John, recently elected legislator from St. Louis, introduced an anti-lynching bill in the house of representatives recently which which proclaimed by a bymob may bring suit against the county in which the lynching occurred, for damages up to $5,000. It was in 1876 that the resolution was offered to Congress for co-operation in the monument. This act as passed, carried with it an appropriation of $200,000. It provided for the transfer of the Washington National Monument society, and that the construction of the monument be placed under the control of the United States, the superviving architect of the Treasury department, the chief engineer of the strengthening and enlarging of its foundation. This was because the president of the army inadequate to bear the proposed shaft. Stands on Original Site. The completed monument, which stands 555 feet high, was dedicated in February, 1888. HOUSTON, TEXAS, SATURDAY, FEBRUARY 19, 1927 HON. MIKE HOGG FOR TEXAS LEGISLATURE. In the special election called by Governor Dan M. Moody, which will be held in Houston and Harris County, Saturday, February 19, 1827, a representative to the lower house of the Texas legislature will be elected in the year of this city and county to succeed the late Judge Norman G. Mikkel, Sr. After looking over the field of five candidates, the Informer has reached the conclusion that the colored voters of Houston and Harris County should concentrate upon Captain Mike Hogg, and send him as our representative to the law-making body at Austin. He will be elected in the year of this city or election, but it is a general (non-partisan) election, called for the express purpose of electing a solon to fill the unexpired term of the lamented Judge Kittell, who was representing this district in the legislature when he fell a victim to a fatal malady. Consequently, all citizens—colored and white, males and females—will be elected in the year of this city or election, and the institution of their poll tax or securing of exemption certificate before February 1, 1827, are eligible to cast a ballot in Saturday's special election. Informer is supporting the candidacy of Mr. Hogg because this paper believes that he is better qualified (from many angles) for the position and can more ably represent this district in the Texas legislature than any one of the other four candidates, all of whom are honorable men as far as this paper knows. Informer is also a candidate of Mr. Hogg, one of Texas' most eminent and illustrious chief executives, and a product of East Texas. Mr. Hogg is also a brother to Hon. Will C. Hogg, public-spirited Houstonian and prominent Texan, whose friendly and helpful attitude has made him a favorite of the judge. Mr. Hogg, the legislative candidate, is not a politician, strictly speaking; and he has only consented to make the race for the Texas legislature upon repeated and insistent demands and suggestions of life, who are of the opinion that big men (in all the term denies and implies) should have a hand and part in shaping and making legislation for all the people of the Lone Star commonwealth. While Mr. Hogg was educated for the legal profession and has been a businessman, being a member of the firm of Hogg Brothers, dealing in oil, real estate and investments, with offices in the Great Southern Life Insurance Company building, Louisiana and Missouri. If more men of Mr. Hogg's type would aspire for public office in the South, and particularly Texas, much of the unnecessary and uncalled for legislation—mostly pet schemes of designing politicians—would never be engrossed on the statute books of this country. We need more successful business men in politics, for if politics (which is nothing more or less than the science of government), despite the conception held by the average person to the contrary) is to be brought and maintained on a high level, men of big affairs must play a prominent part in the execution of this program. We need to be careful not to send by sending Mr. Hogg to the Texas legislature, and The Informer urges the colored voters to go to the polls Saturday, February 19, and cast their ballot for this distinguished citizen—a friend to Mr. Hogg. We should be sure to carry either your poll tax receipt or exemption certificate; but if you have misplaced either, election judges will be --- The Houston Informer authorized to acknowledge your affidavit to said effect and permit you to vote. Remember that every qualified voter—colored or white, male or female—can cast a ballot in Saturday's special election. Finally, fellow constituents, caretakers in the city, and voters in the state can vote either on men or measures, we should take advantage of the same, and exercise our voting rights and privileges as other American citizens; and the more we do this, the sooner we shall break down the bars that prevent us from voting. Go to the polls Saturday, February 19, 1927, draw a black line through the names of all the candidates on the ballot except "MIKE HOGG." In doing this you will be voting for Mr. Hogg in the Texas legislature until the biennial election in 2023. HAVE WE THE PROPER BUSINESS VISION? Last week The Informer discussed, editorially, the subject, "Can't We Cut It, Gentlemen?" and the position assumed by this paper in last week's discussion has caused quite a bit of comment. This week we推翻 another interrogation, viz: "Have We the Business before pleasure," but today it seems that a large number of our business and professional men, especially in Houston, are actuated by this modern aphorism, "Pleasure before business." It is next to impossible to keep alive or even create any interest in the business, who claimed that they were unable to maintain and reel their reckless abandon, even if they have to borrow the money and let their obligations go by default. Not only will they dig down and pay such amounts of money to "jine" these good-time organizations and clubs, but they will all organize their work throughout the year for divers and sundry functions and festivities. It is no small wonder that we make progress so slowly in our business and professional life, when we are perfectly willing to organize our forces, spend our money and direct our energies in all these activities. We must maintain and maintain more solid and substantial our business enterprises. Far be it from The Informer to try, to regulate the social activities of our business and professional men, for this paper realizes that all work and no pleasure may be conducive to prosperity. However, we are compelled to "speak Right out in the meeting" when we behold how our business and professional, in too large a measure, are missing the substance and chasing the business, and we are not able to effort to safeguard and perpetuate their business concerns through organized and combined efforts, such as a business league, commercial club or chamber of commerce. Another thing: Most of the business and professional men who join all purely social organizations to the exclusion of business or professional ones who need to hold membership derived by the proper functioning of such a robust and virile organization. In fact, very few of our business and professional men, judging by the appearances of their businesses and the equipment and personnel of their businesses, in these high-priced social organizations, which bring practically nothing to the race but good times and the ephemeral things of life. No man is a real business man who neither joins nor takes any part in an organization whose main object and sole purpose is to make business for him; and this is likewise true of our professional men. In this respect, our local professional men and women have put one over the business men and women, for the former do have their organizations and hold them intact far better than the business men and women do thems, yet these organizations, as they have lacking in a definite, well-defined and reachable program. No set of men nor race, who puts pleasure before business, can make appreciable heedway in either the commercial, business or professional field; and the group, even in "Heavenly Houston," is As a people we are long on imitating other races in their supervisals and copying their vices, but short on emulating them in the fundamentals and virtues that go to make a successful, successful Paraphrasing the late "Bert" Williams, "there's a time to have good times and time to shout, and there's a time when we got other things to think about!" The industrial, industrial and commercial possibilities and potentialities and its future as one of the leading shipping centers of the Southwest, we are in our own light when we fail to properly organize our forces and promote and foster those movements and organizations so necessary in assisting us to play well our part in the development, expansion and growth of our great industry. We want it distinctly understood that The Informer is not fighting any particular social organization nor is this paper frowning upon and discouraging the side of our race (for we can not work with people of that race) with each other); but this paper is unalterably opposed to any program or policy, on the part of our business and professional men, that will make pleasure paramount and business subordinate and secondary. We would like to see a strong business league or commercial organization really functioning among our people in Houston during 1927 and the coming years, and would like to see a similar organization in the state; but until we have local leagues and bodies really doing something and putting over worthwhile work in the localities, we can hope for very little from a state organization. Business leagues or commercial clubs should be organized in all cities of the state where our people are in business and the professions, and a real, honest-to-goodness effort made to keep them Perhaps if our local leagues and clubs will really bestir themselves and send healthy delegations to the forthecoming National League, we will be able to get more information and inspiration that will materially aid us in keeping alive and active such organizations, both in our local communities and the state at large. We will invest in interest and devote more time, attention and money to pleasure than we do to our business leagues and commercial clubs, our rigial stock and business rating. Sirs, have we the proper business vision? OPINIONS The fight is on. The fat has been thrown into the fire. The political pot is boiling. A categorical decision can no longer be avoided. Every alert citizen must take sides, one way or the other. The third citizen must avoid taking sides as long as possible. There was vacillation with the shifting winds of interest and political pressure. But finally, when the abolitionists forced the issue to the sharp opposibility of right and left, the third citizen was forced to have now reached that focus. The "grand old party" has tried to dodge it. The republican politicians indulged the wane that they could force the ones of the issue on their democratic adversaries, while themselves standing aloft, and sniffing the battle afar off. The third citizen stepped into the area, and challenged the "grand old party" to choose its colors. Dr. Butler is the dean of educational educators. His educational influence reaches beyond the confines of the classroom and college walls, and extends to the world at large. He should have been the one who should go, and thereby fulfills his highest function as an educator. It is to be greatly regretted that, in the present instance, he has thrown the weight of his mighty influence on the negative side of an ethical question. All must command his courage while regretting his alignment with the force of the opposition. He should be recalled, that is 1912, when the reactionary wing of the republican party came out a bad third in the presidential election, it was none other than President Butler who threw himself into the breach as first stenthamist. He was not the first to be recalled and the casting of the votes. Taft and his cause had been thoroughly repudiated by the American electorate. And yet with all of the prestige of his great name and eminent position, he threw himself into the breach, accepting the designation to show his loyalty to a just reactionary cause. Now is the time for the average American voter to impress his own belief and conviction upon the great parties. Delegates to the nominating convention must reflect the will of those who send them. If the people want to rescind the eightth amendment, it is within their competency to do so. If the people want to abolish the party and a president who will enforce it. It is one thing to enforce the law on nice technical grounds, merely because it is the law, and quite another thing to uphold the law because you believe in it. If the American people are in earnest in their determination to make the nation dry, then they should respect the law and consent to its enforcement, but one who believes in it with all of his heart. The rescinding of this amendment is all but unhilking. It would require the consent of thirty-six state legislatures in both houses to undo this or any other amendment. No sober minded people believe that this is poor policy. The people who believe in the law, as a nation which regards its own eyes or in the eyes of the world, as a nation which regards its own Now is the time for the colored leaders to get busy, to impress whatever later they may pay upon the political mind in their integral integrity. Now they may pay attention to the moral integrity in all of them, and proclaim the righteous enforcement of law. If we wait until the due date, we will have to wait.
