its origin, in order to prove that the African, as other people have contributed to the development of "JAZZ VAMPIRE" AT BOOKER T. Starting next Monday, the Booker T Washington theatre on Odin Avenue will present a new musical comedy *The Art of Painting* with pans of 25 performers will pull off "The Art Vampire," a live vehicle proclaimed by all as an honest-to-goodness "knockout." RACE PICTURE AT ST. ELMO. The last episode of "Bridge 13" will be shown at the St. Elmo theatre, 711 San Felipe, night (Friday), along with Alice Joyce in "Vice of Fools," a late release. The "Hunter" and "Son of Tarzan" are the Subbath day offerings, with a William S. Hart feature thrown in for good measure. The big time will take place Monday and Tuesday night, when "The Green-Eyed Monster," a stupendous colored motion picture featuring Jack Austin, a Houston product, will be the Beautiful and petite Louise Dunbar, the colored colored screen beauty, will vie honors with "Jack" in this spectacular and scintillating production. The plot of the play deals with the "tall triangle"—two men in love with one girl—and depicts the rivalry between two railroad lines for transporting the government mail. It is of "THE SMARTER SET," Whitney and Tutt, are brothers, not only in name but in life. They have been made in the first instance for theatrical purposes only. They are, moreover, coauthors of that present play, *BAMBOUA*. Of especial interest to Houstonians will be the appearance in two major roles of the two former Houstonians in the person of M. Fortson and Mrs. Neil Kilana. The actors are known personally by many media and participants in the photoplay will be readily recognized by others in the audience. The character is pronounced by macrrites to be the greatest production ever filmed, and it is only one of the many race features booked by the Lincoln management for the year. The author of "Loyal Hearts" has several big features, two do which, "Neptune's Daughter" and "Hearts in Exile," feature Annette Kelleman and Clara Kimbail Young, respectively to large audiences at the Lincoln.
