Warned that mob-law would eventually ruin and react upon the South, the Southern white people paid practically no attention to the continual warnings, protestations and predictions of the colored press and pulpit, and thus today we have a mean and nasty situation in one of our sister states (and a military investigation in Texas) would probably disclose similar, if not worse, atrocities and depredations, all due to the South's policy of condoning, encouraging, aiding and abetting lynch-law, both statutory and customary. It is our hope that out of the Oklahoma embarglo will come an awakened South and that steps will be taken to restore and vouchsafe to all American citizens their constitutional and inalienable rights. Too long have moral cowardice, in difference, lethargy, prejudice and antipathy reigned supreme and unmolested in the South, and a general housecleaning is imperative, and this Governor Walton seems to be trying to do. Whether he will get the support of his people and consummate the task, too much for us to say just here. But we wish to remind the South again that the law of retroactive justice—what you saw you will reap—immutable, unyielding, irrepealsible, unchanging, inexorable and cosmic. ANOTHER MAKING GOOD. C.—The United States civil service commission states that the work of providing a staff of colored men and women for the United States Veterans' Bureau Hospital at Tuskegee, Ala., is progressing satisfactorily; that many colored elders have been appointed and are now on duty at the hospital, and that others will be appointed until an entire colored staff is enrolled. The commission states that it has secured a sufficient number of eligible males for positions of nurse, dentist and pharmacist, and also enough eligible for positions of physician, with the possible exception of specialists in tuberculosis and neuropsychiatry. There is still need for colored eligibles for positions of reconstruction aide and reconstruction assistant in occupational therapy and physiotherapy, dietitian, laboratorian in bacteriology, and laboratory in roentgenology. Full information concerning the requirements for entrance to these positions may be secured from the United States civil service commission, Washington, D. C., or the secretary of the fifth U.S. civil service district, post office, Atlanta, Ga. DR. ROETT BACK ON JOB Dr. R. O. Several weeks ago The Informer article from the pen of Dr. William Pickens, resident of New York City and native of Arkansas, which was a stinging indictment against the species of railroad accommodations provided for colored passengers by the railroads of Texas. One of the most humiliating and embarrassing species of rank injustice and inequality in Texas, is the lax enforcement of the "separate coach" law of the state, which expressly stipulates that the "railroad accommodations must be separate, but equal" for the two races riding the public carriers of the state. Note that this law, placed on the statute books by white Texans, is both specific, positive and emphatic in its wording and interpretation; but these same white Texans fall down miserably and shamefully on the enforcement of the provisions of this law. Let us show how unfair, unjust and unreasonable the "jim-crow" law, as enforced in Texas, really is. A colored and white man reapplies clothing store, owned, manned and operated by a white merchant or white company, and if the price of a suit of clothes is $35, or a hat is marked at $7, or shoes at $10—there is not a business white man in the South, who is really ethical, honest and fair in his business dealings, who would dare charge the colored man more for these commodities than he does the white patron. Both men put the same price for the article desired and both get the same quality of merchandise; and, where some merchant is unethical and indulges in misrepresentations and practice price discrimination, he subjects himself to the censure of his business contemporaries and makes himself liable to court action. Finally, when it becomes known that said merchant or store has such a perfidious policy, the customers patronize other stores and the unethical merchant or store lives at a "poor dying rate." Yet practically every railroad company in Texas, hourly and daily, engages in a practice, and gets by with it, that would virtually close any store that pursued a similar policy towards its customers in the commercial and business realm. A colored and white man approach the ticket office of the Texas railroads and both purchase tickets to the same destination. Both pay the same fare and then, what happens? The white passenger can ride in either the day coach, chair car or Pullman; while the colored passenger, who paid the same fare, is FORCED (it is not optional with him) to ride in a small, dingy and incommodious compartment of the day coach. The white passenger, if he desires to smoke, has a smoking compartment provided for his comfort; while the colored brother must either smoke in the compartment shared by both women and children, or stand on the platform, which is a violation of the rules and regulations of the Texas railroad, especially that, on nearly every train in Texas colored men, women and children are COMPELLED to employ the same toilet, but no railroad in Texas would even think of forcing white men, women and children to use the same toilet. Colored women MUST PAY the SAME FARE as white women, while the latter get first-class accommodations and the former get 'stealth class accommodations, and, in some instances, no accommodations at all. On top of these unequal and unfair accommodations, the colored passengers MUST SHARE their small section with the conductor, brakman, porter and butcher, who generally occupy from four to eight seats; while we have known countless instances where Texas railroad conductors have made colored passengers, male and female, stand for miles, while these trainmen occupied seats in the colored compartments. If a white person is ill and desires to travel, he or she can get Pullman reservations, but sick colored passengers—women not excluded, but very much included—must either ride cramped up in the dirty and jammed day coach or repose on a couch in the baggage car. If a white passenger gets hungry and wants some hot food, the diner, attached to every train of any consequence in Texas, is open to him or her; but the colored passenger must eat cold lunch, self- THE HOUSTON INFORMER, SATURDAY, SEPT. 29, 1923. provided, or wait until the whites have all eaten and the dinner is about ready to close; and this practice only obtains on one or two railroads in Texas. For other accommodations, though extra fare must be paid for this privilege by whites, it is next to impossible for any colored person to secure such service, unless he or she is a racial interrogation point and the ticket agents are unable to determine their racial identity. Yet, to show the inconsistency and unreasonableness of the present method of rank and willful discrimination against colored passengers, colored people in the employ of whites can ride in any car, on any trains in Texas and other Southern states, and not a single voice is raised in protest and objection. In other words, the railroads are perfectly willing to sell tickets and accord accommodations to colored servants of white people in the employ of whites to race who are not servants and are able to pay for these high-class accommodations, there is absolutely and positively nothing doing. Yet the law is very specific, plain and clear on both the point of "SEPARATENESS" and "EQUALITY;" while the railroads and white public only see "separate" clause of the statute is rigidly and religiously observed (provides and coloroses passengers are not servants and employees of white passengers), seeming to be unmindful and unconcerned about the "equal" provision of that same statute. Is such discrimination, in the face of the fact that both races are IMPLIED TO PAY THE SAME FARE, fair, just and honorable? If suit can be brought against other corporations and companies to force them to live up to their charters and the state statutes, why in the name of common decency and high heaven can't a similar legal course be pursued towards the railroads of Texas and thereby make them live up to and comply with THE LAW of the Lone Star State? Is the fact that the passengers, thus discriminated against and violated by the Texas law by the Texas members of the colored race, the cause of this lethargy, indifference and apparent connivance at and condoning of such willful and malicious infractions and transgressions of the state law on this subject? Where is the Southern sense of justice and fair play that tolerates, violates and encourages and perseveres theatory and formal education in those general and forces that trample the laws of the commonwealth under their feet and render the statutes null and void through their non-enforcement and non-observance? How long will the lawmakers, legislators, attorney-general's department, good white people and suffering colored people permit themselves to violate the laws? Perhaps if colored passengers would demand these accommodations and then file suits against the railroad companies when same are refused and denied them, and push their cases to the highest legal tribunal in the land, this despicable, diabolical and damnable institution and practice could be broken up, or at least rendered less ravenous and rapacious (we employ these two admonitions). No reputable merchant would think of so unjustly and unfairly dealing with his customer, he be colored or white; neither could one find any other corporation in the state pursuing such a discriminatory policy and so flagrantly and grossly violating the state statute as do the Texas railroads. The law calls not only for SEPARATENESS but EQUALITY in railroad accommodations for the colored passengers of Texas, and how the railroads can openly and wantonly disregard this law. By it, is simply another one of the many Southern monstrosities. Such injustices and inequalities constitute treason against justice, mockery at fair play and honest business intercourse, highhanded despotism, disgrace of democracy and national shame. THOROUGHNESS AND RELIABILITY. There is one complaint filed against entirely too many of our colored contractors, carpenters, painters, paper-hangers, brick-masons, etc., and that is, so many of them are unreliable and will not do a thorough and "jam-up" job, especially when working for members of their own race. Of course, all of these artisans are not placed in this category, but what affects, for good or ill, one colored artisan in a particular vocation, will affect all, and thus we see how a few unreliable artisans can do all colored artisans an irreparable injury. We have noticed that, not only do these race tradesmen often fail to stand by their word and do the job as per plans and specifications, but there is a disposition on the part of so many of our people, in other lines and pursuits, to give members of their race a raw and rotten deal when in their service or performing a task or doing a job for them. Too many of us seem to be satisfied with "any old thing will do," when the job is for some member of our race; but we assume an all-together different attitude and even go out of our way to do a "brown" job when working for other races. We caught the fever, but we are registering too many complaints against our race artisans needed in the erection and construction of homes and houses. The Informer has nothing in its journalistic heart against any of these colored artisans, but we feel that their attention ought to be called to the practices of a few before the reaction sets in on the whole. It is no excuse under the sun for any artisan to mesa up a job when working for his own race, for it will prove a boomerang before long. We must take "color" out of our dealings with one another and deliver the goods, whether for black man, red man, white man or yellow man. We need ethics and morals in carpentry, painting and such trades that we do in medicine, dentistry, law and the commercial and business fields. Colored artisans must have a word and must make and maintain their word their bond. When they do a job for their race, they should be so painstaking, thorough, complete and reliable in their work that it would be impossible to tell the color of the artisan by the usual tell-tales that identify the racial connection of the person who did the job. They must be able to trade with you nor employ you just because of your color; you must deliver the goods, have the merger, be dependable, reliable, efficient, proficient and thorough in your work and leave none of the earmarks which usually denote the racial identity of the artisan. It costs such little to be through in one's work and reliable, but it takes such large returns and is one's best advertisement. Let us work in mind, anything that is worth doing at all, is worth doing well. Hiberson, Texas, Sept. 18—The Colored Teachers' Association has been meeting since our progress in place in Worst Fort last year, and the following appointments made by President J. W. Sanford to head the department's assurance team has been announced. A conference of this activity and a worth while meeting at Fort Worth on November 29 to December 1, 1922, will provide discussions of problems as relate to education and to present conditions of affection to the betterment of our people rather than to papers here before the customary meeting, and to let safely to the teachers' institutes, thus giving the association a greater chance to be accomplished for our people.
