CHURCH VOTE TO DROP COLOR HAB AT CONVENTIONS The Federal Council of Church is an organization composed of several of the leading denominations, white, black, and blue. Recently the Executive committee of this organization not in Cleveland and among other things adopted a resolution urging all churches to place their places of meeting for the purpose that provision be made for delegates of other than the white race and that every precaution be taken to protect such brethren against embarrassment from any form of harassment. The resolution adopted attention to the fact that "the question of enforcing the 18th amendment has become an outstanding moral issue of our land." It is rather hard to imagine any other genet, from the sort of indifference which characterizes so many of the black communities in the south, than they not only do not try to improve the condition of their Negro citizens but they even go to the lengths of making it necessary that they continue to live in these "atmospheres of ignorance and vice." Crowded homes along crusades and mary mudholes in sections of the city naturally useless for any other purpose are regular breeding places for disease and uncleanliness. capacity so small that they cannot hope for material economic independence, poor schools which must continue to be poor because of the fact that public sentiment declares that "Negroes do not need the same amount of training as do others." What else is there to expect for reduction of a state's servitude? It is that the state will need many other beautiful natural creations owe their being to such surroundings. But human beings are different. They thrive and grow in soul and mind as the result of environment which was to support and strengthen the state so objectively. The amount of Negro crime in Memphis is considered unusually large according to The Commercial Appeal, leading daily of that city, which in its editorial of a few days ago, stated that four times as many Negroes died homicide death than did whites according to population. In assigning a reason for this unusually high number it had the following to say: "a fitting home environment and the proper training of heart and mind are absolutely essential in order to prevent the growth of criminal tendencies in those who are passing through the formality periods of their lives. "In the effort to eradicate the criminal tendencies of the Negro the problem is almost entirely that of education—a spiritual, moral" mental. The temperament of the Negro such that there is little hope of reforming him who has already begun a career of crime. The Negro who has grown to maturity in an atmosphere of ignorance and vice has little fear of the law when for any reason, he is aroused and the legal penalty prescribed for crime seldom stays his hand. WE AGREE WITH MR. EVERMAN It is probably true that the average person in Dallas who is forced by circumstance to ride the street cars will not be materially interested in the technicalities which are involved in the arguments of the street car company with Mr. Everman, supervisor of Public Utilities in Dallas; but all of them are vitally interested as well as exceedingly pleased with the news that his recommendations are to the effect that the increased fare be refused the car company. And particularly is this true of the Negro riding public which, at best, in no position to stand the increased expense of transportation to and from jobs which support them and their families but meagerly. All of this is the opinion of The express despite the published letter of one member of the race who, for the purpose of attracting attention to himself, it seems, agreed that the car company should have the increased fare. It is unthinkable that a group of people as poverty stricken as are the Negro inhospes of this city could welcome any addition to their already very heavy burdens of debt and current expense.
