Virginia White Primary Case Will Be Argued Before Supreme Court
New York City.—The brief in behalf of the right to vote of Negro electors, sought to be excluded from the Virginia Democratic primaries by rule of the state Democratic central committee, is now being prepared for submission to the United States Supreme Court where the case is to be heard on appeal. The case, known as West v. Billey, has been won in federal court for the first time in a case brought through the Virginia authorities. Prepared by Alfred E. Cohen and Joseph R. A. J. TURNER, head of the real estate department of Safety Construction Company, 409 Smith, celebrated the success of a large week with his mother at Weimar. Mr. Turner said he felt grateful for the success that had come to him through his many friends and thought he would like to dedicate a day of quiet thanks in the presence of his mother.

Negro Convicted In Accidental Killing
New Orleans, La.—(ANP)—A verdict of guilty was ruled by a jury against Walter Winker, charged with manlaughter in connection with the shooting of Marvin Cose, in January 31, of Irwin Cose, white. The story of the shootings admitted accident, was told by Winker. He was displayed the old make pistol to crown white boys. His wife, Katherine, suddenly discharged. The bullet struck Cose in the abdomen and the following day in Charity Hospital. Assistant District Attorney Chrysanfrey should not have been in possession of the gun and displayed negligence in manipulating the weapon.

Lockport, Ill.—(ANP)—The Catholic Holy Name Technical School, now to be erected here, is designed to afford a liberal education for the boy who is unwitted for the "white color" of the body and who is not interested in the development of his natural talent.
The Holy Name Society Big Brothers of Chicago, will maintain the institution, which will cost approximately $1,000,000. Of the training technical demonstrated by the 2,500 boys engaged in these courses of the Chicago Board of Education was an incentive for this movement. Thirty Franciscan brothers, all specialists in manual labor, will be trained in Germany, to take charge of the school. They are noted as characters of the school, and kindly disciplinarians. Delinquents will not be admitted but all worthy, earnest students regardless of their background.
Corvallis G. Crane, prominent Catholic kathayologist and the first representative of Chicago courts, is heading the promotion work of the school. Through the promotion work, the school stores, within the past four years, $30,000 has been raised toward the maintenance fund of the school. More than $10,000 of these stores, to buy the need furniture, clothing and various articles of clothing, are being donated. Five outside stores are managed by

St. Louis, Mo.—(ANP)—For the first time in the history of this city, a negro has been promoted to the rank of lieutenant of the police department. This bit of history was made here last week, when Detective Sergent Ira L. Cooper was elevated to lieutenant, along with five white detective sergeants.

Baton Rouge, La.-President J. S. Clark of Southern University, who declined the offer as United States minister to Liberia, which was extended him some two months ago, has been asked to reconsider the appointment.
Although Dr. Clark gave several strong reasons for his deciliation, it is understood that despite these, additional social pressure from special government, and from the office of the president of the United States has been given the information that Dr. Clark has consented to reconsider. He has been given the information Freeman has given giving his personal interest to the appointment and to doing additional things would make the appointment what it should be for the right type of man.

The Baptist Ministers' Association, Rev. W. M. Sykes, president, will present George W. Lea, nationally known orator and business executive, at Bethel Baptist Church. An afternoon, Monday night, March 3, 8 o'clock. Music will be furnished by Bethel choir, under direction of Mrs. Maude Burke, quartets of Good Hope and Damascus. Much interest is being manifested among club girls for girls in the Harris County fencing district. The Harris County was visited by Mrs. A. G. Hall, home demonstration agent Umpqua, Paddle, Florida clocks, Alief, Rogersville, Acreage Home and Crowdy, all of which have visited school gardens; Mykawa and Louetta have purchased sewing machines for the school girls; the stove and club girls are serving hot lunches to the students. Tommy Stanton is station in the state organization for her outstanding work in 1929. He visited the best visted by the fat agent.

The finance committee of the Calhoun Ridge-Taylor Choral Club, headed by James L. Mitchell, treasurer of the organization, is urging every member of the community to make a partial payment next Monday, March 31, between the hours of 5 and 7 p.m., at the Houston Infoteam office 200 South Church Street. Referring to the club of the state at City Auditorium, Tuesday night, Alicia Hammond will be afforded a chance that the civic pride of colored Hammondians will be afforded a chance to attend the Negroes attend this benefit performance, the first this musical organization, on the National Negro League. J. — (AMP) The doctor-husband's interest in psycheanalysis, especially when he had a child, led Lillian Connery to take moonlight walks well aside to his rooms, she testified Thursday in the final hearing of David N. Connery's suit for a divorce. Having previously accused her son of theft, Connery said that professional interest in Bertha Holmes, housekeeper to a millionaire, had caused her to blame Mrs. Connery and her husband, also credited her aid in the treatment.

The commission will make official recommendations to the state departments of education, health, welfare, and justice, who pointed out that the churches should be along all these lines, but that much more needed the cooperation of their respective bodies in promoting the introduction of inter-religious and in working for the further improvement of conditions. They recommended the introduction of church schools, that the subject be given generous space in the churches while white and colored presidents be presided in every public at least once a year. Columbia S. C. (ANP)—That more white criminals faced the bar of justice in South Carolina during the year, 1929, than Negroes was shown in the book, *The Negro Problem*. M. Daniel, which was made public here Wednesday morning: The recapitation of the report by the Negro commission of white criminals were far in the lead in practically every type of crime. In county, where the population is equally divided between the races, the centers saw twice as many white people hated the court as Negroes and Negroes constitute the majority.
This report confirmed decisively that 1,044 people made in this section, that crime in this state is fostered mainly by the presence of white criminals behind this statement much to the surprise of the total of the 4,069 people who faced juries during the year 1928. Eighteen were white, and 3,142 were Negroes. According to this report there were 1,044 people who did not include many cases which were committed during the year 1928, and 3,142 during the present term of court.

CENSUS WORKERS TO GET FACTS ON UNEMPLOYMENT
Washington, D. C.-A. schedule of questions to be asked regarding unemployed persons by the census-taker in connection with the 1930 census of unemployment, has been announced by M. Stewart, director of the census. Person having an occupation but not at work at the time the census in connection with it has chosen—those who have a job but are temporarily laid off on account of illness, or are employed elsewhere; and those who are able to work and want work but can not find it. The following questions will be asked and want work but who has it temporarily not at work:
1. How many weeks since he (or her) was at work yesterday?
2. Why was he not at work yesterday, or in case yesterday was not a regular working day, why did he not on the last regular working day?
3. Did he lose a dax's pay by not being at work?
4. How many days did he work last week?
6. How many days in a full time job?
The following questions will be asked about a person usually employed but having no job of any kind at the job site.
1. Is he able to work?
2. Is he looking for a job?
3. What kind of job has he been without a job?
4. Reason for being out of a job, or not?
5. What is the job?
Exceptional care was used in selecting the questions to be asked, Director Stewart said. In this connection we have appointed 25 leaders of representative labor organizations, financial institutions, institutions and labor unions, appointed to meet with officials of the departments of commerce, agriculture and labor, and asked what questions should be included and how the census of unemployment should be taken. This committee spent several hours considering the proposed of various groups and individuals, and in consulting with the recognized one.

The census of unemployment will be a part of the regular population of the country, boys and girls will not be included in the unemployment census, but all persons employed in school and have actually started to work will be asked if they were employed before the census enumerator arrived. The "day before the census is taken," the census bureau Bureau is a batch of determining unemployment, because in a great many instances the information taken will have to be at home when he calls. The census bureau member of the family who happens to be at home will be called. The census bureau member away from home looking for a job, and in such cases the woman will not be asked if she has a son or has found a job and is in work that day. She will usually know the previous day, however.

The senate investigating committee made a report of the findings and recommendations of the committee, and patronage has been distributed in Southern states for the past ten years. The committee methods practiced in doing out federal office are represehensible and are well known as by all active Republican, that early in the Harding era in Southern states was turned over to certain refeerees; provided they were not listed to them by the national Republican committee to wipe out the chairman. Chairman Hays found due to setie the expenses of the Harding election. The huge sum was prized among all states. The Texas Republican orator, Mr. McGregor, national committee man, and R. B. Greater, state chairman, has assumed the role of chairman.

The Houston Business Men's Club was converted into a temporary civil court at Monday's noonday lunch, when Carter W. Wanley held a cause to receive 18-paid to G. P. Do.Wanley the latter collecting as a fine in the court, Mr. Wanley was tardy at the club's weekly spread. When the club was organized during the early part of 1923 Messy.
