There in the window between the lace curtains tied back with baby-blue ribbons, was a pair of groping red hands, the fingers clenching slowly and significantly - THE RED HANDS OF THE PHANTOM!
It required but a brief glance to see that the hands were red because of red flannel gloves, such as farmers use to put away their crops; and it took but a brief glance to see that just

When the county was terrorized by a mysterious person who groped through open windows with red hands and clutched both colored and white women by the wrist, it remained for Paul Smith, colored boy, to track the phantom to his lair; and by apprehending him, Smith was acclaimed.
the hands were in view and that the black sleeves above the red hands were those of a man's coat. There was one probative clue—the sleeves were neatly pressed.
Mrs. Gaunt lay on the floor without stirring, and when at length she moved, unobtrusively, careful lest she attract the menace to her, she opened her eyes, and with crushing alarm darkening their depths, stole a surreptitious glance at the open window. Suddenly she uttered a sigh of relief. . . The groping red hands had vanished!
But that was the way of the phantom. He never perpetrated serious harm. He merely showed his squirming fingers, then crept noiselessly away.
Mrs. Gaunt did not make a great disturbance over what had occurred. The double barreled shotgun that her husband had placed in the corner against the fireplace had been forgotten. Like

the majority of women in the county, she had been expecting a visit from the phantom; yet when he paid her the visit, she had found herself absolutely incapable of grappling with the situation. She had lived in dread of this visit for so long that her nerves were completely exhausted.
For several weeks every woman in Nodaway county had lived in perpetual dread of the phantom. He had terrorized and made his escape without leaving any workable clues. They did not know whether he was a mad man who would perpetrate a fiendish crime when the notion struck him, or whether he was a halfwit, a peeping tom or what. So there was a reason for Mrs. Gaunt's helpless nervousness.
The county is one of the largest in the state, consequently the phantom had plenty of territory to terrorize. He never crossed the county line in any direction. He was quite active at the county seat, appearing in the immediate vicinity of the old Hepley home—one of the landmarks of the town—with persistent regularity.
Some people believed he was a business man who had become insane; some thought him a college student; some, a tramp; while
a few were of the opinion that the phantom was a decidedly pretty young woman who had made a wager that she could twist the tail of the law and evade its kicking feet.
No woman ventured out on the street after dark. Husbands preferred to remain at home to protect their loved ones. School girls were kept in; hence the movie shows suffered. There was no end of the hardships caused by the phantom. No remedy was effective.
A business executive for a firm at the county seat had the habit of repairing to his office every evening where alone he entertained himself by playing solitaire, sometimes remaining there until a late hour. Upon this particular occasion a flying mist filled the air, considerably

INTERESTING THE CHILD AT HOME
The child at home, whether it be in city or country, has an excellent
opportunity to learn, provided he has parents who are interested in him and who are clever enough to give him the proper environment. I say, clever enough, because the parent himself should always have an object of his own in giving the child what it really wants. Here is an I mean.
A
One parent hit upon the idea of renovating a little-used basement room, which is on the level of the street, as a play room for his four youngsters, and their friends. There is only enough furniture in it to allow for needed rest—a few chairs. There is space for the smaller ones to romp and even ride about. Near a window is a work-bench for the older boy who is a radio fan. The rest of the equipment is left to the children to devise as they wish. They find boxes, pieces of carpet, pictures, table-cloths, and other things for playing house. And, the more they are left to their own choosing, the fonder they are of their play room.
They like a place of their own where there are no "don'ts" in the air to cramp their freedom. They like a place where they can be hospitable to their friends in their special way without supervision. It is a happy trait in healthy, normal youngsters that they also like to have their parents visit them at their play. When a parent is truly welcome, it is proof that the parent is a success in this role. He must first establish this cordial relationship of good comradeship in order that all his other efforts will bear the fruit for which he works. Then can he attain his goal—guidance toward full development and growth.
Visiting the play room in the spirit of play, the mother or father has created ideal conditions for real study of the child. Then, by inviting or rather encouraging the children to invite outside children in to play the mother can watch the budding social tendencies of the youngsters. It is on the playground of the school yard that teachers say they become really acquainted with their pupils. Generosity or selfishness, good-sportsmanship or caddishness, leadership or backwardness etc., all make their appearance as pupil reacts upon pupil. Unless there are many children in a family, the mother seldom knows this side of her child unless some such device as described above creates the social situation.
These revelations of the playground or play room, forecast a picture of the child's future actions; and to the wise mother, means hints for the gentle, indirect moral guidance which she must give. Over in the corner at the work beach, there is another kind of reve

Mr. Spaulding thinks very quickly. It takes him only a few seconds to make decisions. He is very practical. He has persistence. When he starts anything, and the road gets rough, and he has difficulties going ahead, he just sets his teeth tight together, and GOES THROUGH. He isn't a quitter.
Mr. Spaulding has the ability to organize. He knows how to work with people. He is thrifty. He cares for his money, and saves time. He is careful about the little things. He isn't afraid to talk when there is anything to say. At other times he keeps still—which is an excellent trait.

er their children as property, especially their girl children. Fathers of the kind described above, are a menace to civilization. And yet, such fathers are frequently to be found in the rural sections of the South. Psychologists say that the underlying explanation of fathers of this type is jealousy. They are jealous of all other men because they regard their daughters as their property. They strive in every way to keep other men from winning them. And yet these strict fathers are mistakenly considered the most moral. The effect upon the girl is disastrous. It creates a fear in her of all men, and makes a happy marriage later, almost impossible. She becomes subject to all sorts of nervous disorders, at the bottom of which lies the dread of a man's touch instilled in her by her father.
My dear child, don't hesitate any longer. Leave at once.

This week I received a particularly pathetic letter from Leaksville, N.C.
I live in a small town with only a few places to go for amusement. I am twenty-one years old and very, very unhappy. Twelve years ago my mother died and left two girls and one boy. My brother and sister have since left home because my father was so mean to us. I have stayed with him because I was the youngest and he depended so much on me to keep house. But he raises fault with everything I do. If I speak to a man, he will fuss about it for a week. And if I have girl friends to see me, he insults me before them; sometimes threatening to hit me with a chair, and tells me I'd better get to work when I am talking to them. My sister wants me to come to her but I will have to leave without telling my father and I hate to do this. But if I stay here I will surely commit suicide.

NEGEO WOMEN IN MANUFACTURING AND MECHANICAL INDUSTRIES INCREASE
A study of Negro Women in Industry in fifteen States, recently completed by the Women's Bureau, Department of Labor, shows a gain of more than 50 per cent in the number of Negro women employed in the manufacturing and mechanical industries, while the gain for all women in these occupations was proportionately slight. tiful hands I have ever seen have
been strong hands, made so by the
hard work done by their owners.
‘Those women, working lard al
day, did not lose sight of the fact
that the very work they were doing

was to help.
This is not a hard matter. Most
of the things that ruin the iooks of
the hands are little things that
could be easily remedied almost
without expense, and certainly with
little eost so far as time is con-

Only the other day I saw a wom-
an with the very worst looking fin-
gers. She is a hard working woman,
but just five minutes every two or
three days would have changed her
fingers and added a_hundred _ per
cent to their looks. “Sut she wasn't
using that five minutes. Instead,
she was letting the skin grow down
tight around the nails; and surely
there is nothing worse: looking than
long hang-nails.
If you have not given your fingers

Phantom Terror Failed to Reckon With Colored Boy
appeared and unobtrusively made inquiries about a girl who had once lived there named Martha Hepley who has recently been acclaimed one of the most beautiful girls in the world.
Moreover and quite consistent with the above, the stranger had asked questions about the old house, what they planned to do with it, since the family had moved. He had been seen not infrequently in the neighborhood of this house. From that time, the mystery became decidedly more complicated.
The phantom with the groping red hands continued to terrorize the residents of the county, still without leaving clues behind him; and his exploits were becoming more sensational than ever. He began to reach through windows and seize women by the wrist, both colored and white women. He would hold to them for a moment and then abruptly let go.

Has Changed The Style for Hair
It doesn't take long for a new idea to take hold when it makes us more attractive, and is easier to use. Not long ago "Connie's Hot Chocolates," the new musical hit conceived by Leonard Harper, opened in New York and when folks saw pretty Marion Egbert and found out how she kept her hair so soft, bright and smoothly brushed, they followed her style. "I started dressing my hair with La-Em-Strait when I first heard about it," says Miss Egbert, "and my hair has been so soft, smooth and glossy ever sir.ce, that I wouldn't let a day pass without working a little La-Em-Strait into my hair before I brush it."
La-Em-Strait hair dressing makes hair smooth and bright in 30 seconds, and it isn't greasy. That's the reason it is even more popular with the men than the girls. More than a million folks prefer it to any other hair dressing. You can get it at any drug store in either 25c or 50c sizes.

He rang doorbells, knocked against the sides of houses, rattled a short piece of chain against front porches; doing, in fact, everything conceivable to alarm the women. There seemed to be no one smooth enough to catch him. The law had launched a fight to apprehend the culprit, for there was a very systematic police service in the county. The various firearms bought for defense against the phantom went unused. His quick and clever escapes made their use impossible.
Paul Smith young colored employee of the B—Hive Shoe Store, saw a man stealing from a lawn, darting from tree to tree, and his suspicions were aroused. Was it possible that this was the phantom? Smith stood there for a moment grappling with uncertainty. But he finally decided to follow the strangely acting man; shadowing him for several blocks. At one corner a young woman suddenly appeared, coming from a side street. And it was here that the phantom made the first blunder in his mysterious career. He grabbed the young woman by the shoulders and attempted to drag her from the walk, the girl screaming, fighting, scratching—trying her best to escape the groping red hands.
Smith unhesitatingly came to her rescue. He struck the phantom on the side of the head, staggered him. He then quickly followed up his advantage. Short arm hooks and jabs blinded the man and he finally took to his keels and fled.
The air was filled with flying flakes of snow. The fleeing man made a grotesque black lump against the white background. And Smith gave pursuit, chasing the phantom to the railroad yards near the depot, where the phantom vanished near a string of box cars. However, his stalker had injured his right hand, and was forced to call for help; and after a considerable search the phantom was apprehended.
A man named Gill Edwards, well-educated but somewhat off in his mind, proved to be the Jekyll-Hyde. He had studied medicine, and his clothes were always well pressed. The man was considered a peeping tom. Now he is in an insane asylum. Edwards had lived for fifteen years the life of a recluse, and the majority of younger people at the county seat did not know him when they saw him. Tall, straight, and with his well fitting clothes always neatly pressed, he was not ordinarily a suspicious looking character. He had suddenly ceased to study medicine many years before because of a bitter disappointment in love. The strange quirk on his part for frightening women offered the local physicians much food for thought.
The energetic young colored man who saved the girl and was instrumental in bringing about the capture of the phantom has demonstrated his courage upon more than one occasion in the town where he lives. Several years ago when the human fly stunt had people straining their necks, to look sykward, Smith startled everybody by accepting the challenge of a human fly who had climbed one of the tallest buildings in town. The fly disputed the ability of any one in his audience duplicating his stunt, but Smith not only duplicated it, but he went the fly one better. He climbed down the same wav he climbed up.
This is an impossible feat for the ordinary person. But with Paul Smith it was a case of having prepared himself for the opportunity that fate cast in his way. He was slender, light and agile. He had been climbing buildings for his own amusement and that of the few citzins who gathered to witness his feats. He slowly and cautiously ascended to the top of that high building, and just as slowly and cautiously descended to the walk.
He knew he could make it before he began the ascent, and having the courage of his convictions, he won out. It was this same courage that enabled him to apprehend the phantom.
Young Smith, bright and daring, saved his town in a useful and creditable manner. In several instances his ingenious exhibitions of courage and bravery have obtained the expressed appreciation of his townspeople and have attracted the admiring attention of the entire country.
