The total value is $10,923,644, of which amount $8,798,559 represents the investment in sites and buildings and $1,190,688 in equipment. 2. The average rural schoolhouse in worth $2,105 whereas a city building is valued at $37,440. The average classroom value is $1,898. In rural systems the average classroom value is $1,021 and in city systems $4,109. The average investment of school property for the colored race is $1,31. For rural schools the per pupil investment in $2,438 and for city schools $2,88. The valuable property in the oldest largest city systems, which own nearly one-third of the total property for the colored race. 9. FARMERS NEED COTTON PICKERS Cotton pickin in the Gulf Coast has not been the gravel unemployment situation which has gripped these sections and the gravel unemployment section or 9 months, according to C. It is not only that the Negroes are true that color plays little part in the decision where efficiency is the desired thing. Negroes are not persecuted because they are not white, but because they are white waiters could not have replaced the Negro servants of the old days had color been the only consideration. This is a fundamental truth and one which has direct bearing on whether the streets today might have still been employed had they realized that any job is the best job in the world when there is a need to make them a part of this paper; and that any job that is worth doing to the best of one's ability. THE NEGRO DEMOCRATIC CLUB When the small group of Houstonians began by Julius White, C.A. Glimser and others began agitation for inclusion in the Democratic Primary, there were many who scouted at the idea. The group was not alone in their efforts, and what could not be done. But somehow or the other the idea has "gone over big" and now that group sees the successful calcination of their hopes in the carrying of the fight to the Supreme Court of the United States. And how has it happened? The group has given their desire and desire for its progress can be found in a consideration of the way in which men of all walks of life have joined their strengths to this effort and have given unstinted of their time and energy to the putting over of this tremendous program. Doctors have taken the opportunity to be a part of the movement. Pastors have given of the time for their services to the pleas of the speakers for this movement and have encouraged their congregations to contribute to this cause. The local musical organizations of the city have contributed their services to the movement and to be a part of the changed appointments. in order that they might be of service to this cause. It is good that this is so. "He who would be, selfless, must strike the blow." And right well has Negro Houston answered that the people of Houston are with all American citizens and without which no individual, race or group can hope to maintain its place in the scheme of American things. Certainly this beginning is creditable; and whether this effort wins or not, it is more than commendable that the people of Houston have the ability to work together has been so amply demonstrated here. The Informer is of the opinion that this should be but the beginning of the fight to win our suffrage in all cases where there are public servants to be chosen or where there are public questions to be answered. We must help to determine who our mayors and sheriffs will be. We must become a potent force in our local government. For while there may have been generosity among the officials of Houston, as far as Negro rights were concerned, such allowances for Negro needs were not made. We must suffrage and contribution to the success of the city; they were based rather upon other considerations of less permanence and more subject to change. Let the effort continue. Let it be founded in such ambition to with that a series of actions that would strive for the objective of freedom and the right to vote. And there can be no doubt but that every person who has given his time, money or energy to the success of this movement as far as it has gone must have made contribution to the future of his race and to the perpetuation of the democracy on which this nation is supra- founded. LEARNING FROM THESE HARD TIMES For many years there has been an attempt in America to instil the fundamentals of thrift in all citizens regardless of class in America. Radio program, have set forth the best methods of teaching the fundamentals of thrift, and have done an after column on how best to handle the money earned by American families. Schools have included in their curricula some lessons on money and money handling; in these times the students have learned to handle money and in some cases is not yet. Families have found themselves out of means for obtaining even the necessities of life. Jobs have been few and many, and the money they will witness such suffering as has been seen but few times in the whole history of this country. Many Negroes have already felt the pinch of these times. Many of them have them. Many wonder if there is any way out. But it is a question that needs to be answered enough to help them in another crisis of the same sort. There will be many who will not date their time of suffering back to the days of desire to make preparation for the powerful "fanny day." But it is a question that needs to be answered extravagance in days of good jobs and lacks of the essentials in these lean days. But all of such sort may well realize that, in the days of thrift, we have been some preparation against the day of lessened earning. The farmer who owns his own land and who has been unwilling to work to have an extension agent to teach thrift in his property, will be better off than to discuss about the canning of fruit and vegetables, is no better off than the worker in the city who has bought a second hand automobile living in a rented house when houses could have been bought. The value of doubtful living to him. And both of them are no better off than any other person who have failed because of lack of the desire to study to improve their conditions. Those who are not willing to study to improve their conditions, there will be a sufficiency of adversity within the next few months from which all may learn. It does not often give the farmer a chance to be public to the need, particularly on the part of Negroes, to give more thought to tomorrow while prosperity is present. It ures that there be more stress laid on thrift in individual lives as well as in the community, so we learn more definitely to "prepare for want in time of plenty." ROSEVELT HOUSTON, TEXAS, SATURDAY, AUGUST 23, 1930 SUMMER CLASS AT PRAIRIE VIEW Slightly more than two weeks ago more than one hundred persons received degrees at the close of the midsummer term at Prairie View State College. Principal Banks expressed himself as pleased for the first time at the type of work which had been done by this class which met all of the requirements of the courses of the school. The class contained several persons well past the prime of life. Several men and their wives stood to the right of the room, and the class of the have had many years of experience as teachers in the various parts of the state; and the study which they completed was the result of a desire to meet the demands for increased preparedness in teachers; a thing which has become the rule in Texas schools. Certainly there is food for much thought in the contemplation of the future. And in this contemplation hope is found for the future of Negro schools and Negro school children in Texas. There is room for much commendation of the type of constructive work which is being done by the principal and faculty of the school in Texas. And in this contemplation the curricula of the institution. And finally there is room for commendation of The State of Texas which, though not to the extent which could be desired, nevertheless, is making possible the for the thorough education of Negroes at the expense of the State. The increased contribution to society of more than one hundred Negro teachers who have had contact with the most modern and the best in education cannot now be estimated. But any one who has seen the archaic methods and the almost savage procedures of the past will be surprised by the modern class and in the knowledge that it is but the first of a series of such classes which will come out from this school, to be thankful for the coming of a day of progress like this and to do his bit toward encouraging the persons and the agencies which are instructed to teach the students, to change the changed, and the Houston Informer most heartily endorses the change and hopes that the evidences mentioned here are but the first signs of the coming of a completely new day in which all of the schools devoted to higher education and especially the one in the South have a great opportunity to full train of all who seek to prepare themselves to meet the challenges of this new American day. SHALL NEGROES KEEP THEIR JOBS Cleanliness Essential To Successful Camping BY ALGERONN B. BACKSON, M. D. (For The Associated Negro Press) Hygiene and sanitation standards Camping in the open is a pleasant and helpful way to spend a vacation Hiking is a great way to enjoy Don't start on a trip if you are worried or annoyed by some minor alliances or chirpistion if necessary, or you are likely to run your own vacation, as well as that of your companion Negroes in the mass have thought too little of the importance of a job. They have been too ready to declare that "I don't have any job, nor nobody." They have been too prone to feel that "if this job is not done, I will die." That every Negro who holds any job of any sort, in so far as he does or does not do his work well, is either a good or a bad advertisement for the whole race. They have thought too lightly of the things with which they were connected. If they have added the wrong person, seen it to give such notice that their employers could secure other help without some trouble. They have not thought of others among them who might well fit into the job. And seldom has a Negro thought enough to recommend others of the race for the places where they might be quitting and taken the pains to "break them in" before they left. Select a wandrobe designed to meet all emergencies and all kinds of weather conditions, comfortable for biking or climbing, a lightweight outfit for sundry days, warm wraps for cool evenings and nights, and a lightweight sweater that does not need loosening. In order to get the most good out of your wandrobe, the standards of apparel have been sanitation that you observe at home. Remember, a swim is not a bath. At home, you should thoroughly with soap and if possible warm water, even if your bathhit is only a basin. You want to keep cool in hot weather don't dry your skin. You should cover yourself with a light wrap or sheet and lie down for a while in cool, comfortable place. Don't hesitate to wash your hair as often as you think it is necessary. You can wash it in summer that no amount of careful washing can do to harm them. If you can't take an all-over bath, warm water. You will find it very refreshing, especially after a long period of sitting and expiration and dirt that clip to the skin will not only make you uncomfortable, but also cause body odor. That also applies to the clothing that comes in contact with water. The Negro Faces the Fall Campaign Under normal conditions ours is a bi-partisan type of government. But in times of danger and distrust, it is important to have a strong presence in the Civil War under Lincoln, and in the World War under Wilson. The desired outcome of the titanic industrial and economic issues with which our nation and indeed the whole world are engaged, has serious consequences to our national destiny as either our fraternal or foreign war. In this emergency, patriotism demands the laying aside of man-made weapons and the should fall in behind President Hoover in his statemanlike program of economic and industrial reconstruction at least for the remainder of his tenure. We must reaffirm our farm relief, tariff adjustments, unemployment, prohibition, the alignment of labor and capital, the slump in the stock market, and the devastation of the drought demands this partisan government to take control of the World War. Dr DuBois, the Negro apostle of agitation and protection, urged his race to close ranks for greater grievances and in solidarity for William Wilson, the captain of the hosts. The Negro voter then faces the approaching campaign distracts between two great political parties with outdistinct issue. The great Rebuttal is the one that elicits empathy in capably named and capedated, but so far as the poor black man is concerned, it mute and devolvedal. This leaves him absolutely free to choose between candidates on the basis of race, color, religion, which he deems of greatest moment to the racial weal. In my mind the decisive criterion would be found in answer to the query: "Are you or dry to die?" A. C. P. is our only organization with an avowed purpose and policy in the present rupture of things. Their object is purely vindictive, with the belief that political repression and revenge will hinder such politicians with an eye to the main chance. I command their motive, reason, and in view, but must suggest an alternative. The motive must be used skillfully and potentially it must cause both Republicans and Democrats to ignore all the mistakes and make it not of effect. INVESTING FOR PROFIT BY CARTER W. WESLEY On the other hand, no one should be afraid of any one company. The element of risk is always present. However, the risk is greater for companies that have a larger number of properties. Distributing the investment takes care of the unintended risk, it is easier to mitigate the risk than to maximize the number of properties. Effective investment affect all investments. As indicated above, diversification can be made in the investment process. The character of the industry or corporation doesn't take much reflection to show that all of his money is a risk by putting all of his money in companies in one industry. The destroyed fortunes that would have been distributed over the assets had been distributed over the assets were wiped out. Those who limited their field of investing to FoMo had less risk and droughts and pests also affect the fortunes of people whose funds are tied to the industry. Panies usually affect all parts of a country. So geographical distribution is important in different kinds of industries. In pennies, government bonds and public industrials. In prosperous times, industries run north and south, and some east and west. Crop failures in the pennies run north and south, while crop failures in the West affect the railways run north and south, while one field is suffering, the other four may be doing fine. The company put stop to taking all their money in one thing. Many say, "Well, I had only a little $100. No fund is too small to distribute.
