C, Williams, 33 deg, of Shreveport, Louisiana, r In June, 1926, Boozier met his Supreme Council and put the matter before the Grand Masters’ Council in Chicago, all agreeing to consolidate with the Mitchell faction, except John H. After the agreement was perfected, Boozier informed a eat uae Ce ants had taken all the original grand lodges in. the United States thém, he also informed the court of the consolidation, 3 ‘This fact being submitted to the court. in November; 1926, the considered the same, the court.took it for granted since Mitchell his co-defendants had all the original grand lodges with them antl de clared C. HOUSTON, TEXAS, SATURDAY, FEBRUARY 26, 1927 $$ ABOLISH THAT INIQUITOUS FEE SYSTEM. _ “Much has been said and written about and against the iniquitous ‘and infamous feo system of Toxas, yet, with all its evils, ills and ofects, there has never been any concerted action to abolish the ‘system and consign it to the serap-pile with other darkage and ‘obsolete methods of dealing with erimes and criminals, “) We have read interesting and illuminating articles regarding Ib dperntions and activities of eartain fergranbing ottoen, whe ‘miake promiscous raids, with colored people as their chief vietims, ‘And then-got the justice of the peace out of his bed and compel w¢ often innocent and defenseless persons to plead guilty to $ and sundry crimes. of colored: people pleading “gulty”” to charges ts practice in the South, whose section is blighted and by the high-handed, unserupalous and unprineipled ac- ‘and deeds of so many of its peace and constabulary ofticers, ‘out a bare existence or grow wealthy and fat, fleeeing and ‘ilehing the helpless, innocent and defenseless colored citizens out “of their meagre means on finable charges and accusations, © Next to lynch-law, the iniquitous fee system has done more to ‘stimulate the exodus 6f the colored brother to the North and East and cause diatisfaction among those remaining here than an ‘other form of Southern injustice and inequality; for it is nothing more or Jess than legalized lynch-law. Tt matters not whether the accused is guilty of some crime o not, if the arresting officer or officers say that the black man ‘woman (as the case may be, as they raid and arrest nearly a ‘many women of thie race as they do men) is guilty of some crime, hhe or she is guilty and all the witnesses under high heaven ean not influence the court's verdict to the contrary. . ‘One justice of the peace said to a colored man ducing the last ‘week of his tenure of office, “Boy, we know you are not guilty, but ‘we need the money!” ‘The idea seems to prevail in these eireles that some persons ‘ust serve 4s goats or sources of revenue for these hungry of- ficers, and the black people can be led like sheep to the slaughter, ‘under ordinary circumstances, and virtually robbed of their little “mites apd meagre finances. ~ ———— = ‘We once heard a presiding officer of a court in a Texas city say’ eee eee ‘ont: Gatch the “cost?” Well, that little “cost” is what makes a ‘small fine assume mammoth proportions. “fo illustrate: We know a colored man who was arrested on a trivial otfenve and after fighting his case, was, fined 1 and ” but when he got through paying the “cost,” it had passed ‘the $100 mark. “Practically every county officer got his out of that “cost,” and, “because this is thetr chief and main method of earning x walary, hay often frame” persons arrest them at night ty them a night and got theirs out of the “cost” between suns. If the fee aystem were abolished, officers would not arrest per- sons ust to get some money for “at, Sulcy seakn,” ax we heard fone fee-grabbing officer say in a justice court in Texas town, Begs ih court ha hat the clred brother, chun not aul evidence, would pay “$1 and cost.” about your graft and crookedness, but the fee system is pote tourte ot ach prncdure ents out ot hawplg uh decent and honest criminal jurisprudence.
