For quite a long while the members of other races tried to enslave us by a false psychology and a vicious propaganda. They tried to make us see life and all things from their point of view. and they succeeded to the extent that they nearly made permanent slaves of all of us; but, fortunately, you cannot "fool all of the people all of the time," because to us is born in this age a new type of men who are determined to cast off the psychology and propaganda of the other fellow and husband that of their own. Subduing the World The great white man has succeeded in subduing the world by forcing everybody to think his way, from his God to his fireside. He has given to the world, from the Bible to his yellow newspaper sheet, a literature that establishes his right and sovereignty to the disadvantage of the rest of the human race. The white man's propaganda has made him the master of the world, and all those who have come in contact with it and accepted it have become his slaves. Our Propaganda The Universal Negro Improvement Association is now calling upon the 400,000,000 members of our race to discard the psychology and propaganda of all other peoples and to advance our own. The white man taught that the best of the world was intended for him, and we now teach that all the beauties of creation are the black man's; and he is heir to all that God has given to man. A White World The white man sees a white world and propagates his doctrines accordingly. The black man now sees a black world and teaches that to his race of all generations. Searching for an Ideal Negroes should not look to the books, magazines, newspapers and general literature of other races for their ideal, for it will never be found. NEGRO SHOULD FOSTER HIS OWN IDEAL FALSE MISSIONARIES TEACHING IN THE NAME OF CHRIST NEGROES SHOULD MEET PROPAGANDA WITH PROPAGANDA THE NEGRO'S LOVE FOR CHRIST AND THE CHRISTIAN RELIGION IS BEYOND QUESTION It is to the interest of the white race to promote the good of their own people and discourage and discredit the good of others. Negroes should not expect Brisbane and other white newspaper editors and writers to call us anything else but monkeys, apes and savages and to boost themselves as supermen and demigods. The time has really come for black men to cease thinking about other peoples in the sense of accepting from them the lead and purpose of life; we must be our own leaders and we must find our own purpose. Shun Alien Prenagence I now, therefore, call upon Negroes everywhere to ignore, skim and renounce the propaganda of other peoples. If you read the books, magazines, newspapers and literature of other peoples do so with the eye of the patient who accepts the medicine of an unfriendly nurse, watching carefully to see that she does not add to the prescription by the introduction of any foreign drugs. The whole world is full of propaganda—English, French, German, Anglo-American, Japanese, Chinese, etc.—and now it is our duty to counteract them all with real African propaganda. Africa for the Africans! Above the noise and shout of the world there should be one ringing cry, that of "AFRICA FOR THE AFRICANS," at home and abroad. Then we should also insist on seeing all things black to the exclusion of all other matter. So long as Englishmen are going to talk about England and Frenchmen of France and white Americans of America, then there is nothing left for us to do but think and talk of black Africa, the preaching of the Christian missionary notwithstanding. Propaganda With Propaganda We must meet propaganda with propaganda and not let up until those who lead in the selfishness of race demonstrate the real brotherhood of man that they have been telling the world about for nearly 2,000 years. Religions and secular propaganda have ruined the Negro, and now that he knows God he is going to worship Him through the agency of truth, and not through the hypocrisy and lie taught us by the missionary schools which teach Christ in one breath and steal and plunder in the other. The Religion of Christ The Negro is now accepting the religion of the real Christ, not the property-robbing, gold-stealing, diamond-exploiting Christ, but the Christ of Love, Justice and Mercy. The Negro wants no more of the white man's religion as it applies to his race, for it is a lie and a farce; it is propaganda pure and simple to make fools of a race and rob the precious world, the gift of God to man, and make of it the exclusive home of pleasure, prosperity and happiness for those who have enough intelligence to realize that God made them masters of their fate and architects of their own destinies. The Negro's Love for Truth The Negro's love for Christ and the Christian religion is beyond question, but we simply refuse any longer to accept the interpretation of the white man on those fundamentals that seek to elevate or establish the rights of man. The white leader has failed to impress the world of today with his honesty of purpose. He is only a propagandist, and the black race has had enough of his propaganda and wants no more of it. I made sure that the room was warm before taking it. After breakfast, we went to the telegraph station. On our way back, within a block of the hotel, my husband became thirsty and we stopped at a drug store. The soda fountain clerk said he had no ice. A peculiar thing I thought, a soft drink counter without ice. Yes. We Have No- We crossed the street to an ice cream parlor, and a Polish-looking clerk, in answer, to our query, said: "We have no ginger ale." "But," said I. pointing to a "bottle coca-cola," that will do as well." The man looked puzzled, and spoke to a Greek standing near by. The latter leaned over the counter and almost whispered the strange news to my husband: "Sorry, but we don't serve colored people here." I was stunned, and repeated the words audibly. I looked around the place. Sented at two tables were four common-place looking white girls, talking and laughing at the top of their voices. A colored man was being served at a patent medicine counter. Seeling my surprise, perhaps, the Greek, apologetically, said: "If you want to take the bottle home"—we did not wait to hear the rest, but walked out in disgust. We met the proprietor of the hotel where we stayed and told him of the incident. "That's the way the Greek is," he explained, "I remember the time when he had a peanut stand at that same corner. When he made his pile out of colored folks he opened up that ice cream parlor and now they dare me go in and get a glass of anything." That sunns up a condition that obtains in many cities in the St. Louis. Negroes still patronize the Greek, even though they could not get a drink of water in his store to save their lives. Begin At Home I may mention that the ice cream parlor is situated in Congressman Dyer's district. That worthy white gentleman who is making so much noise about passing a law to punish lynchings. I speak of the anti-lynch bill. Friend! Think of it, passing a law to punish lynchings! Passing a law to stop an angry white man of age from lynching a loose black man! What law or ordinance in the world can or will stop the veiling, brutal spirit of a white mob? Pass the law if you can, but who will do so to put it into execution? There is no law which says that a colored man cannot get a cold drink in an ice cream parlor in St Louis. But the fact remains that because of the spirit of the white majority so black man is denied their right of being served. Pardon me. I am digging from my sale. We were directed to a colored drug store about three blocks away. We were well served. I bought postal cards and apologe on them. We spent about twenty minutes there, and not a single customer came in during my stay. Do you wonder why the race is listed by others in the dependent helpless class? Why cannot Negroes learn the lesson of patronizing their own? Since the migration from the South it is estimated that there are 100,000 Negroes in St. Louis. People with warm blood in their veins, and as unconcerned to the progress of others and the dire needs of themselves as Pharoah's mummies. Sometimes I think it, will take more than lyrching, burning, flogging, etc., to awaken some of our people to racial consciousness and co-operation. At 8:30 p.m. we attended the meeting at Douglass Hall. As usual, the crowd was impense. Someone said to me that he was afraid the fire department would come down on them for overcrowding. "Why didn't you get a large church." said I. "Not one of the big preachers would rent us their churches" said the man. "We have some of the finest churches in the country—still building more—and yet we have hundreds of our folks right here who are starving." This is the Christianity as practiced by some of our colored preachers. We are being coveted with heavenly promises while we starve for some of this earth's needs. cident in the day to take an active part in the meeting, but my husband, after drinking about five glasses of ice water, was evidently cooled off and spoke for over an hour. He touched on conditions among them, and pointed them to the dangers in the future is they did not prepare now. From the orthosism in the audience I felt sure that every one in that hall was a discipline going forth to preach the gospel of preparedness of the race. Mr. Wheat is to be complimented on his good work in this city in the cause of the Universal Negro Improvement Association. On the morning of the sixth we had many callers. Among them was an old lady who said she just wanted to shake my husband's hand. He inquired of her health, etc. In reply she said, "Well, son, I had to run from Bam (Alabama) a couple of years ago and I guess I will soon have to leave St. Louis. My next place will be New York. You see, child, I am getting nearer and nearer the sea." Those are the pathetic tales that one hears all over the country. Where are Negroes going? Where are they wanted? Curious Stares. In the afternoon my husband, seeing that I was depressed, took me for a drive. He ordered the taxi driver to drive through the rich white section of the city. And such a scene was there—beautiful homes, from the cozy bungalow to the majestic looking stone and brick mansions, artistically surrounded with flower gardens and lawns. Everything suggested comfort, happiness and prosperity. But who enjoyed this luxury? Black men and women? No. White man and women. They are the lords of these homes, and black men and women are but their servants. We left the boulevard and entered the park. I saw lines of automobiles, which, of course, were occupied by white men and women. Others were playing golf and visiting the pool. They looked curiously at us, as much as if to say, "Why have you dared to enter on our preserves?" I went back to the hotel in a brown study and wondered, "How long, oh! Lord, how long?" Some one gave me a copy of "The Patriot," a weekly new paper, published by the Ku Klux Klan in St. Louis. The editors are New, C. C. Crawford and F. K. Burkhardt. Their motto is, "One Country, One Flag, One Language." I understand that there are more than one hundred such冠名 of the K. K. all over the country. At Karsda City, Kan. We have added to our friends at St. Louis at 11:35 p.m. and left for Kansas City, Kan. Arriving at the station on the Missouri side on the morning of the 7th last at 8:15. We were met at the station by a delegation of black men and officers of the local division. A block away from the station is the Gamous Swerving Automobile School, where young men from all parts of the country go to learn the automobile trade. Not colored men, but young, ambitious, white men are invited for the great automobile industry of the country. The drive to Kansas City, Kans, was very enjoyable indeed. It was the first bit of warm weather we experi- enced, and actually gave me an appo- tite—the first for months. I was very much concerned to know "When do we eat?" Kansas City in the State of MIssouri and Kansas City in the State of Kansas are twin cities on the Missouri River. Kansas City, Kan., has beautiful undulating hillocks, and it was pleasing to the eye on crossing the bridge that divides the two cities to see neatly laid out homes, with lawns and gardens with bright and various colored flowers. It was a Sunday morning. The air was bracing and invigorating; the dew had barely left the ground. In some places it still glistened like jewels, when kissed by the morning sun; the mist lung over the river, even the wind ceased its whirl, and all nature seemed to say, "This is the Sabbath." This city has a Negro population of 19,600. It is older than its twin, the Missouri City, but on account of its hilly situation, the Missouri city has outstripped the other in commerce and population. Smallest—No Let Up in the Migrant Movement in Sight It is announced by the Secretary of Labor at Washington, through Phil H. Brown, Commissioner of Conciliation, specially detailed to observe the present movement of migratory Negro labor that 478,700, or nearly half a million Negro migrants, forsook their abodes and occupations in thirteen Southern States during the year Sept. 1, 1922, to Aug. 31, 1923, according to conclusions made from a series of total figures submitted by State, municipal and civic statisticians and authorities of those States. The round number estimation is believed, to be a fairly accurate summary of similar estimations carefully compiled for Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, Oklahoma, South Carolina, Tennessee, Texas and Virginia. An analysis of the 478,700 total reveals the fact that of Negro migrants for the year noted, Alabama yielded 90,000; Arkansas, 5,000; Florida, 90,000; Georgia, 120,000; Kentucky, 2,500; Louisiana, 15,000; Mississippi, 82,000; North Carolina, 25,000; Oklahoma, 1,000; South Carolina, 25,000; Tennessee, 10,000; Texas, 2,000; and Virginia, 10,000. From the above it will be noted that Georgia yielded the largest, and Oklahoma the smallest quota of Negro migrants. In commenting upon the migratory movement depleted above, a number of chambers of commerce of the South expressed the opinion that the oncoming winter would cause the return of large numbers of the departures. Other prominent officials were reasonably sure that the yield of their States could be traced to specific areas, and that, hence, it was not a movement of general proportions. Another feature of the exodus seemed to indicate that the movement was semi-perpetual, inasmuch as departing Negoes were replaced by incomers, who, in turn, were continually succeeded, until many of those who first left had returned to their original domicile. Southern Negro Migration (From the New York World) Georgia is the great loser of labor in the northward migration of Negroes as disbelief by a study of the Department of Labor of Washington. Some 120,000 left that State during the year ended Sept. 1 last. But Alabama's loss of 20,000 was enough to make a decided imprint upon the labor market's supply there, and on Florida, with an equal loss, and of Mississippi, with 82,600 Negroes leaving. Altogether for the three Southern States the migration for the year amounted to 475,700. It is a rather formidable figure. It is alarming to the South, whose arbitrary measures to arrest the exodus have come the since been under application, with the most indifferent results. The conditions present. An abundance of comparative cheap Negro labor has given to the South an appreciable advantage in unpaid employments, and this advantage is being seriously threatened. Some Southern observers are telling the Labor Department that the winter months will probably see large numbers of these emigrants returning. They will not be able to stand freezing weather. Still, nobody is putting hot winter's return flow. Judging from the figures, there was little or no return flow to note. The average Negro emigrant seems to have stood the cold so well that he wrote home a living others to change their climate likewise and so become an emigrant about for the movement who could be forced by Southern attempt at repression. Perhaps after a while the South may take into consideration other causes of the exodus somewhat more substantial than Negro ignorance of climate difference between South and North. Negro Banks Bought WASHINGTON—One economic result of the migration of Negroes northward during the part year has been the impetus given to the establishment of Negro banks and the growth of race bank deposits Washington, New York, Philadelphia, Chicago, and smaller cities are centers of increased activities in the growth of Negro banks. Messrs. Brown and Stevens, bank promoters of Philadelphia, are now observing their $133,000 building, erected a year ago, do a thriving business; and the Prudential bank-people of Washington, after a month of business, report splendid growth. Roland Hayes on Way Here Roland Hayes, the celebrated colored singer, sailed for New York on the "Berengaria" from Southampton, October 27. He will open his American tour on November 15 as soloist with the Boston Symphony Orchestra in Boston and Cambridge. BLACK AND WHITE KU KLUX KLAN IN SOUTH AFRICA Scholarly African Lady Frankly Discusses the K. K. K. Spirit in South Africa — Says a Black League Will Front a White League — White Women's Weakness for Native House Boys From Abantu-Batho of Johannesburg, South Africa We give below the report of an interview with Mrs. Charlotte M. Maxeke B. Se. She is a graduate of Willberforce University, Ohio, U. S. A. (A.B.), and has had considerable experience as a social worker abroad and in Johnnesburg. Her activities are directed toward the social and spiritual welfare of the natives and colored people: "I welcome your request for an interview," she stated, "because this position in which the native is made to appear so very obnoxious grieves 'more terribly.' The natives are my people, and if I attempt to explain in the case and plead in their favor, you are not to interpret my remarks as savoring of an anti-white policy. I am a British subject and I am very proud to owe allegiance to the flag, so I trust no one will maintain my motive." Referring to the formation of a white-league, the object of which, she understood, was to punish natives who might insult or victimize European women. Mrs. Mayeke pointed out that that alone was calculated to give birth to a similar society of natives who would seek to avenge the wrongs done native women by European males. The K. K. K. Spirit "The Ku Ku Klu Klu spirit is the vital and I fear it," preceded Mrs. Maxke. "My experiences in America has taught me to view that organization with great apprehension. It frightens me to trouble if the whites take the law into their own hands and the natives organ in by way of adopting reprisals, then I fear that the lawchurch, the killing of innocent people, is disregarded of law and order in mind, which will follow well overwhilen in. If the vagaries or beaches prompt me, then I have every reason to fear that their activism will not be marked by what I call the post of justice. If these are white bumps, they will be a black, true, and these two are sitting apart, each other, will be going about a condition of things so far to that which obtains in America. I do for some time hope that we shall be covered this, for no one knows what something must be the outcome of these men are prepared to unite the law and to apply them to the large range of the former. Repeals You are aware that the black lives would not be respected nor respected nor respected. You are aware that the world engages in these heart-wrenching traflics between European nations and native peoples and that this is well acted in the fact that the native black nations are here and especially in dehomberg. Every year the cultural black nations are here and especially in dehomberg. "In the old Colonial days no European woman ever thought of employing a native male to work in the kitchen, much less in bedrooms, as the only boy engaged was the one who chopped wood in the yard or attended to the ploughing or gardening; but, unfortunately, up here in the Transvaal and in other places like Natal, European ladies prefer native boys rather than girls. Though the boys are black, they are, nevertheless, human and have precisely the same feelings as Europeans. If they are permitted, as in very frequently the case, to enter with morning tea or cof- (Continued on page 5) Stand for Mutual Helpfulness, Education, Justice and Abatement of Mob Rule ATLANTA, Ga., Oct. 30 (Special)—Editors of leading daily papers in six of the Southern States have united in a signed statement asking for mutual helpfulness and cooperation between the white and colored races in the South, for adequate educational advantages for colored people, for equality before the law, and for the abatement of mob violence. The paper was drafted in a conference of Virginia editors and has since been signed personally by more than fifty other editors of leading dailies in North and South Carolina, Tennessee, Mississippi and Louisiana. Practically every man to whom it was presented readily attacked his name. It is believed, therefore, that with few exceptions it fairly represents the attitude of the Southern press as a whole. The statement follows: "In the attainment and maintenance of improved interracial relations in our Southern States we believe that a policy of co-operation between the more thoughtful of both races is fundamental, this being the antithesis of antagonism and polemic discussion. "Mutual helpfulness between whites and blacks should be encouraged; the better element of both races striving by precept and example to impress the interdependence of people living side by side, yet apart. "The Negroes of the South are largely dependent upon the white press for current news of the day. It would be well if even greater effort was made to publish news of a character which is creditable to the Negro, showing his development as a people along desirable lines. This would stimulate him to try to attain to a higher standard of living. "We do not believe that education suited to the needs of the individual of any race is harmful. It is a generally accepted fact that in both races if the entire man were educated, industrial problems would adjust themselves automatically and the lee, fit of either race would and the work and place for which he was beef equipped. It has been authentically stated that the Negro demand would abide all to others, teachers, physicians, and lawyers the school may turn out." The advance of the then, best men of both sexes should be involved in the effort to establish and acquire capacity before the law for Negro defendants in all criminal trials. "All statements of mine are and are armed to an arm to which good attitudes should please the oppo- tion. "In the Harmonious coopera- tion of the thoughtful and exemplary men and women of both races is the prowess of longer understanding and better international relations. After reading this false accusation against anthropology and biology one need not question why the white-robed-fraternity is so prejudiced against Jews and Negroes. Ignorance is the answer. Ignorance and prejudice are twin sisters. No intelligent man would judge. A student of anthropology and biology could not possibly make the statement made by the "Wizard" without wilfully distorting facts. The Negro has no monopoly of ignorant leadership, as can be clearly seen by the "Imperial's" statement. Whoopper' yell several hundred Klansmen as they dropped off a special train from Oklahoma to join more than 75,000 of their brothers of the robe in Dallas. Some were in regalia, others were not, while all wore buttons or ribbons to designate their allegiance to the one-hundred-per-centers, but none wore masks. The wearing of masks by none of these thousands is the significant feature of this gathering. Thanks to the strife of Oklahoma. At last these same of darkness have grown sufficiently strong to feel sure of their ground, and expose themselves to the light. This unmasking of the Klan if fully carried out, will determine whether or not this avatar of religious bigotry, racial hate and political folly has only found temporary lodgement in a land boasting of freedom, equality and justice, or whether it has really come to remain as a permanent institution in America until its designs are carried out. Our fight against the Klan is not against its ideal (white supremacy in America), but against the methods used to attain this end. The damnable practices put in vogue by the Klan cause the very soul of the Negro to cry out for the justice of which America boasts. These methods used by the Klan to further its aims are the things against which we revolt. I hate them. I hate their every phase. I hate them for their arrogance, their hypocrisy and false pretence. I hate these methods used by these hooded riders because they trample all law under their feet. They take from the hands of justice blackmen, caring not whether they be guilty or innocent, to satisfy their thirst for blood. I HATE THESE dating, discriminating and leads; they strap to the backs of widowed mother, for the homes they destroy and for the hearts they urble they cause Negro womanhood, and for the unorganized race. President-General Sends Telegram. After the unpaid allegiance to tonight the Chairman (Hon William Sherrih) read a telegram received from Hon Marcus Garvey, from Chicago, sending best wishes to the members, and advising of his coming to New York on November 8. Following him, Mr. Sherrih read a slipping from an African newspaper which formed the subject of his address. It gave news of the organization of a White League in Johannesburg, South Africa, similar to the Ku Klux Klan in America, for the purpose of keeping native men from intermingling with white women. This news, Mr. Sherrih observed, was interesting to the members of the Universal Negro Improvement Association, because we represent an organization that is interested in anything that affects the Negro and his progress. The white race, he said, was resisting to every possible means to dominate the world and stem the progress of other races, and the activity of the Universal Negro Improvement Association, were an attempt on the part of the Negro who has suffered most under white domination to at least keep African blacks and save it from the designing hand of the white race to make it like the other parts of the world, a which man's country. In this night, he said, the aim of force of the Negro was necessary, home he urged all members of the Negro race to throw their lot in with the Universal Negro Improvement Association to the end that Negro shall some day become the house of a great Negro government. He had the opportunity, he said, of discerning whether the great outpouring of people came from idle curiosity or whether there is something real and gonking behind it—whether there is a great awakening of Negroes throughout the world since the great suffering of the President General. And remaining in Pittsburgh a week, he found there is a real foundation behind this awakening, because people who once criticized the Universal Negro Improvement Association—the so called Intelligentsia, are now clamoring to come into the organization as never before. Hon. J. W. Slappy, Commissioner of the Universal Negro Improvement Association for some of the Southern States, was the last speaker. He spoke interestingly and injected bits of humor into his talk which kept the audience of a joyful mood. Following is the text of the speeches: HON. WILLIAM SHERRILL SPEAKS HON. WILLIAM SHERRILL SPEAKS Hon. William Sherrill said: I should like to read a bit of information from Johannesburg, South Africa. *Ku Klux Klanism in South Africa African World Service, Oct. 24-4. A White League, an organization similar to the Ku Klux Klan in America, has been formed here to keep native men from intermingling with white women. Unfortunately, there is a heavy illicit traffic between European males and native females," says a reporter commenting on this, "and this is reflected in the fact that the natives' color is changing. Every year the colored birth rate is increasing, especially in Johannesburg. The evil has crept into the natives' own natural habitat; for in the back fields many European storekeepers have as many as two and three native wives and in some instances more." This bit of news coming from Johannesburg, South Africa, is interesting to use of the Universal Negro Improvement Association because we represent an organization that is interested in anything that affects the Negro, and especially his progress in this day and time. There was a time when news of this nature did not interest Negroes in America so very much; there was a time when news of this kind did not interest Negroes in the West Indies to a great extent. They regretted such happenings; they sympathized with the natives in Africa; but they were not spurred with a desire to assist and help until they had been awakened by the propaganda of the Universal Negro Improvement Association. Negroes the Victims of White Domination Those of you who are here for the first time should understand that the Negroan the Universal Negro Improvement Association tells that whatever affects Negroes in one part of the world whether it be the West Indies or America, Central and South America or Africa, it affects Negroes in all parts of the world (Applause). The Negro watches especially such things as this, because he, as no other race group, has been the victim of suffering at the hands of white civilization. White civilization almost overnight has spread over the world—has dominated everything—and the world moves now practically at the dictation of the white man. This has all taken place in about the space of 100 years. A hundred years ago the white man was practically confined to Europe and America; but with the rapid increase of scientific inventions; with the rapid increase of new discoveries of all kinds; with the bringing into being the steamship and the locomotive, the white man has used these agencies to spread his power to all parts of the world, until now he stands an undisputed lord, you may say of the universe. He has his hands on Australia; he has his hands on India; Egypt is under his control as well as practically the whole of Africa. He dominates South and Central America; he owns the West Indies and Hayti, and has the yellow and the brown people of the world pushed off to their little territories in Asia and the Pacific, and now he wields his power to suit his own wishes. There is no other race group, as I said, which has suffered from this sudden rise to power of the white man more than the black man. He has suffered in the West India, where he has been reduced to such a low economic status until it is difficult for him to make himself independent. In America he has been the victim of lynch law, segregation and Jim crowism. And the Negro has suffered up to 1814, separately. I might day. But the war opened his eyes; he begins to suffer collectively now. In this suffering the Negro has realized that his ability to extricate himself from the condition in which he finds himself depends upon his ability to organize and work co-operatively together. We find not only has the white man dominated all parts of the world, but we find that he works feverishly in an effort to make the world a white man's world. That is the thing the Negro fears more than anything else. The Negro knows Just about what he can expect from white civilization; he knows just about what he can expect from white domination. For that reason the Negro of the Universal Negro Improvement Association is organizing to protect himself from this white world domination. The white man after dominating the world is attempting at this time to hold what he has got. The Meaning of the League of Nations That is the only meaning of the League of Nations. The League of Nations is simply a shrewd instrument for white world power to hold what it has already got. They feel if they can come together now in the League of Nations; saying "let us live like brethren" saying "let us arbitrate and not light over certain things; let us put down our swords since we have got everything." it will be an easy rattle through these strategies to hold what they have got by force of arms, thereby rendering it impossible to weaker nations who happened not to have made themselves strong enough physically to throw off the oppression. That is the only meaning of the Disarmament Conference. That is the meaning of all the talk that you have heard recently by statesmen who have come from Europe to the United States. They come now in the interests of humanity saying that the time has come for white men, especially in England and America, to unite their forces in order to preserve civilization. The preserving of civilization simply means, in other words, the domination of the world. It reduces itself down to just what the Ku Klux Klan means here in America—white supremacy. Now what has happened in South Africa? The white man having come in contact with the natives - the white man having allowed, the native to work in his factories and in his hives and having permitted the native to come close in contact with him until the native has learned to do things, as the white does them. He has learned that when reason fails organized force is the best way to get justice; he has learned that those things that are good for the white man are also good for him, though he be native. And now the white man in order to stop and curb the aspiration of the native has organized in Johannesburg, South Africa, a Ku Klux Klan to put down the progressiveness of the native Africans. That is not the only thing that is happening there. Those of you who have read Mr. Plattes's book know of the dampable conditions under which the natives in South Africa are compelled to live - not even allowed in own their own lands. At least 50 per cent. of all the territory in South Africa is owned by Europeans, who have either come in or were born there. The natives can buy land only in certain restricted districts. The natives are being pushed back on reservations like the Red Indian in America. That depicts what the white man has done and will do to make this a white man's world. To Make Africa Black. The activity of the Universal Negro Improvement Association is simply an activity on the part of Negroes who have suffered under white domination in America, in the British empire, and in the French colonial possessions. They are determined that all the world will not be made white; at least, that Africa will be made black. (Applause) The Universal Negro Improvement Association is simply an organization that has come forward saying, "It shall not be; it shall not be." We in the Universal Negro Improvement Association know no colors. We know that our race has been much mixed everywhere, since we have come in contact with the white man, particularly in America, the West Indies and Africa; therefore, we know no colors; we are fighting for Negroes of all colors and of all denominations. We are welcoming into our organization all those who believe that Negroes, like any other race group, should be able to work out their own destinies and be able to give to the world their own art, their own philosophy, their own culture, their own civilization and take their place in the world alongside other races and other nations. U. N. I. A. Misundértood. We have been much misunderstood; we have been much misrepresented, but we have not suffered so very much by this misrepresentation, and this misunderstanding. The knocks that the Universal Negro Improvement Association has had; the criticisms that it has had thrown upon it; the oppoiojfions with which we have had to contend, have simply served to make this great association what it is today. The Uni- versal Negro Improvement Association would not have been what it is today were it not for the many knocks, criticisms and oppositions that it has had to come up against. Organization Has Thrived Under Op- position So we welcome the fight. As Hon. Marcus Garvey said, we have not yet begun to fight. The organization is now entrenching itself and getting ready for the big fight that is ahead and we are asking that if there are any here tonight who desire to become members of this great organization, you can do so by coming to the table and enrolling with the secretary. This organization in finality is one that believes in black men-doing for themselves without sitting down and waiting and expecting other races to do for them. We represent an organization of self-help. This organization is supported wholly by Negroes. We ask no help from any outside forces, for we realize that those who pay the fiddler generally demand that the fiddler play the tune they select. We of the Universal Negro Improvement Association are not disposed to play any tunes but those selected by black men. (Applause). If you feel that such a movement is worthy of your support, you are at liberty while the speakers are speaking so come quietly to the table and turn your names in to the secretary. SIR ROBERT L. POSTON'S ADDRESS Sir Robert L. Foston, Secretary General of the Universal Negro Improvement Association, was the next speaker. He said: "About a month ago I left New York in company with the President-General and party and went as far as Pittsburgh. Pa. After hearing the great address of the President-General on that night and after witnessing the great outpouring of people, I was told goodbye by the President-General, who was on route to California, but I had the opportunity of discovering and seeing whether the great outpouring of people came from the curiosity or whether there is something real and genuine behind it, whether there is a great awakening of Negroes throughout the world since the great suffering of our President-General. And remaining in Pittsburgh a week I found there is a real foundation behind this awakening, because people who once criticised the Universal Negro Improvement Association, the so-called intelligence-are now clamoring to come into the organization as never before. On the Field "In Pittsburgh we got to the hall at 7:15 and a great time every seat in the hall had them taken and be a lookout more than two thousand people were trained away, there being no seats to accommodate them. So that gives you some idea of conditions on the field. After remaining in Pittsburgh a week I left and went to my native State of Kentucky, where for several weeks I labored in the Louisville Division. I was there on Columbus night, and I delivered to the citizens of Louisville a Columbus night address, and something that Mr. Sherill said tonight leaded me to touch somewhat upon some things that I mentioned during the course of that address. Mr. Sherill is absolutely right. The white man is determined to make this world his fountain, unless we can awaken the Negroes to the power and the force in organization such as is found in the Universal Negro Improvement Association. Discovery of America "To give you some idea of the arrogance of this white man, he says Columbus discovered America. Think of the arrogance and presumption of this man. He admits when he came to this country there were hundreds of thousands of Indians, but America was not discovered until the blue-eyed white man behold it. I deny Columbus the right, of discovery of the United States of America. The young Indian saw the danger of this shrewd and calculating white man and he said to his father, 'Father, I don't think this white man means us any good.' And the old man said, 'Oh, he is all right. Let us bring him to our table, let us make of him a friend.' But the little Indian, seeing things, feeling the abuses the white man inflicted even upon his near relatives and sometimes his sisters, stole out in the dark of the night and returned with the scalp of this white man and laid it down at the feet of his father. And his father said, 'Son, that is a cruel thing. Do not do that any more.' But the young Indian said, 'Father, whenever this white man grows in strength he will be a different animal toward us, and we must prepare for that day. The Humility Poison "You know the white man came to America, preaching Jesus to the Indians, preaching meekness and humility. And why should he not preach meekness? There was just a dozen of them and a million Indians. He did not want any more fight injected into the proud, fighting Indian, but he wanted to preach surrender to him so that eventually he could claim this land for his own, and the few white men that landed on it to one hundred, then to one thousand, and to one hundred thousand, and then they no longer preached the doctrine of meekness, but began to fight the Indians, and the danger that the young Indian feared became real and the fight became more bitter, until eventually the white man killed the Indian and buried him in the land of his nativity. And today Indians are rare. Hundreds of thousands of them once roamed in freedom where we sit, tonight, but now we will pay a big price in a circus show to look at an Indian. That gives you some idea of the white man. He came here quietly, he has dominated America, he has killed the Indian and made it his own home. Incident at the Museum "During the summer I visited the Hispanic Museum here in New York in company with a young lady. There is one department there devoted to the study of the American Indian. Everything the Indian did seems to be represented there in some form. There is the Indian's tomahawk, there is his canoe, there is the bow and arrow, there are the little cooking utensils—everything the Inclan did and had is in some measure represented at this Hispanic Museum. But as we stood there there came up behind us a party of people—an old gentleman, a middle-aged lady, a boy of 10 or 20 and two girls. They were not exactly white people and I began to wonder what they were. A little close scrutiny led me to see that though they had white blood in their veins the nose represented the Indian. The young man, the young Indian, as he observed the fading glory of a once great people, from which he came, seemed to clench his fist right at his side, and as I saw him go through this action I said to myself, Young man, had your foreparents wrought widely years ago there would be some power in that clenched fist, because they did not listen to the young prophets who prophesied against this day there is absolutely no force or power behind that clenched fist, and the white man does not fear you." A Note of Warning "But, as I observed that, I thought of this race of mine and I thought that unless we be carried ourselves today eventually we will occupy in America and even in our motherland Africa the position that this American Indian occuper. The white man is spreading himself the threat of Africa play by play, he is killing our men and prostituting our women; wherever he is going he is carrying power and the glory of the white man. But we have a prophet just as the young Indian prophesied in days gone by. The Hon. Marcus Ghevy is sounding a note of warning to black men throughout the world. Don't you think it can be done, unless we ourselves Africa will be depopulated of black men, and in the next ninety or one hundred years the white man would be talking about what a Negro looked like." "I was very pleased with what I saw upon the field. I saw a great turning in this program, a goal and a group interest, manifested wherever I went. I found men who were willing to sweep and to die by the principles of this movement, not only desirous of giving us his service but they were willing to dig down and share of their means in order that the great dream of this leader may become a reality and Africa may be redeemed for the four hundred million Negroes of the world." (Loud applause.) J. 6. SLAPPY SAYS GOOD BYE Hon. J. S. Slappy, Commissioner, was the next speaker. He said he was there to say good-bye. On the morrow he would be leaving New York City for the South to continue his labors. He was proud to see the manifestations of intolerance and仇恨ism that evening in Liberty Hall, and untrusted everybody was serious. He could assure them that where he labored every one was in deed earnest. He would talk to them for a brief while about fighting. He was a greatighter. He believed in fighting. He believed in fighting at any time at any place, so long as his rights were involved. Changing from the darkness to the light did not take away his fighting spirit. One reason why he had such a deep regard for the founder of the movement was because he was a man of absolutely fearless spirit. Marcus Garvey knew no fear, where the interests of the race were involved. He was not afraid to die, and that was as it should be, for no leader who was not unafraid to die was fit to lead into great race. "Better Off Tornorrow" Continuing, Mr. Slappy said if the white man thinks that he is going to continue to tell Negroes to be patient, that they will be better off next year, he is mistaken. He (Mr. Slappy) intended to give him the lie to his face. As the Hon. Secretary-General' had said, the white man's aim was to wipe out, Negroes. Dr. Evans, Imperial Wizard of the Ku Khuz Klan, had come out in the open and told Negroes plainly where they stood: (It made his blood boil to read the lying mischievous statements made by Dr. Evans, and he felt like seeking him out and making him submit to a superiority test by matching his strength against his. Praying and Singing "The time has come," the speaker continued, "when we must act like men, when we must protect our women, and, where I come from, the men are determined to avenge every insult proffered to their womenfolk. (Applause.) We are going to fight like other races are fighting. We are going to fight as the Frenchman fighters for France, as the Englishman fighters for England, as the German fighters for Germany. The white man is trying to make this a white world, and if you sit down and grin he will do it. Today you can't get into Heaven unless you go through the white man. (Laughter.) We are tired of that kind of thing. We can't go to church and be recognized, unless we see a white man in our dreams. (Laughter.) It is all damnable lies, vile propaganda. I heard a preacher say this afternoon. We must preach more and the pray more and sing more. That is the preacher are fighting. Think of it. A preacher telling the people to keep on praying, keep on singing, and after a while you will put on the long, white robes, you will wear the starry crown. We have to fight that damnable spirit. God is displeased with us. Stop thinking about long white robes and think of the things that matter. Improve yourselves and your condition. They tell you God is white; they take their image after God; servants obey your masters as unto the Lord—the white man. That is not. If they hit you on one cheek turn the other. I know if any man hits me on one cheek I am going to put my hammer on him as hard as I can. The Negro must recognize all this humanity. What have we got for you? We have got hell. Negroes must stop believing that God intends them to wear the cross on this earth forever so that they may get the crown hereafter. God does not intend Negroes to wear the cross always. If you accept that you will be slaves for the balance of your lives." Stand Fast Mr. Stapp ended with a word of encouragement to his heart. He pointed out that it mattered not how long it took the race to become fully prepared to wage a stern fight for their delivery, when once they were prepared delivery would quickly come. Preparation was the best job. Negroes must be self-reliant. The Negroes must expect little help from the white man or any one else. He had seen a Negro golfer return from the world war to Atlanta, Ga. He was ordered to take off the uniform he wore. He refused and was shot down. That was the reward the Negro got for fighting the white man's battles. Negroes must be prepared to fight their own battles in the future. He appealed to Liberty Hall to right on. N. I. A. The attendance at the business sessions was fair while at nights the mass meeting attracted large numbers which filled the hall to its utmost capacity. Delegates from various U. N. I. A. division and secret societies were present and rendered real service in the proceedings. The names of the delegates are: Mr. F. A. Francis, Macao Lodge; Mr. Fitzgerald Greenidge, president of the So division; Mr. John Bernard, vice president of the Ciego de Avila division; Mr. H. Wind of the Florida division; Mrs. Hilda Allen, of the Shepherd Social; Mr. C. A. Mullings, from the Eatrella Lodge; Mr. S. Francis, from Macani; Mr. S. Sims, from Manatti, and Mrs. M. Shaw, from the Shepherd Social. The convention was, opened with Divine service, which was conducted by our worthy chaplain, Mr. Seymour, who preached an eloquent sermon, taking his text from the first verse of the 133d Psalm. He urged the members and visiting delegates to be calm and considerate in their discussions and to keep in their minds the one important thing—the redemption of Africa. At the close of the sermon, the convict was declared open for business. The items on the agenda were dealt with in a manner which reflected gift credit upon the intelligence of the members of the local. The Nurviya division was unable to send a delegate, but they very generously sent a contribution to the Convention Fund along with a few suggestions, which were adopted. On the last night of the convention a garden party was given in honor of our invited guests and an enjoyable time was spent by all the members and friends of the division. H. ANGUS. That was not the basis at all. Our physics was unable to free Cuba from the murals of Spain, which was a constantly distressing force in the administration of our own affairs. The development of our economic interests and the necessity for protecting them came alter we had driven out the Spaniards and driven in the American officeholders and traders and grafters, who naturally want to stay "driven in" and protected the longer they remain in the islands. That is to say, officeholders, traders and grafters grow fat on what they feed, and the fatter and longer they grow fat the most protection do they expect and often demand. The Porto Ricana, having got rid of their objectionable governor, a Missouri politician and mischief maker, are quiet for the time being. The poor Virgin Islanders, whom we bought, from the Danish government and turned over to the tender meries of a naval officer to govern, appear to have no relief in sight from any source, the hope being, however, that such relief will be forthcoming, perhaps out of a clear sky. Meantime; they are up against a very tyrannical naval administration of their affairs and dangerous economic distress, due to annexation to the United States. And the Haitians, whose country we grabbed because we need it in our trade and stragetic business, are fighting mad and protesting against the military administration given them, which appears to be conducted strictly on the martial law principle of doing as you please and censoring everything you don't like as a military dictatorship. The Haitians protest and make some noise, but the American military administration has the backing of the American Congress, which has made a bluff of investigating the alleged misgovernment, and of the War Department, whose policy appears to be that those it places in authority can do no wrong. It is a nice theory but the ugly fact is that there is no such thing in the administration of any of the subject colonies of the Christian Nations, all of whom have a sharp eye for economic and strategic advantage rather than just ice and fairplay for the natives overlorded. MAKE THE MOST OF LIFE WHERE YOU ARE A VERY great many people have striven to make it appear that Mr. Marcus Garvey is concerned only in the building up of a Negro State in Africa, with little regard for the condition, the just rights, and the opportunities of those who are living under the flags of other nations, in Africa and elsewhere, and they have so striven for the express purpose of injuring Mr. Garvey and the Universal Negro Improvement Association. They have also spread abroad the falsehood that Mr. Garvey expects all Negroes to return to Africa some of these days. In his address at Kansas City, as reported in Mrs. Garvey's article in another column of The Negro World today, she quotes Mr. Garvey as follows: "We are endeavoring, therefore, to bring this great, scattered mass of people together for the purpose of founding and establishing a nation, a government, of our own in Africa, just as the Jews and Irish are doing, and just as the Colonists did here. We are looking towards freedom. We are looking towards a wider democracy that will give every man the same chance, regardless of color. All of us are not going to Africa to build that government—just as all Irishmen are not going to Ireland to establish a Free State; just as all Jews are not going to Palestine to establish a Zion. You can remain right here and support it morally and financially." This statement is clean cut enough to set at rest any doubts as to where Mr. Garvey stands upon this vital question of building up a government of our own for Negroes in Africa, and while doing so to make the most of life in the places where we are, under whatever flag we may be subjects or citizens. By following this sensible course, those who want to return to Africa will have a government of their own to go to, while those who would rather remain in the countries where they find themselves will, by making the most politically and economically of their opportunities, be in the strongest possible position to help, financially and morally, those who do want to return to the Motherland. The Jews everywhere spend and are spent, morally and financially, in helping to redeem Palestine, and we should work with equal devotion and sacrifice to redeem Africa. And what a work it is of Hope, of Redemption, of Rehabilitation, of Ultimate Refuge in any time of trouble! DISMEMBERMENT OF GERMANY No blame should attach to France for desiring and aiding and abetting the dismemberment of the German Empire. It may be all wrong to destroy a nation, if you can, but it depends upon the viewpoint. If you find that your neighbor is bent upon destroying you, and comes out of every defeat as well as victory with that purpose predominant in his conduct, you will naturally get tired of that sort of thing, and, when you have the advantage, you will strive to so cripple him, even if you must destroy him, as to make it impossible for him to destroy you. The warfare between Germany and France is age-long, and irrepressible. When Germany had the advantage of France she did all that she could to crush her, and when she failed to do it in the war of 1870 she began all over to prepare for a war that would do it, and she would have done it in the World War if Great Britain, Italy, Belgium and the United States had not prevented it. Now France has the advantage of Germany, and in seeking to dismember the German Empire, to permanently cripple it. France only acts upon the law of self-preservation. Whether the Allies will continue to stand by consenting while France works the dismemberment, is a question upon which depends another gigantic and distressing war, or peace. France stands out as the only Christian power which has shown a disposition to give the Negro people who are her citizens or her colonists some sort of a man's chance in the large as well as the small affairs of government, and on that account our sympathies are with France. The Negro World does not knowingly accept questionable or fraudulent advertising. Readers of the Negro World are earnestly requested to invite our attention to any failure on the part of an advertiser to adhere to any representation contained in a Negro World advertisement. BLACK AND WHITE KLAN MENACE IN SOUTH AFRICA IT will be news, more or less startling, to the readers of The Negro World that the prostitution of black women by white Englishmen and Dutchmen in the Union of South Africa has gone so far as to be perceptible in the native people by a changing of their color. We gather as much from the extraordinary interview, reprinted in another column of The Negro World today; and taken from Abantu Batho; a newspaper printed in the Bantu and English languages at Johannesburg, Union of South Africa, by Mrs. Charlotte M. Maxeke, a Bantu woman, a graduate of Wilberforce University, who is engaged in social uplift work among her people, and who has the intelligence and courage which commands respect and compels the attention of those concerned. Mrs. Maxeke shows that the allegation that native males are becoming familiar with white women and that the whites have organized a sort of Ku Klux Klan to punish them outside of the law not only is due to the familiarity of the white women with the black young men whom they employ as house servants and allow access to the privacy of their bed rooms, but that the threat of the white men to use the methods of the Klan to punish the alleged offenders is bound to lead to an organization of native blacks to punish white men for abusing native women. Mrs. Maxeke tells us in the interview how far the white woman go in encouraging the familiarity of the young black men and how far the white men go in debauching the native women and girls. If white men undertake to punish black men for their alleged offenses against white women, Mrs. Maxeke is of the opinion that black men will organize to punish white men for abusing native women. That is the inexorable logic of the matter. The nasty condition of affairs stated by Mrs. Maxeke reads as if it might apply wholly to the condition which prevailed in our Southern States before, during and after the Slaveholders' Rebellion, when the slaveholders, young and old, went to the extremes of brutality in forcing slave women to be their mistresses, and did much to mulattoize the Negro people. These relations are maintained in modified way in many of the Southern States even now, and the employment of Negroes in domestic service, and the familiarity with which the white women treat them, was and is much the same as the condition set forth by Mrs. Maxeke as existing in the Union of South Africa. Southern white men get blue in the face when this state of affairs is forced upon their attention in our Southern States and in the West Indies and Africa, but the hosts of off-color persons to be found in all quarters of the globe where the trail of the white male serpent has been made rise up in the judgment to confuse and condemn them. They may not like the condition and the spiritual judgment, but they have to accept it because they cannot help themselves. They are their own judges because they made the offenses for which they are judged. White men, especially of the English speaking branches, do not hesitate to mingle their blood with that of black and red women, but they refuse everywhere to marry such women or to recognize in any way the children they beget by such women. Who is going to pay for that sort of inhuman business? The offenders, of course, and they did not make the law that they violate and they cannot reach, browbeat nor bribe the judge who tries and apportions their punishment. It would be to the advantage of white men everywhere if they should respect black womanhood and childhood more than they have done or do, if they but knew it. The Universal Negro Improvement Association respects the womanhood and childhood of all races; it does so as a matter of principle, but it respects those of no other race more than it does those of its own. As it respects the womanhood and childhood of other races it expects other races to extend like respect for their womanhood and childhood, and when they fail to extend it we should demand the reason why, as the natives of South Africa, as Mrs. Maxeke states it are moving to demand it. If we do not respect our own womanhood and childhood others will not. And unless we have a strong, virtuous womanhood how can we have a strong, virtuous manhood? It can't be done. Saith the poet, "The child is father to the man." OUR SUBJECT PEOPLE ARE ALL FIGHTING MAD THE people of the Philippine Islands are protesting against the military rule of Governor-General Leonard Wood, who has reversed the policy of the former governor-general, R. B. Harrison, who held out to the people the hope that they were moving towards a time when they should have their independence and govern themselves. The protests of the Filipinos amounts almost to a declaration of war, whether of armed or pacific resistance has yet to be determined. They will carry their fight to Washington, although the President through the Secretary of War has already declared that he is with Governor-General Wood and would give him all possible assistance in carrying out his policy. We imagine that the Filipinos will get no more encouragement from the American Congress than they have so far gotten from President Coolidge. There are economic and strategic reasons why the United States does not consider the Filipinos should have their independence; and in many of these reasons stand in the way the Filipinos are not going to have their independence. The longer the Americans remain rulers in the greater will be their economic interests and the greater opportunity for strategic preparedness to protect those NEWS NOTES OF INTEREST cent, and seven more were in excess of 17 per cent. That the increase, which accurately reflects the prosperity of a community, is uniform throughout the United States is disclosed by the fact that the ten cities showing the largest gains were Shreveport, Louisiana; Savannah, Georgia; Fort Wayne, Indiana; Burlington, Vermont; Albuquerque, New Mexico; Bridgeport, Connecticut; Sioux Falls South Dakota; Chattanooga, Tennessee; Springfield, Illinois, and Waterbury, Connecticut. 'PAN-AMERICAN' OFFICER MIGRATES A SUFFIX Deputy Candace, President and French Secretary Resign—Paris Peoved—Off to "Lunnon Town" Dr. DuBols admits that M. Gratten Canduca, deputy from Gaudeloup in the French Parliament, president of the Congress, and M. Isaac Beton, assistant professor of a lycee in Paris, secretary, have both resigned. This means that the third Pan-African Congress, which had planned to hold some of its sessions in Paris, will be moved instead to London, England, and Lisbon, Portugal. Whether or not the session in this latter place will be successful: is not known, because Santo Plinto, of mixed parentage, who headed the African League there, died last winter, leaving the movement at a standstill. French Africans Satisfied Defection of the French delegates it is said, is due to the fact that the natives are satisfied with the manner in which France is governing her colonies. The first and second Pan-African movement was financed by the N. A. A. C. P. Recently the association withdrew part of its support, because it is interested primarily in local American race problems. This gap was filled in part by the interest taken by the National Association of Colored Women's Clubs, who promised to help and will send a representative to the third Congress. In an appeal sent out to Europeans to aid in the success of the third Congress, Dr. DuBois says: Several Hundred Million "For six years now we have been trying to organize the movement. It is still an idea, but it is a great idea. Here there are in the world several hundred millions of Negro descent divided into tribes and groups and distributed among the nations, speaking different languages representing wide differences in grades of culture and yet having certain definite and pressing problems in common. "These questions all centre around the question: 'Are Negroes to be regarded as human beings, or are they to form a permanently inferior class?' "For the good of the whole world it is necessary that this fundamental question and other questions arising from it should be settled at the earliest possible moment. The economic and educational problems of the world, the problems of peace, war, government and nationhood depend upon the future status of black men and other colored people in the world. Europeans Should Help "It has seemed, therefore, to many the Negroes in this part of the universe that something should be done to bring the Negro world into common understanding and acquaintance in order that in conjunction with the advancing thought of the rest of the world they should work for the uplift and emancipation of black folk. This is the thought underlying the Pan-African movement. It has, of course, aroused widespread curiosity and suspicion." Editorial note.—The trouble with the Pan-African Congress is that it has no organization behind it. It is simply an irresponsible conference of certain persons, some of whom have ceased to be interested. Dr. DuBois asks the magnetism of leadership which inspires great masses of people to cooperate for a given purpose. "For six years now, he says, "we have been trying to organize the movement. It is still an idea." Yes; very still. On the other hand, the Universal Negro Improvement Association is an organized movement, having ceased to be only an idea, and is very active, with nothing still about it, and Marcus Garvey is its magnet. Editor The Negro World. The Negro World Is Greatest of Race Papers Mr. Floyd J. Caldin, a very bright young writer of the race, one of the Southern migrants from Arkansas, writing in the Pittsburgh Courier, says: "Mr. T. Thomas Fortune, veteran editor and publicist and founder of Negro journalism, now edits Mr. Garvey's Negro World. "For forty years Mr. Fortune has been a fighter. He coined "Afro-American" as a designation for the American Negro. Just how he and Mr. Garvey will pull together remains to be seen, since Mr. Garvey insists on the word "Negro" pure and simple. "The Negro World is now a powerful organ of propaganda, devoted solely to the interests of the Negro race. It has perhaps done more in stimulating an active race consciousness than any other colored paper. It also comes nearer being an international organ of darker peoples than any other publication. "There have been brilliant, and redoubtable men at its helm. Three of these were West Indians and one an American. The present editor is from Florida. "Only one could be said to be pure black man. The present incumbent is not. Thus it seems the various appressions that Mr. Garvey is prejudiced against the American-born Negroes and the 'light-ethnic' are outruns for actions speak louder than words." BY JOHN EDWARD BILLIE A half dozen from the Prof. George W. Carver, of Tukuea, the discoverer of the by-products of the peanuts, are of more value and importance to the race than twenty dozen half baked politicians called "leaders." The former actually contributes something to the sum of human knowledge, and the good of the human race; the latter are more parasites, consumers, humans on a log. Successful leadership connotes that the leader has brains and the ability to construct and carry out successfully his plans for the betterment of those who follow him. But the average leader is merely concerned, or seems to be about building up himself and getting his palm greased for his good work; in matchless inactivity in promoting the uplift of his people. Color is not the real test of mental and moral greatness, nor the true standard of a man. A good set of cultivated brains will admit any man to the highest set, of honor in the republic of intellect and blot out the color line. A great Negro scientist, painter, scholar or inventor will lose his racial identity the moment he does something in his particular calling which no Negro or white man before him has ever done, and he becomes at once not a phenomenon, but a citizen of the world. His racial identity is merely an incident. His genius, talents, moral worth and public services help to make the name Negro more respectable and respected and worthy of honor. Dumas, of France; Doushkin, of Russia; Hamilton, of Neva; Hill, of Jamaica; Dodds, of France; Audubon the ornithologist, and Paul Dachallian the traveler, while not full-blooded Negroes were sufficiently touched with the "tar brush" to make their identification with the race sure and certain, however, much white men may attempt to conceal the fact. They were all extraordinary men in their day and generation and were, by reason of their genius, talents and general ability, readily received and accepted as white men. To acknowledge their African reinforcement would be to admit that the black race is in no essential inferior to any other race, and that opportunity and proper environment will do for it what they have done for all other races who have risen in the scale of being throughout the world. All of those men, and more, whom we could name, had a strain of Negro blood, and blood tells. Those just been favored by the publishers, J. W. Burke & Co., of Macon, Ga., with a copy of a little book of 96 pages, written by Irvin McIntyre, who is evidently a white man, entitled "The Colored Soldier," being a collection and compilation of side splitting stories told by and about these happy-loucky black men who were impressed into the army during the Wilson regime to fight to help save the world for democracy—with pickaxes, apades and bale-hooks, in France and WAY OF THE WORLD By N. On the Tramp According to a news article which appeared in the Baltimore Afro-American of October 26, the "Third Pan-African Congress," bundle under its arm, is tramping around Europe, vainly seeking a resting place. Vainly, to be sure, since the name of the thing, even if not its counsels, must be somewhat disturbing to Europe. Dr. Du Bois Expects Read the article, called from the Afro-American (it appears on this page) and tell me, gentle reader, if you are not somewhat puzzled. Tell me if you are not left in some sort of a maize after reading Dr. Du Bois' famous sign, "I expect," which appeals in black type at the head of the article, and the third paragraph of the article itself. Tell me if you are not left floundering, gaping for breath, when you in the light of Dr. Du Bois' much-vaunted enthusiasm over his "Fan-African Congress," are told in the fourth paragraph of the article, that the N. A. A. C. P. recently withdrew part of its support of the "Fan-African Congress because it" (the N. A. A. C. P.) is interested primarily in legal American race problems." I leave you with your reflections. Never say again, when discerning journals burst a bubble, masquerading under an enduring, high-sounding name that the ulack was unfair or harsh or directed by malice. A "Pah-African Congress!" Clutching greedy, grasping, selfish, material Europe is seeking to perpetuate the thraldom, of the black man in Africa. France and England, Italy and Portugal, Belgium and Spain are seeking to "make Africa white." A "Pan-African Congress" arises avowedly, to checkmate. It seems, by its title, to be of a piece with the U. N. I. A. World Conventions. 'So people, take notice. Europe is the rendezvous. Not only this. Europeans are fondly asked to pull the strings which will make this Congress a success! A first "Pan-African Congress" is held. Then a second. There is no prohibition in Europe. Wine flows free in France. The apesmen are all gone. But water roots girded to a duck's back if the impression, which "Congressmen" broadcast, is made on hard-booted Europe. The best of fun balls. Light "where the poppies grow." The tales are well told in the delightful district of the southern Negro and they afford an hour's amusement to the reader who may have the blues or who wishes to get rid of a bad case of indignation. I should advise any one who is making an intensive study of the race problem in the South to buy the book and study it from this angle. He will see at once, when he will have read the last story, that there is really no such problem in the South, that the "Negro soldiers" have wiped it off the agenda and given "much" white folks a clean bill of health, as the best, trust and most devoted friends of our Negro population." The book is propaganda of the cleverest, subtlest kind, and these "colored soldiers" are this chief witnesses for the defense. In his history of Representative Government, M. Gulzuk says: "With regard to authority and liberty, right and fact are almost identical in the infancy of society. The idea of right separate from fact has but very little power and can scarcely be said to exist. Hence arises the eternal vicitudes of authority and liberty, whoever ceases to possess them is never permitted to regain them. It is the work and the master work of civilization to separate right from the fact and to constitute right a power able to maintain, defend and vindicate itself. The principle of the sovereignty of the people starts from the supposition that each man possesses, as his birthright, not merely an equal right of being governed, but an equal right of governing others? A nation is an organism. It has an organic unity. It is determined in an organic law and constitutes an organic whole. The great law, "Do unto others as you would have others do unto you," is, in fact, the vital force of the political organism of the State. In the development of the American nation, which has been going on with varying changes since the founding of the American government, this great law has been ignored as completely as though it had never existed. The Declaration of Independence, made in the name of all the people of the thirteen colonies, recognizes no compact of colonies, but in its first sentence affirms that the people are one people. The constitution and the government it ordained were created by the people through delegates by them chosen, and Negroes in five of these colonies voted for delegates to the convention in which it was ratified and adopted. The States did not create the national government; on the contrary, it reconstructed and created anew some of the original States and admitted others into the Union, which had no part or voice in the making of the Constitution. The state, therefore, is greater than the States, and the citizen, of whatever State he may be a resident, is entitled to the protection of the state. The power and authority of the state is potential and far-reaching. (To be continued.) hearted France wants something new by way of amusement. "Enough of this comie camouflage," she says. So does the learned professor-secretary, Monstrel Beon, Still, Dr. Du Bols, pretending to venture where his N. A. A.-C. P. fears to tread, determined to strut the centre of a pseudo-stage, "EXPECTS." It is all a feele joke. One Better A Pan-African Congress! Yes, I want to see a Pan-African Congress. I want to see African gentlemen, representing North and South, East and West of Africa, serious gentlemen, representing communities of black men away from home, engaged in discussion, live, unbridled; discussion of the "whechoys" of black men's unit and confederation and progress. A "Pan-African Congress" in Lisbon? (Pardonme, "Santo Plinto is dead." (A "Pan-African Congress" in London? Whew! Only one idea will dwarf this, and that is, perhaps, a socio-political soheme in the heart of the Sunny South of these United States, where Southern "crackers" are invited to join the festive throng and, inter alia, fashion arguments for repressing "crackers." "Bad Negroes" "Bad Iqwer and bad Negroes make unhappy, not to say dangerous, combination from which we want to be delivered," said Bishop George C. Clement of Louisville, Ky., at the afternoon session of the Citizenship Conference at Washington, I am told. True, very true But "bad Negroes." It just depends on what certain folk mean when they designate Negroes as bad. If a "bad Negro" is a Negro who just can't see why he should be the underdog all his life and who lets everybody know and understand he is blind to that particular thing; if a "bad Negro" is a Negro who is not merely content to wait for the sweets of heaven while the sweets of earth escape him, then, I say, give me 400,000,000 "bad Negroes." That way the redemption of Africa lies. Beware! And that brings me to this. Dr. Richard Roberts of Montreal is reported and declaring, in addressing the delegates to a conference of men at Hartford, Conn., that personal religion, inspired by the sentiment in such hymns as "When the Roll Is Called Up Yonder I'll. Be There." There Will Be Glory for Me, has been the cause of an increase of suicides and insanity. Stones of Hapa, read and beel! I haven't got the suicide and insanity stalionation of the race before me, but I do know that there is more personal religion among you than among others, and that "When the Roll" is one of your favorite. Marcus Garvey, President General of the Universal Negro Improvement Association, with headquarters in New York City, was the guest a few days last week of the local branch of the organization and spoke before a representative audience Friday night at Mt. Olivet Baptist Church, East First and Schuyler streets. The program was opened by a quartet, followed by prayer offered by Rev. J. W. Anderson, pastor of the church. This was followed by a piano solo by Mrs. C. H. Downing, then Mrs. Phillips, lady president of the local organisation gave a short talk. Rev. Mr. E. C. Dyer, pastor of the Independent Baptist Church, blimsse a supporter of the U. N. J. A., in most fitting terms introduced the speaker of the evening: H. Bird, president of the local branch, presided. Indictment of Colored Press We had the pleasure of privately interviewing Mr. Garvey and also hearing his public lecture. And after listening to the man expound the principles of the Universal Negro Improvement Association and its objects, we are of the opinion that the colored press generally, which has spoken so disparagely of him, has wilfully misrepresented the man and the movement. And the individuals who have never heard him or his representatives, nor read from his pen, have taken the attitude against him from hearsay evidence. To make plain what we have just said: We had been told that his lectures were rotten and the man could not be understood (meaning his English). We cannot account for such report unless it is because Mr. Garvey speaks almost perfect English and these people accustomed to brouge and poor English could not understand real English when they heard it. It was also reported that he was of the braggadocio type. We talked with him for two hours on several important issues and here again we failed to note a single strain of brug. But we are sorry to say we cannot say so much for many other leaders of the race, of whom have been foremost in assailing Mr. Garvey. Ask nine-tenths of the people who oppose the program of the Universal Negro Improvement Association why their opposition and they cannot tell you. But they oppose it because it is popular to oppose it; because the "intelligent" people of the race oppose it; because they are afraid to come out and speak for it, fearing they will be criticised by their friends and classed as "crazy"; because they do not want to offend their white friends. Accomplishment We heard that Mr. Garvey openly said that the colored people in this country had not accomplished anything. But these people failed to go further, and modify that statement as did Mr. Garvey. To Hit Back la Human Some criticise Garvey for assailing other organizations. This is unfortunate. All people cannot think the same way, and therefore all people will never join any one organization. But we hold that Mr. Garvey has the same right to strike back at the various organizations as they have to assail the organization he represents. We also heard he belonged to the Ku Klux Klan, and therefore asked him to put us wise how he became a members, being as black as he is. Mr. Garvey explained that when the opportunity, presented itself he called on the imperial, wizard because, being interested in his race and believing that the Ku Klux Klan to be opposed to his race, he wanted to find out all he could from the head of the Klan so that he might be in a better position to direct his forces to the race's best interest. Some accuse Garvey of teaching hatred toward the white race and militarism. What is more equitable than this: "When the white man gets to the place he is willing to be led by Negroes, then we are willing to change honors." If it is a fault or a crime for a man to believe the best leadership for a race must come from within that race, then Garvey is guilty of a grave fault and a serious crime. Average Negro's Miafortune The average Negro cannot appreciate the U. N. I. A. and its leadership because the average Negro is not interested in posterity. His interest lies in the present generation only, and very seldom goes further than the next generation to come. He cannot understand and is prejudiced toward the movement because a West Indian conceived the organization. He cannot understand because he is concerned only about his own welfare, and, so long as he is getting along all right, he isn't bothered about generations, race or anything else. He cannot comprehend because he does not wish to disturb his lazy, self-satisfied condition to worry about the future and a government of his own. What does he care about, a government as long as he has a job and a place to eat and sleep? He cannot understand because he cannot think in terms of generations and centuries. He realizes there will be nothing doing in his time, and why in the name of common sense should he worry about somebody else having it better than he? He does not savvy, because he does not want to fight for his own freedom, but is right on the job when it comes to saving the hides of others. He does not understand, because he does not understand. There are others who say the program is O. K., but they want to know how it is all to be done. The idea of a Negro having a country all his own is sanguering, to say the least, to the average Negro mind. He first has to consult his white friends to see if they think it the best thing for him. Many cannot see how it is all to be done. He criticize Garvey because he does not unfold all the future plans of the movement to them at once. The Bingest Job The biggest part of the program, and Garvey realizes it more than anyone is to get the Negro to want something. How to get it and the details of the effort can be left to competent diplomats. The job of getting the race everywhere together and to know what it wants is a much bigger job than taking Africa. Garvey is laying the foundation with his propaganda, and he has to rub it in heavy and strong in order to combat the averaged Negro mind, which has seen and been taught through the white man's mind for more than three centuries. How can it be expected that Garvey and all his disciples will undo and do over again in five years what the white man has taken 300 years teaching? The Stock Misrepresentation. Garvey has been charged with wanting all American Negroes to go to Africa. When confronted with this accusation, he said: "There is no one country in which all the people of any one race will want to live; we do not want all the Negroes of this or any other country to go to Africa unless they desire to go. At first we will need only those fit and competent to do pioneer work." and added, "there are Negroes in America that we wouldn't have in Africa." Speaking of the work of the National Association for the Advancement of Colored People, Mr. Garvey realizes that what it is, doing is good, but he says there is nothing lasting about it. For instance: The Dyer anti-lynching bill. He says suppose it does pass, it will not stop him. . . the law be good, not to be prevent. "There is a law that animals cannot be it without stopping?" He says that in the west of the country where the law will be called into play the judge, and the person, if not actually related to the mach, are my related in colliment, custom and thought and tradition: that the law will not be enforced. He scales it: "A white man is a white man and if he tells you he thinks more of your welfare than he does his own, he is a lar." Feeling the Negro. But on the other hand, Garvey says It the Racus has a national home, with a trained army and battalions to back it, we will not need Dyer anti-bitch nor any other, anti-lawg for the Racus in America. It is Garvey's contention that the Dyer bill is simply an incident in the universal program of the white man's propaganda to keep down the Colored Race. . . . He believes in short, it is just one of many acts to keep the Negro in this country hopeful, fooled into the belief that the white man is his friend. Garvey says: "They fooled Marous Garvey No.1. but the white man who fools Marous Garvey the second isn't born yet." The Radical Need. To those who say Mr. Garvey is a fool, The Advocate begs to differ. We believe that, Garvey has a bigger, deeper and keener knowledge of the Race's problems and their solution than perhaps any other race leader. But what Garvey needs is the counsel and advice of sane thinkers of the Race from every part of the world, men who put the, welfare of posterity, above position, name or jobs. And the thing our leaders should do, Mr. Garvey included, is to quit finding so much fault with each others' programs, work together as far as their programs harmonize; get together on the points on which they agree, and who knows but what, after meeting on this common ground, they will ultimately agree on all points. Mr. Garvey does not uphold the white man in his unjust treatment of the Race; he knows it is wrong, but in view of past history, and reading the "hand writing on the wall," he is not of the opinion that the white man is going to change his program to please the Race by pleas to his spiritual side. He says the problem can be solved spiritually, but he is not willing to sit down and wait for every white man to suddenly turn Christ-like. He believes in travelling the same route other races have traveled to freedom. BLACK AND WHITE KU KLUX KLANS fee the bedrooms of their Europeans mistresses, who may be in bed or, at least in deshabille, what state of mind is induced in those raw, uneducated boys? Naturally the very scene unfolded before them, the very environs in which they find themselves, exercise a very undesirable and baneful influence over them. Moreover, there are some European women who permit familiarity, and, in the natural order of things, familiarity breeds contempt — contempt for discipline, respect and industry. Undermined Native Morals "The black peril was unknown in this country until the advent of these house boys. The native knows from his foreparents that it is a grave crime to disregard, interfere with, or be smirch the honor of any woman; and in this connection I might recall a great historical instance as proof of the native attitude toward the violation of a woman's honor or chastity. The great war that was waged between the Gnikes and Ndlambes was due to a woman's honor having been outraged. Even today if a native deprives his sister of her honor he pays heavily in cattle." Contributory causes to the commission of crime injure by natives were next detailed by Mrs. Maxeke, whose main point was the laxity shown by Europeans affording access to their sleeping apartments, the modes of dress adopted by European females, young and old, and scantily clad models in shop windows. These appealed to the native's baser mentality, while the cinematograph, despite censorship, provided yet another medium which nuzzled his lower instinct. The accee in the native bioscope by night, in many instances, is reproduced the next morning when he calls with the coffee. "Is it any wonder that he is a prey to temptation? Would a European male, admitted, not he as susceptible in the circumstances? But would a European be admitted into a lady's presence? No. But why the native—the raw, uneducated and uncultured native? And, yet, this grave danger is countenanced." The Morning Cup "Do you know or your own knowledge of any instance in which boys have access to the bedrooms while European women are actually there?" inquired our representative. "Well, it is common knowledge. The boys have got to fetch the morning cup to the ladies, who are in bed. I am loath to speak on this matter, but since you seem to doubt the statement. I must pursue the subject further. Natives have come to me pleading that I use my influence to terminate their contract of service. When I made inquiries into their statements I was convinced that their representations were bona fide. One boy, who was in service in Dupetown, entrusted me to get him out of the place. I have records of these cases. Lack of social amenities was responsible for much of the native's delinquency and crime," said Mrs. Maxcke, as she proceeded to sketch the life of the average native after he had finished his day's work. "You know the old saying, 'Satan finds some mischief still for idle hands to do.' In the case of Jim' and his friends that is unfortunately well exemplified, 'Jim' goes out for a walk. There is no Y. M. C. A. or similar club, where he can spend the after- needed to history show he appreciated his wife. But I know it will be difficult to overcome the preference which the European woman has for the native house boy. The average white woman is obsessed with the idea—in fact the conviction—that natgie girls are immoral and diseased. As a worker among the girls I know that that is not so, that the services of many decent, respectful girls can be secured. I myself, have recommended girls to go to European families, and they have proved themselves faithful and efficient servants. "Nature itself ordains that the European woman's handmaid should be one of her own sex and not a member of the opposite sex. It is ridiculous to think of a big, able-bedded man moving about a house and outlining a woman from her natural duties. From the better class of European woman the native girl would learn how to conduct themselves with propriety, and receive instruction in domestic science and housecraft generally, and thereby become useful members of the society. Substitute the Native Girl "I maintain that we can solve the problem of the elimination of the house boy by the substitution of the native girl. If I receive the practical support and co-operation of the European ladies, I will set up a registry office for native girls, and no girl will be placed on the register until I have satisfied myself that she is of good character. Essential to the success of the scheme is, of course, the support to which I referred, and though it will, I know, take time to beat down the unjust prejudice entertained against the girls. I have no doubt that in the light of deplorable events in which native males figure so disgracefully, the European section of the community will sooner or later be convinced of the wisdom of engaging the services of females." Oct. 20. The Middle West welcomed 102 delegates from over sixty cities to the annual conference of the National Urban League in Kansas City, October 16-19. Social workers of national reputation addressed the conference's eleven sessions on the subjects of "Negro Health," "Housing," "Child Welfare," "Industry," "Migration," and "The Church in Social Work." "We might well be thankful for the migration because it offers a most splendid opportunity for America to dedicate itself to democracy," said L. Hollingworth Wood, chairman of the National Urban League. Dr. John Hope outlined as the minimum social standards for a Negro: Security in work, leisure and play, education for all of the children; the ballot. "I am a part of all that I have seen and heard and done, and had done to me," said Dr. Hope. Elwood Street, nationally-known social worker, also told how a minimum social standard could be attained through available agencies. John R. Cary, prominent Baltimore business man and philanthropist, explained the operation of the Home Schoeters Loan Building Association, which he organized to aid in the relief of the housing difficulty, "increased efficiency of Negroes who are already at work," said William R. Conners, of Cleveland, "looms up as important as providing new jobs." "Of 23 steel concerns in Pittsburgh district, Negroes are employed in practically all—in the largest numbers on unskilled work. New openings have gradually been made in skilled lines, as sub-foreman, and as workers in the mines near Pittsburgh." John T. Clark, of Pittsburgh, said. A highly favorable experience with Negro labor, both in health and efficiency, was reported by Homer L. Rogers, of the Kansas City Bolt and Nut Company, W. P. Young, of the Lockhart Steel Company, gave an interesting account of the successful result of reorganizing the human relations in plants where Negroes work. George R. Font, of the Young-town Sheet and Tube Company, a recent convert to the use of Negro Inner, in dicated that the labor has not only been satisfactory, but also successful on jobs for which they had been employed, and equally, on advanced positions. "Of the 45,000 workers in the steel mills of Youngtown, Ohio, 12 per cent. are Negroes," said Mr. Koutt; free transportation, he thought, was a poor method of selection. Eugen Kinnick, Jones, executive secretary of the National Urban League, at the meeting on "Racial Cooperation," stressed the objection of the league in making up its boards with white and Negro members. "The expenditures" of the Urban League movement have increased from $200 in 1911 to about $250,000 in 1923. "Among the new national features announced was the publication of "Opportunity," a journal of Negro life. N. B. Allen of Columbus urged educational propaganda to correct false ideas in one race about the other. The Assistant Superintendent of Public Schools, Kansas City, Mo. Aria George Melcher, also spoke. A. L. Foster of Canton, Ohio, proposed a means by which building loan associations may help the housing problem of the Negro population. The session on Child Welfare was one of the most enlivening. Mrs Blanche A. Beauty of Tampa, Florida made an impression, plea, for the Negro children of her State, urging that these problems had to be solved in the South. She asked for enforcement of compulsory education laws; raising of age of consent; physical education in the schools; school nurses; medical and dental supervision in the schools, and tuberculosis and baby clinics. The Tampa Urban League has succeeded in getting a nine months school. Miss Martha T. Speakman, Recreational Specialist, United States Children's Bureau, after explaining the necessity of recreational work in the development of child life, demonstrated games. At the session on health, M.S. Kra D Bowles of the Y. W. C. told how that organization promotes the health of colored women and girls through considering health as a normal, happy, efficient functioning of the whole personality. C. C. Spaulding, President, North Carolina Mutual Life Insurance Company, explained, how mortality rates are fixed; why the general rate for Negroes is higher because of a higher mortality from preventable diseases; how efficient Negro salesmen and physicians, through their keener discrimination, had selected risk on $40,000,000 worth of insurance in force which has shown a mortality less than the industrial risks of the Metropolitan Life Insurance Company. His company, he said, is planning to support a movement for general health education among Negroes. Miss Grace Abbott, Chief of Children's Bureau, United States Department of Labor, President of the National Conference of Social Work, said that studies made by their department showed a higher infant mortality rate to follow the poverty line, "Seventy-five per cent. of children have rickets in a form, which though not conspicuous, renders their bodies susceptible to later attacks of disease. The infant mortality rate of Negroes has decreased," she said, "from 181 of 1915 to 108 in 1920." Dr. Katherine Richardson of Mercy Hospital, Kansas City, Mo., spoke on the work of that institution for colored children. The migration was discussed by Charles S. Johnson, Director of Research Investigation and Editor of "Opportunity," and T. Arnold Hill, Executive Secretary of the Chicago Urban League. "The migration is a natural outcome of the present economic system of the South and has expressed itself in urbanization; movement to more fertile areas in the South, movement to industrial centers. Both whites and Negroes have been affected. The plantation system is an anachronism, a production of slave labor. Consent of Negroes in certain counties of the cotton belt have produced many symptoms of over-population which have registered in an excessively high mortality, said population which have registered in an Charles S. Johns. "Northward movement of Negroes," said Miss Julia Lathrop, ex-President of National Conference of Social Work, offers an opportunity for increased education and better surroundings. We must have less child labor on the farms as well as in the cities. There must be better housing and working conditions. The foundation for better accomplishment has been laid and we must build on that. John C. Dancy, of Detroit, outlines a practical program for helping the migrant in Northern cities, and Dr. W. A. C. Hughes, Bureau of Negro Work, Board of Home Missions of the M. E. Church, presented a plan by which the churches could help in this adjustment. Cooperation between the church and social agencies was discussed by Rev. A. A. Graham. Corresponding Secretary of the Lott Carey Baptist Foreign Mission Convention, the Rev. WEST INDIES CRICKET TEAM TOURS ENGLAND Brilliant Showing by Negro Players as Reviewed by the London Times By N. G. G. THOMAS We reproduce below a brief review of a West Indian cricket team's tour of England, which appeared in the London Times, weekly edition, September 13, from the pen of a "special correspondent." Interest in the article, which did not err on the side of enthusiasm, will be enhanced when we inform our readers that Messrs. Francis, Browne, John, Pascall and Constantine are Negroes, born and bred in the West Indies. Two other Negroes were also members of the team, and all gave a splendid account of themselves. Indeed, the Negro players formed the backbone of the team. The attack (bowling) was entrusted solely to six of them and they formed a bowling combination which cannot be equalled anywhere in the world today where cricket is played. Cricetie is the national game of England and her colonies and in to the British Empire what baseball is to America. In schools and colleges the youth of the nation receives tuition from experienced tutors as intensive as the cult of Latin and Greek and mathematics and science. It must have been a severe blow to the Englishman's pride to see unknown Negro bowlers making England's best batsmen look like beginners, as happened in a test match at Scarborough, where on a good wicket six of England's best were dismissed for 2S runs. The forthmost showing of the West Indian team once again demonstrates that, given an equal chance or even a near-equal chance, the Negro will rise to the highest heights in whatever sphere he is called to action. His wonderful physique, unqualified by any other race, must place him in the very front rank in the domain of sport, where qualities of endurance and skill and strength are prime requisites. And within college walls he more than holds his own, K. K. K. drivel and anti-Negro anthropologists notwithstanding. No game, perhaps, makes a larger demand on qualities of sportsmanship than cricket, and from this aspect, too, we are pleased to learn, the team shone. The correspondent of the London Times says: "It is now generally agreed that the side was really good and certainly the best that ever came from the West Indies. The team, Indeed, did so well that it is conceivable that the time is near at hand when they can take part as do the other countries in fully representative matches. When the side arrived first in this country I must admit that justice was not done to them. It was known that they were coming and would play most of the counties, but recent other teams from the West Indies did not load me, or anyone else, to surprise that they would win matches or be worthy of much notice. "The tour was begun in May in weather which could not have suited them at all. Our own bowlers were all cold and most of the players were wearing at least one sweater and often two. The result was that the team began badly, but directly the weather improved so did the West Indies side. People experts and others, then began to take notice and the crowd began to attend the match. In the end it was realised that they were not only a very strong team but also a more attractive one to watch. They were at good as the great majority of our counties and very much more energetic than most of them. Quite a number of the matches drawn would probably have been won by the West Indies for the draws were nearly always very much in their favor. "In a sale in which all the members did well it is not easy to pick out for mention any special plays. They all fielded well, but C. Connertine was the best. He fielded at over point admirably, but he did more than that. he held very well to his bowling—a thing which, practiced, no one playing now in this country can do. Francis also fielded well to his own bowling. But it is an invidious task to refer to individuals when all were so good. The Bowling. "The team possessed a number of very useful bowlers, Francis, Browne, John, Pascal and Constantine. They were all different in pace and method. I can think of only one county side which had such a varied attack, namely, Yorkshire, and they had no bowler who was really fast. In the second timings of England at Scarborough the visitors' fast bowling almost won the match. One more comment on the fast bowling is essential and very important. The West Indies' fast bowling was always at the wicket. No of the theory for them, and no bowling for catches at leg. They had their reward, and I only wish that we had them to play for us in the test matches against South Africa and Australia. Our present day-best batsmen are very weak against really straight fast bowlers, and the others do not matter. "Their batting is their weakest features, and yet they have in G. He is not only very sound, but also very attractive, to watch—he is, in fact, the best man to watch I have seen this season. The team have deserved fully their popularity. All the Jews in the kingdom of Anshuerus must die. The king's consent is secured, and the awful edict is issued sealed with the king's ring. The dreadful deced is arranged for. But it was never done. God disappointed the devices of the crafty. Haman perished in his infinity, and not the innocent Jews. Meanwhile Mordecal learns of the impending doom, and his heart is riven with grief. Sgarrow is draxatile in Oriental countries; everything is dramatic in the East. Mordecal rends his clothes into tatters, and puts on backcloth with ashes. Porth into the midst of the city he pazes, and ejos "with a loud and bitter cry." He comes even before the king's gate, that is into the street or broad place immediately in front of the imperial gate; he would fight against the attention of Queen Esther, his once ward, but he cannot enter the reel portha—like back-clothed man. Why? It was contrary to Persian law. "None might enter into the king's gate clothed with back-cloth." What has this office law to do with us? Is it office? Ah, no. In its "larger meaning" it is operant to do with us. This old book is fresher and more up to date than the latest edition of last night's newspaper. Do not treat this record of Persian depotism as more ancient history. The principles it suggests are working in this age of ours all ferment with sin and sorrow. This Persian enactment represents to us "The Contrasts of Life." It is a picture—a powerful presentment of two scenes. Here is "the king's gate". High, wide, massive, a murvel of Eastern architecture, embellished with monarchic arms, it was a dream in stone. This king's gate stands for all that is great, splendid, royal. Now behold a very different spectacle. Here is a man "clothed with sackcloth". Sackcloth is course, generally made of black goats' hair, and worn in the East invariably by the sorrowful, the poor, or the ascetic. Sackcloth is always in Scripture synonymous with grief, poverty, or humiliation for sin. So even a curry glance at this old law shows us how, then as now, now as then, human life shounds in sad contrasts. We have the king's gate and the sackcloth figures among us today as in all the weary ages past. We are around us, if our eyes are open the insignia of royalty, grand joy, and close by them the signs of poverty, sorrow and shame. The king's gate and the seeker-beth Oh the contrasts of life so sharp, so powerful. What a merry life is in this in all its magnified beauty, study the disparities around you. Do you reflect on the significance of the fact that king's gate and sackcloth multitudes exist in one world? There is a west end and an east end everywhere and in every place. If each people ever rather and poor people always poorer? Saints ever saintly and sinners always sinful? There are those who live under a sky of unfucked breaths, and others whose horizon is an ever-flowing cloud. Life's irony are many, and the contrast of life are among the strongest ironies, strong born and weakened. Prosperous men and men who struggle in unalleviated struggle! The king's gate and the seeker-beth! What do these contrasts mean? Are they ordained of God or merely allowed of God? Or is some thing wrong? Does the fact that "six intruded into the world" explain these contrasts? Or is it that God decreed certain contrasts, but we have heightened them? Such questions cannot be answered fully, but they often occupy our minds. The very asking of them is educative. Do not smear at these contrasts. Familiarity should not breed contempt except of things contemptible. There who smear at the king's gate or at the sackwood fail to understand either. "I have a contempt for Plato," said a "student who had duddy in his Greek. "Your contempt is not the result of familiarity," answered his professor. There is much contempt that does not arise from familiarity. The Philadelphia division of the Universal Negro Improvement Association is determined to register favorably along this line, and have reorganised the Junior department, under the leadership of the lady president, Mrs. Cascie Moore, ably assisted by Mrs. Susan Dillard. On last Sunday we visited this auxiliary at 604 E. Seventeenth street, and found many things pleasing to the eye and mind. There our Negro children are being trained in the principles of the organization, which foster a desire for a government of their own. In conjunction with these modern thoughts, they are being taught the scriptures, to read and properly conduct themselves. What impressed us most was the large number in attendance, and the earnest expression on the faces of these little tot. True to the principles of this organization, such men as Marcus Garvey, Toussaint L'Overture, Fred Douglass, and Paul Lawrence Dunbar are frequently mentioned, and the work that is being and has been done is fully explained. Recitations of a racial nature are taught and such history as their little minds can absorb. Such a work as this in the city of Philadelphia is needed, and we see no organization other than the U. N. I. A. doing it. In the near future we are hoping to plan such an entertainment as will reflect credit upon the leaders of this auxiliary. Already we see enthusiasm and progress in the effort of reorganization. Marcus Carvey and his principles of Negro uplift have brought about a decisive change in the psychology of this race. Today where there was chaos, we find peace and harmony. Where there was disunion, we find organization. Where there was doubt, hope has taken the place. Faith and confidence in Negro leadership, has given rise to an ambition that, henceforth, was lacking. TORONTO, CANADA The Toronto Division has been making rapid strides recently, judging from the large numbers which attend the Sunday evening meetings of the local. On Sunday, October 7, the meeting was called promptly to order at 3:30 by the president. After the singing of the opening ode, the Rev. Dr. J. Myers performed the devotional exercises, and the meeting was turned over to Mr. Maynard, an able and energetic young man. Mr. Maynard thanked the officers and members for the honor—they had done him in allowing him to preside at the meeting and his only fear was that he would not be able to fill the post as chairman with satisfaction. However, the able manner in which the chairman performed his duties convinced us that he had made no mistake in turning over the meeting to him. The first speaker on the program was Mr. Mills, who gave us a wonderful address, taking as his subject "Faith." This inspiring talk by Mr. Mills was followed by an excellent solo rendered in his best style by Mr. Lovell, who had to answer several encores. Other addresses and musical numbers followed, and an enjoyable and inspiring evening was brought to a close with the singing of the Ethiopian national anthem. FLORIDA. CUBA Florida Division celebrated its first anniversary, on Sunday, October 6, when a large crowd thronged our Liberty Hall to take part in the proceedings. The meeting was called to order by the president and then turned over to the chaplain to conduct the dovotional exercise, which being finished Bro. Campbell was installed as chairman and filled the position with satisfaction to all. After a forceful address by the president a report dealing with the activities of the local was read. As shown by the report the division was organized in 1921, but was unable to function until the latter part of 1922. Due to the loyalty of the members, who gave the officers their hearty support in the work of building up the division, Florida can today boast of a division second to none in the island of Cuba. We had a lengthy program consisting of songs, recitations, hand selections and addresses, all of which were thoroughly enjoyed by the audience. On Monday, October 7, a concert was successfully staged by the hard-working lady president of the division. The juveniles furnished the program and covered themselves with glory. The meeting was brought to a close with BUFFALO, NEW YORK The following is the report of our meeting held on Sunday afternoon at Liberty Hall by Division No. 73. Our hall was comfortably packed when the meeting was called to order at 3:30 p.m. by our worthy president, Dr. T. M. Kakaza. The opening ode was sung, followed by prayer by the chaplain, after which a selection was rendered by the chair and a passage read from the book of Nehemiah. The president in a few well chosen remarks turned the meeting over to Mps. Leona Fronberger, who acted as mistress of ceremonies. An interesting and enjoyable program was then rendered and was highly appreciated by the audience. After several addresses and musical selections were given the president made an appeal for a liberal collection, which was right royally responded to. The singing of the Ethiopian anthem brought an enthusiastic meeting to a close, and every one left with the determination to keep up with the light for African redemption. S. WELCH. CIEGO DE AVILA, CUBA On Sunday evening, October 14, the Clego de Avilla Division held a very interesting mass meeting when Liberty Hall was filled to its utmost capacity, and an excellent program was arranged and presented to a very appreciative audience. All those who took part in the program acquitted themselves well, but special mention must be made of Master Griffiths, a boy of ten years of age, who inspired the audience with a stirring address. We feel sure that the race which can produce such boys must eventually win its way to freedom and victory. Mr. Boyce, the executive secretary, and Miss Sidney also gave us thoughtful address. We are pleased to report that the division is making rapid progress and it is our ambition to make the Clego Division second to none in the Cuban Republic. Special Attention of Members We find that a number of members are paying their dues in divisions and their secretary, whose duty is to send this money to headquarters, are not doing so. The members are thus by no fault of their own accord to become Sollicitant with the parent body. This is unfortunate, and to avoid this it is necessary for the members to see to it that each month the secretary of the division make a report to the membership, of all financial transactions in the division, including money sent to the parent body for dues and death tax. We had a very enjoyable time at the meeting of the Salem Division at Symphony Hall on Just Sunday. Fully 500 people turned out to listen to the splendid program which was specially prepared for the occasion. The meeting opened with the singing of the hymn, "From Greenland's Ice Mountain" and prayer by the chaplain. The president gave the opening address, and was cheered to the echo for his forceful and sane interpretation of the "Objects and Alms" of the association. Several interesting and highly instructive papers were read by the members, after which the U. N. L. A. band rendered some choice musical selections which reflected great credit upon it. The speaker of the evening was their introduced and delivered one of the most powerful addresses yet heard in Salem. Mr. Maynard showed by his eloquence, irrefutable logic, and his masterly command of words to be an orator of no mean order. We are glad to be able to report that the division has taken on new life and that we are making new members for the cause at every meeting. S. B. TURNER Prof. Osborne, Lecturer, to Visit U. N. I. A. Osborne, noted Negro lecturer, will deliver a scientific address in Summer Hall, Sunday afternoon, November 4, at 4 o'clock, under the auspices of the East Brooklyn Chapter No. 64. On Sunday, Nov. 11, he is going to Boston and will visit the Boston division. On Sunday, Nov. 18, he will address the members of the New York chapter in Sixty-second street on the "Human Body." On Sunday, Nov. 25, he will speak for the East Brooklyn Chapter on the "Power of Garveyism." Professor Osborne is leaving the United States Saturday, Dec. 8, on a lecture tour to the West Indies and British Guinea. Negroes living in those parts will have an opportunity of hearing him along social and scientific lines. Professor Osborne is a member of the Brooklyn division. No. 682, unvelled its charter before a large and representative gathering of Negroes. The occasion was one which will long be remembered for the impressive manner in which the proceedings were conducted. After the preliminaries had been disposed of, the president gave a short and vigorous address, which was followed by a song by Master Tucker. A paper was then read by Miss Ethel Ware. We take this opportunity to congratulate her on the masterly way in which she handled the subject. At this stunt Mrs. Ednn Carter, local organizer, was introduced. She spoke on "The Power of Negro Women When Well Organized." Her address was impressive, bold and to the point, and certainly did much to inspire the women of the division to greater efforts. Mr. W. C. Franck, executive secretary of the Pittsburgh Division, was the principal speaker of the evening, and delivered an address that will long be remembered in this division. The speaker dwelt on international politics, and showed himself an ardent and capable worker in the cause Afrix. An old Kanaan, in speaking of labor conditions, said: "Years ago Negroes held the very best positions in the city, but gradually the other fellow has been tightening down on us and employing Mexicans." There are 31,000 Negroes in this city. Quite a number of them are employed in the catchy names of their establishments, such as: "Sweet William's Coffee House," "Do Right Tailor Shop," "Dinty Moore's Barbecue Meats," and "Moonlight Inn." Rent is cheap. A six-room house in a nice locality is rented for $18 to $20 per month, and the homes are clean looking and cheerful. In the other city rents are even cheaper and a similar house can be rented for $13 to $15 per month. Welcome by the Mayor Sunday afternoon at 3:30 we attended the meeting at the Summer School Auditorium, in Kansas City, Kansas. Just as all Irishmen are not going to Ireland to establish a Free State, just the same as all Jaws are not going to Palestine to establish a foe, but you can, remain right here and support them financially. Si este grupo de blancos intenta convertir America en un país exclusivamente para blancos, cuatrocientos millones de Negros unidos podrián mas facilmente convertir el Africa en su país exclusivo, salvando así un conflicto de ideales y aspiraciones los cuales resultarian en un final desastroso. - El espinón de materialización del presente siglo, y medio las aspiración y la interacción de las razas y de las naciones, que los ideales humana alejan más y más de la realización, pero no deliens por tales circunstancias sepulgar o destruir privado, por sagradores, por la netitud amenable de la edad en que vivimos. Edifiquemos nuestro propio hogar en nuestra propia tierra; constituyamos nuestra propia nación organizando nuestro propio gobierno, pues dentro del perijo de cien años mas y tal vez en menos tiempo, ni Europa ni America han de tolerarnos en su campo de competencia. Con la misma o mayor determinación que este grupo de blancos lucha por su ideal, el cual conceptuan como una posibilidad, luchemos nosotros en pro de la realización del nuestro-Africa para los africanos-do nuestra raza tendrá la oportunidad de elevarse al punto mas culminante en sociabilidad, en industria y en gobierno, único medio para demandar el respeto a que ella es acreciora. Las simaciones o el cuarentena no pueden salvarse por si mismas, y por lo mismo esta labor, queda a cargo de la humanidad conciente. La responsabilidad de la obra que pesa sobre nosotros no se reduce simplemente a una identificación con los proyectos e ideales de los denials, sino a crear la solidaridad del ideal que proporciona o muestra unawill de felicidad limitada. El pueblo nigro carese de adelanto en todas las refuerzos; de adelanto social, educativo, industrial y adelanto político, circumstancias por las cuales se hace necesaria la creación de una solidaridad que le habilita por la conservación de confraternidad entre los propios y la competencia entre los extratos. Nuestra organización advierte no solamente a sus miembros, sino a todo elemento de la raza el uso del buen sentido común, en el análisis de las prédicas de ciertos directores de profesión, cuya oratoria esta cubierta con el antifaz de la decepción y de la hipocrecia. En esta ocasion hacemos referencias a elementos de otras razas, ansiosos de honor y de poder, los cuales intentan tomarnos como instrumento en la realización de sus aspiraciones. El mundo no esta en disposición de dividir por iguales partes los beneficios de su materialización; por el contrario cada grupo baja por su enlimiento costa a costa de aquellos que han perdido fec o ignoran el valor del esfuerzo humano, hacia la estabilidad de una existencia corona de satisfacción. Aquellos que nos dicen lo que relamente sienten son vardaderos amigos; aquellos que ocultan su intención bajo el difraz de hermandad, filantropía y cristianismo, son los peores enemigos de la raza. Para encontrar los primeros tendriamos que, como Diógenes, esperar que el sol llegara a su senit y salir en su busca con una literna encendida; con los últimos podemos codearnos a cada instante, aún en las tenebrosidades de la noche. El creador actua indiferente y sus planes y propósitos son generalmente ejecutados por medio de la agencia de la acción humana. TENNESSEE NOTES In Memphis the Chamber of Commerce has a committee on race relations, and many of the clubs are cooperating. A conference was held with the chief of police relative to the treatment of Negro prisoners, and the street car management was asked to put a ban on discounty toward Negro passengers. Decided improvement is reported in both regards. The Memphis committee is now planning a camp, pulkn, for a Negro orphanage. Excellent work is reported from Jackson, where the committee is well organized. Definite results have been achieved, also, in seventeen rural counties. More than a score of good school buildings have been erected. Three significant meetings of the State committee were recently held, in Chattanooga, Nashville and Memphis. All were well attended and messages of good will and co-operation were delivered by representative leaders of both races. Among the distinguished speakers were P. L. Harned, State Commissioner of Education; J. B. Brown, State Rural School Inspector; Judge John H. DeWitt, prominent attorney; S. L. Smith of the Rosewall Fund; Mayor Palme and City Health Officer Durratt of Memphis; Berkshire Cohen, president of the News-Scientist Company; Ex-Mayor Thompson of Chattanooga. For the Negro group, J. C. Napier, veteran banker and business man; Dr. T. O. Fuller of Memphis; C. L. McAllister of Howard Hill School; President W. J. Hale of State A. and I. Normal; Dr. L. S. Patton; Rev. J. C. Sherrill and others. According to estimates published in the Washington Daily News, there are 5,000 people in the nation's capital who are at present engaged in the lawful sale of whisky and other high-powered stimulants. The New Outlook The feelings of novelty have passed away, credulity gives place to inquiry, knowledge and reason gradually change skepticism, pointing to the new outlook with its opportunities. With a conscious, intentional effort, a responsible leadership supported by educated spokesmen, clears away the mists that cloud the eyes of our less fortunate brethren. The historic task undertaken, the hold program started to reach into every channel and activity in which colored people are found, thrills the world with its romance and drama. The spirit of progress moves onward and upward, carrying with it the desire of individuals, the wish of a group, the hope of a nation. Therefore, in this determined march toward the heights of success, racial solidarity, national grandeur, we pause awhile offering to the rear guard the vision of a noble purpose that carries us on. In the light of an honest need, the teeming millions of Africa call on the brave souls everywhere to shoulder the big responsibilities that must be met in this creation of more upstanding men and women who will hold high the cause of African freedom and independence. This way has been opened up by conventions, national and international understandings of all issues affecting the Negro people in the world. We are fundamentally in accord; as we apply in practice the methods decided upon in conference, the seeming obstacles melt like snow under the afternoon's sun. Poets, writers, publicists, educators, preachers, business men, everybody, everywhere, lead the way! Know yourselves valiant crusaders in this cause, destined to adorn the pages of history with your triumphant achievement. The dig is cast. Hard to Measure Progresa Hard to Measure Progress It is hard to measure progress, especially when a large amount of educational work must be done; in addition, the various factors that have been influencing the minds of colored people have to be combated. When you hear in mind these things as well as other conditions, you will either throw up the sponge or dig deeper in the work. A broad, rational spirit must take the place of caution and your vision the place of the peculiar reactions you come in contact with as you spread the work far and near. Romance and Drama The romance in the work of the Universal, Negro Improvement Association and African Communities League lies in the fact that in our conventions, attended by delegates from all parts of the world, a supreme idea was the gupling motive. The changes due to the various geographical positions, also the major ideas that mold each group, will from time to time assert themselves, finally merging into a solid revolution, that carries a frank approval. The draw is seen as a delegate with French finesse gesticulates and makes his point with visuacy; another with solid conservatism, calm, cool, collected states his point with parliamentary exactitude; again the floor is taken by another with precision and efficiency, as he hebbly outlines organization standards, and methods; the floor is taken by a brother from the homeland who makes his point in limited English. As he waxes warm on the theme with his mind's eye on the aims and purposes of the convention, he dashes fiercely into some African dialect, and an interpreter volunteers to assist the patron. From everywhere men and women make their individual offerings to this coat whole, somewhat shadowy, but gradually becoming more distinct and certain. "Show Me" "Africa for the Africans" is more than a slogan. It is a world challenge to colored people everywhere to end by a sure method the ill effects of slavery, giving them an abiding place under the canopy, of heaven forcing evolutionary and revolutionary change in the attitude of a world that attaches to hundred years of knowledge might as right and force as the base of a square deal. Like the inhabitants of the State of Missouri anywhere and everywhere, "you gotta show me" should be the saint partner of every colored person when you can call the bluff of an opponent and behind your call you have the courage, the spirit, the unrelenting determination to hold your own the world will make way for you. Whatever progress has been made in the world must of necessity be bold, radical, be hopeful in vision and in purpose. I recall a distinct admonition of childhood days at gaza like this: "Mother and father have, but blessed to the child, that has its own." Clear time and straight to the point. In striking these tremendous flows towards the accomplishment of the goal in right, nothing will happen but what you set out to do. Whether angels enter into the minds of men or not is an open question. What we do know is that man, mind and spirit, is changing this world to his desire, and in this general change the Negro people of the world have set out to carve a place in the field of human experience and history. EDUCATION WEEK President Coulidge has issued a proclamation calling for observance of the week beginning November 18 a National Education Week. "Every American citizen," the President said, "is entitled to a liberal education. Without there is no guarantee for the importance of free institutions, no hope for protecting self-government, notions finds its chief support in finance, knowledge and freedom go in hand." The colored citizens are in hearty accord with the views and purposes of the President and Education Week will be generally observed by them. Johnatown, Pa., recently rendered indulgent by a Negro exclusion order issued by a discredited official, returned to the colored limelight again last week when objection was raised by certain white people against the occupancy of church property purchased by a colored Methodist organization in a white neighborhood. The Rev. Mr. Brady, pastor, has pledged to pay $40,000 for the church. --- Deputy Attorney-General English of Pennsylvania, detailed by Governor Pinchot to investigate Mayor Cauliff's order issued against colored migrants, has filed his report with the governor. The mayor "took to the tall timber," disclaiming that he had ordered Negroes to leave. He said he deficient a police practice ordering "undesirable characters" to leave the city in a certain time. The Negro World, in my estimation, is the cleanest, most interesting and educative paper I know of. For purity and simplicity of style it is a model; it is unique in every way. Mr. Garvey's Release To the Editor of The Negro World: We, the officer, and members of the Parraiso Division, join in extending through your columns, to the Hon. Marcus Garvey a hearty welcome, not only back to Liberty Hall, New York, but the cradle of the organization, but to us, after an absence of three months in the organization's most trying time to arouse the spirit of the Negroes in their fight for a free and redeemed Africa. The few enthusiastic members of this division were never dismayed at his troubles, trials, prosecution and incarceration, judging from the lives of past leaders that such are only stepping stones to victory. His release and presence in Liberty Hall, though far away, has stirred us as though he were personally present here. Our little division, though silently working, is leaving no stone unburned in helping to establish the gospel of the Universal Negro Improvement Association. In most cases we have to meet with great opposition, but with persistence and determination we are able to conquer our enemies. We join in saying, "Long live our president." We join in singing, "God Bless Our President." May he live to see the redemption of our motherland! If prayer, with efforts, is the cause of his release, then the sincere prayer of Paralso Division No 554. Canal Zone, was surely answered. We are sincerely hoping that justice will be meted out to him when his case is heard in the Court of Appeal. We cannot boast of our financial strength—we cannot boast of our numerical strength. But where loyalty, courage, faith, determination and what tends for the betterment of the race are concerned there is no superior to our little division, with its few zealous and enthusiastic members. We must not forget to mention the Hon. Chas. H. Bryant, High Commissioner, who paid us an official visit in the month of May. His visit converted many of the old Negroes to the true principles of the organization. He is a man of undaunted spirit. To the Editor of The Negro World: I read with interest the article by Mr. Rossoe C. Simmons in the last issue of the Chicago Detender, which was a comment on the address of Israel Zangwill. Mr. Simmons quite conveniently referred to the part where Mr. Zangwill expressed a desire to have a free Jewish nation in Palestine, but he (Mr. Zangwill) does not see much hope. The reason for this is because the Jews are too few in numbers. Mr. Simmons then makes his elimax by saying: "If Jews, controlling banks, hand in hand with States and kingdoms, owners of mines and factories, can't take Palestine, the size of Massachusetts, figure out how you meaning - Negroes) impoverished, new to story books, inexperienced in modern statecraft, without banks or factories, struggling for a foothold in the only free Government in history, figure out how you can take Africa, disrupt earthly land, and already parcelled out among European nations." Just here I would like to show the inconsistency of the logic of this gentleman. In the case of the Jews, it was shown that much hope is not seen in their cause because they are too few in numbers, and following in the same strain, he inferred that the taking of Africa is an impossibility, because Negroes are impoverished, etc., and not because they are too few in numbers. Is there any consistency in this argument? These are the kinds of arguments the Negro has had to contend with. arguments hidden under the specious show of correctness, macquering as appeals to reason. This is not surprising; however, because we know that some of us are prone to fall in such pitfalls when our desires are in conflict with our principles. We should always endeavor to see a question in the light of truth and not have it distorted by our wishes and proposessions. In this particular case the logic of the gentleman is proule and tendit; it carries not the least weight of conviction, for some of his premises are false, and conclusions, absurd. The validity of an argument is not justified by bringing forth strong assertions without proof, declarations without argument, and violent censures without dignity, thought or moderation. There is no wonder that public measures are still opposed on the grounds that the proposers introduce them with a bad motive, that they have some evil design, and are themselves examples of anything but probity. We are after truth, and unless the principles of clear thinking are made explicit in our minds we should withhold our arguments, for there could be no evidence to justify a conclusion. Hon. Arthur G. His illness is not considered serious. M. B. MR PERCIVAL L. BURROWS. We have much pleasure in introducing to our readers the Hon. Perelvig L. Burrows, First Assistant Secretary General of the Universal Negro Improvement Association. Mr. Burrows is one of those men of the race, unfortunately too few in number, who cannot be moved by any wind that blows, Paistaking and conspicuous to an unnusual degree, he radiates confidence and encouragement and belongs to his duties a thoroughness and zeal which make him a decided asset to this great organization. A self-made man, Mr. Burrows' university is the university of the world, from watch, it will be admitted by the most determinative one has learned his lessons well. The subject of the sketch was born in 'the Island of Bermuda' British West Indies, in the year 1797. At an early age he ran off to sea and spent fourteen years roaming the world and enlarging his ideas. Of a studious nature, books were his constant companions, and, in fact, he arrived in the United States, which he has made his home ever since determined to learn more of a great civilization. Marcus Garvey, on the 16th day of December, 1920. From the moment of his connection with the movement, he tough manfully and bravely for the cause which he still espouses. Mr. Burrows was born by the Buffalo division as a delegate to the convention of 1921. He was subsequently appointed High Commissioner to Tamilnad and Tobago, British West Indies, where he served for fifteen months. He increased the divisions there from eleven to thirty-two, establishing the principles of the Universal throughout the entire island. He had the honor of being a member of the committee which waited on the Right Honorable Major Wood, British Under-Secretary of State for the Colonies, on the occasion of his recent tour of the British West Indian possessions. Article 13, of the Automobile Club of Maryland states: "No person of African descent shall be eligible to membership, and if inadvertently elicited, his or her membership will cease as soon as the fact is discovered and reported to the Board of Governors and the last installment of dues paid by him or her, shall be returned." "It is pleased this body shall represent the Jewish people as a unit and be conducted primarily in the interest of Palestine. As reported by the Resolutions Committee, the project called for a world congress to discuss all matters affecting the Jews. As adopted, the resolution reads: "The American Jewish Congress believes that, for the achievement of its aims and purposes, it is vitally important there be created a world Jewish congress, primarily in the interest of Palestine, democratically elected and representing the Jewish people as a unit. It therefore, instructs its Executive Committee to communicate with Jews in national and international organizations, to the end that such a world Jewish congress be convened as soon as possible." In furtherance of the pleadings of Israel Zangwill for a Zionist ideal in place of past non-aggressive policies. A third urged American Jewry to combat, anti-Semitism in Europe, as well as in this country, and to seek protection for minority rights of Jews in foreign countries. Lloyd George was commended in a fourth resolution for the spirit he has shown uniformly toward the Jews.
