Houston Contractor Lands Job Of Erecting State Temple Here; Plans To Start Work February
That Houston will be the home of the state temple of the Grand United Order of Odd Fellows of the Texas jurisdiction; that a handsome, modern building will be erected on the site purchased by the grand lodge at the corner of Louisiana Street and Prairie Avenue; that work will commence on the structure February 1, 1924, and be rushed to completion by August 1, 1924—were all decided at a meeting of several members of the cabinet in this city last Saturday.
Representing the grand lodge of the order were H. G. Goree of Texarkana, grand master; Prof. G. W. Jackson, Corsicana, deputy grand master; Prof. David Abner, Jr., Houston, district most noble governor of the Household of Ruth; J. H. Riddle, Denison, secretary of the endowment department, and James T. Ewing, Austin, grand secretary.
Several sealed bids were submitted by contractors on the proposed building, both with and without the roof garden features, and the lowest bidder was Contractor C. K. Smith of Houston, whose bid of $247,500 for the construction of the temple, minus the roof garden, but with constructural provisions for its addition later, was accepted by the grand lodge officers.
Contractor Smith agreed to begin work on the building by Saturday, February 1, 1924, and have the building ready for occupancy by the time of the grand lodge next summer, which will be held in Houston; to also employ as many colored men as possible and practicable.
The figures of the only colored contractor to bid on the building were greatly in excess of the successful contractor, the race concern bidding $237,500, or $80,000 more than the lowest bidder who landed the job.
The awarding of the contract for the immediate erection of the construction of the building for its temple sets at rest rousers in the construction of the building in this city, and means that before the end of the present year Houston will be the proud possessor of the most modern office facilities in the convention building owned by our people in Texas.

Chicago, Ill.-Senator Hiram Johnson, president for president of the United States before an audience of more than 2,000 people at Wendell Phillips High School, Friday night, asked him to be judged as a man, and the standard is the same for the principles of the government. He asked him to be a dedicated leader in rights of colored America.

including Rev. A. B. Walker and Robt. S. Abbott of the Chicago Defender. Dr. Walker's address was keyed to the consciousness of the people. Mr. Abbott's effective address of his life, so regarded by many, made an impassioned plea for equality for all Americans, and for racial of inferiority and pointed to Brazil where he recently lasted on life without thought of color line. Johnson arrived during Mr. Abbott's visit to California against colored Americans. Speaking of the opportunities given foreigners of all countries, Mr. Abbott declared: "We have come to the time when any candidate for president must humanize and we ask for the same humanity and we give the same opportunity that gives the American citizens are American citizens." He proposed to support the Dey Apti-Onsling Bill and the Soldier's Bonus. He was applauded extensively on his arrival, and he was effective.

‘NORTH CAROLINA ONE EXCEPTION.
One of our local journalistic contemporaries carried an editorial
dissertation recentiy that sought to prove that the colored man is
rot discriminated against in the courts of the South, taking as a
predicate for the argument a North Carolina supreme court jus-
tice’s decision in a ease in which a colored man was the defendant.
‘This Tar Heel state supreme court justice, according to this
newspaper, cited the fact that in his state colored Americans have
_caual protection of the laws; that North Caralina.is spending $4,-
‘000,000 annually on Negro education, $2,000,000 for colored teach-
fers and $1,000,000 for new school houses, aside from money spent
for colored colleges and normals; that the 1923 legislature of that
state appropriated $445,000 for the establishment of a colored
‘agricultural and mechanical college, $50,000 for colored reforma-
tory and $10,000 for its maintenance; that libraries and parks for
colored are provided along with those for whites; that everywhere
the policy is to provide equal advantages for the colored people
with the whites.
‘North Carolina's wonderful program in behalf of bettering the
condition of its colored citizenry f one of the exceptional under-
akings of the South for racial amity and good wil, and the late
Governor Bickett was largely instrumental in setting this great
program in motion.
‘North Carolina has an Inter-Racial Commission that really
functions, and that committee has been quite instrumental in put-
ting over, or suggesting and aiding this far-reaching program.
But North Carolina i an outstanding exception in this respect
among her sister states of the South, many of which have done
‘ery little for the black man since his emancipation, save to dis
Franchise, jimcrow, segregate, Iynch, humiliate, embarrass and
‘outrage him in Various and sundry ways and manners,

resulting in one high school and four grammar school structures;

‘of oar people are ever involved in such cases!
‘The majority of the Southern blacks that have business at the
court houses of Dixie are usually brought before the bar in erim-|
imal courts, where the iniquitous fee system obtains and where the
‘mere fact that the prisoner is black condemns and convicts dim
before any evidence has been adduced or a single witness, either
‘Pro or con, has been placed on the stand.
“This particular Southern court policy reminds vs of a Western
frontier Judge, who said: “We'll give the defendant a fair trial
and then hang’ him”

The only redeeming feature about Texas’ educational program
and policy is that there is little discrimination in the per capita

there is such vast disparity in the salaries paid the teachers of
the two races and the buildings and physical equipment of the

Right here in Houston the rat-trap called a colored high school
building would reflect discredit upon Podunk Creek or some other
jerk-water settlement; while the ward school buildings are fire

Very few Southern cities make any civie provisions for the sec-
tions (ghettos) of the eity occupied by colored residents, and vir-
{ually all the money is spent in making improvements in the parts

Perhaps a handful of discontented and disappointed colored
seekers after spoils and mazima, who found out to theie sorow
that there was ho pork barrel elther voted forthe retention of te
Jitneys or remained away from the pols; but the vast majority of
the etlored etzens who went tote polls last Saturday, voted for
‘the ordinance abolishing these white jitneys, which automatically
