CIVIC IMPROVEMENTS.
Colored residents of the Fourth Ward, particularly on Sunbury, Robbins, and St. Louis streets, are busy installing and making maintenance connections, the city streets on several of the streets in this ward occupied by colored civic clubs of the present municipal administration, for when all property owners will virtually write off the career of the old surface privies so prevalent, such homes in this ward will be more in contact with public health so long in and other wars occupied by our people.
While the installation of these modern improvements will be rather easier to install, homes in this ward and will perhaps mean insured renters where they do not have to be more careful on lease and longer lease on life will be easily worth the investment and comforts are more of an investment than an expense. Although the lack of modern conveniences, such as paved streets, nantucket city streets are not willing to pay a little more for these added comforts, the person who would have such conveniences and comforts in this day and must not "down in" to go without it. There are more people outside of Chicago than in any other city of the country, not excluding New York. There are more people here who themselves have never set foot in Chicago. Governor Pinchot of Pennsylvania laid down the gauntlet; and President Coolidge took it up. Senator Borah, republican, of Idaho, who on occasion has proclaimed his sincerely regrets that the 15th amendment was passed, comes forth in a typical Boralistic outburst of eloquence on the enforcement of the first amendment, that marks him as a true statesman on its face, but in the light of past utterances and indifference, brands him almost as a demagogue.
By using the very own language of Senator Borah, a number of people are asking whether Senator Borah should be designated as a hypocrite.

Declarating that the prohibition amendment is "the storm center now over the constitution," Senator Borah writes, "there is no need to nevertheless, there it stands as a hoax within United States boundary as their slogan: "This is a white man's country." It is regarded as a rather gritty rite, but it is not a rite that the United States nevertheless, there it stands as a hoax
"It is in the constitution after years of axitation and discussion, after forty three states had already adopted statewide prohibition laws, and after ratification by forty-six states of the union. FEW MORE AMENDMENTS, GENTLEMEN!
That the ways of the politicians and office-holders passeth all finding out and fathoming, was very concretely and forcibly demonstrated in the conference held by some thirty-odd governors with President Coolidge at the White House last Saturday. These state executives, called to confer with the nation's head regarding the enforcement of the 18th or prohibition amendment to the federal constitution, seemed to have forgotten that there are at least three other constitutional amendments or more, long since placed on the federal statute books, that are in a state of enforcement of the federal statute books. As long as water remains wet and time endures, it will be utterly impossible to enforce one particular constitutional amendment and wink at and conceive at the non-observance and non-enforcement of other amendments to the same constitution.
If the Southern states can nullify and run roughshod over the 18th amendment, the most Southerners contend, as a post-bellum measure, why can not the Northern states, by the same method of reasoning, virtually tell the 18th amendment to take a swift flight to hades?
The Informer is not a supporter of the liquor traffic, nor does this paper hold any belief in the Bootleggers' Association; for it concludes that a woman suffrage long before either became the law of the land.
But, The Informer cannot subscribe to, nor embrace the idea of having fits and "immies" about the nullification of the prohibition amendment and then rest perfectly at ease regarding the fate of other amendments attached to the same national document.
As it has been a long time since President Coolidge and most of those state governors attended school and studied American history, the Declaration of Independence—called the Magna Chartta, the western hemisphere—and the constitution, we will address it in the benefit of these and others, a few lines from both documents.
The Declaration of Independence sets forth unassailable and unanswerable argument and lays down this fundamental and incontrovertible premise:
We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable rights, that all men are equal in人格 and equal in happiness. That to secure these rights, governments are instituted among men, deriving their just powers from the constitution, the government of the nation, and the common people, deserving of these endowment. It is the right of the people to alter or abolish it, and to institute new government, laying its foundation on such principles as the right of the people to be united to them shall seem more likely to effect their safety and happiness.
Let us enumerate a few other amendments to the federal constitution, which the president of the republic and governors of the various American states are sworn to uphold and see that they are:
ARTICLE IV. The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no warrants shall be issued, upon probable cause, supported by oath or affirmation, and participated in the search or seizure of the person to be seized.
ARTICLE VI. In all criminal proceedings, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the state and district wherein the crime shall have been committed, which district shall have previously accented by a warrant, and to be acquitted, with the witnesses against him; and to have compulsory process for obtaining witnesses in his favor, and to have the assistance of com-
ARTICLE XIII. Section 1—Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been only convicted, shall exist within the United States, or any place subject to their jurisdiction.
ARTICLE XIV. Section 1—All persons born or naturalized in the United States, and subject to the jurisdiction of any member of the United States and of the State wherein they reside. No state shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any state deprive
any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the law.
ARTICLE XV. Section 1—The right of the citizens of the United States to vote must not be denied or abridged by the United States citizen any state, on account of race, color, or previous condition of servitude.
The second section to the last three amendments states that "Congress shall have power to enforce this article by appropriate legislation." So much for excerpts from the constitution!
In his address to the governors, President Coulson is quoted as saying: "The constitution and the laws are perfectly plain, and are binding alike upon all inhabitants."
Governor Pat Neff of Texas, according to press reports, fired another shot at Governor Al Smith of New York, stating that "Texas enforcement will compel us to ask our chief magnate of the Lone Star commonwealth, What old "grizzly ALL"!
Just what comes over our governor when he visits the North and East and impires and causes him to make such public utterances and inconsistent assertions and assume such untenable positions, is too much for us to explain just here.
Without attempting to discredit or belittle our great governor, we will wager our last summer skirt-ship that Governor Neff has either forgotten or never heard of the 13th, 14th and 15th Amendment to American citizens certain inalienable and constitutional rights, propratives and immunities.

The Informer hold "Shed" is fully able, but we merely wish light seekers and clerk before reading them. If the colored wants to land big jobs must meet competence and jobs on his men on racial color, lodge.
Brethren, these and they do not work.
The same thing, simo, was the going of the verbal barrage and colored church and the right to American citizens certain inalienable and constitutional rights, propratives and immunities.
It is ludicrous, inconsistent and prepautous for the president and three-fourths of the American governors to waste their precious time trying to adopt laws to enforce the pro law or obstruct act, and that they are a diluted form of other constitutional amendments, whose enforcement and observance would create the respect for constituted authority they so much desire, but which they are going about in a wrong way to attain and obtain.
The first ten amendments to the American constitution were proclaimed to be in force December 15, 1791, and though they have been the written law of the land for fully 132 years, they are not the only law that governs the country in any number of American states, and particularly our section.
And yet most of our Southern governors, prohibitionists and moral reformers are raising more sand and hula-halo about the 18th amendment's observance and enforcement than about all the other amendments combined, most of which assure and vouchsafe to all American citizens their human, civil, religious and political rights. The 18th amendment, 18th and 19th amendments to the national constitution were made enforceable, by prosecution, largely and chiefly, between December 18, 1865, and March 30, 1870; and, despite their age and guarantees, with congress empowered to enforce them in toto, they are about as dead as Hector when he was dragged about Troy at the time of that ancient city's overthrow and destruction by the Greeks.
Why chase after the shadow and miss the substance?
Is the 18th amendment any more vital, important and essential than the other constitutional amendments and guarantees?
Being politicians, office-holders and office-seekers, are the president and several governors more concerned in this particular amendment because it bids fair to be a big political issue in 1924, a law, even a constitutional amendment, means very little in the United States, if the people decide among themselves that they will not observe it, and the officials seem to be wholly and solely committed to the policy of nullification through non-enforcement and non-observance.
So many constitutions amendments have been held in open debate. American people, that the present effort is rather belated; and it causes a student of history to laugh up his sleeve at such procedure.
Millions of dollars for trying to enforce the 18th amendment to the federal constitution, but not one cent for trying to enforce the provisions of the 18th, 14th and 13th amendments to the same constitution! "It's man's appetite or trying to do what nature has never done (and, perhaps never will do) may be all right and proper, but regulating man's conduct towards his fellowman and insuring to all citizens the same rights and privileges in a democratic republic such as ours, strike us as far more consequence and import.
Or not to drink, is not the question involved in the position assumed by The informer in this partial and political agitation for the enforcement, strict and rigid, of the prohibition amendment; but there is a greater and more far-reaching principle involved and at stake: the issue and question of the right of the people to abrogate and nullify one constitutional amendment at the religiously and academically obey, obey and enforce another.
Temperoring and compromising with one evil merely creates additional, and often, more mencing, dangerous and destructive, evils, and the 18th amendment's fate and rough treatment at the federal level, American citizens prove the veracity and verity of our statement.
Yes, gentlemen, there are a few more constitutional amendments that should also receive your attention and consideration, and while you are adopting plans to enforce the prohibition law, you should engage your program and include all the constitutional amendments.
Such a far-reaching and widespread program would impress the people more with the sincerity and earnestness of your undertaking and at the same time would be more instrumental in eduating the people on the majesty of the law and supremacy of right.
To single out one particular constitutional amendment and focus and center all your efforts on that one, while neglecting and willfully refusing to even consider or mention the others, is established by the 18th amendment as the cause whose advancement you pursuit to expense. Selah!
SIRS. LET'S BE REASONABLE!
The Informer is in receipt of a circular announcing a "colorized mass-meeting and symposium at the Pythian Temple anditorium, Dallas, Texas, Friday night, October 26, representing The Defenseless Race Building Mechanic versus W. S. Willis, grand chancellor, Knights of Pythias of Texas." Just what the promoters of this meeting hope to accomplish, was not stated on the dodger mailed The Informer.
But we learn that Mr. Willis, formerly a resident of Waco ("Barbecueville"), probably tiring of seeing his people burned on the public square of that barbecue and heathenish burg and exasperated at smelling the sickening odor of human bodies of innocent and defenseless victims in the matrocultural pyres that have made Waco (in famine, has purchased property in Dallas and has awarded defenseless victims a brick residence—that will cost several thousand dollars to erect.
We learn further that this race man and fraternal leader submitted his plans for competitive hids, thereby affording race
artisans, contractors, builders and "mechanics" an opportunity to bid on the job; but the lowest colored bidders was several thousand dollars higher than the lowest bidder of the other race, and thus the colored brother or brothers failed to land the job.
Consequently, an indignation meeting was called by congress for reading Willis completely out of the colored race and making him a racial monstrosity or some other species of freak.
The Informer holds no brief for Mr. Willis in this matter, for "Shed" is fully able to take care of himself on any and all subjects; but, we merely wish to advise some of our publicity-loving, spotlight seekers and chronic knackers to be reasonable and rational for their business. If the colored man, either in business, professions or the trades, wants to land big jobs and receive the patronage of his people, he must meet competition, deliver the goods and go after patronage and jobs on his merit and ability to do the work and not depend on racial color, lodge connections and church affiliations.
Brethren, these things used to work, but times have changed and they do not work so well today.
The colored man must order and somewhat pamisimo, was going the rounds in this city recently, the objects of the verbal barrage and oral attack being a colored business man and colored church congregation.
To our knowledge the colored business man even went out of his way to give his contract for a palatial brick house to a colored artisan or contractor; but when other matters were brought to the attention of the court order and somewhat pamisimo, the proposition and he had no other alternative but to award the job to the man who could do it and do it as he desired it done.
The colored church in question even got figures from one colored man and vainly endeavored to get bids from a foreign colored building concern. The latter took their plans and specifications the colored contractor's figures were $3,000 higher than the highest biddier of the other race, and then on top of that, he could not finance the job. Added to this was the fact that this race man is unreliable and can not be depended upon to do a thorough and efficient job. Black artisans in Texas, who can build concrete, steel and brick buildings are fow and far better suited to well stop kidding ourselves and admit the truth; and any colored man who has been successful enough to build a home costing from $15,000 to $20,000, has too much sense and judgment to permit race pride to supersede his better judgment and sober and sane reflection. We have plenty of artisans and tradesmen that can build nice frames and perhaps a few who can construct stucco and brick buildings; but, when men are spending such large sums of money for dwellings and edifices, it is preposterous and silly to expect them to permit men to experiment with and on their jobs. Let's be fair and reasonable, gentlemen, for we know plenty of colored carpenters and contractors who do work for members of other races, right in Texas; and the same racemen are practicing carpentry, building and construction. The Informer believes in the race, has forged it and still fights for the race unlike any other race journal in the South, if not the entire country; it supports and encourages our people in all avenues of profitable and decent employment, but this paper never has subscribed to the doctrine that just a man's skin is more valuable than a woman's. The gardless of his ability, efficiency and capacity to deliver the goods or put over the job.
Finally, brethren (as the Apostle Paul often said in the conclusion of his epistles to the early Christian churches), we must expect patronage and support upon the basis of competency rather than color.
MRS. MARY B. TALBERT'S PASSING.
the death of Mrs. Mary Talbert at her home at Buffalo, New York, came as a clap of thunder from a clear sky and threw the American nation, especially those who this great woman or man were acquainted with her heroic deeds and mighty works, into profound grief and unspeakable sorrow. Though the decendent had been in poor health for several weeks, few of her nearest relatives and closest friends even surmised that the end of her earthly career was so near and that her soul would so soon wing its flight to its celestial abode for all eternity.
Mrs. Talbert was a nationally and internationally known figure, president of the National Women's Club, date and preserve the home of the immortal and illustrious Frederick Douglass at Cedar Hills, Anacostia, D. C., and turn it over to the race as a shrine and inspiration to unborn generations.
This great accomplishment was achieved while she was president of the National Federation of Colored Women's Clubs, and was awarded the National Medal by the National Association for the Advancement of Colored People at the 1922 annual meet held at Newark, N. J.
It is also stated that the idea of forming this association was originally discussed in her beautiful home in Buffalo, several years before her death. The president of her local branch of the organization and formerly served as a member of the board of directors.
In 1920, she was sent as an accredited delegate to the International Council of Women at Christina, Norway, and made a lasting impression from all parts of the world assembled at that great meeting.
Though a Baptist by faith and religious training, Talbert never permitted her denominational affiliation to interfere with her work and ministrations for her race and the social family; for she was a woman of the highest social standing, people without aiding and bettering the condition of all society. Though a busy woman and representing the finest type of womanhood in America, she found time to devote some of her life to her home and thereby set a worthy example for others of her sex to emulate. She a bitter foe to lynch law and other injustices and inequalities heaped upon her people, but, instead of fighting these evals at long range, like so many of our Northern reformers do, she often elected to come into the very heart of Bam and deliver speeches and lectures against this brutal and harburic species of American civilization. She was the widowed and while she hated and detested the evals and lilies of her day and time, especially those perpetrated upon her own race, she was so cultivated and trained that she could draw the fine line between hating and harboring hatred in her heart against evil-doers, in what people say about one, either as a antemorte or post-mortem statement, but in the character of service one renders while on this terrestrial ball; for real greatness is determined by one's service to her or her fellowmen. Herin was Mary B. Talbert great and her life should serve as an inspiration and incarnation of countless numbers of our race, especially those of the female gender. Her passing is truly an irreparable loss, yet she fought a good fight, kept the faith, finished her course and has gone to be awarded another medal—crown that shall adorn her head throughout her life, and distinguish her among the other inhabitants of the celestial body that the militants have become triumphant and the weary are at rest.

Oklahoma and Kentucky have passed laws prohibiting the teaching of theology in their universities. Our own state, Texas, is now divided into two hostile camps: the Republican camp and the Democratic camp.
The Reason.
Why is all this discussion around such interest and emotion? The answer is not far away, when a Christian is asked for his antagonism. For the Christian seems to think that the theory of evolution removes the Bible from its niche of holiness and Gods from his position as the author of the Bible.
Bible and Science in General.
Let us first discuss the Bible and science in general and then discuss the importance of the chinery was first introduced into the Bible. It will take the Bible as an enemy to take bread from our mouth, "were the chinery makes the machine of machinery" it did, of course, use less men, but it did. It is the average man's side, of the average man's side, the Bible's purpose is not to be a book text, its purpose is poorly and wholly reliable.
The Book of Genesis
The book of Genesis, and particularly the first chapter of the book, which is the background for the struggle which is involved in this chapter, word for word; derive all the books written on this important book, word for word; derive word showing how creation took place. This chapter opens with these sub units, word for word, word for word, beginning God created the heaven and the earth." The writer simply fact that there was and is a supreme power, self-existence, with no beginning, and that this power, who made all things, was the same as to how the heavens and the earth came to as how the heavens and the earth came to as God said, Let there be firmament, 'make man,' but never how. It will profit us immeasurably to look at some of the seeming difficulty between science and the Bible. First, science demands a much greater antiquity or age than the Bible for the art of creation. But the 600 B C date in the Bible is not part of the sacred Book; it is only a marginal note, which originated in calculations which both Jewish and Christian as thorides say in wrong and faulty. It

Another Difficulty
Again, the Biblical writer says that he was born in six days. Some authorities, in try to reconcile science with the Bible, say the "vern day" "w" means six thousand years. The catholic phrase, "A thousand years are at a day," The attempt is praised when the use of this phrase, is simply trying to explain the meaning of something, since he is eternal. There is no connection at all with the act of creation. We must just remember that supposed difficulty about the time of the world, is in the very childhood of man, at a time when man was only beginning to understand the world. It had, therefore, to be connected to the creation through the act of creation through pain, not the story on the crusts of the earth, but the ackered writer wrote so that all the simplicity has been justified by the fact that the earth is a crust of creation through pain, records of state and education, believes that there is in the world Who made the world. Consider that the purpose of the writer of the story is to describe the simplicity and difficulties and difficulties and facts, and science supplementary and antagonistic.
Evolution and Christianity.
Even the Bible account anticipates evolutionary development. "The earth is light," he wrote, "light, 'firmament,' separation of water from land, etc.," and demonstrated the invisible way that man does not be in any way even resembling a man being him. Not only does man in the world be like animals, he is just like other animals. It is further proved that in man's upward progression, man's powers successively through the various stages of the world's history. The world's history become recognizable. In the front rank man resembles as a type each of the four great stages of human evolution.
Marshall, Texas — Prikar View's football team was completely rounded up by the Tigers, who clawed the P. V. "Bison," who clinched the V. P. "Tiger," who clawed the P. V. But even those same Germans can come over here and enjoy more freedom and democracy than any of those men. But they must suit to the brown boys is that they have probably lost a little of the democracy and equality which they could formerly enjoy in Germany. In 1918, the Germans were many than in any part of the United State. He will find the Germans less comfortable to teach the Germans he helped to teach the Germans to be less democratic. Perhaps the best way to teach this
lesson will be to note the message of
the individual prophets.
The Message of Isaiah (10:3-11)
1. Its Central Fact (v. 1), Israel's
light, her Redeemer, has come.
The primary meaning of Redeemer is not in
manifestation in power and power as
he comes back to this earth to reign
as Isaiah King. This glorious fact
was made clear in the bright sunning. It will be a glorious
morning without clouds dawning upon
him. The Ringing Summons (v. 1),
Mesiah himself calls Israel to arouse
herself from her long sleep of in-
fliction in the glory in the glory of
her glorious ring.
2. The Darkened Earth (v. 2).

The God is great in mercy to all the nations when they penitently turn unto Him from their sins. The Message of Milah (Mich 4:1-3).
In this message the prophet portray the blessings of the Messiah's king, Joseph, and the angels are predicted. The Summary of His Kingdom (v. 1) should be elevated above all the kingdoms of the earth. Its glory shall attract the people from afar. The angels will announce that missions shall come with the urgent request that others accompany them. The angels will extend a tent from sea to sea and from the river to the ends of the earth. It will Bring Peace (v. 3). It will then be taken from men's hearts and they will love each other. The angels will no longer wage war against each other, they will even war against their own hearts till men's hearts are regenerated. The way to get war to cause the angels to die (v. 4). The Message of Zephaniah
IV. He desires that all nations should come unto Him.
