I am disposed this望我 to have a talk with you on the subject of "Molly's close Propaganda." Propaganda means "in disseminate, to diffuse, to inform, to be it correct on otherwise." (Great applause) ASSISTANT SECRETARY GENERAL SPEAKERS. Speaking upon the subject, "The Hidden Hand," Mr. H. J. Posten, Assistant Secretary General, said that there is unobjection at work in the affairs of the Negro American Association, and guidance that is creeping out for the most unexpected places. In illustration of this he declared that the author of the article appearing in today's issue of the New York World, in which the movement of the U. N. A. is in action, said that he would be someone high up in the councils of the N. A. A. U. P. The Negro should not close his eyes to certain factual questions round about him. The National Association for the Advancement of Colored People is represented by white people, with a view of directing the destiny of the colored people in this country. The chairman of the, Board of Directors, the treasurer and all its executive officers, are white behaviors, skills, and experiences geared toward a man's needs of culture and environment. Managers must be able to communicate with people, and ability to work with people will vary by background, white or black, their age, sex, and marital status. Do not be afraid to ask for help and advice from a friend, niece, or relative. In all cases, be mindful of including a program on Ethnic and minority support provided by the program. For more information on the program, visit the Pan-African Institute of Education, the Pan-African Institute of Education, and a program, and be replied to. Do not. Hidden Force at Work Against U. N. I. A. "There is a hidden force," said Mr. Posten, "at work, attempting to countrect the influence of the Universal Negro Improvement Association. To offset this I would suggest that we, as a group, come together and stand together; that we cease. Lighting among ourselves; that we show a would front and stand out; that we hold and support this organization of curt that is fighting so valiantly, and with the brightest papers of ultimate success, for the redemption of Africa and the advancement of Negroes everywhere." With nearly 800 branches in the United States of America, Canada, Hawaii, Cuba, Santa Domingo, the Virgin Islands, the British West Indies, Central America, South America, England, Wales, West Africa, and South Africa, many of them as strong as the largest Negro church in town, some of them twice as strong and a few of them three and four times as strong and one of them five times as strong. It is a real force which is a potential commercial asset. Suppose a Negro comes along who has a real invention, like the Dutch Ghana Negro who invented the last used by the United Shoe Company of Boston; suppose gold, silver, copper, coal and oil, as is predicted, will be discovered in Liberia; suppose a master mind in finance comes with a proposition, whether agricultural, mineral, realty or commercial, which means ready cash, the U. N. I. $ has an organization by which a half million dollars can be readily mobilized in a few months. The fraternal feeling builds up between the American Negroes and the Negroes of the Carribean Sea and the West Coast of Africa is itself an asset which will be commercialized, when the ship for the African trade will be procured and will steam to the African coast. So the outlook is not as dark and gloomy as Mr. Seligman imagines. W. H. F. THE BIGGER BROTHERHOOD HIS EXCELLENCY MARCUS GARVEY has just addressed able to His Holiness Pope Benedict XV at the Vatican, Rome, requesting that he, in conjunction with all the re- ligious and racial leaders of the world, call a conference of the bigger brotherhood of humanity for the purpose of laying out a program by which we may have a lasting peace. Three weeks of the disarmament conference, now in session at Washington, have convinced even the most optimistic that there will no lasting peace come from this conference. France, never able to wear a mask, emotional though practical to a fault, has told the world in terms so plain that even a wayfaring man though blind can understand, that she will not quit her arms. England, true to her tradition, has these two weeks at the conference exercised just enough diplomacy to keep the world guessing aa to her real position, except in one essential particular, a particular about which she never keeps the world guessing very long—that is, that, after the disarmament conference's over, England will occupy her same supremacy over the other nations, with an army and many strong enough to make it secure. Well, Japan has said that this disarming is all right with her, but—and that but—is a nice, juicy piece of China, which if she don't get she will fight and, which if she does get she must fight to keep. So disarming with the Japanese is an Arabian joke. This leaves only Italy and the United States of the big five to be considered. Italy has already taken up arms with Great Britain against the French position, which means that at some future date there will be trouble in the land; hence the United States will possibly keep on investing 90 per cent of all her revenue in destructive agencies; not because she does not desire to have it otherwise, but as she will tell us, the other nations wouldn't so she couldn't; so there you are. dangerous, and any attempt to exert power only can an insurer and killer. As far as the can gather, the Dutch Gulana editor is not altogether aware of improvement among the Negro people in these Intimidies, but warns the black people of the world not to forget the benefits they have enjoyed and still are enjoying under the rulers to whom they own allegiance. The difference, then, between prejudice of Americans and Europeans, is that the latter are, veritable past masters in the art of smiling in a man's face and at the same time attacking a dagger in his side, whereas the former are frank and less hypocritical in their domination of the Negro. All of which brings us back to our original contention, that to guarantee a-square deal to the Negro peoples the world over a mighty republic must spring up on the shores of Africa. Only by the realization of this ideal can we hope to abolish slavery in the Congo, peonage in HaytI and lynching in Texas. E. D. W. NOAH D: THOMPSON AND THE U. N. I. A. IN view of the many things being said by Brother Noah D. Thompson of Los Angeles against Hon. Marcus Garvey and the Universal Negro Improvement Association, it is extremely interesting to note that the brother was in attendance as an enthusiastic participant in the thirty-one-day convention held in August by the Universal Negro Improvement Association. Brother Thompson was very active, made many motions, served on important committees, introducing legislation and otherwise made his presence felt—but that was prior to the election of high officers. When the resignation of his good friend, Rev. J. D. Gordon, was unexpectedly accepted by the delegates, we find his devoted friend, Brother Noah D. Thompson, a candidate for the job, but the position of Assistant President-General did not go back to the coast with Brother Thompson; it remained East with Sir William H. Ferris, who defeated him, ninety-four to sixty-five. All that Brother Thompson now charges against the organization he knew when he was a candidate for Gordon's position; even his loyalty to his friend did not deter him from seeking the office of Assistant President-General. But Brother Thompson was defeated, and naturally things took different in defeat. We think it is incorrect, therefore, and unfair to Judge Tainy to hold him remonstrate to throw the issue of its protection around Dred Scott, the slave whose status as such was clearly set forth in the instrument, and therefore placed him in the same category of all other slaves. The fact that he was carried or escaped into a free State did not make him less a slave. The State or the federal union; then, as we know, it was the fundamental law of the land, and any violation of its provisions could have been punished by the courts just as was Dred Scott, whose champions and defenders sought to revoke his aid in his behalf knowing at the time that there was not a single fundamental law that could be invoked in favor of the chattail, the property of a white citizen, whose chattail had been taken by interested parties into a free State, with the expectation that this act would be sufficient to make him immune from the laws of the Negro at the time, the right of the slave owner to get the property if found in any State within the limits or boundaries of the United States. Had Dred Scott escaped into Canada or England, the Dred Scott decision perhaps, would never have been uttered nor written. In placing this matter before you I will give a sketch of twenty years of my life. After stating that I was born in England of English parents I will live in 1838. In that year I was held captive by the Colony when I saw some Boors who were sent as spies by the late Transalpine Republic* I wrote to the late Colel J. Rhodes, the Empire builder, about this, and in reply I received an offer to devote my whole time to the same work, which offer I accepted and which I would work for Rhodes until his death in 1902, during which time I saved his life at the Bulgary Club in 1900. 1005 I went to England and while there I entored upon another phrase of my political career which was the first of my African war. Chambériain Ordère Uprisings In 1902 I was sent by the late Ito Hirot, Honor Chamberlain, then Secretary of State for the Colonies, to the native of German B. W. Africa in revolt against the Germans. G. gave me an annual bach to the Born, shortly after the British Government-granted responsible government to the Transvaal, which it would not have done and I divulged the treachery of General Botha, who became First Prime Minister. A Conference in London In 1910 the late-General Bayreys approached me and requested me to publicly proclaim the attempt of the late General Botha and his friend and adviser, General — to raise the native tribes in revolt in 1909. This I declared to do, as I told him that General Botha had done me no harm and I failed to see why I should attack him. Sir Lionel Sarle, G. B., the private secretary to the Secretary of State for the Colonies, invited me to an interview at the Colonial Office, where he stated that by concealing the name of the British Government he had caused the British Government to grant responsible government to the Transvaal, a thing they had never intended to do, but that they had no excuse for withholding it and that as I had stood silent with the secret which would have justified them in withholding it, I should see that they had a part in the creation of a part in East Africa, especially as I had apparently no work since 1905 and had evidently lived for five years, so money given me by General Botha to keep quiet. It must be perbaubat; that the fundamental principles of the said congress is defective, or perhaps alm is to enslave the entire Negro race to the end of time. Nov. 27.—Discovery of the tombs of twenty-six generations of Ethiopian kings and the recoveries of material buried for more than 2,000 years, which makes it possible for the first time to write the history of Ethiopia, were reported by the Joint Egyptian Expedition of Harvard University and the Boston Museum of Fine Arts. The expedition's charge of the tombs of Harar, was in Egypt ten years. Its findings in part have been reported from time to time. The discovery of the lost civilization of Ethiopia was made at Nakap, now called Gebel Barkale. The royal camelates were found outside the city.
