I am disposed this望我 to have a talk with you on the subject of "Molly's close Propaganda." Propaganda means "in disseminate, to diffuse, to inform, to be it correct on otherwise." Designing this war Germany used propaganda in expose English and French diplomatic aid, the Allies in turn, invented a propaganda which they scattered around the world holding up the Germans as Huns, calling them demons, savages, cannibals and all kinds of things, even though the Allies were associated with and were close complements of the Germans prior to 1914.
Whenever you want to destroy anybody or anything in the confidence of others, you start a propaganda and represent the individual or the thing to your auditors to be just the opposite of what is good and complimentary. Governments, institutions, organizations, and individuals have had, all down the ages, to fight propaganda with counter propaganda, hence the Allies during the war. You are not a member of the counter propaganda against the central powers, through which they successfully won the war.
ARGUMENTS DRAWN BY SIR WIM H. FERINIS TO SHOW SUPERIOR POWER OF PHYSICAL ENDURANCE OF NEGRO UNDER SEVERE, CLIMATIC, CONDITIONS—TELLS WHY COLORED MAN AT PRESENT CANNOT SUCCESSFULLY, COMPRETE IN BUSINESS—MUST ESTABLISH HIS OWN ENTERPRISES TO LEARN METHODS AND SECRETS OF BUSINESS AND OF MANUFACTURING
What Are We Doing?
Now what are we doing? I repeat, a continuous conflict is going on. We are travelling to our darty. The race that does not plan a race. the race that will never reach that despair. it means the survival, of the finest. Now what are your plans? We have no plans. We allow the other fellow to draw up plans for us, therefore we must travel toward us, therefore we must travel toward us not to see that his despair is to occupy a spot that will accommodate him alone; he will carry you thus far and then drop you at a certain part of the journey. And that is the warning Fam sending out from the platform of Liberty Hall tonight.
Charity Begins at Home
Pigs to Negroes to Use Their God-
Given Gifts
Who Knows the Roostibilities of the Reef?
Who can tell what power is looked up in a colored youth? I did not know that this follow I have just spoken of had any innate gift of eloquence; but I saw he was ambitious, and I said that having ambition, he had a chance. And I believe that having made the progress we have, under persecution and other oppression, if we will be the butts and the command the foremost to get together, we will make ourselves a recognized force in the world. (Great applause)
ASSISTANT SECRETARY GENERAL SPEAKERS.
Speaking upon the subject, "The Hidden Hand," Mr. H. J. Posten, Assistant Secretary General, said that there is unobjection at work in the affairs of the Negro American Association, and guidance that is creeping out for the most unexpected places. In illustration of this he declared that the author of the article appearing in today's issue of the New York World, in which the movement of the U. N. A. is in action, said that he would be someone high up in the councils of the N. A. A. U. P. The Negro should not close his eyes to certain factual questions round about him. The National Association for the Advancement of Colored People is represented by white people, with a view of directing the destiny of the colored people in this country. The chairman of the, Board of Directors, the treasurer and all its executive officers, are white
behaviors, skills, and experiences geared toward a man's needs of culture and environment. Managers must be able to communicate with people, and ability to work with people will vary by background, white or black, their age, sex, and marital status. Do not be afraid to ask for help and advice from a friend, niece, or relative. In all cases, be mindful of including a program on Ethnic and minority support provided by the program. For more information on the program, visit the Pan-African Institute of Education, the Pan-African Institute of Education, and a program, and be replied to. Do not. The Dr. Burkholder wants to say that the man who composed the program (most importantly, to get acquainted with it, to number of men of the race designg to different parts of the world, to be interested in our place, that they may each other, that they may cooperate. This program helps the number of the Pan-African Institute of Education, simply willing to provide simple ideas from some white man, or group of men, since they themselves are to adopt, since they are program of their own. The man while people work to guide and direct and finance people their other interests is to lead them their own way, and not in a path that will be for joy, highest interests of the colored race. Today, this hidden hand is at work today throughout the land, trying to divert people who are planning (upon coming) procedures of the opposing race, by which they are kept down and equal chance in life, from the objects they have set out before them as their goal.
Hidden Force at Work Against
U. N. I. A.
"There is a hidden force," said Mr. Posten, "at work, attempting to countrect the influence of the Universal Negro Improvement Association. To offset this I would suggest that we, as a group, come together and stand together; that we cease. Lighting among ourselves; that we show a would front and stand out; that we hold and support this organization of curt that is fighting so valiantly, and with the brightest papers of ultimate success, for the redemption of Africa and the advancement of Negroes everywhere." (Applause.)
REDDING MADE ACTING
REDDING THE DETECTIVE SERGEANT
The Twenty-sixth Harlem Police
Protect beats of quite a number of
colored policemen who are doing duty
in the section largely inhabited by
Negroes. Many of them have disting-
uished themselves in the line of duty.
Acting Sergeant Rodding has estab-
lished an enviable record. During the
early days in work in arresting and having con-
ducted nine law breakers. He was
made acting sergeant by Commissioner
Enright.
On his return to the United States, he became a military chaplain, at Camp Lee, Virginia, and on his diaries, he wrote that the student, was sent to France by the K.A. G.A. in connection with closing the work with the colored troops. Since 1861, he was among the students, of colleges for colored men in the Southwest.
not know whether Mr. Seligman is a frank and outspoken friend of the race, or an unimpassive critic. We are inclined to believe, however, that he is more of a critic than a friend.
The wiltweakness in Mr. Seligman's analysis is that he overlooked the fact that a strong organization in In itself a commercial assed. Wendell Phillips bids brandon on Toussaint L'Overmaud said that at the age of twenty six or twenty seven Napoleon Bonaparte was placed, as the head of the best troops, that Europe over saw. The generals, who built up the army for Napoleon to command, deserved a share, and an important share for Napoleon's glory. General McClellan, who commanded the army of the Potomac, for two years in the Civil War in the United States, guarded no great victories, but the splendid army that he trained, drilled, and organized made possible the successes of Gen. V. St. Brillard, which culminated when Gen. Robert D. Lee, the leader of the Confederate army, surrendered his award at Appomattox Court House.
Bishop, William H. Brooks, D.D., former pastor of Bethel A. M. Church of Baltimore, Md. was honored by having his picture in the Crisis and elevated to the bishopric because, in a six months' rally, he kept up his current expenses and wiped out a $33,000 mortgage. But the ministers who preceded him and built up a strong and large ecclesiastical organization made possible his remarkable achievements.
So is it with the Universal Negro Improvement Association. With nearly 800 branches in the United States of America, Canada, Hawaii, Cuba, Santa Domingo, the Virgin Islands, the British West Indies, Central America, South America, England, Wales, West Africa, and South Africa, many of them as strong as the largest Negro church in town, some of them twice as strong and a few of them three and four times as strong and one of them five times as strong. It is a real force which is a potential commercial asset. Suppose a Negro comes along who has a real invention, like the Dutch Ghana Negro who invented the last used by the United Shoe Company of Boston; suppose gold, silver, copper, coal and oil, as is predicted, will be discovered in Liberia; suppose a master mind in finance comes with a proposition, whether agricultural, mineral, realty or commercial, which means ready cash, the U. N. I. $ has an organization by which a half million dollars can be readily mobilized in a few months.
The fraternal feeling builds up between the American Negroes and the Negroes of the Carribean Sea and the West Coast of Africa is itself an asset which will be commercialized, when the ship for the African trade will be procured and will steam to the African coast. So the outlook is not as dark and gloomy as Mr. Seligman imagines. W. H. F.
THE BIGGER BROTHERHOOD
HIS EXCELLENCY MARCUS GARVEY has just addressed
able to His Holiness Pope Benedict XV at the Vatican,
Rome, requesting that he, in conjunction with all the re-
ligious and racial leaders of the world, call a conference of the bigger
brotherhood of humanity for the purpose of laying out a program by
which we may have a lasting peace.
Three weeks of the disarmament conference, now in session at Washington, have convinced even the most optimistic that there will no lasting peace come from this conference. France, never able to wear a mask, emotional though practical to a fault, has told the world in terms so plain that even a wayfaring man though blind can understand, that she will not quit her arms. England, true to her tradition, has these two weeks at the conference exercised just enough diplomacy to keep the world guessing aa to her real position, except in one essential particular, a particular about which she never keeps the world guessing very long—that is, that, after the disarmament conference's over, England will occupy her same supremacy over the other nations, with an army and many strong enough to make it secure.
Well, Japan has said that this disarming is all right with her, but—and that but—is a nice, juicy piece of China, which if she don't get she will fight and, which if she does get she must fight to keep. So disarming with the Japanese is an Arabian joke. This leaves only Italy and the United States of the big five to be considered. Italy has already taken up arms with Great Britain against the French position, which means that at some future date there will be trouble in the land; hence the United States will possibly keep on investing 90 per cent of all her revenue in destructive agencies; not because she does not desire to have it otherwise, but as she will tell us, the other nations wouldn't so she couldn't; so there you are.
dangerous, and any attempt to exert power only can an insurer and killer.
As far as the can gather, the Dutch Gulana editor is not altogether aware of improvement among the Negro people in these Intimidies, but warns the black people of the world not to forget the benefits they have enjoyed and still are enjoying under the rulers to whom they own allegiance.
"This, in our opinion is typical of colonial propaganda to keep the Negro 'feeling right',' Argenteo of England, France, Belgium and Italy, his today, by the heart of Africa, India, Central and South America 'showing the native with troglodytes now how it happens to be his (the native)' good fortune, so he governed by the best, most human government in the world, Russia, Hayd, Cuba and Santo Domingo are pointed to with a dramatic 'There you are' as 'experiments in self-government' to prove to the would-be self-determining native that the best thing for him to do is to stick to the old form, which as Mr. Brown goes to great extremes to tell in, permits Megroos under British rule to single-society with white people 'by reason of the prominent positions which they have attained by their ability and by the equitable treatments meted out to them in the various colonial possessions of the great European powers."
in America, on the other hand, race prejudice is "indirective," not scientific; "a nigger is a nigger"; he is spat at, despised, burned and lynched; he is segregated and discriminated against. The difference, then, between prejudice of Americans and Europeans, is that the latter are, veritable past masters in the art of smiling in a man's face and at the same time attacking a dagger in his side, whereas the former are frank and less hypocritical in their domination of the Negro.
All of which brings us back to our original contention, that to guarantee a-square deal to the Negro peoples the world over a mighty republic must spring up on the shores of Africa. Only by the realization of this ideal can we hope to abolish slavery in the Congo, peonage in HaytI and lynching in Texas. E. D. W.
NOAH D: THOMPSON AND THE U. N. I. A.
IN view of the many things being said by Brother Noah D. Thompson of Los Angeles against Hon. Marcus Garvey and the Universal Negro Improvement Association, it is extremely interesting to note that the brother was in attendance as an enthusiastic participant in the thirty-one-day convention held in August by the Universal Negro Improvement Association. Brother Thompson was very active, made many motions, served on important committees, introducing legislation and otherwise made his presence felt—but that was prior to the election of high officers.
When the resignation of his good friend, Rev. J. D. Gordon, was unexpectedly accepted by the delegates, we find his devoted friend, Brother Noah D. Thompson, a candidate for the job, but the position of Assistant President-General did not go back to the coast with Brother Thompson; it remained East with Sir William H. Ferris, who defeated him, ninety-four to sixty-five.
All that Brother Thompson now charges against the organization he knew when he was a candidate for Gordon's position; even his loyalty to his friend did not deter him from seeking the office of Assistant President-General.
But Brother Thompson was defeated, and naturally things took different in defeat. Did you ever hear about the "Fox and the Sour Grapes"?

As it is possible to write a true history of the glory and grandeur of the ancient empires on Africa. The investigations of the archaeological mission sent out by Harvard University emulate and treaty also causes of Ethiopia, and it is now possible for students of history and sociology to contrast the college professor who initiates "there isn't any available data so prove that a once great empire founded on the banks of the Mediterranean."
Could the Tainy decision, as the Dred Scott case have been other than what the Negro at the time it was founded? We are not among those who are disposed to condemn those who are disposed to condemn the actions of the Negro in Tainy for his decision in the famous Dred Scott case, because we hold that the Negro at the time it was founded, called the Negro, at this point, was not a citizen, but only a person "hold to service" and, therefore, had no right, which, while men were bound to respect, at that time the law was of course, mutually wrong, and the judge, being a strict constructivist of the law and an able judge, could do no more than found it on the statute books, and the Constitution as it then was, nowhere recognized the Negro as a citizen or conceived to him any right to be held in common with white men. We think it is incorrect, therefore, and unfair to Judge Tainy to hold him remonstrate to throw the issue of its protection around Dred Scott, the slave whose status as such was clearly set forth in the instrument, and therefore placed him in the same category of all other slaves. The fact that he was carried or escaped into a free State did not make him less a slave. The State or the federal union; then, as we know, it was the fundamental law of the land, and any violation of its provisions could have been punished by the courts just as was Dred Scott, whose champions and defenders sought to revoke his aid in his behalf knowing at the time that there was not a single fundamental law that could be invoked in favor of the chattail, the property of a white citizen, whose chattail had been taken by interested parties into a free State, with the expectation that this act would be sufficient to make him immune from the laws of the Negro at the time, the right of the slave owner to get the property if found in any State within the limits or boundaries of the United States.
Had Dred Scott escaped into Canada or England, the Dred Scott decision perhaps, would never have been uttered nor written. This decision merely enphanced a fact known of all men familiar with the laws of this county, and the rights which white men are bound to respect, even when those rights are spread upon the pages of the Constitution and defined in legal terminology.

kidnapped and frowned by being kidnapped beep and brow, by abstraction strong and humble apes. Women, do we ever think for a moment that two-thirds of our big men me give today down in degrading in the grave, on account of us? Yes, third of the crimes committed by men who are the cause of them, they argue that, men, women, pain. It was pain, they were pain, her tree and node to what he is today and it is another, women who drew him down to earth again. Women, remember that where we land the men will follow. Women, remember? that so man is going to do anything that a woman does not want him to do. When a man I make a man and not a woman I make a woman and not a man so hee and low that the iest of animals cannot compare with them, but even then who knows but what woman was not the cause? >
It was through the instigation in a woman that Jodias betrayed his Master, but we women always do our deeds so subtle that it always appears to be the man. Nearby every murder committed, every crime done, behind the wall there a woman. And set what noble deeds we can do! What true and noble men we have today all through the kind and pure love of women, who also destroy it. He can be as gentle as a lamb and as ferulous as a lion. I told this man to go and tell his master, that if the natives wished to like against the British that was a man of African literature, adventure, and political intrigue, that is bound, to take the place in the dramatic literature of the Negro—Editor.

Dy R. H. SWALE
In the master of the bourgeois assassination of some two hundred of the martyrs of this union at Burlough, by chlamming them with fire guns because they were a sort of harmless lot of religious fanatics, who refused to vaccinate certain ground upon which the government had, gravis to the殃, given them permission to reclaim the land, and some others some rights showing the manner in which the black peoples of Africa are murdered and decimated under the so-called freedom of the British flag. In placing this matter before you I will give a sketch of twenty years of my life. After stating that I was born in England of English parents I will live in 1838. In that year I was held captive by the Colony when I saw some Boors who were sent as spies by the late Transalpine Republic* I wrote to the late Colel J. Rhodes, the Empire builder, about this, and in reply I received an offer to devote my whole time to the same work, which offer I accepted and which I would work for Rhodes until his death in 1902, during which time I saved his life at the Bulgary Club in 1900.
1005 I went to England and while there I entored upon another phrase of my political career which was the first of my African war.
Chambériain Ordère Uprisings
In 1902 I was sent by the late Ito Hirot, Honor Chamberlain, then Secretary of State for the Colonies, to the native of German B. W. Africa in revolt against the Germans. I was instructed by Chamberlain to procure the German citizens so that if I were caught and killed by the Germans I should be thought an American, I am darned, at this all my relatives are American, but Chamberlain stated that I must do something, Edward awakened to snatch Germany.
As I did not receive my promised reward, which was the post of secretary for Native Affairs in the Transvaal, I proceeded to London in 1804, where Chamberlain told me that he had been sent by the Germans with American prizes in my possession. I should not nothing, because Britain had wished to make my death, my excuse for creating trouble between the United States and Britain, being beaten in the fight for communism, and if I should cause a war, between them, then would be killing two birds with one stone.
After this, Izzi felt, that my political career was in jeopardy and, but this time, I was confident. The British Government in the shadow of my hand in marital status. "
and then, again, that description, they would drive, the British city, of the country.
I told this man, to go and tell his master, that if the native, wished to be, asked the British, that was, a matter for their own consideration and had nothing to do with me, but when, wished, to fight, to pull the cauldron out of the fire, for the Boers, who had always been their oppressors, I should certainly do all I could to prevent it.
On the 18th of August, 1905, I wrote to Lord Selborne, the Governor, asking that I feared a black-and-white attack on rebellion. I stated in this letter, "The Boars seem determined themselves they will by overpowering ing and stratagem attempt to prevent you rulling it either."
General Gotha's Treeschery
Lord Sabourou's secretary-wrote and asked me to tell upon him with regard to my letter, and when did I ask me to tell him all I knew. He said: "If you will tell us something we will pay you well." Remembering how I had been paid for S. W. Africa, I replied: "I will tell you nothing." Thus it cost the British Empire £350,000,000 to conquer the Transvaal and by concealing the treachery of the late General Botha and his friend and adviser, General J. G. gave me an annual bach to the Born, shortly after the British Government-granted responsible government to the Transvaal, which it would not have done and I divulged the treachery of General Botha, who became First Prime Minister. "Vengeance is mine," saith the Lord. "I will repay."
A Conference in London
In 1910 the late-General Bayreys approached me and requested me to publicly proclaim the attempt of the late General Botha and his friend and adviser, General — to raise the native tribes in revolt in 1909. This I declared to do, as I told him that General Botha had done me no harm and I failed to see why I should attack him.
Sir Lionel Sarle, G. B., the private secretary to the Secretary of State for the Colonies, invited me to an interview at the Colonial Office, where he stated that by concealing the name of the British Government he had caused the British Government to grant responsible government to the Transvaal, a thing they had never intended to do, but that they had no excuse for withholding it and that as I had stood silent with the secret which would have justified them in withholding it, I should see that they had a part in the creation of a part in East Africa, especially as I had apparently no work since 1905 and had evidently lived for five years, so money given me by General Botha to keep quiet.
As I had shielded, General Both for all audibly different reason to the one inferred by the secretary, I returned to the Transvaal in November, 2011, and told him, "I will join me in resisting the change of the private secretary, that I had lived for five years, by blackmailing him. Every letter I wrote him I posted, copy of it, to His Excellency Lord Gladstone, who applied to me mokkokok, two revolves, but Both took no notice of things being examined, I published a thousand pamphlets and had them distributed about, Johannahann, editing forth my experiences and Both's competency.

Further, malnutrients are dangerous creatures. When they are doing you, the best service you may think, it is just the time they are eating you up like that dangerous disease, canon. Of course to every rule there must be exceptions. There are some very good examples. Those who believe and claim to be Nephrotes every respond to the stuff of those who claim to be white while the white men are laughing at and nibbling them.
2. It is most surprising to know that the headquarters of the above-named congress is in France and that it most during its sessions in various European countries. To me have come the suspicion as to the motive that prompted the forming of the said congress. Why should such a congress have headquarters in France and meet in various European countries? Why is it European hands of necessity by figured in it? Where was the congress formed and by whom were they elected? I shall appreciate a reply from anyone in or out of the congress as early as possible.
% The Pan-African Congress report for 1820 shows very obvious that the said congress does not meet the approval of the African nation of Eritrea, which has states of equal size but fifty-six and of the number only fourteen were African. The Negro population is placed at 400,000,000. How, then, in the face of truth, can fourteen men rununt such as number of people in this again happen? What's the trouble? It must be perbaubat; that the fundamental principles of the said congress is defective, or perhaps alm is to enslave the entire Negro race to the end of time. This was what I meant to gross customers. May God deliver us Negroes, from the hands of the white mulattoes.

ETHIOPIAN KINGS' TOMBS ARE FOUND
Recovery of Material Buried
2,000 Years Help in Writing History
CAMBRIDGE, Mass. Nov. 27.—Discovery of the tombs of twenty-six generations of Ethiopian kings and the recoveries of material buried for more than 2,000 years, which makes it possible for the first time to write the history of Ethiopia, were reported by the Joint Egyptian Expedition of Harvard University and the Boston Museum of Fine Arts. The expedition's charge of the tombs of Harar, was in Egypt ten years. Its findings in part have been reported from time to time.
The discovery of the lost civilization of Ethiopia was made at Nakap, now called Gebel Barkale. The royal camelates were found outside the city. At Nark, to the south, on a low knoll, near the River Nile, the archaeologists examined a group of burial mounds of the twenty kings and twenty-five queens of Ethiopia from 680 to 880 B.C. most of whose names had been lost to human knowledge.
Excavations gradually uncovered the burial chamber of Tirgawa, the king of Ethiopia, mentioned in the Book of Isaiah, who was one of the five Ethiopian monarchs who ruled over Egypt; and then, one by one, uncovered the tomb of the king of Ethiopia, princesses and princesses of Ethiopia for a period of more than four centuries.

Howard is a city set on his hill. Its height should allow that man may see the good work. That light is bright, and there can be no such inspiration coming from an alien source. Air spirits and mindfulness will not produce it. For back of the thought that he can inspire that man not shows that he can inspire Negroes to achievement.
Howard should be doing work in sociological investigation of direct contact with race relations. Is it? Would the present incumbent inspire, direct or approve such work if begun by any professor of that school? Howard should have in reward his historians in America. Is it? Would such work receive the approval and support by the present head of that school?
Howard should be active in obliterating illiteracy and in making experiments in Negro education and in racial psychology. He should metaphorically fostered and its truths and discoveries uphold by the present head of that school?
Howard should have somebody at work in connection with Fredmann Hospital, a medical for scientific study, as there is in connection with the several departments of the government, where Howard might have fellowships which would mean light and advance for the work of the department. He is the present head of Howard have any interest in such work, and would he have any influence in advancing it were it established?
Either a light would shine or it would not. We should have one that still. We need the light—Ironquill, in the Washington Colored american.

Howard University of Washington where colored men and women are highly trained, for the various profession, relationship, recently, has sent out a very informing circular. Particular emphasis is laid upon the departments of religion, medicine and law, and it fairly may be assumed that the university authorities raise the issue to lift the tone to its greatest possible development and influence. He felt that more good Negro farm needed than professional men if his race was to make good in its competition with other races.
Still another leves now is advocated and already is in operation at Howard University. It is dramatic art. Nothing about the subject is said in the book, but it is written by Montgomery Greer, director of Howard of that department. In a communication printed in a Novembrick number of the New Republic. This educator believes that "the rate by long inheritance and varied experience has a store of ideas in the mind of tomorrow," and that "art is self-expression and, therefore, it must be the Negro himself who shall depict in dramatic form his not-
