E. Jones, Houston Odd Fellow and prospective leader of a revolt against the administration of the Texas jurisdiction. The decision to dismiss came as the result of a motion of one of the members of the committee, made after a study of the plea of Jones and a study of the plea for dismissal offered by the cabinet of the Texas jurisdiction. Allegations Anent Galveston Session Basis for Jones Case The case, which has been widely discussed by many Texas Odd Fellows who have been joined by discontented members from other parts of the state, arose from violations of the general law by Grand Master G. W. Jackson during the golden jubilee celebration in Colorado. It was alleged by Jones that the rulings of the grand master were arbitrary and subservive of democracy. It is also alleged that Jones was joined in making his complaint by several other Odd Fellows from Houston and other parts of the state. All of these, however, have disclaimed any connection with the case. Decision of Committee Completely Disposes of Matter The decision of the committee of management completely disposes of the matter and allows the jurisdiction, under the leadership of Grand Master Jackson of Corcissane, Texas, and his caballero, 10 go forward with their progressive plans for the enlargement of the order. Information as to the disposition of this case was received in Houston, Tuesday, in a telegram from James F. Needham, secretary of the committee of management to James T. FEDERAL COURT OF APPEALS VOIDS RICHMOND'S VICIOUS ORDINANCE DIRECTED AT NEGRO RESIDENTS New York City—The United States Circuit Court of Appeals at Richmond, Virginia, recently affirmed the recent decision by Judge Groner of the United States Court of Appeals Eastern District of Virginia, who declared the recently enacted segregation ordinance passed by the city council of Richmond to be unconstitutional. The decision of the court of appeals, resulting from an appeal by Judge Groner from Judge Groner's decision, was rendered by Circuit Judges Parker and Northcott and District Judge McDowell. The ruling dealt a crushing blow to the hopes of the Richmond authoritarianism would be declared valid. The Circuit Court of Appeals' decision affirming Judge Groner's was made on the basis of the Warren, won by the N. A. A. C. P. in 1917, which carried to the supreme court by the N. A. A. C. P. through its New Orlando and known as Harmon v. Tyler. The decision rendered, quoting the Supreme Court's tenuity in made to distinguish the case at bar from these cases (Buchanan w. Warlay and Harmon vs. Tyler) on the basis of the same legal under consideration bases its interdiction on the legal prohibition of inter-marriage, based on law of the Court of Appeals, identical with that which the supreme court has twice decided in the cases. The Federal Court of Appeals' decision continues by dismissing one of the monarch city authorities in which at- tempt is made to justify the segregation ordinance on the basis of court jurisdiction of certain types of buildings, and to restrict property in certain areas for certain types of buildings. The ordinance requires "with the right of a city to forbid the construction of a particular building in certain sections of the city, which is from that involved here. The supreme court did not consider that the property in any way overruled or limited by Euclid v. Amber, is shown by the five months after the latter case and its decision was expressly on the former. It was no error and in decree below it afforded." Locus V. While the main entrance to this all-white playhouse is located on Main Street, the Negroes who attended the "jim-crow" show last week, were forced to enter and exit via a back door on Travis Street. In making a bid for colored patronage on this special occasion, the management of this white theatre conducted a grape-vine advertising campaign, and not one word was said about this midnight "Negro show" in any of the daily newspapers published in this city, either prior or subsequent to this special show. According to information conveyed to The Informer, the audience was composed principally of Negro professional and business men and women, many of whom think it beneath their dignity to be attend and all colored playhouse and who only attend Negro churches (whenever they condescend to worship) because they cannot not worship in white churches, or because the white churches will not conduct "special midnight" services for them rather than uncomfortably. It is further stated that the theatre was rather chilly and uncomfortable and that the 600 or more local Sambon paid 60s to see this one picture, and walked outside at the back of the unfavorable and disagreeable weather until all the whites had descended after the last show of the evening. This special Negro audience was permeated all on the first floor of the Sopra building, waiting by galloping stood on entry duty to see it that the Sopragan anne is conducted that the Sopragan anne is mamar and "stayed in their places." The present report, the temple will not be purchased by Greater Bethel A. M. E. She has become identified with an intellectual group where her voice—the deep contrast, handed down from her mother—is the center of the debate. IMPORTANT All matter intended for insertion in any current issue of The Houston Informer must reach our office by Wednesday noon of the week publication if same is desired. Editorial HOUSTON SAMBOS SEE MIDNIGHT SHOW! Those six hundred odd Negroes, who considered themselves fortunate and honored by entering and departing from a back door of a white theatre Thursday night of last week, merely to see an all-Negro talkie, "Hallejushu" ought to find some soiree in the city, and disregard the Negro race, and to encourage the dominant race to regard and treat the race as children, on perhaps better stated, as ignorant "darkies" and silly "miggers." How any self-respecting Negro could so stifly his manhood by such conduct, the same picture is to be offered the race at one of its own local playhouses (and at a cheaper price), is too much for The Informer to fathom. Perhaps these squawkers, the negroians, who stood in line at the front of this film of this white theatre, waiting to be admitted to a "before day" special showing of this all-Negro sound picture, were laboring under the impression that the colored theatre's showing of this film would be inferior to the white theatre's; or that the Lincoln would delete certain parts of this talkie. Or maybe they considered themselves highly honored by being permitted to enter this white playhouse and sit on the first floor, or that they would employ a back door and pay a stiff price for this "special privilege." Isn't it funny how some of our people reason and what they so often consider "special honor"? All of which reminds us of a joke told by a Negro, who said that he was the only person of color that the governor of a certain state would permit to attend, and here is what the chief magistrate of that state said to the Negro in question: "Get out of the way, nigerer, and let me pass." It is time for Houston Negroes to cease becoming peeved and insulted when some member of the other race refers to them as "boys" and "girls," for too often our conduct is so silly and childish that we impress other races that our mentality is below that of children. These races are not judged and rated by what they proclaim, but rather by what they do or fail to do; and, measured by this standard, those six hundred odd Negroes, who slipped into that white playhouse at midnight, proved themselves typical Samboes, and as utterly void of those frets traits and characteristics which distinguish red-blooded and self-respecting races from those racial groups who have no such attributes and sensibilities. The Informer knows that some of these blacks will contend that they were spending their own money, that they are free and have the right to do as they please, but this type of reasoning is occa- ciously abused; for no Negro has a right to so conduct himself as to bring reproach upon and disgrace to himself, his family and his race. The criminal Negro has the same logic and thus he proceeds to commit crimes, and as a result the entire race is held up to the world as being vicious, bestial and unworthy of the rights and privileges exercised and enjoyed by other intelligent and civilized races in this country. In fact, no person or race is free as long as he or it is jim-crow- ness, and as a result the entire race is held up to use side and back door entrances to white theaters. Only slaves are treated thus, and only slaves or nincompoops will submit to and endure such treatment when there is no occasion or justification for so doing. As long as any Negroes are willing to expose themselves to jim-crowm, humiliation, discrimination and other inequalities and, by no doing, subject other members of the race to the same flius and juists, just so long will the entire race be regarded and condemned. What we do in this and other respects speaks in such voiciferous tones that other races can not hear our preachments about the fine traits and good qualities of the race. The Southern philosophy concerning the Negro is that the worse the black is treated, the better he likes it and the more he admires the person or persons who mistreat him. The Negro is not the only one when it says that "by their fruits ye shall know them;" and if the Houston Negro is to be judged and appraised by his fruit (in the light of the Sambo stunt staged last week at a local white playhouse by over six hundred members of the race), then our racial rating will be very low and other races will continue to look upon us with disdain, disfavor and contumely. We will not be pleased than pleasures, and an unprincipled race must content itself in the role of doormat and footcollar for principled races; and much of the cry and hula-balo raised about "race rights" will fall upon deaf ears and unsympathetic hearts, for no race has ever come into full fruition by adopting and pursuing a pusseyhood policy. Yes, over six hundred Houston Sambs saw a special midnight show at a white theatre but their act did much to lower them to the level of a black person and people and races; and further demonstrated the patent fact that the Negro (generally speaking) has not learned his first lesson in race building and self-respect. INSURGENT ODD FELLOWS LOSE FIGHT According to information received here from Philadelphia, the committee of management of the Grand Union Order of Odd Fellows, at its recent session, dismissed the charges of "irregularity" preferred by a bunch of disgruntled and disappointed delegates to the grand master. The basis for filling these charges was predicated on the fact that neither the grand master nor deputy grand master presided THE HOUSTON INFORMER, SATURDAY, JANUARY 25, 1930 during the submission of annual reports of officers and the biennial election of the official family, and that the Ruthites were permitted to vote with the Odd Fellows in joint session; this first point of order having been raised at the Island City session by a grand lodge representative at that time. The point of order was not well taken, for the reason that the grand lodge was democratic and had a right, through its grand master, to designate any Odd Fellow to preside over any session of the grand lodge. Instead of appealing to the house as a result of the presiding officer's decision, this "inurgent," who had been turned down, it is alleged, by the official family of the order on a certain proposition and who has been advocating the cause of some losing power in the government, to be then and there that he would appeal his contention to the committee of management and thus invalidate all action taken at the Galveston grand session. Rallying to his cause and standards a few disgruntled member in Houston and other points in the state; with a scurrilous and muckraking sheet taking up the cudgel and dealing out foul words, he was accused of insulting "inurgent" posed as a righteous crusader and freely predicted, it is stated, that his appeal would wrank have to the Jackson administration in this jurisdiction. The grand master and his cabinet have been held up to the reading public and fraternal world as "tyrants," "dictators" and "crooks," but the recent action of the highest tribunal in the state has been approved by the procedure at Galveston and approves the course pursued by the grand master in his official actions at the golden jubilee session. The answer to the charges filed by this "insurgent boc" was presented to the committee of management in writing by Judge J. Alston Atkins of Houston, district grand attorney who was elevated to his present post at the Island City meeting, and the tribunal of last resort in the order has sustained every contention of the local attorney, who is an honor graduate of Yale University to the School. Motivated by an apparent inmate and insinuable desire to follow a destructive and obstructive program and to demonstrate their supposed smartness and satureness, too many members of the Negro race are devoting their time and what little talent they think they possess, in efforts to destroy and undermine racial leadership and to retard the progress and advancement of the race. Righteous causes should always have defenders and champions, but so much of our energy is exerted in the wrong direction that they have been used to undermine the South. Instead of harnessing our forces and waging a well-organized fight against injustices and inequalities which are heaped upon the race, and which hamper us in the full and free employment of our inherent and constitutional rights as American citizens, we spend most of our time in an internecine struggle and internal wrangling inimical to our best interests. We have seen colored football teams advance the ball to their opponents' five-yard line and then take time to argue, debate and fuss over which player will be given the ball in the final effort. We have seen the players in the game wrestle these gridiron aggregations not only lose their chance to score by such tactics, but lose the ball and the game as a result. Insurgents are all right in their places and at the proper time, but they ought to know when to "surge" and when not to "surge." Racially speaking, our trouble seems to be that we are zigging when we ought to be zagging and zagging when we ought to be zigging. Selah! LOCAL SUFFERERS NEED RELIEF As a result of the unprecedented cold weather which has enveloped this city and section during the past two months, there are many people in dire need of warm clothing, bedding, fuel and food, and the Houston Social Service Bureau, which looks after such appeals, has sent out a Macedonian cry for help. Included in this large number of sufferers are many Negroes, and it is up to the members of our race in this community to respond to this appeal and contribute what they can toward the relief of such suffering. They come to suffer humanity, racial lines and denominational ties to be obliterated, and all charitably inclined people should join hands in such a worthy and humanitarian movement. Because of industrial opportunities and ordinary fine climatic conditions, Houston has become a mecca for thousands in search of work and a place in which to live, and the recent cold spell has caught many of these people, as well as older residents, in dire circumstances. It is not great because of its wealth, per se, but rather because of its spirit and civic heart; "for the gift without the giver is bare." Houston Negroes have been the recipients of much charity and philanthropy, and it is time that we reciprocate and assume our responsibilities along charitable lines in a more pronounced manner. Get in touch with the office of the Houston Social Service Bureau, located in the Junior City Auditorium, 512 Milam Street and do your part in helping to provide some degree of comfort to suffering humanity in this city. Here is one cause where "it is more to bless than to re- ceive" the liberal soul will wax fat" as a result of such contribu- tions. "STANDIN' IN NEED OF PRAYER" There is a Negro spiritual whose lines run something like this: "Taint my brother, but it's me, O Lord, standin' in need of prayer!" The Informer was reminded of this song when we saw news release recently sent out by the Association for the Study of Negro Life and History, Washington, D. C., in which it was stated that Negroes not only oppose the teaching of their own history in their own schools, but that they are the greatest difficulty and obstacle in this speech. The foremost race are those who teach their past to their posterity, and the Negro has an "inferiority complex" largely because he knows so little of his past or present history. There are many so-called Negro educators who are not on speaking terms with any worthwhile achievements of the race, and what little they know about their own race is garnered from reading publications produced by other races. It is all right to study the history and read about the accomplishments of other races, but we should also know something about ourselves; for if a man is to be successful, he must know himself and the same thing holds true regarding races. The Negro has no right to be ashamed of his past history, and the members of the race who are opposing the teaching of Negro history in Negro schools are doing their race and society an important legacy. If the history association's conclusion is borne out by the facts in the case, then paraphrasing the lines of the Negro spiritual quoted above, "Taint de other races, but it's us, O Lord, standin' in need of prayer!" Homely Philosophy By Georgis Douglas Johnson THE THINGS WE FEAR The things we fear rarely come to pass and if they do we can bear them. The things we fear rarely come to trouble, makes it appear mountain-hill; fear steals our courage. The things we fear rarely come to sink. By conquering fear, we can conquer ourselves and thus may advance. THE MARRIAGE BAR THE MARRIAGE BAR Senator Capper of Kansas, has just introduced in the senate a bill providing for national regulation of marriage and divorce. On broad grounds the mere statement of the need for such a law carries conviction of its authoritative family fabric and the undermining of the moral fiber threatens early social decay. The greatest issue before mankind today is not the question of race adjustment nor the production and distortion of wealth, momentous as these issues are, but the authoritative basis of modern economic, industrial, intellectual and social demands. The whole scientific, political, religious and social world has been reconstructed in modern times; but we have made no progress in marital relations since the days of Isaac and Rebecca and have fairly adjusted to an agricultural life of early times breaks down minerally in face of an urbanized mechanical civilization. That failure is manifested by the fact that one-sixth of marriages ultimate in divorce, which indicates at least twice as many marriages as ever, Perhaps the greatest minds in the world today are giving attention to this issue as to no other. From the standpoint of government, it is absurd to have forty-eight different states, each grappling with the problem in its own jurisdiction. Effectiveness can be effected only through federal supervision and control. It is the irony of the Negro's权 that the formulas which apply to the general life fail to autil his particular case. The Negro is undoubtedly the greatest victim of inadequate marriages and stands most in need of formal assistance. And yet he must look with fear and trembling upon any and every attempt to fasten such laws upon our federal statute books. The reason is painfully simple. In the present example of the American mind, any such application will in all human probability antagonize anti-antisecession provision. The same Senator Capper, who is our good friend and intends us no harm, introduced a proposed eugenic law several years ago which had hidden between the lines the forbidance of married persons. When this hidden provision was called to his attention, he explained that he had introduced the bill by request and was not aware that it contained the item complained of provision. Senator Blease of South Carolina keeps such a measure constant, and if any measure prohibiting racial inter-marriage ever comes to a vote in either house of congress, it would probably pass by an overwhelming majority. Twenty-nine states already forbid racial inter-marriage. Senator Cappus would in all likelihood vote in harmony with the regulations of their own states. Sentiment on this question is well nigh unanimous in the nineteen states which have not enacted the sentiment into law. On the slightest provocation, such as the assault of several states against several state legislatures to the attempt to enact such laws. These attempts have been usually frustrated, not on the direct issue, but by showing that such laws were not necessary. On one occasion the house of representatives passed a such measure against unanimous vote. We were able to defeat it in the senate, not by direct attack, but by the gumshoe method. We were advised by the gumshoe method on the inside, that if the issue ever came to a vote, no power on earth could stop its passage. The same sentiment prevailed as then, perhaps somewhat intensified. Why should the Negro be so deeply concerned in the national marriage bar? There is neither eagerness nor expectation of intermarriage or amalgamation. Existing laws and laws in the country prevent any considerable number of cases. Social sensibilities are intensely concerned on both sides of the line. Illegitimate, either within the race or across the race line, is a rapidly diminishing quantity. There always will be rare instances of personal mutual attractions will defy public opinion and even the law; but these will represent rare instances without any social importance. But the Negro must protest with all of the power within him against setting up a marriage bar, which is the beaten notion, by national laws. The world are based upon occupational levels and the marriage bar. The weaker sex of the weaker race are always made the victim of the juxtaposition of two races. This Cimbee's Ramblings
