THE TOPEKA PLAINDEALER. VOLUME IX. Ray Stannard Baker Writes Truthfully of the Negro in Southern City Life. Soon after my arrival in Atlanta and when I had begun to interest and some of the more apparent one of cations of the color has collated last month. I asked several Southern men whose acquaintance I had made where I could best see the poorer or criminal class of Negroes. So much has been said of the danger arising from this element of the Southern population and it plays such a part in every discussion of the race question that I was anxious to learn all I could about it. "Go do an early morning to Judge Broyles' court," they said to me, "and you'll see the lowest of the low." So I went down-the first of many visits I have made to police and justice courts since I came down here. I chose a Monday morning that I might see to the best advantage the accumulation of the arrests of Saturday and Sunday. The police station stands in Decatur street, in the midst of the very worst section of the city, surrounded by low saloons, dives and pawn shops. The court occupies a great room upsais, and it was crowded that morning to its capacity. Besides the police, lawyers, court officers and white witnesses, at least one hundred and fifty spectators filled the seats behind the rail, nearly all of them Negroes. The ordinary Negro loves nothing better than to sit and watch the proceedings of a court. Judge Broyles-"Bates," the Negroes call him—kindly invited me to a seat on the platform at his side where I could look into the faces of the prisoners and hear all that was said. It was a profoundly interesting and significant spectacle. In the first place the very number of cases was staggering. The docket that morning carried over one hundred names—men, women and children, white and black; the court worked hard, but it was nearly two o'clock in the afternoon before the room was clear. Atlanta, as I showed in a former article, has the largest number of arrests, considering the population, of any important city in the United States. I found that 13,511 of the 21,702 persons arrested in 1906 were Negroes, or 62 per cent., whereas the colored population of the city is only forty per cent. of the total. A very large proportion of the arrests that Monday morning were Negroes, with a surprising proportion of women and mere children. Last year 3,191 Negro women were arrested in Atlanta. It was altogether a painful and disheartening exhibition, a spectacle of sodden ignorance, reckless vice, dissipation. Most of the cases, raveled out, led back to the saloon. "Wehre's your home?" the judge would ask, and in a number of cases the answer was: "Ah come here sum do country." "Ah come here sum do country." Over and over again it was the story of the country Negro, or the Negro who had been working on the railroad, in the cotton fields or in the saw mills, who had entered upon the more complex life of the city. Most of the country districts of the South prohibit the sale of liquor; and Negroes, especially, have comparatively little temptation of this nature, nor are they subjected to the many other glittering pitfallis of city life. But of late years the opportunities of the city Historical Society State House have attracted the black people, just as they have the whites, in huge numbers. Annua has many schools and the places of vice, and the results are to be seen in Judy Bloyle's count my morning. And not only Negroes, but the "poor whites" who have come in from the mountains and the small farms to work in the mills they, too, suffer as much as the Negroes. Not a few of the cases both black and white showed evidence of ex- cuse or morphine poisoning the bill even, the mistely nerves. "What's the trouble here?" asked the judge. "Coke," and the other. "Fen seventy five," said the judge missing the amount of the fine. They buy the "coke" in the form of a powder and snuff it up the nose; a certain patent catarrh medicine which is nearly all cocaine is sometimes used; ten cents will purchase enough to make a man wholly unresponsible for his acts and capable of any crime. The cocaine habit, which seems to be spreading, for there are always druggists that will break the law, has been a curse to the Negro and has resulted, directly, in much crime. I was told of two cases in particular, of offenses against women, in which the Negro was a victim of the drug habit. So society, in pursuit of wealth, South and North, preys upon the ignorant and weak—and then wonders why crime is prevalent! One has only to visit police courts in the South to see in how many curious ways the contact of the races generates fire. "What's the trouble here?" inquires the judge. The white complainant—a boy—says: "This nigger insulted me!" and he tells the epithet the Negro appled. "Did you call him that?" "No sah, I never called him no such name." "Three-seventy five—you mustn't insult white people." And here is the report of the case of a six year old Negro boy, from The Georgian: "Because Robert Lee Buster, a six year old Negro boy, insulted Maggie McDermott, a little girl, who lives at 597 Simpson Street, Wednesday afternoon, he was given a whipping in the police station on Thursday morning that will make him remember to be good. "The case was heard in the juvenile court before Judge Broyles. It was shown that the little Negro had made an insulting remark to the little girl " So it goes back and forth. The very suspicion and fear that exist give rise to many difficulties. One illuminating case came up that morning. A strapping Negro was brought before the judge. He showed no marks of dissipation and was respectably dressed. Confronting him were two plain-clothes policemen, one with his neck wrapped up, one with a bandage around his arm. Both said they had been stabbed by the Negro with a jack knife. The Negro said he was a hotel porter and he had the white manager of the hotel in court to testify to his good character, nobriety and industry. It seems that he was going home from work at nine o'clock in the evening, and it was dark. He said he was afraid and had been afraid ever since the riot. At the same time the two policemen were looking for a burglar. They saw the Negro porter and ordered him to stop. Not being in uniform the Negro said he thought that they were "jes" plain white men" who were going to attack him. When he started to run the officers tried to arrest him, and he drew his jack knife and began to sight. And here Continued on Page 4. TOPEKA, KANSAS, FRIDAY MORNING, MAY 31, 1907. SOLVING THE PROBLEM IN SOUTHERN P. A. M. REV. R. L. BEAL, Providing Elder Columbia District, and One of the Ablest Divines in the Great A. M. E. Connection. He is a Scholar, Diplomat and a Wise and Patience Leader. Our first visit to the place on thousand inhabitants found that we ruffled brick and refined oil were the chief products. The colored popu- tion is about 1,000. They are capped mostly in the brick yards. A bafer is seldom seen, and his stay is very short. Nearly all own their homes. Among the industrious colored people who own property are Joe Wheaton and Jack Robinson, whose houses are among the best in the town. Rev. C. C. Clay, who has only been located in the town a few years, owns good property and has a bank account. He is a leader among his people. He is building a brick church; the Baptists are proud of him. If the people will only follow his advice they will progress faster. The people need more life in them There should be more business conducted by the colored people. SLEE TING TEACHERS It is important that colored people be more concerned about who should teach their children and who should serve on the board of education. The bullet is a mighty weapon and should be used effectively in defense of the school children. A large majority of the members of school boards do not care about the treatment of colored children and will employ any kind of teacher if one or more members insure. There is considerable distrust of this. We know of such who are meant to teach young members of the boards keep them at the present or respect all colored people. We know the reason, and in something is not done we we not give the mark from the tree to the whomever we serve. We serve on now but the right person was The Negro. We serve in them right and we have a member of the board in our state. Due and in this would not be used on children without being exposed. Look out. When we have a thing will drop. In the Washington D.C. Bee of last week, Editor W Calvin Chase takes a fall out of the Negro for accepting the white man's Jim Crow Y. M. C. A. We have given this matter a siderable thought, and have included that Editor Chase is about right. Why be shocked oft in one corner receiving instructions from some white missionary like so many Beathens? Since the Negro must be separated, let him organize a Y. M. C. A. of his own and THIS highly accomplished gem was a lot the first prize at the last session of the Inter-State Literary Association, at N. Joseph, Mo. It has been engraved and published by the best Bostom mills printers, and is now being sold to various, eager Negro women and women who play the principal all parts of these Western States. Albert Ross, director of Business County department offered list you then wrote a letter to western people, which was a magnificent triumph. This and creation so classic its toll on society's opinion may be body, winning a central and seeming prize. Impregnating this original composition of surprising individual superiority these two laborers were ever promoting young Negro and exceptional ability, have a noble desire to not forsard only that MOST APPROPRIATE GIRL and to write and in and to one or more from Chicago. and gratefully to and one or more MAIL ORDERS No time to what we and we will not to any hours or days the will not to any and the education of purpose. Treat- ment J-20 white h to or theatre while a tap hand he will sit with as a matar in a Jim Crow Y M C A and listen to some white hypocrite tell him how to live. Editor Chase states the matter up as follow. It is surprising to see the most intelligent and devoted colored man subscriber to the doctrine of Jim Crowism. This doctrine has found its way in the homes of those who are able and competent to teach the significant masses to repudiate this doctrine of Jim Crowism. What does all this mean? Noccalled Christians have managed a system of Jim Crowism in that church, to W.C.F. I has suggested a parish importance organization in New and last year in the Council Young Men's Christian Association. This is the most important of all Jim Crowism. It is no good Young Men's Christian Association whose members are serving the same God, in the same prayer and in the same manner, they abolished this show in the city. In the opinion of the great organization, where the members of the congregation are devoted and attained colored men have openly subscribed to Jim Crowism by giving aid and comfort to parish and distinct institution. These men are tool that they may have a separate place of worship for this place must be supervised by white men who belong to another congregation where colored Christ are not permitted to go. The Blue wishes to ask those material, colored and colored men what the status of the colored Americans will be. Every year from now he will be placed upon every man certain as a Jim Crow race, a race that subscribed to religion and separation; a race that admitted its inferiority by selfishness. If the colored people continue to subscribe to this does tort of separation what will be the future of the coming generation? Is this not a bad example to set for You natally won't prefer to treat yourself at home, for any form of female trouble, wouldn't your Wool, it can be done. No reason why you should not be able to relieve or cure you suffering, as thousands of other women have done, by proper use of the Cardui Home Treatment. Begin by taking Wine of Cardui church but who we sponsible to us and the colored people of the city who now subscribe to the her doctrines. The Born is the suggest to this general repose these suprainstitute It the black man is not good one to worship with the white man should not be a man to be a of worship. Have the colored man connected with the colored Y. M. Men's Christian Association though of this? Do they know to warn they are subservient? Every Y. M. who subscribes to the colored man of the Y. M. C. A. stated that he is in favor to the white man and for that reason he must have a separate building. He himself infertility and it cannot be denied! The young colored man is used to punish colored branch of the Y. M. C. A. Wells, who does that mean? Why he is not asked to punish branch, where White Christ is in Way, so we have separate place of worship of the servant of the God. Why do we need separate Christian Empire in Christian Empire? Our some God made us all. We are building masses for children. Our children, of our children, will have these impaled on their front after this generation we pressed out colored man. The comes a new generation, but has been tough than it is super- to the other. Why should we accept Mr. Rockteller's twenty-five and 10 years of white men man's dispense his gift and that which has been subscribed by the members of this dim Crow Christian university? It seems to us that 100 colored people could subscribe enough to build their own issue ation. It is shame for intelligent and educated colored men to allow the race to be so humiliated." Written that Capt. Young, of the U. S. A., who has been on detached service in San Domingo has been called from that post and will be returned to the Ninth Cavalry. How long will the white man pop and develop desire? It is novel is true, why don't he see that every man in the army gets a punched? We should have young men in West Point and Annapolis by the white men of the New York troops to procure them with country Tracing the Color Line! he was in The jury said . You mustn't attack officers — and bound him over to trial in the higher court. Another case shows one of the strange relationships which grow out of Southern conditions. An old white man in an agitated and very pale, was brought before the judge. With him came a much younger man, appearing young woman. Both were well dressed and looked respectful to the man in agitated, the woman was still in distress, and constantly coming up afterwards. Why had they been arrested? As they stood in front of the judge's desk, the old man hung his head, but the woman looked up with a smile and smiled, and hoped that he would not have to see again. What's the change asked the judge. "Adultery," said the other. The judge glanced from one to the other in surprise. "Why don't they get married?" he asked. "The woman," said the other, "is nigger." She was white and am, probably in a station; I could not have distinguished her from a white person, but she deceived even the experienced eye of the judge. "Is that so?" asked the judge. The man continued to hang his head, the woman looked up, neither said a word. It then came out that they had lived together as man and wife for many years and that they had children nearly grown. You can't marry under the three girdes, said the judge; I'll have to bind you over for trial in the county court. They were led back to the prison room. A few minutes from the building came out quickly and said, "The old man has fallen in a trunk." Not long afterward they huddled, half curled him across the court room. One thing impressed me especially, not only in this court but in all the others I have visited, is brought in for drankeness, for example, was punished much more severely than a white man arrested for the same offense. LITTLE CITY OF THE STATE OF MISSISSIPPI ON JOHANNESBURG, 1907, city delegates representing ten counties and the largest cities in the state assembled in the State House in Delaware City to enter their protest against the separate law, which had already passed the State senate, and to appeal to the nation, liberality and good judgment of the tribunal committee and other members of the House of Representatives who were present to keep the proposed bill from becoming a law. We are thankful to say that the better judgment of that body prevailing and we have been spared the bombardment to which our people are subjected in many of the other states. The success which attended our efforts upon this occasion indicates clearly, that with organization throughout the state and district management we can do much toward creating a healthy public opinion in regard to all matters bearing upon the interests of our race. The Negro is under criticism; he needs defense, his civil and political rights are in jeopardy; he needs protection. For these reasons the delegation adopted a resolution while assembled in the A. M. church. Jefferson City, Mo, February 10th, 1897, instructing the president and secretary of that gathering to invite a solemn convocation of the people of Missouri through their representatives to the purpose of considering the advisability of a permanent organization The meeting is hereby called to convene in St. Louis, Mr. opening in Central Baptist church July 19th, at 9 a.m. and closing in St. Paul A.M.E. church July 19th. WASHINGTON AVE., IOLA, KAS To the 18 000 Kansas Baptists: On June 18-20 the State B. Y. P. U. and Sunday-school convention will meet at Shiloh Baptist church, Toneka, Kans. The said annual meetings have been looked forward to from year to year as the greatest coming together of young people of our race in Kansas. Each year adds a new interest. Already the members have made this their watchword. "On to Topeka in June." They are coming from the four corners of our Baptist home. Last year we did well. But this year it seems to be a universal Kansas spirit to do more than ever before. For it is plainly seen that the more we do only enables us to see the great need of a greater work. The officers of both departments, together with the members, have labored hard this year, and I hereby ask that we come together at the appointed time to talk of our past labor and to bring in the sheaves for the Master's use also to formulate plans for the future. The officers of the B.V.P.U. decided to have at Topeka a state banner. It will be given to the union sending the most money above the representation fee of $100 Let every local union send in the names of their delegates not later than the 4th of June, because immediately after said date the program will be made of those who send in their names.
