Ray Stannard Baker Writes Truthfully of the Negro in Southern City Life.
Soon after my arrival in Atlanta and when I had begun to interest and some of the more apparent one of cations of the color has collated last month. I asked several Southern men whose acquaintance I had made where I could best see the poorer or criminal class of Negroes. So much has been said of the danger arising from this element of the Southern population and it plays such a part in every discussion of the race question that I was anxious to learn all I could about it.
"Go do an early morning to Judge Broyles' court," they said to me, "and you'll see the lowest of the low."
So I went down-the first of many visits I have made to police and justice courts since I came down here. I chose a Monday morning that I might see to the best advantage the accumulation of the arrests of Saturday and Sunday.
The police station stands in Decatur street, in the midst of the very worst section of the city, surrounded by low saloons, dives and pawn shops. The court occupies a great room upsais, and it was crowded that morning to its capacity. Besides the police, lawyers, court officers and white witnesses, at least one hundred and fifty spectators filled the seats behind the rail, nearly all of them Negroes. The ordinary Negro loves nothing better than to sit and watch the proceedings of a court.
Judge Broyles-"Bates," the Negroes call him—kindly invited me to a seat on the platform at his side where I could look into the faces of the prisoners and hear all that was said.
It was a profoundly interesting and significant spectacle. In the first place the very number of cases was staggering. The docket that morning carried over one hundred names—men, women and children, white and black; the court worked hard, but it was nearly two o'clock in the afternoon before the room was clear. Atlanta, as I showed in a former article, has the largest number of arrests, considering the population, of any important city in the United States. I found that 13,511 of the 21,702 persons arrested in 1906 were Negroes, or 62 per cent., whereas the colored population of the city is only forty per cent. of the total.
A very large proportion of the arrests that Monday morning were Negroes, with a surprising proportion of women and mere children. Last year 3,191 Negro women were arrested in Atlanta. It was altogether a painful and disheartening exhibition, a spectacle of sodden ignorance, reckless vice, dissipation. Most of the cases, raveled out, led back to the saloon.
"Wehre's your home?" the judge would ask, and in a number of cases the answer was:
"Ah come here sum do country."
"Ah come here sum do country."
Over and over again it was the story of the country Negro, or the Negro who had been working on the railroad, in the cotton fields or in the saw mills, who had entered upon the more complex life of the city. Most of the country districts of the South prohibit the sale of liquor; and Negroes, especially, have comparatively little temptation of this nature, nor are they subjected to the many other glittering pitfallis of city life. have attracted the black people, just as they have the whites, in huge numbers. Annua has many schools and the places of vice, and the results are to be seen in Judy Bloyle's count my morning. And not only Negroes, but the "poor whites" who have come in from the mountains and the small farms to work in the mills they, too, suffer as much as the Negroes.

and white showed evidence of ex-
cuse or morphine poisoning the
bill even, the mistely nerves.
"What's the trouble here?" asked
the judge.
"Coke," and the other.
"Fen seventy five," said the judge
missing the amount of the fine.
They buy the "coke" in the form of a powder and snuff it up the nose; a certain patent catarrh medicine which is nearly all cocaine is sometimes used; ten cents will purchase enough to make a man wholly unresponsible for his acts and capable of any crime. The cocaine habit, which seems to be spreading, for there are always druggists that will break the law, has been a curse to the Negro and has resulted, directly, in much crime. I was told of two cases in particular, of offenses against women, in which the Negro was a victim of the drug habit.
So society, in pursuit of wealth, South and North, preys upon the ignorant and weak—and then wonders why crime is prevalent!
One has only to visit police courts in the South to see in how many curious ways the contact of the races generates fire.
"What's the trouble here?" inquires the judge.
The white complainant—a boy—says:
"This nigger insulted me!" and he tells the epithet the Negro appled.
"Did you call him that?"
"No sah, I never called him no such name."
"Three-seventy five—you mustn't insult white people."
And here is the report of the case of a six year old Negro boy, from The Georgian:
"Because Robert Lee Buster, a six year old Negro boy, insulted Maggie McDermott, a little girl, who lives at 597 Simpson Street, Wednesday afternoon, he was given a whipping in the police station on Thursday morning that will make him remember to be good.
"The case was heard in the juvenile court before Judge Broyles. It was shown that the little Negro had made an insulting remark to the little girl "
So it goes back and forth.
The very suspicion and fear that exist give rise to many difficulties. One illuminating case came up that morning. A strapping Negro was brought before the judge. He showed no marks of dissipation and was respectably dressed. Confronting him were two plain-clothes policemen, one with his neck wrapped up, one with a bandage around his arm. Both said they had been stabbed by the Negro with a jack knife. The Negro said he was a hotel porter and he had the white manager of the hotel in court to testify to his good character, nobriety and industry. It seems that he was going home from work at nine o'clock in the evening, and it was dark. He said he was afraid and had been afraid ever since the riot. At the same time the two policemen were looking for a burglar. They saw the Negro porter and ordered him to stop. Not being in uniform the Negro said he thought that they were "jes" plain white men" who were going to attack him. When he started to run the officers tried to arrest him, and he drew his jack knife and began to sight. And here

Our first visit to the place on

tion is about 1,000. They are capped mostly in the brick yards. A bafer is seldom seen, and his stay is very short. Nearly all own their homes. There is no business except on hotel and lunch counter, owned by C. W. Landis, who looks closely to his business. He is located at 311 Main street.
Among the industrious colored people who own property are Joe Wheaton and Jack Robinson, whose houses are among the best in the town.
Rev. C. C. Clay, who has only been located in the town a few years, owns good property and has a bank account. He is a leader among his people. He is building a brick church; the Baptists are proud of him. If the people will only follow his advice they will progress faster. The people need more life in them

He is one of the white men who be lieve in giving the Negro justice. Rev. G W. Parker assisted us in locating our subscribers. There are plenty of babies here, they come by two and three. Nearly every family has from three to ten children.
INDEPENDENCE.
This was our second trip here. We found the colored people improving their homes, and some fine ones are to be seen. Three restaurants and lucah counters, one hand laundry, one barbershop and pool hall, one expressman. A good doctor and dentist, a general merchant se store would pay well. Let some industrious colored people get busy and locate. There are two cement plants, employing 400 colored men.

Joseph Vandrpoel, the expressman, owns valuable property.
A C. Crones, a young man, owns good property, is building and will lead one of the most popular ladies of the town to the a tar soon.
M. P. Frellen, who has been porter at the bank for years, owns good property. His wife is successful in hard dressing and champagne.
J. P. Ewing of Wybark, I. T., has lately moved to this town with his family.
We met Ed G. Bass, who is running a lunch wagon—while a specialty.
Mr. and Mrs. Joseph Welsh conduct a fine restaurant and lunch counter, also they have a carpet cleaning machine. Mrs. Welch is an industrious lady. She was for marly Mrs. Dysart. She has many friends in Atchison, St. Joseph and Omaha, her former home. They have good property and a bank account.

We are under many obligations to J. S. Perry, traveling solicitor for the Chicago tailors. He is a good hustler and is doing fine.
Richard Payne is a hustling young man, pieces of good property also a wife and five children, which is a good start for a young man.
Judge Flannelly was holding court; he is well liked by all.
We visited the Western States Port and Cement works about two miles east of town.
Here we found several colored men employed. There are only a few families here.
Mr. J B Taylor is the proprietor of a hotel. He boards several of the hands of the cement works and makes plenty of money.
We were more than surprised to find Miss Sadie Lovelady, who has been adopted by Mrs. Taylor.

works. Here we found several colored families. All are saving money
and are happy. One thin, notorious bible is that there are no hotters, no
vice of any kind. Either work and do right or get out to the motto of

Mrs Clayborne Easter, formerly of Nena, Ohio, is conducting a boarding house. She has an excellent family of girls. She will collect for The Plaintiff in Table Mound.
We met Mrs Ben Calhoun of Verdrey, S. C. She is doing well.
The colored people who want something have money in the bank.
J. W. Miller, clerk of the district court is serving his second term. He is an old soldier, a friend of the colored man.
Independence is a good town for progressive business men.
Rev. C. T. Teal, pastor of Maple Baptist church, has a large congregation and his church is in excellent condition.
Rev. T. W. Kidd, pastor of the A. M. E. church, who is serving his first year, has taken the city by storm by adding 55 members and building a new $3,000 church. The C. M. E. church has an excellent pastor, doing much good.
CHRONICLE.
This city is progressing rapidly. A number of colored men are doing good business and own valuable property. There is an excellent opportunity for a shoe store and a dry goods and notions store. Loster Williams, Rev. John Chas, are the W. W. Drug Co. are the leading merchants of the city. They do an immense business. There are several barber shops and restaurants, one second hand store owned by M. Reeves, who is a hustler. He started a year ago on less than $50, and now has a stock of ten times that amount.
Mr. Foster Williams controls the territory trade that comes to Colleyville.
E. M. Ratchl it has removed and enlarged his restaurant, making it all first class and up to date.
A. J. Douglass the barber, has just started up again.
The A. M. E. church is erecting a $5,000 pressed brick church. David Parks, the head contractor, is giving them a good job. Several of the people are donating money and labor to help the church. Mr. Woods of the Drug company donated $50, and is doing the painting and other work
Dr. R. H. Whitaker is taking a special course at Howard University. His brother, W. S. Whitaker, a graduate of Louisville Medical college, is caring for his patients. S. G. Tools, attorney at law, is doing nicely and will be heard from soon. His practice is growing rapidly. He will be our correspondent, with the assistance of Mrs. Gilbert. Both will collect and solicit subscribers. We met J. A. G. Lane, a prosperous and successful merchant of Klott.
James Venn of Lenapah, whom we also met at this place, is a wealthy farmer.
A dentist and a jewelryman are needed badly.
M. E. Woods owns one of the finest residences in the city. We enjoyed the hospitality of Mrs. Woods, his estimable wife, who devotes much time to the upbuilding of the race. They have a son in Western univers-

Mr C. E. Kirby owns a beautiful home on East Twelfth street.
W. and J. I. Helm of Durlanelle, Ark. and A. B. Knight of Pine Bluff, two sisters of Mr. Koster Williams. They are looking for a place to live.
Mr. Jesse Brown is conducting a smoker and pool hall on South Walnut street.
G. C. Corp., an old timer, conducts a grocery and confectionery on South Walnut street.
The people are in excellent shape. Most of our people work in the zinc mines. There are no loafers in this town.
It was our pleasure to attend a K. P. entertainment and to witness a drill by the uniform rank under the command of Captain J. H Young, one of the best in the county. Grand Chancellor John K. Lewis was present, and made a few remarks showing the great progress being made by the order.
He presented Mrs. K. H. Horton a check for $200, the amount due on the policy of her late husband. He said that the order has paid every claim this year. After a few remarks by the PLAINDAFFER man and Rev J. N. Warren, a barquet was served by the ladies. J. W. Poynter is going forward at a rapid rate. We were guests of Mr. and Mrs. Grant Smith. They are building a fine hoe at Baxter. Mrs. Smith will visit friends in Chicago.
This is the home of E. C. Schermerhorn member of the board of control, the wealthiest man in the state. The people all like him.

The great M. K. and T. shops are located here, and employ a good many of our people in the yards. Several are buying and building. Pearl Tipton, the house mover, has bought a valuable piece of property, being the only colored man living in the fourth ward. They want to buy him out. A. V. Glass and sons have done the wise thing. They have bought a five thousand dollar property, and are running a hotel, barbershop lunch counter and pool hall just across the street from the Katy depot. It is a first class business.
George W. Lester is conducting a clothes cleaning and repair shop at Twenty first and Corning avenue, and is doing fine. He is an old Lawrence boy.
Mr. and Mrs. G. W. Smith have built a new house.
Mr. M. C. Bear has remodeled his residence.
Mr. R. H. Hogau, steward of the Elks club, owns good property. He has a family of eight children.
Dr. Wright is looking fine. He is still rolling pills at Morn's pharmacy. A beautiful lady dispenses soda water.

Here you find the colored people all owning their homes. They have plenty of hogs, chickens and good gardens. Mr. B. Beasley owns a good home, and raises grapes, strawberries and other fruit in plenty. Mrs. M. K. Ross owns good property and has saved something for a rainy day. Her sons are prosperous. Mr. Botts is still carrying the mail. The Baptist district convention was in session: it is a fine body of men.

It is important that colored people be more concerned about who should teach their children and who should serve on the board of education. The bullet is a mighty weapon and should be used effectively in defense of the school children. A large majority of the members of school boards do not care about the treatment of colored children and will employ any kind of teacher if one or more members insure. There is considerable distrust of this. We know of such who are meant to teach young members of the boards keep them at the present or respect all colored people. We know the reason, and in something is not done we we not give the mark from the tree to the whomever we serve. We serve on now but the right person was The Negro. We serve in them right and we have a member of the board in our state. Due and in this would not be used on children without being exposed. Look out. When we have a thing will drop.

It is surprising to see the most intelligent and devoted colored man subscriber to the doctrine of Jim Crowism. This doctrine has found its way in the homes of those who are able and competent to teach the significant masses to repudiate this doctrine of Jim Crowism. What does all this mean?

Another case shows one of the strange relationships which grow out of Southern conditions. An old white man in an agitated and very pale, was brought before the judge. With him came a much younger man, appearing young woman. Both were well dressed and looked respectful to the man in agitated, the woman was still in distress, and constantly coming up afterwards. Why had they been arrested? As they stood in front of the judge's desk, the old man hung his head, but the woman looked up with a smile and smiled, and hoped that he would not have to see again.

The judge glanced from one to the other in surprise.

Mrs Mary Whiteside died at her home on Monday street Friday night. May 17, after a longing illness of consumption. She was a member of the A.M. church. LITTLE CITY OF THE STATE OF MISSISSIPPI ON JOHANNESBURG, 1907, city delegates representing ten counties and the largest cities in the state assembled in the State House in Delaware City to enter their protest against the separate law, which had already passed the State senate, and to appeal to the nation, liberality and good judgment of the tribunal committee and other members of the House of Representatives who were present to keep the proposed bill from becoming a law. We are thankful to say that the better judgment of that body prevailing and we have been spared the bombardment to which our people are subjected in many of the other states. The success which attended our efforts upon this occasion indicates clearly, that with organization throughout the state and district management we can do much toward creating a healthy public opinion in regard to all matters bearing upon the interests of our race.
The Negro is under criticism; he needs defense, his civil and political rights are in jeopardy; he needs protection. For these reasons the delegation adopted a resolution while assembled in the A. M. church. Jefferson City, Mo, February 10th, 1897, instructing the president and secretary of that gathering to invite a solemn convocation of the people of Missouri through their representatives to the purpose of considering the advisability of a permanent organization
The meeting is hereby called to convene in St. Louis, Mr. opening in Central Baptist church July 19th, at 9 a.m. and closing in St. Paul A.M.E. church July 19th. All religious denominations educational institutions, charitable associations, secret societies, and any other organizations in the state not included in this number are requested to send at least one delegate from each city, community and present to be present at and convention at the time herein designated.

To the 18 000 Kansas Baptists: On June 18-20 the State B. Y. P. U. and Sunday-school convention will meet at Shiloh Baptist church, Toneka, Kans.
The said annual meetings have been looked forward to from year to year as the greatest coming together of young people of our race in Kansas. Each year adds a new interest. Already the members have made this their watchword. "On to Topeka in June." They are coming from the four corners of our Baptist home. Last year we did well. But this year it seems to be a universal Kansas spirit to do more than ever before. For it is plainly seen that the more we do only enables us to see the great need of a greater work. The officers of both departments, together with the members, have labored hard this year, and I hereby ask that we come together at the appointed time to talk of our past labor and to bring in the sheaves for the Master's use also to formulate plans for the future.
